Abstract

Abstract

Abstract: An agrarian reform program encompassing asset and access arrangement was implemented to address the inequality in land ownership. Furthermore, asset management and access management models are integrated in the same location to increase the effectiveness of the agrarian reform program. As a pilot project, the first Kampung Reforma Agraria (KRA) was implemented in Mekarsari Village, Panimbang District, Pandeglang Regency, by distributing land to 225 subjects. However, after five years of implementing agrarian reform, some subjects still have not occupied KRA locations. This condition indicates that some subjects are reluctant to live in the designated location. Therefore, this research aims to analyze the profile and characteristics of TORA subjects’ residences who have yet to occupy the land granted in the KRA and the influence of these two factors on their spatial preferences regarding agrarian reform policies. By interviewing 23 TORA subjects who had yet to occupy the Tanah Objek Reforma Agraria (TORA) location and transfer their land rights, the results show that 52.5% wanted to move to KRA. In contrast, 47.5% did not want to occupy their land in KRA. Based on the analysis of the physical characteristics of the TORA subjects’ residences, the relationship between the physical distance from the subject’s current residence to KRA and the subject’s preference to move to KRA was not very significant. The factors most influencing the subject’s preferences are the residence’s non-physical characteristics, the land’s current legal status, and the socio-economic profile. Based on these findings, policymakers responsible for setting the criteria for land recipients should enhance the supervision system for subject selection from the outset. Furthermore, when designing access provision programs, it is essential to account for the diverse preferences and needs of each subject group. Keywords: Agrarian Reform; Access Arrangement; Asset Arrangement; Kampung Reforma Agraria; Spatial Preferences.

Abstract

Drought is one of the natural disasters that causes substantial losses to food crop production, water supply in several important sectors such as industry, settlements, and agriculture. Climate change often causes drought on agricultural land and can indirectly threaten livelihoods and food security. This study aims to analyze the distribution of drought on agricultural land and examine the relationship between physical conditions. Drought monitoring study using remote sensing methods on Landsat 8 OLI imagery with the Normalized Difference Drought Index (NDDI) algorithm is the result of combining two parameters, namely the Normalized Difference Vegetation Index (NDVI) and Normalized Difference Water Index (NDWI). The results of the study show the distribution of agricultural land drought in Palabuhanratu District, Sukabumi Regency during 2018-2021 with five classes (normal, mild, moderate, severe, and very severe), and a very severe drought category of 80.78 ha in 2021, followed by 2018 an area of 32.09 ha. The most potential drought areas are in Palabuhanratu District, namely Jayanti Village and Citepus Village.

Abstract

Agrarian reform is recognized globally as a solution for reducing land ownership inequality. Many countries, including Indonesia, are still working to enhance its implementation. This study examines global agrarian reform research trends over the past decade, focusing on Southeast Asian (SEA) nations, particularly Indonesia. The methodology involved conducting a bibliometric analysis using RStudio and adhering to the PRISMA framework. The result of our analysis, which included 248 articles, reveals a trend of increasing interest in agrarian reform. Among the 20 selected articles, we observe that agrarian reform success in Europe, especially in Scandinavia, correlates with democratization. Conversely, Latin America contends with personal agenda challenges, while Africa faces issues of inclusivity and gender. SEA nations employ diverse approaches: Vietnam boosts productivity with private farming, Thailand enhances revenue through agrotourism, but Timor-Leste and the Philippines face managerial and credit access hurdles. Indonesia integrates asset and access management, yet access issues persist.

Abstract

Abstract

Abstract

Abstract

Land cover will change due to population pressure, resource use, and human interest in space. Measuring the land area is important to determine how much-converted land is positive and negative. The vegetation on land was determined by how densely the plants were spread out. This study is conducted in Palabuhanratu, Sukabumi Regency. Aims to test and compare how accurate EVI and SAVI are at seeing vegetation density. The images used are from Landsat 8 in 2018 and 2022. Calibration is performed using high-resolution images, followed by field surveys with 98 points from polygon sampling. The average accuracy of the results from EVI is 49%, while the average accuracy of the results from SAVI is 45%. So, we can say that the EVI or SAVI based-input gives a similar result on observing the vegetation density in Palabuhanratu.
