Abstract

This research discusses China's efforts to eliminate China Threat's perception in the United States on Hu Jintao reign. The Gallup survey indicator shows that the people of the United States began to view China as a threat related to the rise of China. To eliminate this assumption, during the reign of Hu Jintao, China began to carry out public diplomacy efforts to the United States in order to improve its image. The purpose of this study is to explain China's public diplomacy efforts to the United States during Hu Jintao's time as an effort to improve the image. This research was discussed using the concept of R.S Zaharna's public diplomacy.This research uses qualitative methods with library research data collection techniques. China's public diplomacy is mostly carried out by state actors with a cultural approach that targets the community, institutions and community. This study saw that almost all public diplomacy efforts such as student exchanges, cultural institution development and the establishment of sister cities by China had a positive impact, marked by China's favorable index in the United States which rose 40% in 2012.

Abstract

Konflik Laut Tiongkok Selatan merupakan konflik yang menarik perhatian Indonesia karena berbagai faktor, seperti faktor kedekatan geografis dan faktor negara-negara yang terlibat dalam konflik. Terlibatnya empat negara ASEAN dalam konflik ini serta posisi the rising power Tiongkok sebagai claimant utama dalam konflik ini tak pelak merupakan alasan utama Indonesia untuk berperan aktif dalam mencari solusi penyelesaian konflik. Tulisan ini bertujuan untuk menjelaskan upaya yang dilakukan oleh Indonesia untuk meredam konflik multilateral ini pada masa pemerintahan presiden Soesilo Bambang Yudhoyono (SBY). Tulisan ini menjelaskan upaya Indonesia dengan cara menganalisis aktivitas-aktivitas yang dilakukan oleh Indonesia terkait konflik LTS sepanjang tahun 2011-2013. Tulisan ini mengidentifikasi bahwa upaya Indonesia dalam menyelesaikan konflik adalah upaya dengan memanfaatkan kerjasama ASEAN. Melalui ASEAN, Indonesia berupaya untuk memastikan agar negara-negara yang terlibat konflik mau menyelesaikan permasalahan ini secara multilateral, yaitu melalui mekanisme ASEAN.

Abstract

Visi Indonesia menjadi Poros Maritim Dunia merupakan peluang bagi Indonesia untuk menginternasionalisasi kawasan sub-nasional. Kondisi geografis dan sumber daya alam yang dimilikinya merupakan modal utama untuk mencapai visi tersebut. Wisata bahari khususnya wisata pantai dan pesisir merupakan salah satu prioritas program kerja Indonesia menuju visi 2030. Di sisi lain, perkembangan tren pariwisata halal di dunia merupakan peluang yang besar bagi Indonesia untuk mengembangkan wilayah baharinya sebagai destinasi wisata halal bahari. Pada tahun 2016, Indonesia memperoleh penghargaan sebagai pemenang dalam World Halal Tourism Award 2016. Sejalan dengan penghargaan tersebut, Indonesia menetapkan Sumatera Barat, Aceh dan Nusa Tenggara Barat sebagai destinasi wisata halal di Indonesia. Pemerintah sub-nasional memiliki peran yang signifikan untuk mewujudkan visi tersebut di atas. Tulisan ini memusatkan perhatian pada peran pemerintah daerah sebagai aktor utama dalam merencanakan dan mengimplementasikan kebijakan pembangunan ekonomi domestik yang mendapat pengaruh sangat besar dari kecenderungan perkembangan ekonomi politik kawasan dan global. Peran aktor sub-nasional dalam hal ini dijelaskan dengan eksplorasi konsep pariwisata halal, strategi glocalization dan Entrepreneurial City. Pariwisata Halal merupakanindustri pariwisata yang memenuhi konsep halal berdasarkan ajaran hukum Islam. Ide wisata halal bahari di Sumatera Barat merupakan sebuah upaya pemerintah daerah untuk meningkatkan daya saing ekonomi suatu wilayah dalam sektor pariwisata Halal. Ide tersebut sejalan dengan dengan strategi glocalizationyang mempromosikan rekonsentrasi pertumbuhan industri dan investasi infrastruktur dalam ekonomi regional dan wilayah perkotaan yang strategis. Oleh karena itu, pemerintah perlu menyusun serangkaian strategi sebagai Entrepreneurial Cityyang mampu mengakomodir ide wisata halal bahari dalam bidang kebijakan, tata kelola pemerintahan dan pemberdayaan masyarakat daerah.

Abstract

The study of International Relations claims that the main agenda of learning is to create world peace, but classical IR classes talk more about narratives about war. The initiation of this community service activity departed from a critique of classical IR studies, which believed that if we want peace, we must learn about peace, not war. Conflict is something natural and unavoidable. Likewise, students managing their organizations face various conflicts. Conflicts cause students to trap in physical feuds, such as brawls and beatings of students or verbally slandering or cursing. When conflicts resolve with violence, students managing their organizations have not applied the values ​​and practices of non-violence. Understanding and managing conflict are vital for students not to become destructive. This activity targets students who are part of student organizations in the city of Padang. Activities using various methods, including material presentations, interactive discussions, and student case analysis presentations. The participants conducted an evaluation pre-test and post-test to assess the activity's effectiveness. There was a change in students' perspective and knowledge of conflict and conflicting styles at the end of the activity.

Abstract

Qatar is a popular destination for migrant workers and ever become the world’s highest ratio of migrants to citizens. For decades, Qatar has adopted the Kafala System. Recently, Qatar received international spotlight due to human rights violation during preparations for the 2022 FIFA World Cup. In 2015, Qatar took step to change Kafala System but half of population still wants to maintain the system. The Government finally issued a policy in 2020 as the end of Kafala System’s reform. This research aims to explain the factors that have influenced policy changes for migrant workers in Qatar from 2010 to 2020. This research is analyzed with foreign policy change as conceptual framework proposed by Spyros Blavoukos and Dimitris Bourantonis. Research method used in this research is qualitative method and the type of research is descriptive analysis by using secondary data. According to the concept, this research found that Qatar has made changes to migrant worker’s policies due to conditions such as the Gulf Crisis, participation in the international system, political-institutional setting and policy making process, and change of leadership in 2013.

Abstract

Relations between the United States and South Korea during the Moon Jae In Administration experienced ups and downs that impacted South Korea's security problems. In addition, the United States's public sentiment towards South Korea still shows a high number compared to other countries. However, the spread of hallyu turned out to be successful with the decline in United States public sentiment towards South Korea and hallyu from 35.6% in 2017 to 16.5% in 2020. This study aims to analyze South Korea public diplomacy efforts in spreading hallyu to the United States in order to improve their relations and the image of South Korea as an attractive country as stated in Public Diplomacy Act 2017-2021. This study uses a qualitative method with a descriptive analytical approach and utilizes data from secondary sources. This study uses Fitzpatrick's concept of public diplomacy which divides public diplomacy activities into six indicators. Based on Fitzpatrick's concept of public diplomacy, this study finds that there are five activities, advocacy of South Korean policies and culture through digital, communication of the South Korean government elite, building long-term relationships with various actors, promoting arts and culture by holding hallyu festivals, movie nights, and exhibitions, as well as providing political assistance to the United States. Interestingly, this research found that the South Korean government often included hallyu stars in most of its activities which accelerating the spread of hallyu in the United States.

Abstract

Analyzing the obstacles faced by Indonesia when implementing Convention on International Trade in Endangered Species of Wild Flora and Fauna(CITES) rules regarding the protection of sharks that are listed in Appendix II. Hammerhead sharks and silk sharks are the types of sharks that were listed in Appendix II in 2013 and 2016. Indonesia has ratified CITES from 1978 until now it is still implementing CITES rules. Various regulations have been made by the government to show its seriousness in dealing with the problem of catching sharks for trade. There has been an increase in shark catches and trade despite various efforts. The obstacles experienced by Indonesia were analyzed using the concept of Abram Charles and Chayes, namely regime compliance which has three indicators, namely ambiguity, lack of capacity, and temporal dimension. This study uses a descriptive methodology with a qualitative approach. The researcher found that Indonesia experienced obstacles in implementing the CITES regime for the protection of sharks, especially hammerheads and silks because of the national rules derived from the ratified CITES convention causing doubts or ambiguity in domestic regulations and Indonesia's limited capacity at the level of education and technology for coastal communities as well and also fishermen's dependence on haul from sharks. Several conditions experienced by Indonesia are obstacles in implementing CITES rules, especially the protection of hammerhead sharks and silk sharks.

Abstract

As a strong ally of the US, Turkey was subject to economic penalties in May 2018 for its continued imports of Iranian oil. Turkey delayed deciding whether to import Iranian oil despite this pressure. The purpose of this study is to examine Turkey's foreign policy about the importation of Iranian oil in 2018. The study uses a qualitative method with an explanatory analysis approach, drawing on the foreign policy theories of Morgan and Palmer, which highlight the objectives of proaction and security. The results show that Turkey's foreign policy goals are more proactive due to two major variables. First, Turkey and the United States do not work together well. Second, Turkey's proaction-oriented foreign policy is influenced by its capabilities, which include military might, alternative alliances, influence both regionally and internationally, and bargaining power. Turkey forms new alliances with Iran, China, and Russia, primarily concentrating on deepening its relationship with Russia. Furthermore, Turkey has a great deal of regional and global influence, as seen by its mediating role in the Syrian Israeli crisis in 2011. Turkey's foreign policy dynamics are further emphasized by its negotiating stance with the United States over the Incirlik zone. In conclusion, Turkey's strategic negotiating positions, alliance preferences, and regional and global capacities all influence its complex foreign policy strategy.

Abstract

Turkey was a closed country to immigrants. However, in 2013, Turkey modified its foreign policy to become an open country for immigration under the Law on Foreigners and International Protection. Even in 2019, Turkey is the country that receives the most refugees. The purpose of this research is to examine the impact of Turkish foreign policy changes on immigration. To analyze it, this study employs Blavoukos and Bourantonis' Foreign Policy Change Concept. This study uses a qualitative approach with an explanatory design. The data analysis technique used in this study begins with data reduction, followed by data presentation, findings, and verification. This study discovered that Turkish foreign policy changed as a result of Turkey's desire to join the European Union, the encouragement of President Abdullah Gul and Prime Minister Erdogan, and the shift in Turkish political culture to Neo-Ottomanism.

Abstract

Singapore is one of the main destinations for criminal offenders from Indonesia, which causes losses for Indonesia. In the process, in 2007 Indonesia signed an extradition agreement with Singapore but failed to be ratified. During Joko Widodo's administration in 2022, Indonesia re-signed an extradition agreement with Singapore along with the Defense Cooperation Agreement (DCA) and Flight Information Region (FIR). The three agreements also took effect simultaneously in 2024. Since its signing, it has taken 17 years for the extradition treaty between the two countries to come into force. This case is understood by the Principle of Reciprocity in International Law. This paper uses a qualitative research method with descriptive analytical research. In this case, reciprocity is one of the basic principles governing extradition treaties. This principle is crucial in negotiating fair and equal terms. In drafting international agreements, reciprocity can make negotiations more complex as each party may have different priorities and needs. This is reflected in the case of the extradition treaty between Indonesia and Singapore, where Indonesia wants this treaty to be ratified to facilitate the pursuit of criminals who have fled to Singapore and the return of assets that have been illegally taken. Singapore responded by asking Indonesia to ratify the DCA and FIR Agreement, which cover aspects of Singapore's broader defense and security interests.
