Abstract

Penelitian ini bertujuan untuk mendeskripsian implementasi rezim Tujuan Pembangunan Berkelanjutan (TPB) di Provinsi Sumatera Barat dalam mengurangi prevalensi stunting di wilayah tersebut. Isu tersebut menarik untuk dikaji mengingat TPB sebagai rezim internasional telah bersinggungan dan mendorong aktor di tingkat sub-negara untuk turut aktif dalam mengimplementasikan rezim tersebut di wilayahnya. Dalam melakukan penelitian ini, penulis menggunakan 2 (dua) konsep, yaitu rezim internasional yang dikemukakan oleh Donald J. Punchala dan Raymond F. Hopkins, untuk mengidentifikasi TPB sebagai sebuah rezim internasional, serta konsep implementasi rezim internasional yang dikemukakan oleh Merilee S. Grindle dan John W. Thomas, untuk menjelaskan proses implementasi rezim tersebut baik di tingkat negara maupun di tingkat sub-negara. Adapun metode yang penulis gunakan dalam penelitian ini adalah melalui studi kepustakaan. Berdasarkan konsep pertama, penulis mengidentifikasi 5 (lima) indikator, yaitu: Keberhasilan rezim membentuk perilaku aktor; Keberhasilan menciptakan mekanisme bagi pembuat kebijakan; Adanya prinsip yang menguatkan; Adanya aktor yang berperan di dalamnya; serta dapat mengakomodasi kepentingan aktor yang terlibat. Sementara itu, berdasarkan konsep kedua yang penulis gunakan, penulis menemukan bahwa pengimplementasian TPB untuk mengurangi prevalensi stunting di Provinsi Sumatera Barat melewati 3 (tiga) tahapan, yaitu policy agenda, arena of conflict, serta resource and requirement. Kemudian, berdasarkan proses implementasi TPB sebagai rezim internasional di wilayah tersebut, ditarik kesimpulan bahwa telah terjadi actual change berupa penurunan prevalensi stunting di Provinsi Sumatera Barat.

Abstract

Diplomacy is an important instrument in advancing the Indonesian economy, one of which is by attracting foreign investment. Indonesia's efforts to develop the electric vehicle industry can be realized because of Indonesia's success in attracting investment in the electric vehicle industry from South Korea. This study uses the concept of commercial diplomacy from Olivier Naray and Michael Kostecki. Descriptive qualitative approach and literature study data collection techniques that use secondary data. This study aims to describe the commercial diplomacy by Indonesia in attracting investment from South Korea through main and supporting activities. The main activity in this research is the promotion of FDI. This is due to the efforts of the Indonesian government to attract investment from South Korea following the main activities of promoting FDI which is indicated by the Indonesian government conducting investment promotions by conducting seminars on investment opportunities and conducting industry-related investment agreements. In supporting activities the Indonesian government provides information on holding business forums and business networks, as well as getting involved in signing investment agreements and supporting foreign investors with the laws that apply in Indonesia in the electric vehicle industry.

Abstract

Trade war between Japan and South Korea since 2019 highlights economic tensions triggered by historical and political issues as well as strategic interests in the technology sector. This conflict originated from the South Korean Supreme Court’s decision demanding compensation from Japanese companies for forced labor practices during World War II. In response, Japan implemented export restrictions on semiconductor materials, impacting South Korea’s technology industry. This study aims to analyze Japan’s national interests in this trade war used the concept of national interest by Charles Chong-Han Wu. This study using a qualitative approach and a descriptive-analytical type of research. The findings indicate that Japan seeks to maintain its economic control through dominance in the semiconductor sector and secure its strategic position in the global market. Additionally, the export restrictions are seen as a measure to protect Japan’s national security within the context of technological competition. In conclusion, this trade war reflects the fragile economic interdependence between the two countries and underscores the need for more stable diplomatic strategies. Abstract

Bolsa Família is usually seen as one of Brazil’s leading anti-poverty programs. Its significance, however, has not remained within Brazil’s welfare system. Over time, the program also became part of Brazil’s external engagement, especially through the circulation of social policy expertise in South-South cooperation and global social protection debates. Drawing on Bolsa Família, this article examines how a social policy from the Global South can enter foreign policy practice. The study uses a qualitative case study and process-tracing approach, based on official documents, cooperation records, international organization reports, and relevant academic studies. The analysis identifies two connected patterns. When Brazil’s social policy agenda was closely aligned with domestic coalitions and foreign policy priorities, Bolsa Família circulated mainly through coordinated policy transfer, including technical cooperation, training, study visits, and policy artifacts. When this alignment weakened, the program did not disappear from global policy debates. Its circulation continued through indirect diffusion supported by international organizations, development banks, expert networks, and instrument constituencies. In this second pathway, learning, emulation, and selective adaptation became more visible than direct state orchestration.

Abstract

This article examines how global terrorism concerns are translated into domestic legal norms through an intermestic lens and the capillarity of ideas. The capillarity of ideas refers to the subtle flow of policy ideas, standards, and practices from international arenas into domestic governance via policy networks, epistemic communities, technical assistance, media, and law enforcement institutions. Using a normative socio-legal approach and document analysis, the study addresses three issues. First, the global counter terrorism architecture, including United Nations Security Council resolutions, the United Nations strategy, and risk assessment standards. Second, the capillary channels that shape legal definitions, mandates, and enforcement procedures. Third, the rule of law consequences that arise when preventive and security logics expand state powers. Drawing on Indonesia as an illustrative case, the article argues that zero attack narratives and declining arrests do not automatically eliminate the risk of eroding legality, accountability, and rights protection, particularly in areas such as early intervention, digital surveillance, and the expanding role of security actors. The article proposes a rule of law assessment framework and policy design safeguards to strike a balance between the effectiveness of prevention and the need for legal certainty, judicial control, and social recovery for victims and vulnerable groups.

Abstract

This research aims to analyze the functions of the international organizations, specifically the International Labour Organization (ILO) through the Better Work Bangladesh (BWB) program in promoting decent work for female workers in Bangladesh’s garment industry. Despite being the world’s second-largest garment exporter with a predominantly female workforce, the fulfillment of workers’ rights remains inadequate. Using the framework of International Governmental Organizations (IGOs) proposed by Karns, Mingst, and Stiles, the research examines how BWB addresses gender discrimination, enhances training opportunities, and fosters inclusive workplaces. Employing a qualitative descriptive case study, the study relies on document analysis of annual reports, ILO publications, and related sources. The findings indicate that BWB has improved compliance with labor standards, particularly regarding working hours, wages, non-discrimination, and protection for women workers. Initiatives such as GEAR and Mothers@Work, implemented in collaboration with the IFC and national stakeholders, further strengthened gender-responsive labor governance. The study concludes that BWB serves as a collaborative platform linking international and domestic actors in advancing decent work and gender equality in Bangladesh’s garment sector.
