Abstract

The Indonesian Government is trying to overcome the threat of a food crisis, one of which is through a food estate program. This study was conducted to answer the political-economic and legal perspectives of food estate development in Kalimantan. Researchers collected data by visiting three food estate locations in the Gunung Mas, Pulang Pisau, and Kapuas Regencies. In the field, researchers conducted observations, in-depth interviews, and focus-group discussions with many informants. After the data were collected, researchers conducted multidisciplinary analyses and studies. The results of this study showed that the Government's plan to increase food production through food estates in Central Kalimantan was not achieved. The Government's economic and political goals violate applicable laws. In this context, the law follows the wishes of political actors and economic interests. Food estates positively impact infrastructure development at food estate locations, especially in the Kapuas and Pulang Pisau Regencies. This has a positive impact on the economy. However, residents did not feel these benefits at the food estate location in the Gunung Mas Regency. The development of a food estate in Gunung Mas violates the law. Land clearing by cutting down trees in a 600-hectare forest can violate the Forestry and Forest Protection Laws. To avoid any legal violations, a breakthrough is needed in the form of a Government Regulation in place of Law (Peraturan Pemerintah Pengganti Undang-Undang/ PERPUU). This program cannot be implemented without a legal framework, such as a law that regulates the entire process from upstream to downstream. Therefore, food estates are being developed throughout rural areas in Indonesia.

Abstract

In its journey, digital media has given rise to important issues that need to be considered in its development. The knowledge skills in using and utilizing digital media (digital literacy) of PMI children at SB At-Tanzil Malaysia do not yet have sufficient knowledge to access digital media. The purpose of carrying out international community service activities at the At-Tanzil Malaysia Guidance Center is to increase the creativity of mentor teachers in providing teaching to PMI children at SB At-Tanzil and as a provision for Indonesian migrant workers' children in operating digital media in a healthy and appropriate manner, so that they do not make mistakes in accessing various kinds of information at the age of children. The methods used are Adult Training: this involves a more structured and formal approach, often with a focus on developing specific skills, Introduction to Digital Literacy: this includes teaching children about the positive and negative impacts of digital devices and appropriate digital usage behavior, Utilization of Learning Media: Using digital tools such as laptops or tablets as learning media, and Digital Literacy Training as a Moral Education Media. The benefits of this activity are changes in the behavior of teachers and PMI children in Malaysia who attend SB At-Tanzil towards a more creative and productive understanding of digital media. The results of this activity are being able to think critically, creatively and innovatively in learning activities, especially for supervising teachers to educate children with more enthusiasm and improve their psychomotor skills so that learning is better and easier to understand, and easy to solve problems that occur in learning.

Abstract

Penelitian ini bertujuan untuk menganalisis pengembangan ekonomi lokal melalui penataan pedagang kaki lima (PKL) melalui studi kasus di Jalan Diponegoro dan Taman Tajamara, Kabupaten Sumenep. Fokus utama penelitian ini adalah bagaimana penataan PKL dapat mendukung pertumbuhan ekonomi lokal secara berkelanjutan, dengan menggunakan pendekatan teori Pengembangan Ekonomi Lokal (PEL) menurut Jörg Meyer-Stamer (2005). Teori ini menekankan pentingnya PEL melalui Kelompok Sasaran Peengembangan Ekonomi Lokal, Faktor Lokasi, Sinergi, Pembangunan Berkelanjutan, Tata Pemerintahan, dan Manajemen Terstruktur. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Data dikumpulkan melalui observasi lapangan, wawancara mendalam, dan dokumentasi. Hasil penelitian menunjukkan bahwa penataan PKL yang terarah dan partisipatif dapat meningkatkan keteraturan ruang publik, memperkuat identitas ekonomi lokal, serta memperluas akses dan jaringan ekonomi bagi pelaku usaha kecil. Selain itu, sinergi antara pemerintah daerah, Paguyuban dan PKL, Lembaga atau Komunitas lain menjadi kunci keberhasilan pengembangan ekonomi lokal. Temuan ini menegaskan bahwa penataan PKL bukan semata persoalan ketertiban, tetapi juga strategi penting dalam mendorong pertumbuhan ekonomi daerah. Oleh karena itu, diperlukan kebijakan yang inklusif dan berkelanjutan agar PKL dapat berperan aktif dalam Pertumbuhan ekonomi lokal.
