Abstract

AbstractImplementation of good governanceā„¢s principles at Rajabasa, Bandar Lampung has not done well. It caused by the lack of communication between government (public officials) and citizens. Therefore, the purpose of this public service activity is to resolve the problem by using information technology. The activity chooses a smaller government scope, which is a neighborhood area. The activity involves two steps, which is website creation and training step. The website contains are statistic data of citizens, procedures to apply the resident documents completing with the required forms, activities announcement, interactive forum for conveying critics and suggestions between citizens and government, and promotion forum for industry players. As a result, the website successfully displays a variety of information needed by citizens, and provides a means of communication for citizens and public officials. Training step about procedure for using the website also has been done. Certainly, evaluation about the liveliness of citizens in accessing the website is still required. However, good communication, efficiency, and effectiveness can begin to form well, which leads to better implementation of good governance. Keywords: good governance, information technology, public service

Abstract

Abstract

In the electric power system, insulating oil plays a pivotal role in separating two or more electrical conductors with different voltages. This separation is crucial to prevent unintended electrical connections or sparks that could compromise the system's safety and integrity. Mineral-based insulating oil is disadvantageous because it is classified as a mineral oil. This classification indicates that the waste is non-biodegradable, meaning biological processes cannot break it down. This characteristic can hurt the environment. Therefore, alternative efforts must be made to use liquid insulation, such as environmentally friendly vegetable oils. Vegetable oils are unsuitable as insulating oils due to their high viscosity, low oxidation stability, and good lubricity. A proposed solution to reduce palm oil viscosity involves adding additives. The dilution process can be enhanced by incorporating various additives, including butylated hydroxytoluene and butylated hydroxyanisole. The present study utilizes the Megger OTS80Af to assess the breakdown voltage and viscosity of the subject material. The present study utilizes the Megger OTS80Af to assess the breakdown voltage and viscosity of the subject material. The experimental findings indicate that crude palm oil, when augmented with butylated hydroxytoluene and butylated hydroxyanisole, is deemed unsuitable for utilization as a transformer insulation medium. This determination is predicated on its inability to comply with the stipulated criteria outlined in SPLN 49-91: 1982, specifically the minimum breakdown voltage of 30 kV/2.5 mm for transformer insulation oil.

Abstract

Insulating oil is a type of insulator that is widely used as insulation in electrical equipment such as transformers. The insulating oil in the transformer functions as insulation in the transformer windings so that flashover does not occur and causes voltage leaks to the outside of the transformer, then the insulating oil also functions as a transformer coolant. Generally, the insulating oil used today is made from mineral oil which cannot be renewed so its availability is limited and may run out in the future. In an effort to reduce the use of mineral oil as a basic ingredient for insulating oil, it is necessary to develop a basic ingredient for making insulating oil, which can use vegetable oils such as crude palm oil (CPO) with the additive butylated hydroxytoulene added. In testing the suitability of crude palm oil with the addition of butylated hydroxytoulene additive as insulating oil, breakdown voltage testing was carried out using Megger OTS80Af and viscosity. Based on the test results, the highest breakdown voltage value was obtained for crude palm oil with the addition of butylated hydroxytoulene of 11.13 kV and a viscosity of 27.12 cSt. From the test results, it can be concluded that crude palm oil with the addition of butylated hydroxytoulene is not suitable for use as transformer insulating oil because it cannot meet the standard SPLN 49-91: 1982, the breakdown voltage of transformer insulating oil is 30 kV/2.5 mm.
