Abstract

The smart city development policy carried out by the DKI Jakarta Provincial Government since 2014 aims to improve the quality of life. Theoretically, the achievement of improving the quality of life can be described through happiness indicators. Based on data from the Central Bureau of Statistics (BPS), the value and ranking of the happiness index for the civil of DKI Jakarta in 2021 are worse than the achievements in 2017. Therefore, this study aims to evaluate the mechanism for creating life happiness in the smart city of DKI Jakarta according to the characteristics of the Happiness Driven Smart City (HDSC). The data collection method is through document tracing and utilization of secondary data. The data analysis is carried out descriptively by using HDSC characteristics criteria. The study shows that the mechanism for creating happiness through developing a smart city by the government of DKI Jakarta is generally under the HDSC characteristic criteria. Therefore, the authors recommend several improvements to create a happy life in this city according to the HDSC characteristic criteria.

Abstract

Higher Education Gross Participation Rates and Human Development Index must be further improved in higher education. Recognition of Past Learning (RPL) is an important issue that must be paid attention to by the government and stakeholders. In this context, the government needs tools to identify issues and opportunities in RPL development, as well as develop effective strategies to achieve government goals in RPL development. Scenario Planning can be applied to almost any business problem that contains a level of uncertainty. This article will use qualitative methods which aim to describe and draw meaning from various existing planning scenarios. To be able to create Planning scenarios, the method that researchers use is TAIDA, namely Tracking, Analyzing, Imaging, Deciding, Acting. In terms of curriculum flexibility, RPL allows the development of a curriculum that is more flexible and adaptive to labor market needs and individual skill development. As for recognition of Non-formal and Informal Learning, RPL provides recognition of work experience, non-formal training and informal education, which is very important in recognizing skills and knowledge acquired outside formal education. While in cross-sector collaboration, implementing RPL requires strong collaboration between universities, government and industry.

Abstract

This research aims to analyze and describe the evaluation of the PBB-P2 electronic SPPT issuance policy at UPPPD Penjaringan, North Jakarta. The research approach uses a qualitative approach with a descriptive type using secondary data from literature studies and document studies related to the main problem. The theory used is policy evaluation expressed by Dunn (2003). The background to this research is that due to the increasing number of taxpayers who download SPPT PPB-P2, there are still arrears in PBB-P2 payments, indicating that there are weaknesses in digitalization-based administration. The results of the policy evaluation show that the output achieved is less effective based on the amount of SPPT that must be paid and there are still arrears. The e-SPPT PBB-P2 publishing policy is quite efficient in increasing the number of taxpayers who download SPPT PBB-P2 electronically. However, tax officers are less responsive in increasing taxpayer knowledge so efforts are still needed to carry out outreach. The policy of issuing e-SPPT PBB-P2 is considered appropriate as an effort to increase PBB-P2 revenue from regional taxes in DKI Jakarta Province.

Abstract

Penelitian ini bertujuan untuk mengevaluasi pelaksanaan program pelatihan Fresh Graduate Academy (FGA), yang merupakan bagian dari program Digital Talent Scholarship (DTS) yang diselenggarakan oleh Badan Pengembangan Sumber Daya Manusia Kementerian Komunikasi dan Informatika pada tahun anggaran 2023. Program pelatihan ini dirancang untuk mengembangkan talenta digital yang siap kerja guna memenuhi kebutuhan industri yang terus berkembang. Penelitian ini menggunakan model evaluasi CIPP (Context, Input, Process, Product) dengan pendekatan post-positivisme, yang melibatkan wawancara dan studi dokumen untuk menganalisis berbagai aspek pelaksanaan program. Hasil penelitian menunjukkan bahwa program FGA telah berjalan dengan baik dan memenuhi tujuan utamanya, yaitu meningkatkan keterampilan peserta di bidang digital. Hal ini tercermin dari tingginya minat pendaftar pelatihan serta tingkat kelulusan sertifikasi yang meningkat setiap tahunnya. Respon positif dari peserta juga menunjukkan bahwa program ini memberikan manfaat dalam mempersiapkan mereka untuk bekerja di industri digital. Namun, terdapat beberapa kendala yang ditemukan dalam dimensi evaluasi input dan proses. Berdasarkan temuan dari kedua dimensi tersebut, sejumlah rekomendasi diberikan yaitu antara lain dengan penambahan jumlah panitia penyelenggara, penerapan metode pembelajaran yang lebih interaktif untuk mendorong keterlibatan aktif peserta, dan pelatihan secara luring (offline) dapat dipertimbangkan sebagai alternatif untuk daerah yang memiliki keterbatasan akses.

Abstract

Penelitian ini bertujuan untuk menentukan tingkat intervensi yang tepat serta mengidentifikasi aspek prioritas utama dalam pengembangan pendidikan vokasi yang membutuhkan keterlibatan Dunia Usaha dan Dunia Industri (DUDI). Studi ini menggunakan metode Analytic Hierarchy Process (AHP) yang dirancang untuk menganalisis perspektif pemangku kepentingan pendidikan vokasi seperti pelaku industri/usaha, pembuat kebijakan, dan akademisi.  Data dikumpulkan melalui kuesioner yang melibatkan berbagai pemangku kepentingan tersebut. Pendekatan AHP ini membantu menyelaraskan pendidikan vokasi dengan kebutuhan industri melalui proses perbandingan berpasangan yang digunakan untuk mengukur bobot kriteria dan subkriteria dalam menentukan prioritas intervensi. Hasil penelitian menunjukkan bahwa penyusunan kurikulum, penyediaan infrastruktur pembelajaran, serta pelatihan kecakapan hidup dan berkarir merupakan aspek utama yang membutuhkan keterlibatan dunia usaha dan industri. Model High Intervention dipilih sebagai alternatif terbaik karena menghasilkan keselarasan yang lebih tinggi antara kebutuhan DUDI dan lulusan vokasi. Penelitian ini juga menawarkan penggunaan metode AHP sebagai alat penting dalam pengambilan keputusan manajerial strategis untuk merumuskan kebijakan pendidikan vokasi.

Abstract

Coordination of state intelligence is one source of problems which also widens the spectrum of national threats in Indonesia. Errors in how to act in reducing threats, data errors, and the inability of the Intelligence Community (IC) to collectively read symptoms, are forms of intelligence failure as an early warning and early detection country. The threat dynamics also continue to develop, now they are no longer traditional (military) but even non-military hybrid, requiring the IC to improve the coordination system and share information with each other. The two main causes and interplay between ambiguous policies and high levels of institutional ego among IC members, lead to competition because each IC member reports directly so that the President assesses them as more active and productive (the single user of intelligence). Such conditions make it difficult for the President to assess analysis bias, data accuracy and the effectiveness of suggestions from the amount of information received. This study presents an illustration of the conceptual model of the state intelligence coordination system in Indonesia, using a qualitative approach with the instrument of the Soft Systems Methodology (SSM) to overcome problems in complex coordination systems (messy situations) and involving many actors with goals that are not always the same. PQR analysis, CATWOE and 3E are used in an action-oriented inquiry process to change, improve, and perfect the problematic situation of the selected system. This study produces a conceptual model that can be used as material for discussion and debate in determining purposeful activity, especially on four problems; negative stigma about sharing information, reporting dualism, membership ambiguity, and low compliance. The chosen fourth root definitions lead to transformation in the form of policy changes that emphasize the importance of sharing information, clarity of the reporting system, membership structure, and the obligation to carry out the IC coordinator's recommendations.

Abstract

Law Number 1 of 2004 concerning State Treasury Managing Government Systems in Indonesia. The Government of Indonesia has issued Government Regulation Number 60 of 2008 concerning the Government's Internal Control System. Since the stipulation of Government Regulation Number 60 of 2008 has been approved for 10 years the regulation has been applied. However, the policy contained in Government Regulation Number 60 of 2008 has not been fully approved in Indonesia. The results of the government's internal control system maturity evaluation of the maturity level of SPIP are still far from the Government's target. In addition, the Supreme Audit Agency also found weaknesses in the Indonesian Government's internal supervision system in 2015-2017 inspections. Things that hinder the implementation of the government's internal control system in Indonesia include: (a) Weakness in terms of content and policy context; (b) There is no effect of applying sanctions; (c) Less consideration, according to consideration; (d) Error in agreement; (e) Management neglect; and (f) Collusion.

Abstract

While gender-responsive budgeting (GRB) aims to empower women, its execution often overlooks complex cultural landscapes. Addressing a critical research gap, this study moves beyond standard structural GRB assessments by examining its implementation within West Sumatra’s matrilineal society a unique context where women hold customary legitimacy but lack formal political influence. The novelty of this research lies in integrating policy network analysis with indigenous cultural paradigms to expose the exact disjuncture between symbolic gender authority and actual bureaucratic power. Through document analysis, interviews, and participatory observation, the study maps regional planning actors, revealing a narrow, hierarchical network. Power remains heavily concentrated among male bureaucrats and local parliaments, while women's organizations and civil society languish at the margins. This empirically confirms the "matrilineal paradox": customary female custodianship over lineage does not translate into formal political control, rendering local GRB merely administrative rather than transformative. The study makes a key theoretical contribution to feminist institutionalism and policy network theory by demonstrating how entrenched socio-cultural paradoxes can neutralize progressive fiscal policies. Ultimately, advancing GRB requires expanding policy networks to substantively integrate women’s and customary institutions, transforming budgeting from a performative task into genuine empowerment.

Abstract

The Bureaucratic Reform (RB) program in Indonesia has been running for more than 15 years. Since its inception through Presidential Regulation (Perpres) Number 81 of 2010 concerning the Grand Design of Bureaucratic Reform 2010-2025, RB has gone through three roadmap stages, which represent five-year targets. The average RB index value indicates a gap in achievement between Ministries/Agencies, Provinces, and Regencies/Cities. A visible trend is that the further the level of government is from the central government, the lower the average RB index value. To achieve good governance, a change strategy is necessary. This change strategy is also known as administrative reform, or in Indonesia better known as bureaucratic reform. The purpose of this study is to identify central issues related to inhibiting and driving factors for bureaucratic reform in local governments in Indonesia. The research method used is a literature review of 15 articles obtained and selected from Scopus and Garuda. The literature analysis concluded that the main factors inhibiting RB in local governments are suboptimal civil servant (ASN) management, a patrimonial culture, and weak organizational adaptability. The main driving factors are highly committed leadership and the readiness of civil servants to change in the digital era based on information technology.

Abstract

Over the past decade, the concept of dynamic capabilities has gained increasing attention in public policy and administration studies. This concept highlights the importance of the ability of governments and organizations to adapt quickly, engage in continuous learning, and promote innovation in the face of complex and dynamic environmental changes. This study aims to understand the direction and development of research related to dynamic capabilities through a bibliometric approach. An analysis was conducted on 336 scientific articles indexed in the Scopus database from 2014 to 2024. The data was then processed and visualized using the VOSviewer application to identify publication trends, influential journals, main contributing authors and countries, as well as emerging research themes. The results of this study reveal three main findings. First, there has been a significant increase in the number of publications from 2021 to 2024, indicating growing scientific interest in this topic. Second, Journal Long Range Planning is the most influential journal in terms of citations, publications, and influential articles. Third, the largest contributions come from academics in the United States, the United Kingdom, and China. Fourth, a number of topics were found to be under-explored, such as leadership, learning, absorptive capacity, organizational change, and innovation performance, which have great potential for future development. This study makes an important contribution to mapping the scientific landscape of dynamic capabilities and can serve as a strategic reference for academics, practitioners, and policymakers in strengthening the resilience and transformation of public organizations.
