Abstract

ABSTARCT: The authority of leadership village leader as Hukum Tua in Minahasa Regency, is head the legal community unity which has borders authorized to regulate and manage the affairs of government, the interests of the local community by community initiatives, the right of origin, and / or traditional rights are recognized and respected in the system of government of the Republic of Indonesia. Good Governance be a good idea in order to improve the quality of public services that the village government organized jointly between the Hukum Tua, BPD, community organizations and the public with the principles of transparency and accountability. Therefore, this study aims to determine the role of the Hukum Tua in realizing the transparency and accountability of development in the village of East Lembean drag troughs District of Minahasa.The research proves that the role of the Hukum Tua in realizing the principle of transparency in village drag troughs are good, because the ability to convey information and financial development programs are often delivered village itself directly to the community and village, in meetings or in the event of joy and sorrow. Communication patterns often hold a general meeting every three (3) months and provide information boards so people can determine the extent of the activities that have and have not done. The principle of accountability also good because the Hukum Tua in delivering accountability of the duties and obligations is delivered directly to the public through a loudspeaker as well as the accountability report (LPJ) be submitted in writing to the BPD, Head and forwarded to the Regent Minahasa, in determining the commitment to the process of delivering LPJ BPD and there is conformity with the vision and mission of the village government.The method used in this study is a qualitative study with 32 informants. It can be concluded that the role of Hukum Tua villages Seretan troughs in accountable is the transparency to stakeholders received good appreciation by almost all members of the Rural Colusion Organization receives accountability report Hukum Tua. Considered appropriate for a person of honor calls Ukung Tu'a is Tu'a in walak. Hukum Tua (Rural Head) can be interpreted as a protector.Key words: The role Hukum Tua, Transparency, Accountability, Rural Development

Abstract

Abstract:This research aims to explain about the role of technical implementing unit of Manado city or samsat Manado inpreventing and overcoming counterfeiting of motor vehicle letters. This research uses descriptive method of qualitativeapproach, and data collection technique done by observation, interview technique, and documentation. The number ofinformants as many as 10 people. In this research using the measurement of duties and functions of the samsat office interms of where the approach of this process include (i) planning, (ii) coordination, (iii) coaching, (iv) control of servicetasks. The result of the research shows that the role of samsat manado in prevention against counterfeiting of motor vehicleletters is : a. Conducting motor vehicle document research by conducting cross check against frame number and enginenumber to motor vehicle; b. Receive and examine the results of physical inspection of motor vehicles to be adjusted to thedocuments of motor vehicles; c. The selection of good safety signs in the motor vehicle letters, so that the letter of the motorvehicle is difficult to forge. Countermeasures of criminal counterfeiting of letters conducted by samsat Manado party byblocking motor vehicle letters. The role of samsat in this case only as an informant only. Samsat has no authority ininvestigating cases of counterfeiting of motor vehicles letters. Samsat still cooperate with the police if the police still needthe help of samsat for completeness of ranmor files or as expert witnesses.Keywords : Role, SAMSAT, Counterfeiting

Abstract

Abstract: In the development of tourism is seen and felt by the local society through thesense of eyesight, but, not all of them says that the tourism development are good or bad,because every individual has a different perception or view. The purpose of this researchto find out how the public perception of the development of Lembeh island tourism (studyof Lembeh Subdistricts of South, City of Bitung). This research uses descriptivequalitative approach method with describing data obtained from research resultsregarding the public perception about the development of Lembeh island tourism (studyof Lembeh Subdistricts of South, City of Bitung). In qualitative research, data collectionis done by in observation, depth interview and documentation.Tourism development is an effort to improvement of the society welfare byutilizing the tourism potentials are at once, which is an effort to preserve the culture ofsociety through the improvement and enhancement of tourism products and services.Other than that, the development of tourism should also be addressed to protection andpreservation of culture that are very dependent on the society and the tourist.Result of this research on public perception about the development of Lembehisland tourism (study of Lembeh Subdistricts of South, City of Bitung) not well seen fromsome perception factors that is: absorption, understanding or comprehension, assessmentor evaluation about tourism development of Lembeh island in District of South Lembeh isnot good. The overall conclusion of public perception about the development of Lembehisland tourism (study of Lembeh Subdistricts of South, City of Bitung) for current is notgood and has not been managed by the Government with the maximum. Then can insuggest is to the Government to be more managed with maximum and immediately do therepair, improvement in tourist spots and also for the visitors and local community inorder to keep the environment clean.Keywords: Perception, Tourism Development

Abstract

Abstrak: Tax Administration Service at North Maluku Province Tax Office. The method used in this researchis qualitative research method where the data is presented in descriptive form to then analyzed, data collectionis done by direct interview to the research informant which have been determined by purposive sampling method,observation in the field and by reviewing supporting documents. Public services as all forms of activitiesundertaken by central government agencies, in regions in the form of goods and services both in the fulfillmentof community needs and in the implementation of legislation.administration is a dynamic and sustainable process, driven in order to achieve goals by utilizing peopleand materials through coordination and cooperation. Taxes are the contribution of the people to the statetreasury under the law (which can be imposed) by not receiving lead services (kontraprestasi) which can bedirectly demonstrated and used to pay public expenditures. Given the importance of the tax role, the governmentin this case the Directorate General of Tax under the auspices of the Ministry of Finance made various strategicefforts to maximize tax revenues and tax services to the public as taxpayers. One way to do this is byimplementing modern tax administration system. Modern tax administration system is the desire to form a clean,professional, responsible, and able to create an effective and efficient bureaucracy. Universally, taxadministration is the key to success in a tax policy. Therefore, tax administration reform should be donecontinuously so that the service function can be given optimally to the community. With a good administrativesystem, it is expected that the government is able to optimize the realization of tax revenue and improve taxcompliance.Keywords: Public Service, Tax Administration

Abstract

This research describes two variables, namely bureaucratic culture and effectiveness of service apparatus. The purpose ofthis study is to determine the influence of bureaucratic culture on the effectiveness of apparatus services. Bureaucraticcultural variables were tested using 6 indicators. Variables of service effectiveness of apparatus were tested using 3dimension. This research was conducted in the office of National Unity and Political Protection Agency of Manado City.The research method used is quantitative, with data collection techniques distributing questionnaires to respondents. Thesample of this research is 41 employees of National Unity and Community Protection Agency of Manado City. The dataanalysis used is spearman rank correlation and simple linear regression using SPSS for ios. The result of spearmancorrelation coefficient correlation between bureaucracy culture and effectiveness of service apparatus is +0,467. Whichmean indicates a significant correlation. While the "+" sign indicates that the direction of the positive relationship. Fromthe results of simple regression calculation can be obtained significance value of bureaucratic cultural variables is of 0.001smaller than 0.05 then bureaucratic culture has a significant effect on the effectiveness of apparatus services. It can beconcluded that bureaucratic culture variable with effectiveness variable of apparatus service shows that bureaucraticculture variable has significant correlation and direction of positive or unidirectional relationship. The result of the analysisalso shows that bureaucratic culture variable has significant influence on the effectiveness variable of apparatus service,so it can be concluded that bureaucratic culture has significant influence on the effectiveness of apparatus service at BadanPersatuan Bangsa Politik and Perlindungan Masyarakat in Manado City.Keywords: Bureaucratic Culture, Effectiveness of Apparatus Services.

Abstract

This study aimed to determine the development of policy implementation disciplinegovernment officials / civil servants in the Department of Population and CivilRegistration of North Halmahera, and the impact of the implementation of that policyto increase discipline of local government officials.This study used qualitative methods. The informants are all local government officialsin the Department of Population and Civil Registration of North Halmahera as manyas 13 people. Instruments in this study is the researchers themselves, while collectingdata using interview techniques. Data was analyzed using qualitative analysistechniques interactiveModel of miles hubernannThe results of the study provide conclusions: (1) the implementation of civil servicediscipline policy guidance to local government officials have been done with goodviews of several aspects: the high commitment of the leadership to implement thispolicy, any communication or sosialilisasi effective civil service disciplinary rules toemployees, concrete efforts to increase the awareness of employees to carry out theprovisions of civil service discipline and creating a culture of discipline, and theirenforcement consistently disciplined for violation of obligations and prohibitions. (2)Implementation of policies fostering civil discipline has a positive impact onimproving the discipline of local government officials have seen improved adherenceand compliance officers against liability provisions and restrictions that apply to civilservants.Based on the conclusions of the research results presented suggestions: (1) theimplementation of development policies aperture discipline local government shouldbe directed at increasing awareness that will happen purely on self-discipline eachapparatus; (2) Implementation of policy guidance apparatus discipline will provide amore significant positive impact on the improvement of discipline only if accompaniedby an increase in the welfare of the key aparatur.Kata: coaching discipline policyapparatus / PNS

Abstract

ABSTRACTservice process to the public in order to be able to produce the output of excellent information, fast, efficient, and accurate information provided to the community. Implementation of administrative system has not run well, so this research to answer the question how the implementation of hospital administration system in helping the service to the community. In this research, the researcher limits through some elements which can influence the running of administration system which stated by Azrul (2010): Input (Human Resources and Facilities), Process (Steps), Output (Service produced) and Researcher also see Of behavioral factors or attitudes that hospital employees have in supporting the implementation of administrative systems to help service to the community. This research uses descriptive qualitative approach method through interviewing 10 informants, observation, and tracing of additional document in the form of list of interview guides, recorder and write. Abstract

The purpose of this study is to determine the quality of public health services in puskesmas refusemongondow ballang district. Benefit of research, as information material for district government, districtgovernment refuse and society of method used is qualitative method with descriptive approach type andlocation of research at Puskesmas Lolak Mongondow Ballang District. Based on the results research inaccordance with the indicator that have been proposed by Fandy Tjiptono (2000) with the timelines ofservice, courtesy and hospitality when providing services, ease of getting service and consumer comfort butPuskesmas Lolak until now the quality of service is still not running well there is stell which has not beenon time in the health services as well as there is still a lack of hospitality in providing services and not easyto get services and can not provide comfort in public health services because the quality of public healthsevices in Puskesmas Lolang Mongondow Ballang district has not done well. Abstract

ABSTRACT: Implementation of policies granting of micro and small enterprises aims to give consent tomicro and small businesses for people who have small businesses and small that their enterprises have thelegality / validity of the government, but in fact the service performed has not gone up, therefore, this study isintended to answer questions about how the implementation of policies granting of micro and smallenterprises. In this study, researchers used a model of implementation of the George C. Edward III, wherethe implementation level visits from four aspects which have great impact in policy implementation.Communication is an aspect for the government to inform policy to the public as target group. Adequateresources both human resources and financial resources will affect the success rate policy. Disposition is theattitude held by implementing policies such as ethics and commitment to make this policy succeed. Thebureaucratic structure is the operational structure of the mechanisms of services and organizationalstructure of the implementing agency policies. In this research using descriptive qualitative research methodis through interviews with 10 informants, direct observation and document searches in connection with thepolicy, even in research assisted by the interview, a tape recorder and stationery menulis.Hasil research ingeneral explained that the Implementation Granting Policy for Micro And Small at the District OfficeMalalayang has not gone up.Keywords: Policy Implementation, License Micro And Small

Abstract

Abstract To facilitate the management of employee performance, assess work performance and make it easier to carry out the function of superior control over their subordinates. So the North Sulawesi provincial government implemented the Electronic Performance (e-performance) program within the North Sulawesi government. E-performance is a web-based application system that is used to support and facilitate the implementation of the performance of civil servants (PNS) in recording and reporting work responsibilities. The goal of this research is to learn about and describe the implementation of the e-performance (e-kin) program in the North Sulawesi Province Office of Cooperatives, Small and Medium Enterprises. By using descriptive qualitative research methods. Its data retrieval techniques; techniques of observation, interviews, and the use of documents. The study's findings indicate that while the implementation of the e-performance (e-kin) program in the North Sulawesi Province's Office of Cooperatives, Small and Medium Enterprises has been successful, there is still room for improvement, particularly in the area of infrastructure resources. Where, the internet, which is one of the facilities of the e-performance program at the Office of Cooperatives, Small and Medium Enterprises in the North Sulawesi Province, still occurs frequent network disruptions.
