Abstract

Transformasi digital dalam penyelenggaraan pemerintahan mendorong pemanfaatan teknologi informasi untuk meningkatkan kualitas pelayanan publik, termasuk dalam pengelolaan bantuan sosial. Salah satu inovasi yang digunakan pemerintah adalah Sistem Informasi Kesejahteraan Sosial Next Generation (SIKS-NG) sebagai instrumen pengelolaan Data Terpadu Kesejahteraan Sosial (DTKS) yang menjadi dasar penetapan penerima bantuan sosial. Penelitian ini bertujuan untuk menganalisis efektivitas penggunaan aplikasi SIKS-NG pada tingkat desa di Kabupaten Kuantan Singingi. Penelitian menggunakan pendekatan kualitatif dengan metode deskriptif. Data diperoleh melalui observasi, wawancara, dan dokumentasi yang melibatkan pemerintah desa, operator SIKS-NG, pendamping sosial, serta masyarakat. Hasil penelitian menunjukkan bahwa penggunaan SIKS-NG telah membantu proses pendataan, verifikasi, dan pembaruan data penerima bantuan sosial secara lebih sistematis dan terstruktur. Namun demikian, efektivitas penggunaannya masih menghadapi berbagai kendala, seperti tumpang tindih data penerima bantuan sosial, munculnya penerima yang tidak memenuhi kriteria, ketidaksesuaian antara data hasil pembaruan dengan daftar penerima bantuan pada periode berikutnya, serta keterbatasan infrastruktur teknologi informasi. Kondisi tersebut berdampak pada munculnya kecemburuan sosial dan menurunnya kepercayaan masyarakat terhadap sistem pendataan bantuan sosial. Oleh karena itu, diperlukan peningkatan integrasi data, penguatan mekanisme validasi, peningkatan kapasitas operator, serta penyediaan infrastruktur pendukung yang memadai guna meningkatkan efektivitas penggunaan SIKS-NG dalam pengelolaan bantuan sosial.

Abstract

The purpose of this study is to analyze the implementation of cooperatives and Micro, Small and Medium Enterprises in the Department of Industry, Trade, Cooperatives and Micro, Small and Medium Enterprises in running cooperatives and Micro, Small and Medium Enterprises in Pekanbaru City and to find out the obstacles or obstacles of programs that have been carried out by the Cooperatives and Micro, Small and Medium Enterprises Office, this type of research uses qualitative research methods with observation techniques, interviews and documentation as data collection, The implementation of cooperatives and Micro, Small and Medium Enterprises at the Cooperative Industry and Micro, Small and Medium Enterprises Office, especially in the city of Pekanbaru, is carried out based on the implementation of public policies according to Edward III based on indicators of Communication, Resources, Disposition and Bureaucratic Structure. The results of this study show that the Trade Office of Industrial Cooperatives and Micro, Small and Medium Enterprises has carried out its duties quite well, especially in the field of Micro, Small and Medium Enterprises in the City of Pekanbaru, but many obstacles are experienced such as limited human resources, low awareness of the people of Pekanbaru City in developing Micro, Small and Medium Enterprises, lack of innovation and technological adaptation, and global competition for Micro, Small and Medium Enterprises products

Abstract

The phenomenon of Rohingya refugees arriving in Indonesia also demonstrates the practice of humanitarian diplomacy as classified by Minear and Smith, particularly in the aspects of negotiating access to aid and advocating for the protection of civil society. The research questions are: 1. How does Indonesian diplomacy encourage ASEAN to be involved in handling the Rohingya crisis? 2. What are the inhibiting factors faced by Indonesia in encouraging ASEAN to take collective action regarding the Rohingya crisis? The research method used is the Qualitative Descriptive method. The theory used is the theory of Indonesian Humanitarian Diplomacy. Based on the research results in the previous chapters, it can be concluded that Indonesia's humanitarian diplomacy in handling the Rohingya crisis in Myanmar through the ASEAN forum is a reflection of Indonesia's commitment to prioritizing humanitarian values ​​while maintaining regional stability. This diplomacy is carried out through a persuasive, dialogical, and cooperative approach, both through bilateral channels with Myanmar and through ASEAN multilateral mechanisms. Indonesia consistently strives to keep the Rohingya issue on the regional agenda by framing it as a humanitarian issue, not merely a domestic issue for Myanmar. This strategy allows Indonesia to continue playing an active role without directly violating the principle of non-interference which is a basic norm of ASEAN. In practice, Indonesia utilizes various forums such as the ASEAN Ministerial Meeting, the ASEAN Summit, and encourages the optimization of the role of the ASEAN Coordinating Center for Humanitarian Assistance (AHA Center) in distributing aid.
