Abstract

The purpose of this study is to explain the services provided to the community in the South Karombasan Sub-District in utilizing digital platforms as a forum for channeling community aspirations for public services in the South Karombasan Sub-District. The method used in this research is descriptive qualitative.. The results of this study found that based on the four components put forward by Eggers and Singh regarding the innovation cycle, namely generating ideas, choosing ideas, implementing ideas, they have gone well, but in disseminating ideas, the South Karombasan government rarely implements them, so the use of this digital platform it is still not optimal, the use of digital platforms should help so that people can easily channel their aspirations for public services in the village. So that the use of the WhatsApp group digital platform is not optimal and is rarely used by the people of the South Karombasan Village. Keywords : Digital iPlatforms, Aspirations, Public iServices

Abstract

Tujuan penelitian ini yaitu ingin mengetahui implementasi program pencegahan stunting. Metode yang digunakan dalam penelitian ini adalah deskriptif dengan menggunakan pendekatan kualitatif. Hasil dari penelitian ini mengacu pada Undang-Undang yang telah di tetapkan yaitu Perpres No. 72 Tahun 2021 tentang percepatan penurunan stunting yang berjalan dengan cukup baik dikarenakan tiap tahun angka prevalensi stunting menurun, tetapi melihat dari beberapa aspek yang terjadi dalam tingkat koordinasi bersama instansi terkait dengan pelaksana atau kader dalam penurunan stunting  belum terjalin dengan maksimal dikarenakan masih adanya kader yang belum memenuhi kriteria tersebut, hal ini dilihat dari beberapa fakor yang terjadi seperti kurangnya ilmu pengetahuan yang diberikan terkait pencegahan stunting kepada masyarakat dan kurangnya kader untuk berpartisipasi dalam sosialisasi pencegahan stunting. Hal lain juga didapatkan terhadap masyarakat yang belum berperan aktif dalam pengetahuan akan stunting terutama bagi calon pengantin baru, ibu hamil dan ibu menyusui. Adapun saran dari peneliti yaitu berkaitan dengan beberapa permasalahan pada penerapan di lapangan yaitu dengan meningkatkannya lagi ilmu pengetahuan setiap pelaksana serta aktif berperan dalam memberikan sosialisasi/edukasi. Abstract

The implementation of village government development in East Bolaang Mongondow can be measured based on the ability of each village to generate financial income, namely Original Village Income (PADesa). Village original income consists of business results, asset results, self-help and participation, mutual cooperation and others. To be able to see village independence, it can be measured when the village government is able to manage the village's potential so that it can increase the village's original opinion. East Bolaang Mongondow Regency is the district that has the lowest realized income when compared to other districts in North Sulawesi Province. This income inequality has occurred over the last five years from 2017 to 2022. For this reason, the role of villages in increasing income potential needs to be emphasized. This research aims to identify and map village potentials to increase Village Original Income (PADesa) in East Bolaang Mangondow Regency so that it can contribute to increasing regional income.

Abstract

The stunting rate in East Bolaang Mongondow has increased quite significantly, reaching 346 cases or above 30%, second in North Sulawesi, so specific and sensitive interventions are needed from cross-sectoral Regional Work Units and problems found in the field. The phenomenon of stunting in school-age teenagers who marry too early, premarital sex for teenagers and unwanted pregnancies, then the lack of marriage guidance services for prospective brides and grooms by educating prospective brides and grooms to have an understanding and readiness to enter the world of marriage. as well as guidance services for family resilience to worship (sakinah). Additional food for toddlers is not optimal, the implementation of collaboration with the Village Government throughout Boltim in providing additional food (PMT) of animal protein given for three months is considered not optimal. The purpose of this study was to analyze the characteristics of stunting prevention services in East Bolaang Mongondow Regency. The expected results are that the prevalence of stunting in East Bolaang Mongondow Regency can reduce stunting cases.

Abstract

The development of business competition in Indonesia is one of the most interesting phenomena to observe, especially with the globalization in the economic sector which increasingly opens up business opportunities to compete in various business fields and industries. One of the industries affected by globalization is the service industry such as hotels, telecommunications, transportation, manufacturing and banking. This study aims to analyze and describe the effect of learning capability and integration capability on the performance of hotel employees in Bitung City. This is done to improve the performance of hotel employees which will later have an impact on improving services and increasing tourist visits to Bitung City. This study uses a quantitative approach by distributing questionnaires to hotel employees in Bitung City. Data processing and analysis are carried out using SPSS software to maintain the objectivity of the research data. The analysis used in this study is descriptive statistical analysis and hypothesis testing. The results of the study showed that the multiple correlation value was 0.745, this indicates that there is a significant positive relationship between Learning Capability and Integration Capability together on employee performance. Furthermore, from this correlation value, a determination coefficient value (R2) of 0.529 was obtained, which means that 52.9% of the employee performance variable is influenced by the Learning Capability and Integration Capability variables, the remaining 58.1% is explained by other variables.

Abstract

This study aims to analyze the strategy of the Sangihe Islands Regency Tourism Office in managing Para Village as a community-based, sustainable ecotourism destination and to identify the challenges encountered in its management. The approach used is qualitative, using a case study method, with in-depth interviews, field observations, and documentation of local governments, Tourism Awareness Groups (Pokdarwis), and local communities. The study's results show that Kampung Para's ecotourism potential is enormous, with its main attractions being natural beauty, sustainable mangrove ecosystems, and the cultural richness of coastal communities. However, destination management still faces institutional and regulatory constraints, especially the unenacted Village Regulation (Perdes) on tourism levies, which has led to a weak legal basis and management accountability. Nevertheless, the community actively participates in maintaining the area's cleanliness, preserving local culture, and developing tourist attractions such as the Ampa Wayer dance and the Seke Maneke ceremony. The role of NGOs is significant in increasing community capacity through hospitality training, digital promotion, and policy assistance. To realize sustainable management, it is necessary to accelerate the legalization of Village Regulations, strengthen the Pokdarwis institution, and collaborate across sectors between the government, the community, and non-governmental partners. This research emphasizes that collaborative, locally rooted, value-based governance is the key to developing ecotourism that is inclusive, competitive, and supports achieving the Village SDGs, especially goals 8, 11, and 15.

Abstract

Developing tourism as a strategic regional sector requires effective and collaborative governance to ensure sustainability, accountability, and equitable distribution of benefits for stakeholders. Likupang tourism is being developed through the involvement of various actors, from the government and the private sector to the local community, thus necessitating coordinated collaborative governance. The research aims to analyze the collaborative governance process in Likupang tourism development. Qualitative research was the methodology employed. The primary source of information is organized interviews, where the interviewer determines the problems and questions to ask themselves. The findings showed that the community's and resort owners' cooperation, namely with regard to waste management and the use of communal plantation land, was not optimal. The lack of international-caliber restaurants and souvenir shops, as well as the road access to Likupang. Through direct communication, the actors involved in tourist development engage in a collaborative process that fosters trust, strengthens commitment, and unites ideas and shared objectives. The collaborative governance process in Likupang tourism development occurred only at the face-to-face dialogue stage, while the stage of building trust, capacity, and commitment to unite perspectives is not optimal.

Abstract

The utilization of information and communication technology (ICT) in public administration is a strategic step to promote good governance. Since the issuance of Presidential Instruction No. 6 of 2001 on Telematics, the Indonesian government has encouraged the implementation of e-Government across various regions. However, its application at the village level still encounters several challenges, including limited community understanding, low digital literacy, and inefficiencies in public service delivery. This community engagement program was conducted in Malalayang Satu Barat Village, Manado City, North Sulawesi, with the primary goal of enhancing public awareness of e-Government as a tool for service digitalization. The methods applied included needs assessment surveys, counseling, mentoring, and participatory training involving local residents. The results indicate improved community understanding of e-Government, particularly in accessing information, reducing dependence on direct visits to the village office, and fostering awareness of environmental management and public health issues. The benefits of the program extend beyond digital literacy improvement, contributing to the strengthening of social capital and encouraging active community participation. These findings highlight the significance of community-based approaches in supporting the effective implementation of e-Government at the local level.

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh disiplin dan motivasi kerja terhadap kinerja pegawai di lingkungan Badan Kepegawaian dan Pengembangan Sumber Daya Manusia (BKPSDM) Kota Manado. Latar belakang penelitian didasari oleh fenomena pelanggaran disiplin yang terjadi di lingkungan Pemerintah Kota Manado, di mana tercatat 49 kasus pelanggaran ASN/PPPK pada tahun 2025, dengan 55,1% pelanggaran sedang dan 44,9% pelanggaran berat. Penelitian menggunakan pendekatan kuantitatif dengan metode asosiatif. Populasi penelitian adalah seluruh ASN di BKPSDM Kota Manado yang berjumlah 61 orang, sehingga digunakan teknik sampel jenuh (sensus). Pengumpulan data dilakukan melalui kuesioner daring berbasis skala Likert dan dianalisis menggunakan Partial Least Square Structural Equation Modeling (PLS-SEM) dengan SmartPLS 4.0. Hasil penelitian menunjukkan bahwa disiplin kerja berpengaruh positif dan signifikan terhadap kinerja pegawai (p-value 0,000; f²=0,825 kategori besar), motivasi kerja juga berpengaruh positif dan signifikan (p-value 0,000; f²=0,312 kategori sedang), serta secara simultan keduanya memberikan kontribusi sebesar 88,5% (R²=0,885) terhadap kinerja pegawai. Indikator disiplin yang dominan adalah kehadiran dan penjatuhan sanksi, sedangkan indikator motivasi yang signifikan mencakup kebutuhan fisiologis, rasa aman, sosial, dan penghargaan. Penelitian ini merekomendasikan penguatan sistem pengawasan disiplin dan peningkatan program motivasi berbasis apresiasi serta pengembangan karier yang transparan untuk mengoptimalkan kinerja ASN secara berkelanjutan.
