Abstract

This study purposed to find out the implementation strategy of the National Economic Recovery program at the Head Office of PT. Bank Sulselbar using qualitative research methods, the number of informants was 10 people. The results of the study showed that 1) objectives (realization of goals, objectives and targets) by appointing divisions, setting targets, forming a special program, namely increasing the productive loan portfolio of the MSME segment. Obstacles to be overcome included credit to new debtors, low purchasing power in the Covid-19 era, credit period of only 6 months, decreased growth, implementation of Large-Scale Social Restrictions (PSSB), physical distancing and social distancing, business actors who saw economic growth conditions. 2) the method was to make the distribution of guidelines for PEN funds Number SR/072/DRK/VIII/2022, increase the consumer credit portfolio, productive for the corporate and syndicated segments. 3) facilities, namely completing facilities consisting of branch offices, facilities, social media, the use of mass media and establishing MSME Centers to empower business groups and foster MSMEs which were expected to synergize.

Abstract

Penelitian ini bertujuan untuk mengetahui Efektivitas Kampanye Politik Di Media Sosial Pada Pemilihan Kepala Daerah Tahun 2018 Di Kecamatan Sajoanging Kabupaten Wajo. Menggunakan metode kualitatif dengan tipe fenomenologi. Sumber data, yaitu primer dan sekunder, jumlah informan 7 (tujuh) orang. Pengumpulan data menggunakan observasi, wawancara serta dokumentasi. Analisis data meliputi Reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa Efektivitas Kampanye Politik Di Media Sosial Pada Pemilihan Kepala Daerah Tahun 2018 Di Kabupaten Wajo pada 1.) Aspek tugas dan fungsi yaitu : KPU mengarahkan kandidat calon bupati wakil bupati untuk menyertakan akun media sosial saat pendaftaran berkas. 2.) Aspek Rencana atau program yaitu : KPU akan tetap memperbolehkan berkampanye di media sosial kedepannya. 3.) Aspek ketentuan dan peraturan yaitu : Kandidat calon bupati dan wakil bupati mengumpulkan akun media sosialnya kemudian jika terjadi pelanggaran pada kampanye politik di media sosial, bawaslu akan segera menindaklanjuti kemudian diserahkan ke kepolisian. 4.) Aspek tujuan dan kondisi ideal yaitu : bawaslu akan membentuk tim siber untuk menangani pelanggaran kampanye politik di media sosial

Abstract

This study aims to determine the effectiveness of the labor-intensive program in infrastructure development in Ulubalang Village, Bone Regency. The main objective of this study was to evaluate the positive impact of the program on the progress of village infrastructure. The research method involved field surveys, interviews, as well as statistical data analysis to measure the success rate of labor-intensive program implementation. The results showed that the program significantly improved economic access and increased community access to infrastructure such as roads and bridges. This is seen from the labor-intensive effectiveness theory used to describe and explain labor-intensive in village development, which is viewed from the source approach, process approach, and target approach. In addition, this study found that the labor-intensive program also had a positive impact on improving community skills and participation in village development. The program not only improves physical infrastructure, but also empowers local communities through employment and training opportunities. The success of the labor-intensive program in improving village infrastructure is also reflected in the high level of community satisfaction with the development results achieved.

Abstract

This research aims to analyze social media content as political communication used by political parties in Indonesia in delivering messages to the public through social media. The method used in this research is qualitative with data taken from the social media content of political parties and analyzed using the content analysis method with the help of NVivo 12 Plus software. The research findings show the dominance of Core Argument or the use of logical arguments, facts, data, and rational reasoning in the social media content of political parties. However, other elements such as Emotional Quality and Communicative Ideology are also found in significant portions. The results of thematic analysis reveal that Core Argument dominates with 48%, followed by Emotional Quality at 35%, and Communicative Ideology at 17%. These findings confirm the efforts of political parties to build credibility and public trust by presenting factual and rational information on social media. However, they also do not ignore the importance of building emotional connections with audiences and conveying certain ideologies or narratives in their political communications.

Abstract

The 2024 Makassar Mayoral Election is part of Indonesia's nationwide simultaneous local elections (Pilkada), which garners significant attention due to the city’s unique and dynamic political context. This study aims to analyze the political preferences of Makassar residents during the 2024 election using a qualitative case study approach. The research data were obtained from official government institutions, such as the General Elections Commission and the Makassar City Government, along with various online media platforms. The findings reveal that voter preferences are shaped by multiple interrelated factors, political party coalitions, the public image of candidates, key campaign issues, and the persistence of transactional politics. A particularly notable finding is the relatively low voter turnout, recorded at only 57.7%, which is below both the national target and the participation rate of previous elections.This study confirms that political preferences in Makassar are driven by the interplay of candidate personality traits and the local socio-political environment. It highlights the continuing influence of patron-client relationships and money politics, alongside emerging patterns of issue-based and image-based voting. These insights underscore the importance of strengthening political education and enhancing electoral integrity to improve democratic quality at the local level in future elections

Abstract

Bureaucratic corruption in Indonesia remains a serious problem despite the establishment of various oversight institutions since the 1998 Reform era. This article aims to analyze the role of ethical mechanisms in preventing bureaucratic corruption through a comparative study of three main institutions: Corruption Eradication Commission (KPK), Ombudsman of the Republic of Indonesia (ORI), and Inspectorate General (Itjen) within the ministry. This research uses a qualitative approach with literature study methods, analysis of official documents, and utilization of online data from credible sources. The findings show that the implementation of bureaucratic ethics plays a significant role in reducing the potential for corruptive behavior. KPK implements a strict internal code of ethics and manages various integrity strengthening programs such as the Integrity Assessment Survey (SPI) and Integrity Zone (ZI) to instill an anti-corruption culture within the government. ORI focuses on preventing maladministration and enforcing ethical standards in public services, which serves as a bulwark against petty corruption. Meanwhile, Itjen carries out the function of internal supervision and fostering the integrity of the state civil apparatus (ASN), although it faces challenges in terms of independence and limited resources. Comparatively, the three institutions complement each other. KPK has an advantage in terms of national prosecution and coordination, ORI excels in monitoring public service ethics, and Itjen plays a role in early detection of internal bureaucratic irregularities. Ethical mechanisms such as the implementation of a code of ethics, the development of an integrity system, and the implementation of ethics-based supervision have proven effective in improving accountability and preventing bureaucratic corruption.Korupsi birokrasi di Indonesia masih menjadi persoalan serius meskipun berbagai lembaga pengawas telah dibentuk sejak era Reformasi 1998. Artikel ini bertujuan untuk menganalisis peran mekanisme etik dalam mencegah korupsi birokrasi melalui studi komparatif terhadap tiga institusi utama: Komisi Pemberantasan Korupsi (KPK), Ombudsman Republik Indonesia (ORI), dan Inspektorat Jenderal (Itjen) di lingkungan kementerian. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi literatur, analisis dokumen resmi, serta pemanfaatan data daring dari sumber yang kredibel. Temuan menunjukkan bahwa penerapan etika birokrasi berperan signifikan dalam mengurangi potensi perilaku koruptif. KPK menerapkan kode etik internal yang ketat serta mengelola berbagai program penguatan integritas seperti Survei Penilaian Integritas (SPI) dan Zona Integritas (ZI) guna menanamkan budaya antikorupsi di lingkungan pemerintah. ORI berfokus pada pencegahan maladministrasi dan penegakan standar etika pelayanan publik, yang menjadi benteng terhadap praktik korupsi kecil (petty corruption). Sementara itu, Itjen menjalankan fungsi pengawasan internal dan pembinaan integritas aparatur sipil negara (ASN), meskipun menghadapi tantangan pada aspek independensi dan keterbatasan sumber daya. Secara komparatif, ketiga institusi tersebut saling melengkapi. KPK memiliki keunggulan dalam hal penindakan dan koordinasi nasional, ORI unggul dalam pengawasan etika pelayanan publik, dan Itjen berperan dalam deteksi dini terhadap penyimpangan internal birokrasi. Mekanisme etik seperti penerapan kode etik, pembangunan sistem integritas, dan pelaksanaan pengawasan berbasis etika terbukti efektif dalam meningkatkan akuntabilitas dan mencegah korupsi birokrasi.

Abstract

The purpose of this research was to find out how the political dominance of the noble descendants in the Golkar party of Bone Regency. The research method used is qualitative with several research indicators processed through nvivo12 plus application. The results showed that the political dominance of noble descendants (Andi) on the Golkar party body has been going on for a long time, the existence of noble descendants is seen in the Chairman of DPD II Golkar Bone Regency occupied by noble descendants since 1971 - 2024. The dominance was born because the descendants of nobles had the good capacity and popularity in political contestation.  Golkar party in cadre recruitment is open to all circles and does not distinguish from social strata, in the era of democracy there are no more restrictions to process in political parties. So actually there is no requirement to have a noble title to enter the party

Abstract

This study examines fisherman community voters' political engagement in Covid 19 in the 2020 Regional Head Election in Tritiro Village, Bontotiro District, Bulukumba Regency. This qualitative research method analyses primary and secondary data using interview, observation, and documentation. According to the study, (1) Active Participation: The fishing community participates in the post-conflict local election by campaigning for certain candidates openly, placing banners for candidate pairs, socialising the programme for the next 5 years if mandated by the community, and most of the fishing communities choose one Paslon because of the 4 existing candidates, one may change and (2) Passive Participation: the fishing community participates passively because the problem occurs almost every general election and events have not been adequately analysed for the next participant. First, political parties' candidates are old. (2) campaign promises are not fulfilled with political realities, (3) post-conflict local election organisers lack socialisation, (4) candidate candidates are considered too much talk and not realised after taking office, and (5) the community participates passively because each community has a different perspective. (6) There are more pressing issues and (3) the Abstain group (Golput) or apathetic groups: Fishing communities rarely skip district head elections in Bulukumba Regency this year. Even if fishing villages are apathetic and think an election is pointless, they believe their one vote cannot influence the outcome.

Abstract

The purpose of this study was to use a systematic literature review technique to describe and thoroughly investigate the understanding of community participation in the local political context. this framework, the role of community participation is considered a crucial element that has a significant impact in the process of policy formation and determining the direction of decision making at the local level. Involving the community in the local political process is not only an indicator of the health of democracy, but also the main basis for creating policies that are more representative and responsive to the needs and aspirations of local communities. By detailing these dimensions of community participation through a systematic literature review, this research aims to provide a solid conceptual foundation for understanding the complex dynamics involved in interactions between communities and local politics. The research results show several dominant themes in this study, such as Political participation and Community Participation. Furthermore, the themes that are most closely linked in this study are community development and developing countries. The most interesting finding in the in-depth study of local politics is the existence of several keywords that are closely related, such as broken window and disability.
