Abstract

This study investigates the role of organizational culture, adaptability, and performance of micro, small, and medium enterprises (MSMEs) in facing market dynamics and technological developments. Micro, Small, and Medium Enterprises (MSMEs) have a very important role in the economy, but often experience challenges in the adaptation process due to the lack of support from the right organizational culture. This study aims to explore the characteristics of organizational culture and adaptability in improving the performance of Micro, Small, and Medium Enterprises (MSMEs). The results of the study show that an organizational culture that supports adaptation and innovation can significantly improve the performance of micro, small and medium enterprises (MSMEs). The ability to adapt helps MSMEs respond to change and strengthens an organizational culture that is sensitive to needs. The results of this study indicate that the Micro, Small, and Medium Enterprises (MSMEs) sector needs to implement an adaptive organizational culture to increase competitiveness and ensure survival in an ever-changing market.

Abstract

This study aims to analyze the role of the supervisory function as an instrument for improving public services at the Inspectorate of Kendari City. In the context of decentralization and local governance, internal supervision has a vital role to encourage transparency, accountability, and service effectiveness. Through a descriptive qualitative approach, data were obtained from interviews, observations, and documentation, with key informants from the Inspectorate. The results show that the supervision implemented includes internal auditing, setting work standards, as well as measuring results and correcting deviations. This function has contributed to improved governance and improved services, although challenges remain in the implementation of recommendations and public participation. This research confirms the importance of supervision based on good governance values and suggests optimizing participatory supervision strategies and utilizing information technology for more contextual and sustainable supervisory effectiveness. The research findings emphasize that supervision is not only administrative but also strategic in encouraging continuous improvement and responsiveness to community needs. This research contributes academically by filling the literature gap related to supervision and the quality of public services at the local level, and offers practical recommendations for optimizing the role of the Inspectorate.Keywords: Supervisory Function, Public Service, Accountability, Inspectorate, Good Governance.

Abstract

Difficulties in writing a thesis are a common challenge faced by students at the Faculty of Social and Political Sciences, Halu Oleo University. Many students encounter obstacles in understanding the structure of scientific writing, formulating research problems, and applying appropriate research methods. To address these issues, a community service activity in the form of a Scientific Writing Innovation (Sci-Fi) Workshop was conducted as an effort to enhance thesis writing competencies. This activity aims to equip students with systematic thesis writing techniques and strategies through a participatory and innovative approach. The implementation methods include workshops, writing practicums, thesis reviews, project-based learning, and coaching clinics. The program involved 55 final-year students as participants. Evaluation results showed that approximately 85% of participants successfully drafted their theses up to Chapter III with proper structure and academic standards. Additionally, based on a satisfaction survey, over 90% of participants stated that the activity was highly beneficial and expressed hope for its regular implementation. Overall, the Sci-Fi workshop proved effective in enhancing students' scientific writing skills and building their confidence in the thesis writing process.

Abstract

The purpose of this study is to determine the DIGITALIZATION OF SAMSAT SERVICES: Increasing Motor Vehicle Tax Compliance Through e-Samsat in Muna Regency. This research method is qualitative research with a descriptive approach. The research informants consisted of 9 people. Data collection techniques through interviews, direct observation, and documentation. Qualitative descriptive research is research that aims to describe events or phenomena that occur in the field and present data systematically, factually, and accurately regarding the facts or phenomena that occur in the field. The results of the analysis of the implementation of the e-SAMSAT system in Muna Regency first have not been fully implemented properly such as the content dimension, in addition, the dimensions of timeliness and ease of use are effective. However, this system has not had a major influence on taxpayer compliance. There are still obstacles in the implementation of the e-SAMSAT system in paying taxes, including Cultural or historical reasons, Lack of information or counselling by the Government to taxpayers and Individual Atmosphere. Gradual and comprehensive socialization is needed from related officials, namely the Muna Regency SAMSAT Public Relations Team in public places by opening stands to introduce the existence of the e-SAMSAT system service so that taxpayers can be aware of their obligations.

Abstract

The purpose of this study is to determine and analyze the impact of the use of Digital Marketing on increasing sales of micro, small and medium enterprises (MSMEs) in Kendari City. The method used in this study is a descriptive research method (single variable data analysis). After the data is collected, the data is grouped numerically, processed using a frequency table, and supplemented with a description of additional information related to the challenges faced by MSMEs in Kendari City. The criteria are MSMEs that use Digital Marketing > 1 year and MSMEs that specifically sell food and clothing. The results of the study show that the use of digital marketing in increasing MSME sales in Kendari City shows that digital marketing strategies have a significant impact on MSME sales growth. The indicators used, namely transaction costs, interactivity, incentive programs, and website design, make an important contribution to creating a positive user experience and encouraging increased sales.

Abstract

This study aims to determine and analyse the factors that cause bureaucratic pathology in public services at the Manpower and Transmigration Office of Southeast Sulawesi Province. This study uses a qualitative descriptive approach, determining informants using purposive sampling with 6 informants. Data collection in this study was conducted through interviews, observations and documentation studies. The results of this study indicate that bureaucratic pathology in public services at the Manpower and Transmigration Office of Southeast Sulawesi Province is influenced by five main factors, namely managerialism, incompetence, violations, dysfunctionality, and internalisation. Although in general there are no strong indications of abuse of authority or unlawful acts, there are still bureaucratic symptoms such as a less participatory leadership style, low competence of some employees, weak work discipline, disproportionate workload, and lack of ability in utilising technology.

Abstract

This study aims to evaluate the implementation of the Family Hope Program in overcoming poverty in Lawa District, West Muna Regency. The research method used is descriptive qualitative, with data collection techniques using observation, interviews, and documentation. The results of the study showed that the Evaluation of the implementation of the Family Hope Program in Lawa District, West Muna Regency, showed Effectiveness. The Family Hope Program has been effective in improving the welfare of underprivileged families, especially in the education, health, and economic sectors. However, more intensive assistance is still needed to overcome existing participation obstacles. Efficiency, this program runs efficiently with good coordination between related parties and timely distribution. However, there are still technical obstacles, such as data errors, that need to be corrected.

Abstract

Desa Tridana Mulya terletak di Kabupaten Konawe Selatan, menunjukkan potensi ekonomi lokal yang prospektif melalui aktivitas usaha mikro di berbagai sektor produktif. Pada sektor pertanian, kegiatan utama meliputi budidaya tanaman hortikultura seperti kopi, cabai, tomat, dan kacang panjang. Sektor Kerajinan dan Industri Rumah Tangga seperti anyaman bamboo dan kerajinan dari sabut kelapa. Sementara itu, sektor kuliner tradisional memperlihatkan dinamika ekonomi melalui keberadaan warung kopi yang menyajikan produk kopi lokal khas Tolaki serta produksi dan distribusi makanan tradisional seperti onde-onde, bagea, barongko, cucur, kue lapis, keripik pisang, dan keripik singkong, yang memiliki nilai budaya sekaligus ekonomi. Namun, keterbatasan akses terhadap teknologi informasi dan rendahnya tingkat literasi digital masih menjadi faktor penghambat utama dalam upaya peningkatan daya saing produk-produk lokal. Program Kemitraan Masyarakat (PKM) ini bertujuan untuk meningkatkan kapasitas pelaku usaha mikro di desa melalui integrasi teknologi digital dalam aktivitas usaha. Strategi pemberdayaan yang diterapkan mencakup pelatihan praktis pemasaran digital, pemanfaatan media sosial sebagai sarana promosi, serta pengenalan terhadap platform e-commerce sebagai alternatif saluran distribusi. Metode yang digunakan meliputi pendampingan, pelatihan berbasis praktik, serta evaluasi berbasis indikator peningkatan produktivitas dan pemasaran. Hasil dari kegiatan ini adalah meningkatnya pengetahuan dan keterampilan digital pelaku usaha, peningkatan jangkauan pasar, serta pertumbuhan pendapatan usaha mikro. Dengan demikian, program ini dapat menjadi model pemberdayaan ekonomi berbasis digital di wilayah pedesaan menuju ekonomi lokal yang tangguh dan berdaya saing.

Abstract

Rendahnya literasi digital produktif mahasiswa Administrasi Negara menjadi tantangan dalam menghadapi tuntutan transformasi digital di sektor publik dan dunia kerja. Mahasiswa masih cenderung berperan sebagai pengguna pasif teknologi dan belum optimal memanfaatkan Artificial Intelligence (AI) untuk pengembangan media digital aplikatif, seperti website. Kegiatan pengabdian kepada masyarakat ini bertujuan meningkatkan literasi digital mahasiswa Administrasi Negara melalui pelatihan pembuatan website berbasis Artificial Intelligence. Metode pelaksanaan menggunakan pendekatan partisipatif dengan model project-based learning dan coaching clinic, yang dilaksanakan melalui tahapan sosialisasi, penyampaian materi, praktikum pembuatan website berbasis AI, pendampingan teknis, serta evaluasi hasil kegiatan. Mitra kegiatan adalah mahasiswa Program Studi Ilmu Administrasi Negara Universitas Halu Oleo yang dilibatkan secara aktif dalam seluruh proses pelatihan. Hasil kegiatan menunjukkan bahwa seluruh peserta mampu menghasilkan website fungsional berbasis AI tanpa memerlukan kemampuan pemrograman, serta mengalami peningkatan signifikan pada aspek pemahaman literasi digital, keterampilan teknis pengelolaan website, dan kepercayaan diri dalam pemanfaatan teknologi digital. Selain itu, pelatihan ini mendorong tumbuhnya orientasi kewirausahaan digital dan pemanfaatan website sebagai media akademik dan profesional. Kegiatan ini menegaskan bahwa pelatihan website berbasis AI merupakan strategi pengabdian yang efektif dan relevan dalam meningkatkan literasi digital mahasiswa serta mendukung penguatan kompetensi digital di lingkungan perguruan tinggi.

Abstract

Pelatihan pengenalan internet sehat bagi ibu-ibu PKK Kelurahan Lamokato, Kabupaten Kolaka adalah sebuah inisiatif untuk meningkatkan literasi digital di komunitas tersebut. Kegiatan ini dilaksanakan dalam empat sesi pelatihan yang mencakup berbagai topik, seperti penggunaan media sosial dengan bijak, menjaga privasi dan keamanan data pribadi, serta mendapatkan informasi kesehatan yang akurat. Pendekatan partisipatif diterapkan dalam pelatihan ini untuk memastikan keterlibatan aktif peserta. Evaluasi menunjukkan bahwa pelatihan ini berhasil meningkatkan pemahaman dan keterampilan digital para peserta, dengan 60% dari mereka menilai pelatihan ini cukup baik. Mayoritas peserta merasa lebih percaya diri dalam menggunakan internet secara positif dan aman. Pelatihan ini juga diharapkan dapat memberikan dampak positif bagi komunitas, membantu ibu-ibu PKK menjadi agen perubahan dalam meningkatkan kesejahteraan masyarakat melalui penggunaan internet yang sehat dan aman.
