Abstract

The most dominant hospital activity actors at risk of occupational safety accidents (SMK3) are hospital employees such as nurses, cleaning services, patients and visitors. The purpose of this study was to evaluate the application and factors affecting the implementation of occupational health and environmental safety management systems at dr. Zainal Abidin Regional General Hospital, Meuraxa Hospital and Banda Aceh Mother and Child Hospital. The data collection technique uses a mix method that combines quantitative and qualitative data with sequential explanatory strategies. The legal basis is Permenkes No. 66 of 2016, and the data was analyzed using the Likert scale method points 1-5 through SPSS version 26. The results of research at RSUDZA, RSIA, and RSUDM Banda Aceh show that the application of SMK3 is good to very good. However, there are several inhibiting factors that need to be considered by the hospital in order to improve the implementation of the Occupational Safety and Health Management System (SMK3) at RSUDZA, RSIA, and RSUDM Banda Aceh, some improvements can be recommended. First, RSUDZA needs to ensure the stability of K3 field officers and improve the marking of K3 signs. In addition, the unification of the drug room with pharmacy employees must be separated to be more effective. RSIA needs to obtain budget for ceiling repairs so as to block various small dirt falling from roof gaps, avoid splashing rainwater falling through the roof insulators or regulators of heat and cold coming from the roof, roof frame covers to make the space neater and cleaner, sound dampers, both generated by rainwater and other sounds and rearrange the right material placement. RSUDM needs to overcome solid waste piles, improve the marking of K3 rooms, and improve the arrangement of parking areas. In addition, it is important to hire additional security personnel in the ER. All these improvements are expected to improve occupational safety and health conditions in hospitals.

Abstract

Kesrem General Hospital and PMI Hospital are public service facilities in Lhokseumawe City. The parking area for the Kesrem General Hospital and PMI cannot accommodate all vehicles so vehicle users must park their vehicles on the road which results in congestion in front of the hospital. Therefore this study aims to design parking space requirements. The method used is the method based on the largest difference between the arrival and departure of vehicles according to the Guidelines for Planning and Operation of Parking Facilities at the Directorate General of Land Transportation 1998. Observations start from 08.00 WIB to 17.00 WIB for 3 days, namely Monday, Tuesday and Thursday, namely the 8th, 9 and 11 August 2022. The results of the analysis show that the parking area for motorbikes can still accommodate parking requests because the available land area is 271.5 m², while the required land area is only 222.63 m². The car parking area is no longer able to accommodate the demand. This can be seen from the calculation results that the required area is 300 m², while the available area is only 212.5 m². The parking pattern for motorcycle parking areas is island parking pattern with an angle of 90°, for car parking areas a one-sided parking pattern and two-sided parking patterns are used with an angle of 90°, and for car parking areas on the road using a one-sided parking pattern with an angle of 60°.

Abstract

Paratransit Transportation is a system of using public transportation whose services are provided by the operator and can be used by everyone. Hiace public transportation is one of the public transportations used by the community as a mode of transportation that uses the Paratransit system. The determination of the Hiace transportation fare is something that has a direct effect on the usability of the community. The problem discussed in this study is to determine the ideal Hiace transportation fare based on Ability To Pay and Willingness To Pay. The purpose of this study was to determine the characteristics of Hiace public transport users on the Banda Aceh – Medan route and evaluate Hiace fares based on Ability To Pay (ATP) and Willingness To Pay (WTP). This research consists of collecting data, namely primary data and secondary data. Primary data was obtained by distributing questionnaires to Hiace transportation users on the Banda Aceh – Medan route. The method of data collection was carried out by distributing questionnaires using a google form link and the Stated Preference technique by directly providing alternative answers to each question. While secondary data was obtained from the relevant agencies as a basis for determining the population of Hiace transport users. The basic fare for Hiace transportation for the Banda Aceh – Medan route is currently IDR 240,000. The results obtained from this study are the ideal Hiace transportation fare in terms of passengers as users of Hiace transportation services based on Ability To Pay (ATP) which is Rp. 213,000.00 and Willingness To Pay (WTP) which is Rp. 238,000.00. The value of the ATP rate is below the WTP rate, this illustrates that Hiace users are a group of captive riders who have low income but want to pay above their ability to pay. User satisfaction on this transportation is good, with an average satisfaction score of 3.9 out of 5.

Abstract

Traffic congestion often occurs in many cities, particularly in developing countries, mainly due to excessive private vehicles instead of public transport. To solve the problem, public transport should improve its level of services to attract more people to use it. Therefore, it is essential to observe to what extent people's satisfaction with public transport regarding its operation. This research aims to analyze the satisfaction level of bus passengers in Banda Aceh City concerning the expected satisfaction and observed performance. The passengers' satisfaction level was analyzed using the important performance analysis (quadrant analysis) method. The results showed that people's perception of the level of service of Trans Koetaradja buses was still acceptable. However, the arrival and departure time still needs to be improved. Further, dedicated bus lane planning is essential to avoid traffic jams so that the travel time can be much shorter. The fleet of operating buses is sufficient, and free-of-charge fares still need to be applied.

Abstract

Sektor pariwisata memiliki peran yang cukup besar dalam mendukung pertumbuhan ekonomi suatu daerah.Provinsi Aceh khususnya Kota Banda Aceh dan Aceh Besar memiliki potensi wisata yang sangat luas sepertiwisata bahari, wisata religi serta wisata sejarah dan budaya yang tak hanya menarik bagi wisatawan namunjuga dapat mendukung pelaku UMKM di sekitar destinasi wisata yang dilayani. Dalam rangka mendukungpotensi wisata di Kota Banda Aceh dan Aceh Besar, Dinas Perhubungan Aceh bersama dengan DinasKebudayaan dan Pariwisata Aceh menghadirkan Bus Trans Meudiwana (Bertamasya) sebagai city tour bus,untuk mengoptimalkan jangkauan bus Trans Koetaradja terhadap objek-objek wisata tersebut. Penelitian inibertujuan untuk mengetahui besarnya tarif bus Trans Meudiwana berdasarkan Biaya Operasional Kendaraan(BOK), Ability To Pay (ATP) dan Willingness To Pay (WTP) agar dapat digunakan sebagai acuan untukmenentukan kebijakan tarif bus Trans Meudiwana. Tahapan awal penelitian adalah melakukan penyebarankuesioner langsung kepada pengguna dan calon pengguna bus Trans Meudiwana untuk memperoleh dataprimer ATP dan WTP. Data kemudian diolah bersamaan dengan data sekunder BOK yang diperoleh melaluisurvei dan dinas perhubungan Aceh. Hasil dari penelitian ini adalah besaran nilai BOK sebesar Rp11.500/penumpang, berdasarkan ATP umum sebesar Rp. 123.000, berdasarkan ATP wisata sebesar Rp 36.000,berdasarkan WTP sebesar Rp 32.000 dan tarif rekomendasi untuk bus Trans Meudiwana berdasarkan BOKsebesar Rp 24.000. Nilai ATPW yang didapatkan lebih tinggi dari nilai WTP kondisi ini menunjukan bahwakemampuan membayar responden lebih besar dari pada keinginan membayar jasa tersebut atau disebut sebagaichoiced rider.

Abstract

Gampong Meunasah Tutong is one of the villages in Ingin Jaya District, Aceh Besar Regency. Currently, the central government has a village fund program that is prioritized to finance development and community empowerment to improve community welfare. In 2023, Gampong Meunasah Tutong plans to build houses and fences for rental houses on land that is a Gampong asset. The house is expected to become a profitable asset for the Gampong in the future. The scope of activities carried out includes technical work such as preliminary surveys and land area measurements, house and fence designs, calculations of work volumes and calculations of cost requirements. At the end of this activity, it is expected to produce supporting documents for the Budget Estimate Plan (RAB) proposal to be submitted to the relevant agencies as a requirement for disbursement of funds. The process of preparing this RAB also involves the village assistance team as examiners of the conformity of the proposed budget with the required standards.

Abstract

Tsunamis remain a major hazard for coastal populations, particularly in tectonically active zones such as Indonesia. Strategic evacuation planning plays a critical role in minimizing disaster impacts and improving local resilience. This research focuses on identifying appropriate Temporary Evacuation Stations (TES), Final Evacuation Stations (FES), and accessible evacuation routes within Aceh Besar Regency, utilizing road geometry and estimated travel time as key criteria. Geospatial datasetsincluding road networks, facility locations, and elevation profileswere processed using Geographic Information System (GIS) analysis and tsunami inundation modeling. The analysis shows that Neuheun Village contains five TES and four FES, Lamnga hosts one TES, while Baro lacks suitable evacuation infrastructure. Many routes in the study area fall short of standard requirements for width and travel time, especially for pedestrians. Existing TES buildings can accommodate only about 34.52% of the total population. Although motorbikes serve as practical evacuation options, the narrowness of roads limits the use of cars. These findings emphasize the pressing need for additional vertical evacuation shelters and enhancements to road networks to support effective tsunami response strategies.

Abstract

Kualitas perkerasan jalan ditentukan oleh material campurannya. Keterbatasan material membuat teknologi bahan semakin berkembang hingga memanfaatkan limbah. Salah satu limbah yang dimanfaatkan sebagai material filler adalah abu tempurung kelapa (ATK). Selain substitusi pada filler, substitusi juga dilakukan pada material perekat dengan mencampurkan Buton Granular Asphalt (BGA) ke dalam aspal. Tujuan penelitian ini ialah untuk mengetahui parameter uji Marshall terhadap campuran AC-WC dengan pemakaian ATK serta semen portland sebagai filler dengan kadar perbandingan 50:50, terhadap persentase BGA sebesar 5%, 7% dan 9% serta untuk mengetahui nilai durabilitas dari campuran AC-WC dengan penggunaan ATK serta semen portland sebagai filler terhadap persentase BGA. Kadar aspal optimum (KAO) yang didapat dengan metode overlapping ialah sejumlah 5,45%. Selanjutnya pembuatan benda uji campuran AC-WC dengan substitusi BGA dengan persentase 5%, 7%, dan 9%, dengan substitusi filler ATK sebesar 50% dan semen portland 50%. Berdasarkan pengujian, persentase terbaik adalah BGA 9% dengan nilai stabilitas sejumlah 1603,36 kg, flow sejumlah 2,73 mm, VIM sejumlah 4,83 %, VMA sebesar 17,82 %, VFA sebesar 72,91%, kepadatan sebesar 2,46 gr/cm3 dan MQ sebesar 590,50 kg/mm. Nilai durabilitas yang diperoleh persentase BGA 9% adalah 94,11% yang memenuhi standar minimum yang ditetapkan oleh Direktorat Jenderal Bina Marga 2018 Revisi 2 (2020) yaitu 90%.

Abstract

Bus Trans Koetaradja resmi beroperasi sejak 02 Mei 2016, sejak saat itu Bus ini merupakan satu-satunya transportasi umum yang gratis sehingga diminati oleh berbagai kalangan masyarakat, khususnya masyarakat di Provinsi Aceh. Sejak bus ini beroperasi hingga saat ini Pemerintah Aceh di bawah Dinas Perhubungan Provinsi Aceh belum menetapkan tarif kepada masyarakat penumpang bus Trans Koetaradja. Untuk itu perlu dikaji seberapa besar tarif yang layak untuk bus Trans Koetaradja bisa beroperasi dengan menggunakan pendekatan Biaya Operasional Kendaraan (BOK). Penelitian ini hanya mengkaji pada Koridor Pusat Kota menuju Ulee Lheue atau disebut juga Koridor 2B. Trayek yang dilalui Bus adalah Sepanjang 6,26 km, Adapun Bus yang beroperasi pada saat jam kerja atau anak sekolah adalah 8 Bus (Senin-Sabtu), Sedangkan pada saat hari minggu jumlah bus yang beroperasi hanya 2 bus. Biaya operasional yang diperlukan pada koridor 2B adalah sebesar 1,9 Miliar pertahun diluar dari biaya pergantian ban dan biaya pajak kendaraan. Hasil dari pengambilan data primer dapat diketahui load factor rata-rata jumlah penumpang Bus adalah 33%. Dengan menggunakan Peraturan Kemen Perhubungan KM.89 Tahun 2002 dapat diketahui tarif Bus adalah sebesar Rp 3.600,- per penumpang dengan asumsi tarif plat (biaya tetap jarak jauh ataupun dekat). Hasil analisis kelayakan pendekatan Finansial dapat diketahui sekitar 15 tahun bus melayani masyarakat dapat dikatakan layak dengan nilai discount rate 10,6%.

Abstract

Sultan Iskandar Muda Airport (SIM) is located in Aceh Besar District, Aceh Province. It is crucial to analyze Airport service quality analyzed to evaluate the level of passenger satisfaction. This study aimed to evaluate the level of passenger satisfaction using the Customer Satisfaction Index (CSI) method. Data collection was conducted by administering online questionnaires to respondents who have used airport facilities. The measurement employed the Likert scale. The results showed that the most dominant characteristics of respondents were 18-27 years old (64%), male (52%), and the latest educational level of senior high school or equivalent (46.5%) and students (60.6%). The results showed that passenger satisfaction level was 75% (less satisfied) based on the 23 indicators of service performance. This finding indicates that Sultan Iskandar Muda Airport has not provided satisfactory service to passengers. The CSI scores for safety and security variables, reliability, comfort, improvement, and equality, were 74%, 76%, 78%, 74%, and 70%. The lowest assessment was on the equality variable. Thus, the capacity and quality of facilities for disabilities and nursery rooms need to be improved.
