<![CDATA[The Regional Development Planning Agency is the government agency responsible for spatial planning and research. The main task of Bappeda is to assist Governors, Regents and Mayors to carry out research in the area of regional government development planning. One important factor in the success of regional development planning is the existence of a competent institution or work unit, as well as a reliable information system to support it. Musrenbang is one way of implementing development in the regions where regional development planning functions as a guideline for development implementation and a benchmark for measuring regional development performance. The success of the development process was greatly helped by the existence of a Musrenbang communication system which included the Musrenbang as one of the media that could absorb people's aspirations. This research was conducted at the Regional Development Planning Agency of Ciamis Regency, with the object being development in Ciamis Regency where the purpose of this research was to find out the extent of the role of Bappeda of Ciamis Regency in regional development and to find out the inhibiting factors in carrying out coordination planning and implementation of development.]]>

<![CDATA[Hasil observasi peneliti menunjukan bahwa penerapan hak inisiasi Badan Permusyawaratan Desa di Desa Ciomas Kecamatan Panjalu Kabupaten Ciamis belum berjalan optimal. Mengetahui bagaimana hak inisiasi Badan Permusyawaratan Desa di Desa Ciomas Kecamatan Panjalu Kabupaten Ciamis dipraktikkan menjadi tujuan utama penelitian ini. Penelitian ini menggunakan pendekatan kualitatif. Dalam pendekatan ini, sembilan informan digunakan. Metode pengumpulan informasi mencakup peninjauan literatur yang relevan, melakukan wawancara dan observasi di lapangan, dan menyimpan catatan rinci. Untuk menemukan jawaban atas pertanyaan penelitian, peneliti menggunakan teknik analisis data kualitatif. Prosedur ini melibatkan pengolahan data dari wawancara dan observasi. Temuan penelitian menunjukkan bahwa Badan Permusyawaratan Desa di Desa Ciomas belum terlalu efektif dalam menggunakan kewenangan inisiasinya untuk membuat peraturan perundang-undangan di desa. Akibat kurangnya komunikasi antara sebagian anggota BPD dengan masyarakat setempat, BPD kesulitan menampung dan menyampaikan aspirasi dan informasi yang seharusnya tersedia. Selain itu, masyarakat tidak berpartisipasi aktif dalam memberikan masukan, sehingga BPD kurang mendapat masukan untuk dijadikan dasar peraturan desa. Kurang interaksi antara BPD Desa Ciomas dengan pemerintah desa yang mengakibatkan BPD kesulitan untuk menyampaikan komunikasi dalam penyelesaian pengelolaan dan pengembangan website desa. ]]>

<![CDATA[This study investigates the role and implementation of collaborative governance in the development of creative economy groups in rural areas. Collaboration between various parties including government, the private sector, and civil society is considered an important foundation in accelerating the growth and sustainability of the creative economy sector. This research will carry out an in-depth analysis of the structure and dynamics of collaboration between parties involved in the process of developing creative economy groups. The methodology of this study includes surveys, interviews, and documentation analysis to obtain a holistic understanding of how collaborative governance is applied in decision-making, strategic planning, and program implementation in the development of creative economy groups. Apart from that, supporting factors and obstacles that influence the effectiveness of collaborative governance in this context will also be considered. It is hoped that the results of this study will provide in-depth insight into the best strategies for optimizing collaborative governance in supporting the growth of creative economy groups. It is hoped that the implications of these findings can become the basis for more effective policies and practices in supporting the development of the creative economy sector at the local, regional, and national levels.]]>

<![CDATA[This service activity is motivated by the lack of ability of the Village Government and Village Apparatus to lead and manage digital-based villages in Pamokolan Village. This activity includes Digital Leadership training in Pamokolan Village, Cihaurbeuti District, Ciamis Regency. This training is designed to equip village officials with the knowledge and skills needed in the digital era, including the use of information and communication technology (ICT) for administrative management, village community services, and data-based decision-making. The methods used in this training include lectures, discussions, and direct practice with digital devices. The participants were introduced to the basic concepts of digital leadership, digital applications that are relevant to village government, as well as strategies for implementing technology in daily website-based activities. The evaluation was carried out through a Focus Group Discussion with all Village Officials and the Head of Pamokolan Village. The results of this service activity show a significant increase in the understanding and ability of village officials to use digital technology and an increase in the Village Head's understanding of the importance of data. Participants can apply the knowledge gained to improve the efficiency and effectiveness of village operations and services to village communities. This training also strengthens village readiness in facing challenges and opportunities in the digital era, as well as improving the quality of public services to the community.]]>

<![CDATA[Fiscal problems often escape the attention of regions responsible for developing smart cities as part of the implementation of the 100 Smart Cities movement initiated by the central government. The Ministry of Communication and Information is the initiator of implementing the smart city program. To be able to build a smart city, what must first be done is the readiness of a local government to be able to prepare the main elements. Referring to the Ciamis Regency smart city master plan (2023), Ciamis Regency is one of the districts that implements the smart city policy. However, in implementing the smart city, the Ciamis Regency Government faces various complex problems. Therefore, this research focuses on smart governance which aims to increase the efficiency of Ciamis Regency government governance. This research uses a descriptive qualitative research methodology with data collection techniques for primary subjects in the form of interviews with several officials from the Ciamis Regency Communication and Information Service as well as secondary subjects in the form of literature, documents, reports and statutory regulations to strengthen research data.]]>

<![CDATA[This research is motivated by the author's curiosity about how the role of the community in realising village independence. The purpose of this research is to find out the role of the community in realising village independence. The method used in this research is qualitative research method with descriptive type. The data collection techniques in this research are observation, interview, and documentation. The data analysis technique used is interactive analysis consisting of three flows, namely: data reduction, data presentation, and conclusion drawing. Data validity checking is done by triangulation. Triangulation is the process of finding conclusions by rechecking from various angles. Based on the results of the research and discussion that: 1) The role of the community in realising the independence of Sukamulya Village, Baregbeg Sub-district, Ciamis Regency has not fully run optimally. 2) The obstacles faced by the community in realising the independence of Sukamulya Village, Baregbeg District, Ciamis Regency are lack of information and confirmation and lack of understanding and the same agreement 3) The efforts made in overcoming these obstacles are carried out by dialogue and deliberation and providing input to the village government so that information can reach the community. <![CDATA[The development of digital technology brings both challenges and opportunities for local governments in their efforts to advance development and improve public services. Ciamis Regency as one of the regions in Indonesia responds to this dynamic by integrating local cultural elements I the digital ecosystem development strategy. This article aims to analyze the strategies implemented by the Ciamis Regency Government in building an inclusive and sustainable digital ecosystem, taking into account local socio-cultural characteristics. This research uses a qualitative approach with a case study method, through policy analysis and in-depth interviews with stakeholders in Ciamis. The results show that collaboration between the government, local communities, and the private sector plays an important role in the implementation of digital technologies that are aligned with local cultural values. In addition, the role of technology in echancing community participation and public services was identified as a key factor in the success of this strategy. The findings are expected to contribute to the development of digital policies in other regions with similar characteristics.]]>

<![CDATA[Artikel ini mengkaji tentang penerapan konstruktivisme adat dalam tata kelola pemerintahan yang berfokus pada bagaimana nilai-nilai tradisional dapat diintegrasikan ke dalam sistem administrasi modern untuk memperkuat partisipasi masyarakat dan meningkatkan efektivitas kebijakan publik. Konstruktivisme adat merupakan pendekatan yang mengakui dan menghormati pengetahuan, nilai-nilai, dan tradisi masyarakat adat dalam proses pengambilan keputusan dan kebijakan. Kajian ini menggunakan pendekatan kualitatif dengan metode studi fenomenologi, dan data yang digunakan adalah data primer dan data sekunder dari beberapa sumber referensi baik dari buku-buku maupun dari artikel ilmiah. Kajian ini menunjukkan bahwa konstruktivisme adat menawarkan potensi yang signifikan untuk meningkatkan tata kelola pemerintahan di Indonesia. <![CDATA[Desa Sukamaju Kecamatan Cihaurbeuti Kabupaten Ciamis memiliki potensi besar dalam sektor produk kopi, namun keterbatasan dalam inovasi pengolahan produk turunan kopi menyebabkan belum optimalnya kesejahteraan masyarakat desa. Mitra dalam kegiatan pengabdian ini, yakni BUMDes Maju Mandiri. Pemahaman mitra mengenai konsep ekonomi hijau masih belum dipahami sepenuhnya. Oleh karena itu, program pengabdian masyarakat ini bertujuan untuk memberdayakan masyarakat Desa Sukamaju melalui pengembangan inovasi produk turunan kopi berbasis ekonomi hijau. Kegiatan pengabdian ini dilaksanakan melalui beberapa tahapan, yaitu: (1) sosialisasi konsep ekonomi hijau; (2) pelatihan pembuatan produk turunan kopi; serta (3) pendampingan usaha bagi masyarakat desa. Pendekatan partisipatif diterapkan untuk memastikan keterlibatan aktif masyarakat dalam setiap proses, sehingga mampu mengembangkan keterampilan, pengetahuan, dan kesadaran dalam pelestarian lingkungan. Hasil kegiatan menunjukkan peningkatan signifikan dalam kemampuan masyarakat dalam mengembangkan produk turunan kopi yang ramah lingkungan. Selain itu, kesadaran akan pentingnya praktik ekonomi hijau meningkat, yang diharapkan mampu berkontribusi pada keberlanjutan usaha dan peningkatan kesejahteraan ekonomi masyarakat perdesaan. Digitalisasi pemasaran produk telah dilakukan dan inovasi produk kopi sachet atau instant menjadi produk baru dari hasil kegiatan Pengabdian Kepada Masyarakat skema Pemberdayaan Berbasis Masyarakat Kemendikbudristek tahun 2024.]]>

<![CDATA[Pandemi Covid-19 telah menyebabkan ketidakseimbangan kegiatan ekonomi yang berdampak pada penurunan tingkat kesejahteraan masyarakat perdesaan. Hal tersebut juga berdampak pada Lembaga Masyarakat Desa Hutan (LMDH) Maju Lestari yang berlokasi di Desa Sukamaju Kecamatan Cihaurbeuti Kabupaten Ciamis yang mengalami penurunan pendapatan dari hasil hutan. Tahapan yang telah dilaksanakan dalam skema Pengabdian Kepada Masyarakat (PKM) Universitas Galuh, yaitu: (1) tahap persiapan; (2) tahap pengkajian; (3) tahap perencanaan program; (4) tahap implementasi program; dan (5) tahap evaluasi program. Pelaksanaan PKM ini telah dilaksanakan dengan hasil, sebagai berikut: (1) adanya inisiatif untuk melakukan branding image; (2) peningkatan pengetahuan LMDH tentang budidaya lebah trigona; dan (3) inisiasi pengembangan budidaya lebah trigona berkelanjutan.]]>
