Abstract

The issuance of birth certificates for the child population in Banten Province has reached the specified target, where out of 2,923,089 child population who have birth certificates as many as 2,905,894 residents or equivalent to 99.41%. However, this is not matched by the issuance of Child Identity Cards, the percentage of coverage is still very low, which only reaches 29.78% of the entire child population who already has a birth certificate. The purpose of the research is to find out, analyze and explain the implementation of the child identity card, the determinant factors that determine and construct an effective Child Identity Card policy implementation model in Serang Regency, Banten Province. This research uses the theory of policy implementation put forward by Hamdi (2014) with the dimensions of productivity, linearity and efficiency. Determinant factors that influence policy implementation are policy substance, implementing officer behavior, network interaction, target group participation and resources. The research method used is qualitative research with a descriptive approach. Data collection techniques were carried out by interview, observation and documentation. The results showed that the implementation of the Child Identity Card policy in Serang Regency was not optimal.

Abstract

This research is focused on evaluating the implementation policy of persons with disabilities in fulfilling formal sector employment rights in the city of Bandung based on William N. Dunn's evaluation theory which includes 6 (six) criteria, namely effectiveness, efficiency, adequacy, equity, responsiveness, accuracy. This study aims to analyze the evaluation of policies for the implementation of protection of people with disabilities in the fulfillment of formal sector employment rights in Bandung City and provide policy recommendations and policy implementation models related to the implementation of protection of persons with disabilities in the fulfillment of formal sector employment rights in Bandung City. The study used this using exploratory qualitative methods with an inductive approach. Interviews, documentary, observational, and triangulation techniques are the data collection techniques used in this study. The results of this study can be concluded that the evaluation of policies for the implementation of persons with disabilities in fulfilling the right to work in the formal sector in Bandung City has not been optimal, this can be seen that the policies that have been running since its publication until this study was made have not met the six criteria, namely effectiveness, efficiency, adequacy, similarity, responsiveness, and accuracy. Based on the analysis of these results, this study proposes policy recommendations, namely increasing government collaboration and integrity, strengthening the role of the government, accelerating the revision of West Java Provincial Regulations related to persons with disabilities which will later be elaborated through the Bandung Mayor Regulation, synchronization of precise and accurate data and information, and preparation of policies supporting the West Java Provincial Government Regional Regulation on Persons Disability. The policy implementation model is leadership, communication, policy substance, supervision, and resources.

Abstract

The aim of this research is to analyze the implementation of parking management policies in Pekanbaru City, the obstacles faced in implementing parking management policies in Pekanbaru City and the ideal and effective policy implementation model for parking management in Pekanbaru City. This research uses the policy implementation theory proposed by Smith which consists of idealized policy, target groups, implementing organization and environmental factors. The research method used is a qualitative approach with descriptive research type. The data analysis technique used is data reduction and drawing conclusions. The results of the research show that the implementation of local government policies in organizing parking in Pekanbaru City has gone well, this can be seen from: idealized policy, proper parking management in Pekanbaru City is able to support the existing transportation system, target groups, very closely related to taking decisions that involve many people, especially the community. implementing organizing, this difference in capacity and competency is one of the aspects that makes the implementation of this policy not optimal. Environmental factors, the obstacle for the Pekanbaru City Parking UPT is the lack of qualified human resources. Barriers to implementing parking policies in Pekanbaru City: commitment to service quality, quality of human resources for government officials and parking attendants, well-developed public communication.

Abstract

Indonesia's public-private partnerships (PPP) have become a key strategy to address infrastructure development challenges and other vital sectors. While PPPs have significant potential to drive sustainable economic growth, their implementation in Indonesia still faces various challenges, particularly concerning legal certainty and transparency. This study examines the challenges encountered in PPP execution, focusing on legal and transparency issues in project management. Based on the analysis of several case studies related to PPP, such as geotourism development in Belitong, the impact of the pandemic on export sectors, and the strengthening of immunization systems, the research identifies how public-private collaboration can significantly contribute to sectors like tourism, economy, and healthcare. However, major challenges include unclear regulations regarding the allocation of risks, rights, and responsibilities between the parties involved and a lack of effective transparency mechanisms in project management. This study also analyzes existing regulations, such as Law No. 2 of 2017 on Construction Services and Presidential Regulation No. 38 of 2015, and discusses the need for revisions and improvements. The findings suggest that, for PPP projects to succeed and be sustainable, strengthening legal frameworks and improving transparency are essential, ensuring that the collaboration between the government and the private sector operates more efficiently and maximally benefits Indonesia's development.

Abstract

Relokasi IKN bertujuan pemerataan dan keberlanjutan, namun berpotensi berdampak pada lingkungan dan masyarakat adat. Ada peluang investasi di wilayah penyangga seperti Tabalong. Penelitian ini bertujuan menggambarkan dampak perubahan sosial pasca pembangunan Ibu Kota Nusantara (IKN) di Kabupaten Tabalong, Provinsi Kalimantan Selatan dan mengungkap faktor-faktor apa saja yang menjadi pendorong dan penghambatnya. Dengan menggunakan metode kualitatif deskriptif, data primer diperoleh melalui wawancara mendalam dengan berbagai informan kunci yang relevan, sedangkan data sekunder diperoleh dari studi dokumen. Analisis data dilakukan untuk mengidentifikasi dan menjelaskan faktor-faktor yang menjadi pendorong dan penghambat terjadinya perubahan sosial. Ditinjau dari teori perubahan sosial Sztompka menunjukkan bahwa: (1) Perubahan komposisi penduduk menunjukkan peningkatan jumlah penduduk akibat migrasi, terutama dari Jawa, telah mengubah komposisi penduduk Tabalong. Hal ini memicu persaingan kerja, masalah pangan, dan potensi konflik sosial. Namun, filosofi Banjar yang terbuka terhadap pendatang membantu meminimalkan konflik. (2) Perubahan struktur sosial terjadi pergeseran sektor ekonomi dari pertanian ke industri dan jasa. Pembangunan infrastruktur dan peningkatan investasi telah mengubah struktur sosial dan ekonomi di Tabalong. Namun, masih terdapat ketimpangan dalam hal akses terhadap pekerjaan dan sumber daya. (3) Perubahan fungsi lahan menunjukkan Tabalong telah berhasil mengubah fungsi lahan pertanian menjadi kawasan produksi pangan untuk IKN. Pasar Agribisnis Kembang Kuning menjadi pusat distribusi utama. Namun, tantangan dalam menjaga kualitas produk dan akses pasar tetap ada. (4) Perubahan batas sosial terjadi perubahan batas sosial akibat masuknya pendatang baru dan persaingan kerja. Pemerintah berupaya mengatasi hal ini dengan pelatihan keterampilan dan revisi RTRW. (5) Perubahan hubungan antar subsistem terjadi peningkatan koordinasi antar instansi pemerintah, perubahan hubungan antara petani dan pasar, serta peningkatan ketergantungan pada pasar eksternal dan (6) Perubahan lingkungan dimana pembangunan IKN telah memicu perubahan tata guna lahan, peningkatan tekanan pada sumber daya alam, dan potensi konflik lingkungan. Adapun faktor pendorongnya adalah adanya potensi sumber daya alam yang besar, letak geografis yang strategis, keterbukaan masyarakat terhadap pendatang, dan tingginya investasi. Namun demikian, terdapat faktor penghambat seperti kualitas SDM yang masih perlu ditingkatkan, infrastruktur yang belum memadai, dan akses pasar yang terbatas. Penting untuk digarisnawahi bahwa dampak pembangunan IKN terhadap perubahan sosial di Tabalong bersifat kompleks dan beragam, bergantung pada berbagai faktor, seperti: 1) Kebijakan pemerintah dalam mengelola pembangunan IKN; 2) Kesiapan masyarakat Tabalong dalam beradaptasi dengan perubahan; dan 3) Dinamika interaksi antara penduduk lokal dan pendatang.

Abstract

Flood disasters are a challenge for every region, including Bandung Regency. The Bandung Regency Regional Disaster Management Agency (BPBD) seeks to reduce the risk of flood disasters through prevention and preparedness. The purpose of this study was to determine the Evaluation of the Implementation of Flood Disaster preparedness in Bandung Regency using William N Dunn’s policy evaluation theory with the parameters of Effectiveness, Efficiency, Adequacy, Equity, Responsiveness and Accuracy. The research method used is descpritive qualitative with an inductive approach. Based on the research results, it is known that the implementation of flood disaster preparedness in Bandung Regency in terms of Effectiveness, Efficiency, Adequacy, Equity, Responsiveness and Accuracy can be said to be good with supporting and inhibiting factors. The supporting is Regional Heads in implementing disaster management as evidenced by the availability of a disaster management Task Force and the implementation of effective coordination in reducing disaster risks. Inhibiting factors are: Limited facilities and infrastructure; Lack of human resources, and Limited budget for socialization of maps of disaster prone areas. The suggestions that the author can give are: Increasing the quality and quantity of human resources, maintaining available facilities and infrastructure; and Increasing the dissemination of disaster information by utilizing social media. Abstract

Law enforcement in Jakarta’s urban tourism industry faces complex challenges, ranging from licensing violations and labor exploitation to environmental degradation and weak tourism security oversight. This study aims to analyze the effectiveness of collaborative governance in tourism law enforcement through the interaction between state and community actors. The research design employs a qualitative approach, collecting data through semi-structured interviews with key stakeholders (Tourism Office, Civil Service Police Unit/Satpol PP, Police, Pokdarwis, and FKPM), field observations at strategic tourism locations in Jakarta, and analysis of policy documents and institutional reports. The analysis draws on the collaborative governance framework and is further enriched by the ASOCA strategy (Ability, Strength, Opportunities, Culture, Agility) to evaluate inter-agency collaborative capacity. The findings indicate that inter-agency forums, digital reporting, joint operations, and community legal education have improved supervision effectiveness and fostered public ownership of tourism regulations. However, these efforts remain limited by regulatory fragmentation, resource disparities, weak coordination SOPs, and bureaucratic resistance to community participation. The study’s original contribution lies in the application of the ASOCA strategy as an institutional analytical tool in the context of urban tourism governance—a methodological innovation that broadens the understanding of plural policing and community-based law enforcement. This study recommends institutionalizing cross-actor task forces, introducing performance-based participatory incentives, and strengthening digital reporting systems as action plans to develop a responsive, collaborative, and sustainable tourism governance framework.
