Abstract

The issuance of birth certificates for the child population in Banten Province has reached the specified target, where out of 2,923,089 child population who have birth certificates as many as 2,905,894 residents or equivalent to 99.41%. However, this is not matched by the issuance of Child Identity Cards, the percentage of coverage is still very low, which only reaches 29.78% of the entire child population who already has a birth certificate. The purpose of the research is to find out, analyze and explain the implementation of the child identity card, the determinant factors that determine and construct an effective Child Identity Card policy implementation model in Serang Regency, Banten Province. This research uses the theory of policy implementation put forward by Hamdi (2014) with the dimensions of productivity, linearity and efficiency. Determinant factors that influence policy implementation are policy substance, implementing officer behavior, network interaction, target group participation and resources. The research method used is qualitative research with a descriptive approach. Data collection techniques were carried out by interview, observation and documentation. The results showed that the implementation of the Child Identity Card policy in Serang Regency was not optimal.

Abstract

This research is focused on evaluating the implementation policy of persons with disabilities in fulfilling formal sector employment rights in the city of Bandung based on William N. Dunn's evaluation theory which includes 6 (six) criteria, namely effectiveness, efficiency, adequacy, equity, responsiveness, accuracy. This study aims to analyze the evaluation of policies for the implementation of protection of people with disabilities in the fulfillment of formal sector employment rights in Bandung City and provide policy recommendations and policy implementation models related to the implementation of protection of persons with disabilities in the fulfillment of formal sector employment rights in Bandung City. The study used this using exploratory qualitative methods with an inductive approach. Interviews, documentary, observational, and triangulation techniques are the data collection techniques used in this study. The results of this study can be concluded that the evaluation of policies for the implementation of persons with disabilities in fulfilling the right to work in the formal sector in Bandung City has not been optimal, this can be seen that the policies that have been running since its publication until this study was made have not met the six criteria, namely effectiveness, efficiency, adequacy, similarity, responsiveness, and accuracy. Based on the analysis of these results, this study proposes policy recommendations, namely increasing government collaboration and integrity, strengthening the role of the government, accelerating the revision of West Java Provincial Regulations related to persons with disabilities which will later be elaborated through the Bandung Mayor Regulation, synchronization of precise and accurate data and information, and preparation of policies supporting the West Java Provincial Government Regional Regulation on Persons Disability. The policy implementation model is leadership, communication, policy substance, supervision, and resources.

Abstract

The aim of this research is to analyze the implementation of parking management policies in Pekanbaru City, the obstacles faced in implementing parking management policies in Pekanbaru City and the ideal and effective policy implementation model for parking management in Pekanbaru City. This research uses the policy implementation theory proposed by Smith which consists of idealized policy, target groups, implementing organization and environmental factors. The research method used is a qualitative approach with descriptive research type. The data analysis technique used is data reduction and drawing conclusions. The results of the research show that the implementation of local government policies in organizing parking in Pekanbaru City has gone well, this can be seen from: idealized policy, proper parking management in Pekanbaru City is able to support the existing transportation system, target groups, very closely related to taking decisions that involve many people, especially the community. implementing organizing, this difference in capacity and competency is one of the aspects that makes the implementation of this policy not optimal. Environmental factors, the obstacle for the Pekanbaru City Parking UPT is the lack of qualified human resources. Barriers to implementing parking policies in Pekanbaru City: commitment to service quality, quality of human resources for government officials and parking attendants, well-developed public communication.
