Abstract

Rape to girls is categorized as violence that continuously happened. This research looks at the sexual harrasement phenomena from the perpetrator’s point of view. Many cases indicate that the subject often has close connection with the victims such as neighbour, relative, teacher, grandfather, father, or even young underage male surrounding the victims. It means that both victims and the subjects are psychologically immature but for several reasons they have to involve in a situation which destruct their future. Therefore, there is a need to frame various factors that drive the subject for doing sexual harrasement. By using materials on the newspaper, this research employs qualitative-descriptive method that purposively uses Jawa Pos news as single resource of the data. The result shows that particular places affect the subject in conducting their action. There are four places that are usually used as a site of sexual harrasement. First is in the area that is hidden and safe from observations of the surrounding environment, especially in the victim's home. Second, other areas prone to the occurrence of acts of rape are zones completely open and away from the reach of community control, such as on the streets, in public places, in a quiet courtyard, at the cemetery, and so on. Third, the place is usually chosen to rape, one of them is in school. Fourth, in the region in the eyes of the public is viewed as an area of "gray" and was common permissive life, such as in a hotel or inn.

Abstract

Background: The economic contribution of women batik craftsmen in Tuban is relatively important in their families even though their income is below the district / city minimum wage (below the UMK). In general, women batik craftsmen in Tuban work as additional income earners, with flexible working hours that can be combined with domestic duties. Objective: This activity is to provide solutions to problems; a) Tuban batik handicraft and business is treated as a side job, not as a main job, so that it is not professionally in managing their business; b) women batik craftsmen in Tuban have social characteristics with low education and often live in economically poor conditions so that they are in a weak and vulnerable position from the socio-economic structure; c) the work welfare of women batik craftsmen in Tuban is not formally protected because batik production and business are located in a home environment which is considered as the informal sector; d) women who make Tuban batik have to play a 'multi burden' role. Methods: This activity is carried out in training and business management assistance. Results: The results of this activity are: 1) Increased awareness of women batik craftsmen for their strategic role in economic contribution to improve family welfare; 2) Increased knowledge and skills of women regarding the strategy of harmonizing roles in batik handicraft activities - batik business management with family - household management; 3) Increased knowledge and skills of women batik craftsmen regarding professionalism and management of entrepreneurship in handicrafts - batik businesses based on local wisdom. Conclusions: There was an increase in knowledge and awareness of women batik craftsmen about the strategic role of women, harmonization of women's roles and professionalism.

Abstract

Kesadaran dan komitmen Pemerintah Daerah Provinsi Jawa Timur untuk menjaga kelestarian lingkungan hidup bukan saja makin meningkat, tetapi juga makin sistematis dan implementatif. Di atas kertas telah dirumuskan kebijakan dan skenario pengembangan kawasan agropolitan Bromo Tengger Semeru. Tetapi, dalam kenyataan upaya untuk mengembangkan komoditi unggulan dan memanfaatkan kawasan tersebut ternyata bukanlah hal yang mudah. Ada berbagai persoalan yang timbul, bukan hanya berkaitan dengan ancaman perubahan perunutkan lahan, tetapi ditengarai juga kurangnya dukungan berbagai infrastruktur yang dibutuhkan. Kegiatan bertujuan untuk mengkaji situasi problematik yang timbul dalam upaya pengembangan kawasan agropolitan Bromo Tengger Semeru sekaligus mengkaji pengaruh kebijakan dan program pembangunan serta merumuskan rekomendasi untuk meningkatkan efektivitas kebijakan yang mendukung implementasi pembangunan yang berkelanjutan di kawasan agropolitan Bromo Tengger Semeru. Metodenya yaitu pra-lapangan, pelingkupan, baseline data, analisis, pengkajian, perumusan kebijakan program dan yang terakhir perbaikan. Berbagai permasalahan agrobisnis telah ditemukan mulai dari kurangnya sarana prasarana sampai dengan tidak mampu bersaing di pasaran. Ada pula berbagai rekomendasi berbagai program utama yang telah ditemukan. Oleh karena itu harus di terapkan beberapa program utama untuk keberhasilan pengembanagn kawasan agropolitan Bromo Teengger Semeru.

Abstract

The Pamekasan Regency Government's policy on thematic villages has been responded to by the community with the development of tourist villages. This is not without reason considering the many tourism potentials and tourism products in Pamekasan Regency. Each establishment of a tourist village is managed by Pokdarwis in the village. In this postmodern era, tourist villages are very popular in Indonesia because some of them not only offer tourist designs such as tours abroad, but in the midst of tourist boredom with artificial designs, many tourists also want tours with a back to nature theme. Pamekasan Regency has both tourism design potentials because this area has a coastline as well as hills, some of which are designed to resemble tourist objects abroad, some of which are naturally designed. The growth of tourism in Pamekasan has a positive impact on people's economic growth. However, since the COVID-19 pandemic, income from the tourism sector has decreased or even not existed at all due to a number of policies to control the transmission of the Covid 19 virus. This study used a qualitative method with data collection through FGD (Focus Group Discussion) to 12 informant Pokdarwis representatives in Pamekasan Regency. The results of this study found that Pokdarwis and tourism actors who had depended on the tourism sector were the most disadvantaged groups due to the covid 19 pandemic. On the other hand, they must still be able to manage tourism places so they don't close forever or collapse. Some of the strategies they have implemented include continuing to open tourism places with restrictions on the number of visitors, promoting in digital media, and enforcing a ticket reservation system for visitors.

Abstract

This study focus on calculating the carbon footprint from the activities of the Universitas Airlangga. CO2 emission calculations were carried out using the UI GreenMetric method and the Intergovernmental Panel on Climate Change (IPCC) in two periods: before the Covid-19 pandemic and during the Covid-19 pandemic. Activities at Universitas Airlangga that produce carbon footprints are divided into two main sources, first, primary sources that come from direct combustion of fuel into energy, such as burning fuel in motorized vehicles and a secondary source that comes from an indirect source of using electricity in the campus area. The results showed that in the period before the pandemic, the total carbon emissions, based on the IPCC calculation method, were 23.830,34 tons of CO2-eq/year. Meanwhile, based on the UI GreenMetric method, a total carbon emission of 26.325,36 tons of CO2-eq/year was obtained. As for the time period during the pandemic, Universitas Airlangga's total carbon emissions obtained based on the IPCC calculation method were 20.506,69 tons of CO2-eq/year. Meanwhile, based on the UI GreenMetric method, a total carbon emission of 22.321,63 tons of CO2-eq/year was obtained. Secondary carbon footprint mapping is carried out to ascertain the distribution of secondary CO2 emissions produced by Universitas Airlangga. The secondary carbon footprint both before and during the Covid-19 pandemic was mostly generated by the Universitas Airlangga Hospital.

Abstract

AbstractThe law will continue to develop to achieve justice. In social life, the Indonesian National Police is essential in ensuring security and order, including demonstrations by certain groups of people. Indonesia, as a democratic country, absolutely guarantees the existence of public opinion, namely freedom of speech, freedom of the press, intellectual freedom, and freedom of religion, as stated in Article 28E paragraph (3) of the 1945 Constitution of the Republic of Indonesia and detailed in other laws and regulations. Departing from the issue of violence in demonstrations, we will discuss the legal urgency of granting constitutional rights to demonstrations, the status and criminal responsibility of the Indonesian National Police in security and state order. The inconsistency in the recognition of constitutional rights at demonstrations can be seen in the criminal sanctions for the Indonesian National Police who commit acts that violate the law that have not been applied strictly and proportionately.Keywords: Rally; Constitutional Rights; Human Rights; Criminal Liability; The Indonesian National Police. AbstrakHukum akan terus berkembang untuk mencapai suatu keadilan. Dalam kehidupan sosial bermasyarakat, Kepolisian Republik Indonesia memegang peranan penting untuk menjamin keamanan dan ketertiban salah satunya aksi unjuk rasa yang dilakukan oleh sekelompok orang tertentu. Indonesia sebagai negara demokrasi secara absolut menjamin eksistensi pendapat umum yakni kebebasan berbicara, kebebasan pers, kebebasan intelektual, dan kebebasan beragama sebagaimana Pasal 28E ayat (3) Undang-Undang Dasar Negara Republik Indonesia Tahun 1945 dan diperinci dalam peraturan perundang-undangan lainnya. Berangkat pada isu kekerasan dalam aksi unjuk rasa, akan dibahas urgensi hukum pemberian hak konstitusi pada unjuk rasa, kedudukan dan pertanggungjawaban pidana Kepolisian Republik Indonesia dalam keamanan dan ketertiban negara. Inkonsistensi pengakuan hak konstitusi pada unjuk rasa nampak pada sanksi pidana bagi POLRI yang melakukan perbuatan melanggar hukum yang belum diterapkan secara tegas dan proporsional.Kata Kunci: Unjuk Rasa; Hak Konstitusi; Hak Asasi Manusia; Pertanggungjawaban Pidana; Kepolisian Negara Republik Indonesia.

Abstract

The Indonesian National Police (Polri) has the task of maintaining public order in overcoming problems of social deviation, such as sexual orientation deviation (Lesbian, Gay, Bisexual, and Transgender/LGBT). Social deviation in the Polri is limited by norms, rules, and standards of behaviour regulated by the Indonesian Police Code of Ethics (KEPP). This normative legal research analyses regulation of sexual orientation deviation in the KEPP and the enforcement of the code of ethics for sexual orientation deviation by Polri members. The author tries to find a common thread between rules, theories, and practices in compiling the KEPP concept bydeveloping previous research by Mallory et al. (2013), Faridah (2019) and Puspita (2016). Unlike the United States, which protects LGBT rights in the police organization, this is undoubtedly motivated by culture. This study shows : 1) a legal vacuum where sexual orientation deviation in the form of LGBT needs to be included in the violation of the Police’s standard of conduct in Indonesia so that the interpretation of deviation is still interpreted broadly, so deregulation is needed to realize legal reform that upholds religion and morals; also 2) the views of natural law and Human Rights on the regulation of sexual orientation deviation based on KEPP and howthe concept of imposing sanctions for the code of professional ethics if an officials and member of the Police is proven to be LGBT. This paper offers comparative insight for jurisdictions grappling with similar ethical dilemmas within law enforcement institutions in religiousconservative societies.

Abstract

This study investigates the role of Sharia-compliant compensation schemes in optimizing employee performance through a qualitative approach. Within the framework of contemporary Islamic economics, compensation is not only regarded as a financial reward but also as an instrument of justice, blessing, and adherence to Sharia principles. Sharia-based compensation highlights the ethical and moral dimensions of employee welfare by emphasizing material and spiritual aspects. The study underscores the mediating role of job satisfaction and the moderating influence of religious motivation in strengthening the relationship between compensation schemes and employee performance. Data were collected through in-depth interviews and participatory observations conducted at Sharia-based institutions and companies in Indonesia, ensuring contextual depth and reliability of the findings. Thematic analysis indicates that compensation aligned with Sharia values can significantly enhance employee loyalty, strengthen work ethic, and increase overall productivity. Furthermore, the spiritual dimension of compensation is essential in cultivating intrinsic motivation, particularly when supported by an ethical and religious work environment. Integrating material and non-material values creates a more holistic approach to human resource management. The findings suggest that a comprehensive Sharia compensation system has far-reaching implications, as it addresses employees’ financial well-being and contributes to their overall spiritual and psychological welfare. The study concludes by emphasizing the importance of developing HR management strategies rooted in Islamic values as a sustainable and effective pathway to improving employee performance and organizational resilience.

Abstract

Abstract The commercialization of public spaces is increasingly common in major cities, transforming areas once open and freely accessible into spaces focused on commercial activities. This shift not only changes the primary role of public spaces as venues for social interaction but also introduces challenges and opportunities for economic security. From an economic security perspective, the commercialization of public spaces offers both benefits and risks for communities and local governments. On one hand, it can stimulate economic growth through increased business activities, job creation, and urban revitalization. On the other hand, it can exacerbate socio-economic inequalities, marginalize vulnerable groups, limit access, and erode the social function of public spaces. This study investigates the impact of public space commercialization on economic security, focusing on how this transformation affects accessibility, economic disparity, and social welfare sustainability. Through literature analysis and case studies, the study provides comprehensive insights into managing public space commercialization sustainably while upholding inclusive and equitable economic security principles. The findings indicate that while commercialization offers economic opportunities, it also heightens social inequality, highlighting the need for inclusive policies to safeguard economic security. These findings aim to guide policymakers in balancing economic interests with the social functions of public spaces, ensuring that policies are inclusive, equitable, and support sustainable economic security for all societal groups

Abstract

Juvenile delinquency remains a persistent issue in major cities, including Surabaya. In response, the Surabaya City Government established a grassroots organization, Kader Surabaya Hebat (KSH), to support community-level monitoring and problem-solving at the sub-district level. This study employed a mixed-methods approach involving 50 KSH cadres in Pradah Kalikendal Sub-district. Data collection consisted of three stages: pre-test and post-test questionnaires to assess cadres’ knowledge of juvenile delinquency, and a focus group discussion (FGD) to explore challenges encountered in the field. The findings indicate that KSH cadres possess moderate to high levels of knowledge regarding juvenile delinquency and are generally well-prepared to perform their roles. However, low levels of trust between the community and KSH cadres emerged as a key challenge. As trust is a central component of social capital, its absence hinders effective collaboration and community development. This study recommends strengthening social capital by improving social relations and fostering trust-building strategies to enhance the effectiveness of KSH cadres in addressing juvenile delinquency.
