Abstract

The climate change issue has become a great debate in U.S foreign policy. Starting from the year 1980, the United States considered climate change one of the nation's potential threats. It can be traced from the U.S's active participation in climate change international regimes. But in 2015, Donald Trump's administration decided to withdraw from Paris Agreement. This research describes the securitization effort of climate change in the Donald Trump Administration through the U.S withdrawal from the Paris Agreement. The analysis uses four political forms of de securitization of Lene Hansen; stabilization, replacement, re-articulation, and silencing. This research is qualitative with a descriptive analysis approach. This research found that the climate change de securitization in Donald Trump's administration uses the four political forms: stabilize climate change issues, replace climate change with the economic, immigrant, and terrorist Issues, and rearticulate the danger of other three subjects. However, it can be concluded that the silencing effort was not complete; it can be proved by establishing the U.S Coalition of societies (We are still in) which supports the Paris Agreement 2015, and some protests of the American public against Donald Trump's decision

Abstract

Community service on the decision-making process in foreign policy aims to improve awareness of high school students in Padang on the importance of foreign policy. Foreign policy is often identified with complexity and far from public sphere. The community service team expects this activity could help high school students understand the decision making process in foreign policy. The community service is conducted with lecture and role-play method of formulating foreign policy. The approach used in this program is Graham Allison’s concept regarding process of foreign policy- making. This activity is designed in several stages. In the initial stages, the team prepares working plans. The second stage is socialization and the last stage is program implementation. It can be concluded that this community service has increased the student’s understanding in regards to the importance of foreign policy. Result of this activity indicates that students’ knowledge on foreign policy is improving. This is calculated based on several indicators i.e understanding on the role of actors in formulating foreign policy, factors affecting foreign policy and impact on the state’s strategy to pursue its national interest.

Abstract

This research aims to show how the interaction between the actors is in the process of ending gender-based violence norms brought in by international norms entrepreneurs such as UN Women, UNICEF, and UNFPA is then adapted to local practices by local actors in South Africa. South Africa is one of the highest gender-based violence in the world. The increasing number of cases have prompted local actors such as Sonke Gender Justice, the South African Youth Gender Action Plan and the Foundation for Human Rights who are engaged in the fulfilment of gender and human rights to contribute to the prevention of gender-based violence. This research used the concept of norms localization by Amitav Acharya. The method used in this study is a qualitative method with a type of descriptive analysis research from secondary data. This research has shown the interaction between international organizations, state, and local NGOs, particularly at the domestic level in the process of adjusting the norm of ending GBV. This research has also shown how interactions between these actors have successfully localized the norms characterized by institutional changes in the form of the issuance of the National Strategic Plan on Gender-Based Violence and Femicide by the South African government.

Abstract

Diplomasi publik merupakan instrumen pencapaian kepentingan negara yang populer digunakan, dimana Republic of Korea merupakan salah satu contoh negara yang menggunakan diplomasi publik dengan Korean wave menjadi salah satu medianya. Diplomasi publik Korean wave meraih kesuksesannya di Indonesia secara umum dan kota Padang secara khusus. Tulisan ini bertujuan untuk mendeskripsikan pencapaian kepentingan negara melalui pelaksanaan diplomasi publik yang  melibatkan banyak aktor swasta/private. Penulis menggunakan  metode survei ke sepuluh universitas yang ada di kota Padang untuk mengetahui pencapaian kepentingan negara ini di kota Padang. Tulisan ini menemukan bahwa walaupun diplomasi publik ini berhasil dalam meningkatkan popularitas Republic of Korea, tetapi kepentingan yang ingin dicapai seperti tersosialisasikannya kebijakan pemerintah dan penciptaan image  RoK yang cinta damai dan attractive belum berhasil tercapai sepenuhnya, karena ketertarikan kepada budaya populer yang ditawarkan ternyata tidak berhasil untuk menarik pemuda kota Padang untuk lebih lanjut mempelajari kebijakan-kebijakan pemerintah dan membangun image yang diinginkan oleh pemerintah. Kata kunci : Diplomasi Publik, Korean wave, image, budaya populer, Padang

Abstract

This study aims to describe the implementation of the Ban Amendment to the Basel Convention in 2019 in Batam. Batam city is one of the cities that has a port that has been designated as a point of entry and exit for the import of non-B3 waste and/or waste. This situation led to the discovery of many imports of B3 waste and/or waste, especially plastic waste, which peaked in 2019. In this study, the researcher uses the concept of regime implementation at the domestic level, which analyzes the behavior of social actors in implementing regime provisions at the domestic level by the provisions of the regime. Data collection and analysis were carried out using qualitative methods and descriptive-analysis approaches. Researchers found that social actors involved in implementing the Basel Convention in Batam city, especially regarding the prohibition of the importation of B3 waste still have not fully participated in realizing the country's targets that comply with the provisions of the regime.

Abstract

This research aims to analyze the cause of Sri Lanka’s debt crisis in Hambantota Port Development Project with Tiongkok. Hambantota Port was built in order to turn the wheels of the economy that had been collapsed after 25 years of civil war. Besides, this port is located in strategic position in international shipping lines and this urged China to cooperate with Sri Lanka by funding most of the port development cost. However, the project that was supposed to enhance Sri Lanka’s economy, leads Sri Lanka into debt crisis. This research uses Theodore H Cohn’s concept of debt crisis in nation level. Data collection techniques and analysis were carried out using qualitative methods and explanative approaches. This study found that Sri Lanks’s debt crisis occurs because of irresponsible behavior of the both party that participated in this cooperation. China as the creditor aggresively lends Sri Lanka without respectively looking at Sri Lanka’s credit liability. On the other hand, Sri Lanka as the debtor tends to avoid the conditions that they thought as burdensome for them and the government was not able to handle the prolonged budget deficit, not able to make a good policy in facing debt situation, lack of transparency and high level of corruption.

Abstract

Penelitian ini menganalisis tentang hambatan Indonesia dalam implementasi UNCAC 2015-2020. Indonesia merupakan salah satu negara pihak pada konvensi PBB Anti Korupsi UNCAC. Namun sejak tahun 2015, Indonesia mulai mengalami kemunduran dalam upaya pengimplementasian UNCAC. Penelitian ini menggunakan konsep teori ketidakpatuhan negara yang dikemukakan oleh Abram Chayes dan Antonia Handler Chayes. Terdapat tiga variabel dalam menjelaskan tentang ketidakpatuhan negara terhadap suatu perjanjian internasional yaitu ambiguity, limitation on capacity dan temporal dimension. Metode penelitian yang digunakan adalah metode kualitatif. Data yang digunakan adalah data sekunder. Hasil penelitian ini menunjukkan bahwa terdapat dua faktor utama yang menghambat implementasi UNCAC oleh Indonesia. Adanya ambiguitas bahasa dalam pelaksanaan beberapa tindak pidana korupsi yang belum dikriminalisasi oleh Indonesia serta kapasitas pembuat regulasi yang belum meharmonisasi UNCAC ke dalam hukum domestik dan lembaga penegak hukum yang belum maksimal.

Abstract

Nilai-nilai filosofis dalam budaya masyarakat Minangkabau, Sumatera Barat, yang menganut sistem matrilineal dapat berkontribusi dalam pencapaian target kesetaraan gender. Namun, dalam pelaksanaannya masih terdapat hambatan yang ditandai dengan rendahnya angka keterwakilan perempuan di parlemen Sumatera Barat. Penelitian ini menganalisis hambatan yang dihadapi Sumatera Barat dalam mengimplementasikan Tujuan Pembangunan Berkelanjutan yang berfokus pada keterwakilan perempuan di parlemen. Penelitian ini menggunakan metode kualitatif dan data dikumpulkan melalui studi literatur dan wawancara. Penelitian ini menggunakan konsep Pemberdayaan Perempuan yang dikemukakan oleh Naila Kabeer dengan indikator konsepnya yaitu sumber daya, agency, dan pencapaian. Hasil penelitian menemukan bahwa perempuan di Sumatera Barat kekurangan wadah untuk berpartisipasi dalam politik. Selain itu, pemangku kepentingan juga belum sepenuhnya mendorong partisipasi perempuan di parlemen. Rendahnya pemberdayaan perempuan di dalam hal ini menyebabkan keterwakilan perempuan di parlemen masih rendah baik secara kuantitas, maupun kualitas.

Abstract

South Korea is one of the countries that ratified the 1951 Refugee Convention in 1992 and implemented it into domestic regulations in 2013. Even though it has been ratified and implemented, the rate of acceptance of refugees in South Korea is very low. In 2020 the refugee acceptance rate is less than two percent of the number of incoming asylum applications. South Korea appears to have implemented a policy that is closed to refugees as seen from one of the policies for returning refugees directly which is not in line with the provisions of the 1951 Refugee Convention. But in 2021, the government adopt a more hospitable policy towards refugees originating from Afghanistan. This study aims to explain the factors that influence the acceptance of Afghan refugees by South Korea in 2021. This research is analyzed using the concept of foreign policy change by Spyros Blavoukos and Dimitris Bourantonis. This study used a qualitative research methodology and a descriptive-analytical type of research. Based on the concept used, the first factor affecting the acceptance of Afghan refugees by South Korea in 2021 is the domestic structural parameter influenced by the power of progressive parties in the legislature and executive and the existence of a network of advocacy groups. Second, international structural parameters influenced by the United States' encouragement of South Korea, and the role of the UNHCR in encouraging the acceptance of Afghan refugees.

Abstract

Pada tanggal 5 Maret 2022 Singapura mengumumkan memberikan sanksi ekonomi terhadap Rusia merespon aksi invasi Rusia ke Ukraina. Kebijakan sanksi ekonomi Singapura terhadap Rusia merupakan suatu kebijakan yang sangat jarang terjadi oleh Singapura. Secara historis, Singapura bukanlah negara yang terbiasa dalam memberikan sanksi terhadap negara lainnya. Tujuan dari penelitian ini adalah untuk mendeskripsikan tujuan Singapura dalam memberikan sanksi ekonomi terhadap Rusia pada tahun 2022. Peneliti menggunakan konsep Objectives of Economic Sanctions oleh James Barber untuk mendeskripsikan tujuan Singapura dalam memberikan sanksi ekonomi terhadap Rusia. Penelitian ini dilakukan dengan metode penelitian kualitatif dengan pendekatan deskriptif menggunakan data sekunder. Berdasarkan konsep Objectives of Economic Sanctions, peneliti menemukan bahwa tujuan primer atau tujuan utama Singapura memberikan sanksi ekonomi terhadap Rusia adalah untuk mencapai stabilitas keamanan dan kedaulatan Singapura. Kemudian peneliti menemukan tujuan lainnya yaitu yang berkaitan dengan reputasi dari negara Singapura; untuk memberikan dukungan terhadap blok negara Barat yang dipimpin oleh Amerika Serikat; dan memastikan pola perilaku tertentu Singapura dalam hubungan internasional. Selain itu terdapat tujuan lainnya yang lebih spesifik dari sanksi ekonomi Singapura terhadap Rusia pada tahun 2022.
