Abstract

ABSTRACK : Based on the research results, it can be concluded that the role of Satlantas Polres in the administrative service of STNK in Samsat Sangihe Joint Office in general can be done well, but it is not fully demonstrating the principles of Prime Regident Ranmor service yet as stipulated in the Regulation of Chief of Police Number 5 Year 2012, which are simple, fast, accurate, accountable, informative, and convenient. Based on the conclusion of the research result, it is suggested that the principles of simple, fast, accurate, accountable, informative, and convenient services can be improved in the administrative service of STNK by Satlantas Polres in Samsat Sangihe Joint Office. Therefore, some actions that is needed to be done, among other things is to add the number of personnel officers, to improve the infrastructures and facilities and to add facilities in serving. Abstract

Abstract : This study aims to determine how the development of educational infrastructure (SMA / MA) and the role of local government in terms of infrastructure (infrastructure) education in secondary school (high school / MA) in Tidore Islands.The method used in this research is descriptive qualitative method. The study was conducted at the Department of Education, 4 high schools (SMA / MA), drawn from 26 schools in Tidore Islands and community education observers, thus the total number of informants is 11 people, while collecting data using interview techniques, techniques analysis used is qualitative analysis interactive model of Miler and Huberman.Based on the results of the study it can be concluded that: openness or transparency of school in terms of development, so that the circumstances in which every person associated with the interests of education in schools can know the process and the results of school policy, it is, do not lie, do not cheat, honest, and open to public about what is done by the school. This openness is indicated in decision-making, planning and implementation of activities, the use of the budget and so on, which always involves the relevant parties as a means of control in order that development is not hampered because of the openness or transparency. Based on the results of research it is recommended suggestions: increasing dedication / contribution of stakeholders for education in schools, either in the form of services (thought / intellect, skills), moral, financial, and material / goods. empower the existing capabilities in the education stakeholders to realize the goal of education. enhance the role of stakeholders in the provision of education in schools. ensure that all decisions and measures taken truly reflect the aspirations of stakeholders and make the aspirations of stakeholders as commander for the implementation of development education in schools. The school must mobilize community participation in the form of anything that is relevant in the implementation of school programs, both physical and non-physical form in order to increase the participation of people divided into two categories, namely participation in the form of financial contribution and participation in the form of thought and effort.Key words : The role of Government, Education Infrastructure Development

Abstract

ABSTRAC: In accordance with the results of research in the field shows that the coaching of athletes inthe District Talaud islands are less sustainable. Athletes only get awards and a variety of services in the lastevent of the championship, after the completion of the event and there is no longer a championship, then ingeneral the athlete is no longer considered and will be sought at the time held more championships. It is animportant task for local governments in general and the Department of Education Youth and Sports inparticular that would be an assurance for athletes who have the name of the area.This type of research is qualitative, focusing on the field of research in the form of case studies (casestudy) directly to the Department of Education Youth and Sports Talaud Islands. Informants were taken asmany as 13 people, which is 5 employees Department of Education Youth and Sports, 4 athletes and 4 membersof the public. The focus of research is more emphasis on the availability of infrastructure as the primary meansof supporting the success in the development of athletic performance.Not optimal role of the Ministry of Youth and Sports in guidance increase athletic performance as wellas the lack of attention in the provision of facilities and infrastructure development of athletes. development ofnational sport is still first, just as a routine oriented instant achievement based on past experience poorinnovation. That is what causes athletes Talaud Islands minimal achievements both at the provincial andnational level. Abstract

Abstract: This study aims to determine and analyze the effect of job allowances on the quality of service apparatus in the Department of Investment and Integrated Service One Door Manado City. The research method is a quantitative research method, it is a research method based on the philosophy of positivism, used to examine the population or a particular sample. The sampling technique used is a saturated sampling technique in the Department of Investment and Integrated Services One Door Manado City there are 55 ASN. Data analysis techniques used are simple linear regression analysis and simple correlation analysis. Based on the results of analysis using correlation pearson product moment obtained correlation coefficient (r) = 0.566 while the coefficient of determination (r²) = 0.32. These results show that the coefficient of determination is 32%. Based on this result it can be explained that the improvement of service quality of apparatus is 32% while 68% is determined by other factors. Based on this research, the hypothesis presented can be accepted that there is a degree of linkage and determination of the work allowance to the quality of service apparatus in the Department of Investment and Integrated Service One Door Manado City. Based on the results of significance test obtained value tcount = 6.262 at significant level (α) = 0.05 with degrees of freedom (df) = n - 2 = 53, then ttable = 2.005. From the data it is obtained that tcount is greater than ttable where tcount 6.262 > 2.005. Then H1 is accepted and H0 is rejected. This proves that there is significant influence between work allowance to service quality of apparatus in the Department of Investment and Integrated Service One Door Manado City. Based on the results of the study, it can be concluded work allowance has a relationship and has a significant effect on the quality of apparatus service in the Department of Investment and Integrated Service One Door Manado City. This means that the work allowance is one of the determinants of the improvement of service quality of the apparatus.Keywords: Work Allowances, Quality of Service Apparatus

Abstrack : To achieve a development plan, especially in the field of tourism is to provide comfort for visitorsand positive impact in the field of social and cultural and ensure the effective use of resources that affectthe field of globalization. But nevertheless see the development that has been compiled then need a goodplanning to achieve the purpose of development.In this study using qualitative research methods are descriptive. Informan research is head ofDepartemen Tourism and Culture of South-eastern Minahasa Regency, secretary of service, staff, head ofsub planning section, Visitors and the public; the total of number informants is 7 people. Data collection isby interview, observation and documentation techniques. On data analysis using descriptive qualitative datatechnique from Sugiono.Based on the results of research undertaken it can be concluded that still need to be in developmentplanning in nature tourism Aer Konde in village Wawali, Ratahan Districts. Because there is, still a lack offacilities to support the attractiveness of tourists who come in nature tour Aer Konde, for that existence ofdevelopment planning from each party related in development of existing tourism in Southern MinahasaRegency.From the results of these studies it can be suggested suggestion that is: (1) From related parties inthis development can better organize the development through environmental factors by ensuringcleanliness, in order to attract the attention of every tourist who come to visit. (2) It is expected that there iscooperation from the government, related communities and visitors in the tourist Aer Konde. (3)Stakeholders in development planning is expected so that the planning process can run well. (4) The needfor more extensive information, so that more visitors who come in tourist Aer Konde. abstract: the clinic is an organization which organizes functional health effort that is comprehensive,integrated, equitable, acceptable and affordable by the community, with the active participation of thecommunity and using the results of the development of science and appropriate technology, with a cost thatcan be borne by the Government and the community.This research is intended to provide a quantitative picture clearly about the problems examinedinterpret and explain the data systematically. Abstract

Abstract: The purpose of this research is to know how participatory approach in rural development in TawaangVillage, Tenga District, South Minahasa Regency.This research uses descriptive-qualitative approach method. Participatory approaches are seen at all stages ofvillage development from planning, program implementation, monitoring, and program evaluation. Theresearch informants are head dea, head of BPD, head of LPM, community leaders/leaders, and villagers ofTawaang; a total of 8 informants. Data was collected using interview guidelines, while the analysis techniqueused was interactive model analysis from Miles and Hubernann.Based on the results of data analysis, the conclusions are drawn: (1) Participation approach in the planningstage of village development has been done quite well through village musrembang. (2) Participatoryapproaches in program implementation are better quality than at other stages. (3) The implementation ofparticipatory approach in monitoring program implementation is good enough. (4) The evaluation phase of theprogram has also adopted a fairly good participatory approach.Based on the results of the research, several suggestions may be put forward: (1) All representatives ofcommunity groups should be included in the village musrembang. (2) Villagers, especially community leadersand representatives of community groups should be included in the design of program implementation. (3)Community findings of monitoring / monitoring results should be taken seriously by the village government.(4) The village development program evaluation meeting should involve all components of the villagecommunity.Keywords : Participatory Approach, Rural Development.

ABSTRACT: Accountability can live and thrive in a transparent and democratic atmosphere and the freedom to express opinions. And then, the government should really be aware the government and the public service is something can not be separated from the public. The realization of the region 's financial accountability will be the initial basis for governance better and all financial accountability that comes from public funds going smoothly as public confidence in the government in the field of financial management.This research used descriptive research through in-depth interviews to 23 informants, the data collection techniques using of observation, interviews and documentation. The resultAccountability system is one of the crucial points of the implementation of the regional administration. Accountability system is a systematic and continuous process for assessing the success or failure of governance and development activities in accordance with the policies, programs, goals, and objectives that had set in realizing the vision of the district as government of Banggai Islands set out in Medium Term Development Plan (RPJMD).The Conclusion isLocal governments is very trying to account for funds from the public for development and welfare of the communities in district of Banggai islands..Keywords: Accountability, Local Financial Management

ABSTRACKThe implementation of the duties and functions of a village chief in the government isone of the activities of government officials in an effort to improve the welfare of thecommunity, as the purpose of this study is to provide a description of the implementation ofthese functions. The role of village chief is very important in approaching and grow and developself-help mutual aid society in order to realize the implementation of development that has beenplanned in the Budget of the Village.This means that the head of the village as a leader in thevillage is the organizer and the person in charge in the field of governance and communitydevelopment, as well as village chief is responsible for growing and developing self-help mutualaid society. By looking at how important the role of the village head held thus further researchon "The Role of the Village Head In The agitation participation from communities in the VillageDistrict of Salibabu Salibabu Talaud Islands".In this study, the type of research that is in use which is a type of qualitative research,the research focus is the role of the village chief purpose in scaling community participation inrural development. Respondents / instrument in this study is that local officials and villagers ofSalibabu District of Salibabu Talaud Islands as many as 10 people.The researchers' analysis adjusting of some theory is concerned with the studyindicators, namely: first, the role of the village head as a motivator in moving people'sparticipation in village development Salibabu; second, the role of the village head as a facilitatorin moving people's participation in rural development Salibabu; and third, the role of the villagehead as a mobilizer in moving people's participation in rural development Salibabu.Based on the research role of the Village Head of Public Participation In The agitation inthe Village District of Salibabu Salibabu Talaud Islands in view of the three aspects of the roleof the village head as motivators, facilitators and mobilizers suda good but its role inimplementing the village head had to really play its role properly so that the public canparticipate in any program / village development activities. Abstract

Abstract : This research is based on the handling of public complaints that can not be handled properly by thepuskesmas. The public service system is still constrained, resulting in a demanding society for thedissatisfaction of the services provided. The unavailability of places or containers in receiving variouscomplaints from the community directly, even the unavailability of suggestion boxes or input from thecommunity on services provided by the puskesmas. This research intends to know the Handling of PublicComplaints on Health Service at Puskesmas Pasan District of Southeastern Minahasa. The theory used is thetheory of complaints handling according to Dyah Hariani is the problem of delay in service process, lessfriendly officers, and information that is not clear. The method used is qualitative method with descriptiveapproach. With his instrument as a researcher himself with informants seven people. Data analyst techniquessuch as observation, interview, and documentation. Research location at Puskesmas Kecamatan Pasanlocated in Towuntu Timur village. The result of the research shows that the problem that raises thecomplaints in the community about the health services provided by the puskesmas has not been in accordancewith the expectations of the community. This can be seen from the fact that the problems or complaintssubmitted by the community are handled or responded quickly by the puskesmas. Researchers provide adviceon this research that the importance of paying attention and manage complaints from the public to improvethe quality of public services better. So every government administration needs to pay attention to complaintsfrom the community especially on health services by puskesmas.Keywords: Handling Complaints, Society, Health Services
