Abstract

The earthquake and tsunami that hit Aceh in December 2004 have come to represent the worst natural disaster in living memory. Post-disaster housing reconstruction was one of the concerns in re-building a better and safer Aceh. The rehabilitation and housing reconstruction works pose an immense challenge because of lack of expertise, resources, and coordination. This research was aimed to evaluate the housing rehabilitation and reconstruction process after one decade. Focus Group Discussion (FGD) was selected as the main data collection technique to achieve comprehensive discussion among all actors involved in the reconstruction process. It was concluded that there are four indicators that poses as strains and support of post-disaster housing rehabilitation and reconstruction process in Aceh. They are (1) housing delivery process, (2) community participation in housing design and supervision, (3) procurement for building materials and skilled labors, and (4) government involvement and policy. Coordination is also a significant factor that was neglected. Suggestions for better future practices are presented, such as ensuring the accuracy of beneficiaries data to avoid overlapping; intensifying the role of government at every stage of the reconstruction processes; engaging the community to be actively involved in rehabilitation and reconstruction process.

Abstract

Maps are a tool for communicating between map makers and map users, so that maps are required to be able to present the functions and information of the objects depicted optimally. The aim of the service is to create an administrative map. The regulations used in making this map are regulations issued by the Head of the Geopatial Information Agency (PerKaBIG) Number 3 of 2016 concerning Technical Specifications for Presenting Village Maps. Making this map uses tools in the form of GIS (Geographic Information System) software. This data collection was carried out by mapping hamlet boundaries using Google Earth Pro software, then the results were extracted into the GIS application, then adjustments were made to the map data into map form and reproducing or printing the map in map form. The map that will be created is an administrative map of the division of hamlets into villages or also called Gampong in Acehnese. This map was made in Gampong Luthu Lamweu, Sukamakmur District, Aceh Besar Regency which has three hamlets, namely Amplam Batee Hamlet, Lamweu Hamlet and Lam Ara Hamlet. Administratively, Luthu Lamweu Gampong is bordered to the north by Reuhat Tuha Gampong, to the south by Gampong Aneuk Glee Mountain/Bukit Barisan, to the east by Gampong Baet Mesjid and to the west by Luthu Dayah Krueng Gampong.

Abstract

Abstract: Traffic accidents are the third leading cause of death in Indonesia, after heart disease and tuberculosis, according to the World Health Organization (2013). According to the East Aceh Police Traffic Unit, the number of traffic accident cases in the East Aceh region in 2020 was 446, the highest in the previous five years. As a result, the purpose of this study is to investigate the severity of traffic accidents on the black spot locations in National Road, East Aceh Regency. The Safety Index approach was used to determine the severity of the traffic accident. The top three highest safety indexes were reviewed after ranking the six locations of those highest accident cases. Field observations were conducted to determine the current infrastructure conditions at the three black spot locations. The findings showed that in the three accident-prone segment locations, a standard of signs, markings, and road geometric proportions is feasible. Jalan Desa Paya Demam Dua (Sta. 328+550), SI 0.80, Jalan Desa Blang Nie (Sta. 335+000), SI 0.78, and Jalan Desa Gampong Jalan (Sta. 366+420), SI 0.69 are the highways with the highest safety index. Since the SI value is approaching 1, the three roads are classified as risky. The three locations' signage capabilities are still lack, particularly on Jalan Desa Paya Demam Dua. Meanwhile, several road markings remain unfinished, particularly on Jalan Desa Gampong Jalan, which has no road markings. Based on the recommendations from this study, the local government needs to take action immediately so that the number of traffic accidents can be reduced.Keyword: Deficiency, Road Safety, Infrastructure, Safety Index, Volume, AccidentAbstrak: Menurut World Health Organization (2013), kecelakaan lalu lintas di Indonesia dinilai menjadi pembunuh terbesar ketiga setelah penyakit jantung koroner dan Tuberculosis. Satlantas Aceh Timur mengungkapkan bahwa jumlah kasus kecelakaan lalu lintas di wilayah Aceh Timur tahun 2020 sebanyak 446 kasus. Kasus tersebut merupakan yang tertinggi selama lima tahun terakhir (2016-2020). Oleh karena itu, penelitian ini bertujuan untuk mengetahui angka safety index kecelakaan di lokasi black spot Jalan Nasional Kabupaten Aceh Timur. Metode yang digunakan untuk mengidentifikasi tingkat keparahan kecelakaan menggunakan metode Safety Indeks. Setelah dilakukan perangkingan pada enam lokasi dengan kasus kecelakaan tertinggi, didapat tiga segmen dengan angka indeks keselamatan tertinggi. Selanjutnya dilakukan observasi lapangan untuk mengidentifikasi kondisi eksisting infrastruktur pada ketiga lokasi black spot tersebut. Hasil yang diperoleh dari penelitian ini merupakan hasil analisis deskriptif yang menunjukkan standar perambuan, marka serta ukuran geometrik jalan pada ketiga lokasi segmen rawan kecelakaan. Urutan jalan yang memiliki safety index tertinggi adalah sebagai berikut: Jalan Desa Paya Demam Dua (Sta. 328+550), SI 0,80, Jalan Desa Blang Nie (Sta. 335+000), SI 0,78, dan Jalan Desa Gampong Jalan (Sta. 366+420), SI 0,69. Ketiga jalan tersebut dikategorikan berbahaya karena nilai SI mendekati angka 1 (Satu). Fasilitas perambuan pada ketiga lokasi belum sepenuhnya lengkap sehingga perlu adanya penambahan terutama pada Jalan Desa paya Demam Dua. Sementara marka jalan juga masih banyak yang belum terpenuhi terutama pada Jalan Desa Gampong Jalan yang sama sekali tidak memiliki marka pembatas jalan. Berdasarkan rekomendasi yang diberikan pemerintah setempat perlu melakukan perbaikan sehingga angka kecelakaan lalu lintas dapat berkurang.Kata kunci : Defisiensi, Keselamatan Jalan, Infrastruktur, Indeks keselamatan, Volume, Kecelakaan
