Abstract

ABSTRACK: The Iimplementation policy of e-government in management public service is one of the government programs by making use of information and technology in management public services more effective and efficient. But in reality the service performed has not gone up, therefore, the research is intended to answer questions about How The Implementation policy of e-government in management of public service in the Department of Population and Civil Registration Regency of Mamuju, West Sulawesi province. In this study, researchers used a model of implementation of the George C. Edward III, where the implementation level visits from four aspects which have great impact in policy implementation. Communication is an aspect for the government to inform policy to the public as target group. Adequate resources both human resources and financial resources will be influence the success rate policy. Disposition is the attitude held by implementing policies such as ethics, and commitment to make this policy succeed. The bureaucratic structure is mechanism service operations and the structure of society together implementing agency policies. In this research using descriptive method qualitative research is conducted to 9 informant interviews, direct observations, and search any documents that relate to the policy, even in research aided by interview, a tape recorder, and stationery. The results of research in general explained that the implementation of e-government policies in public service in the Department of Population and Civil Registration Mamuju, West Sulawesi province has not gone up.Keywords: Policy Implementation, Management of Public Service

Abstract

Summary: Planning is the first and most vital stage of development. Development planning is the main determinant ofsuccessful development that will be done within a country. Good planning and maturation will give birth to good results aswell. Therefore, in development planning must involve all parties in it not as objects but as subjects in the implementationof development. In planning the development of the very need of public participation.Participation is a bridge between government policy and the interests of the community, so that regional planning shouldbe done with a bottom-up model or so-called participatory planning. Participatory planning is planning that aims to involvethe interests of the people, and in the process involves the people (both direct and indirect) but in reality the planning itselfis still mostly done from the top (top down planning). This study aims to determine how the level of community participationin development planning. This research was conducted in Kecamatan Ibu Selatan Halmahera Barat District. The researchuses descriptive method with qualitative approach. Based on the results of interviews that have been done shows thatcommunity participation in development planning is still in the form of ideas and thoughts of ideas and suggestions. Needto do a deeper socialization to the community, so that the community is more active in the development planning that willbe done in the future.Keywords. Society participation

Abstract

The purpose of this study was to determine the extent of Performance Department of Education Youth andSports in the eradication of illiteracy in the South Minahasa district. In this study, the authors use the theory of theperformance of public organizations of Agus Dwiyanto, where the indicator of productivity, quality of service,responsiveness, responsibility and accountability on the performance Dikpora in the eradication of illiteracy in theSouth Minahasa district. Productivity of employees in carrying out the task of public service within the meaning ofserving the eradication of illiteracy are not yet optimal. Quality of service is not their complaint or a suggestion boxfacility if people are not satisfied with the services provided. Because customer satisfaction is the extent to which thenotion of performance of products or services meet the expectations of society. Responsiveness is lacking so that theresponsiveness Dikpora in accommodating and following up aspirations of the community, especially in combatingilliteracy. Responsibility performance is no longer entering literacy programs into the annual performance planDikpora South Minahasa district, because the organization would achieve the stated goals when performance is inaccordance with the predetermined plan that is from the beginning of the work. While the accountability of theDepartment of Education, Youth and Sports in the eradication of illiteracy is a form of accountability for serviceproviders literacy to all parties who have the right and authority to hold accountable those either directly orindirectly.This study uses qualitative research methods and retrieve information through interviews with eightinformants and assisted with interview guides available. It was concluded that the South Minahasa District Dikporaperformance in the eradication of illiteracy has not run optimally.Keywords: organizational performance, the eradication of illiteracy

Abstract

Abstract :leader plays a very strategic. Success or failure of the public bureaucracy carrying out his dutiesvery determined quality leaders. Therefore, the position of the leader dominates all activities undertaken.For the purpose of this study determine Leadership Role in improving Discipline Work at Institute forAgricultural Technology (BPTP) North Sulawesi.This research uses qualitative research is research that is used to examine the condition of natural objectsin which the researcher is a key instrument. Data collection techniques triangulation done. Thepopulation in this study is the one on the overall employee is an employee at the Institute for AgriculturalTechnology (BPTP) North Sulawesi numbered 97 people.The results showed leadership role which is run by the head of the Ministry of Agriculture as a whole cansay, not maximum, at first review the terms of influence. Abstract

ABSTRACTThe purpose of this study was to determine the effect of human resource competence of theeffectiveness of public service district governments Ratatotok Southeast Minahasa Regency.This study uses quantitative methods. Research was carried by 30 votes apparatus (PNS)Ratatotok the District government. Instruments and data collection techniques used are questionnairesand aided by structured interview (interview quide). The analysis technique used to test the hypothesisis simple statistical regression analysis and simple correlation or correlation product moment.The results of data analysis provides conclusions: (1) Based on a simple regression analysis thatthe competency of HR personnel have functional relations / positive and significant impact on theeffectiveness of public services at the sub-district office Ratatotok Southeast Minahasa Regency. Thismeans that the higher / better human resource competence of the better / higher the level ofeffectiveness of public services. (2) Based on product moment correlation analysis that the competenceof human resource to correlate and power of determination / significant influence on the effectivenessof public services at the sub-district office Ratatotok Southeast Minahasa Regency. This means thatthe competence of human resource is the dominant factor in deciding the effectiveness of publicservices; that the absence of adequate human resource competencies it is difficult to expect theeffectiveness of public services can be realized optimally.Based on the results of this study, it can be recommended some of the following: (1) To improvethe effectiveness of public services in the sub-district office Ratatotok the competence of humanresource / staff should be improved, especially technical competence / functional. For that to theofficers / employees let be given education and training (training), especially technical training /functional right or in accordance with the needs and field assignments / positions these employees. (2)Given the districts is the spearhead of the district government, the public service in the sub-districtoffice personnel stationed let / employees who have sufficient competence. This is necessary becausethe reality shows that employees are generally placed in the sub-district office is a new employee orrecently lifted (inexperienced) and inadequate education.Keywords: human resource competence, effectiveness of public services.

Abstract

ABSTRACT : This study aims to describe the quality of service of transport, especially transport Damri pioneers in North Sulawesi in the development of the science of public administration. The Ministry is exercised by the public company Damri based on Government Regulation No. 31 of 2002 on the establishment of the public company damri, was founded to help problems in terms of transportation. However, in practice as well as the fact that there is a phenomenon of issues management and service, like many vehicles that are not worthy of wearing, not precise time in his Ministry, operational system procedures are unclear and the fare price. The research methods used in this research is a descriptive study of qualitative methods, with the techniques of primary and secondary data collection is done with the interview, observation and documentation study. As for the informant, among others: 1head of the station, 2 drivers, 2 conductor, and 7 people pioneering service user community. In the discussion of the quality of service of transport damri in North Sulawesi is related to aspects of the Tangibles, Reliability, Responsiveness, assurance and empathy can be said to have not been fullest. It is proven by the provision of the facilities, such as a waiting room, and the toilet is not yet available. In addition the complaint room service complaints also have not provided by damri public company said. Based on the discussion and conclusions on the above then suggest Damri Public Company manado station must provide to the passenger waiting room, and make a toilet in each existing fleet. In addition the need for improvements on the seat because it was not appropriate. The Damri Public Company will also have to provide media services complaints such as hot-line service. Abstract

Abstract : In the village development community participation is needed, the public participation can takethe form of active participation means that people are willing to carry out development programs in theplanning, implementation and utilization of development. Aspirations of the people can be accommodatedthrough the Village Consultative Body (BPD) in the development planning. Because basically they wereaccommodating and channel the aspirations of the people it represents.The method used in this research is descriptive qualitative method. Informants were taken from variousrelated elements, namely the head of the village, kaur pembagunan, BPD, public and community stores.Wawancar data collection technique. The analysis technique used is qualitative analysis.Of the existing research, the role of the village consultative bodies in the village have not been fullyincluded pembagunan planning go well because in this case a lot of complaints from people who do notteratasi.BPD in making decisions in the village is not in accordance with the interests of the people in thevillage, but they simply take its own policy without involving masyaraka.Keywords. Abstract

This research was conducted with the starting point at the underlying problem,namely whether there is a relationship between leadership effectiveness with the performance ofemployees in district Office Tobelo North Halmahera, with the primary objective to determine therelationship between leadership effectiveness and the performance of employees in district OfficeTobelo North Halmahera.This type of research is survey research, using quantitative and descriptive approach study. Researchvariable is leadership at district and sub-district Employee Performance Tobelo North Halmahera.were collected techniques and informant questionnaires distributed to 20 respondents and analyzedusing simple linear regression analysis techniques.Based on the analysis, it is known that the distribution of respondents on the variable districtemployee performance and leadership in the category of agree and strongly agree. Thus it can beconcluded that the relationship between leadership effectiveness performance of employees in districtOffice Tobelo North Halmahera. Her relationship is so strong that if leader well, then the employee'sperformance will also be good; otherwise if the leader less effective in leading it will affect theperformance of sub-district office employees.Keywords: Head Leadership, Employee Performance

Abstract

As written on roadmap of policy achievement, in 2012-2013 every region in Indonesia had a duty to developed health assurance to assured every citizen to achieve an universal health coverage. Therefore, every region should made an universal health coverage programme which is used ABPD as a fund resource. Government of Manado has issued a free universal health coverage programme for every citizen with ID Card or Family Card for the submission. This research focus on service quality of BLU Prof. Kandou Hospital of Manado as a care-taker if the service that have given appropriate to Prof. Kandou Hospital’s standart procedure.    Research Method: This research using qualitative-descriptive approaching method in depth interview to 7 respondent, observation and files investigation.  This research using additional instrument i.e. questionnaire, recorder and writing equipment. Result: According to prime service quality points those are transparency, accountability, conditional, rights equivalence, balance and duty, the service  implementation of universal health coverage programme at BLU Prof. Kandou Hospital of Manado is going well. The obstacle was in application submission procedure in district or representative office of health ministry that sometimes had problem and the DPHO doesn’t appropriate to doctor’s advice. Conclution: BLU Prof. Kandou Hospital of Manado has given a good quality service of free universal health coverage programme according to the research that have done in IRINA E. Abstract

ABSTRAK : This study aims to identify the role of Head Tumpaan in carrying out its duties andfunctions are actually especially in managing the administration in villages in districts Tumpaan.In thisresearch using descriptive qualitative method, with the informant as many as 14 people were taken from therelated elements, namely sub-district, sub-district secretary, the village head, village secretary, members ofthe Village Consultative Body (BPD), and leaders / members of the public. And this study also taken fromthree villages in the district Tumpaan, 3 village in select from the closest distance, middle, and furthest fromthe central district.In this study it can be concluded that the role of the Head in carrying out duties and functionsespecially in managing administration in the village in the District Tumpaan can not say maximal, the articleinformant argued there is less satisfactory in performance Head.
