District Larangan. East Java, Indonesia. The method used is a quantitative approach. Quantitative methods are basically scientific characteristics to obtain data with certain goals and uses. Based on the result by Cronbach's Alpha Reliability Level, it can be concluded that the Correlation Interval value is greater than 0.600 (medium interval value). This shows that the questionnaire is stated to be very strong based on the total value of the interval on the questionnaire 0.853 0.600. based on the Validity Test, it is known that item 1 gets a score of 0.704, item 3 gets 0.694 using a significance test of 0.05 or an r-table significance value of 0.632, meaning that item 1 and item 3 are declared valid because the r-count value is greater than the r-table. Furthermore, on item P2 a score of 0.766 was obtained, P4 a score of 0.898 and P5 a score of 0.905 using the r-table significance test of 0.765, meaning that items P2, P4 and P5 were declared valid because the r-count value was greater than r-table. Based on the results of interviews and questionnaires found by the researchers, it can be concluded that the presence of KSPPS NURI has an influence in increasing the Micro Enterprises of its Members or Customers who are domiciled in the village of Blumbungan.

Abstract

This article explores the paradigm of management development in Islamic education, including its scope, application, core principles, and the importance of ethical foundations in sustainable educational leadership. The study delves into key aspects such as the conceptual framework of Islamic education management, the necessity of collaborative efforts, and the relevance of applying Islamic values in organizational governance. Within the spectrum of Islamic educational thought, management holds a central role as it is closely linked to the control and direction of social institutions. Foundational values such as equality, justice, and the fulfillment of rights and responsibilities serve as the ethical backbone of management practices. To construct a system that balances freedom and accountability, an in-depth understanding of the Islamic principle of equality is essential. In practice, these values must be dynamically interpreted and applied in response to environmental changes and societal developments. The study emphasizes a management model aimed at public welfare and grounded in strong ethical commitment. It also serves as a moral and spiritual reminder for Muslim leaders and managers to perform their duties in alignment with Islamic ethics. When applied in daily managerial practices, these principles enable individuals and institutions to achieve balanced success, contribute meaningfully to society, and remain faithful to the ethical calls of Islam. This study adopts a qualitative approach, with data gathered from various secondary sources such as articles, books, internet references, and other relevant literature. The data were then analyzed thematically to produce insights aligned with the research objectives.

Abstract

The teaching of Qirā’ah (Arabic reading comprehension) at STAI Darul Ulum Banyuanyar Pamekasan has long faced challenges due to the use of monotonous and text-heavy learning materials. The existing textbooks consist mainly of reading passages and simple exercises that fail to attract students’ interest or encourage autonomous learning beyond the classroom. This community service project aimed to assist Arabic language teachers in developing Qirā’ah learning materials based on message design principles, emphasizing clarity, visual appeal, and pedagogical effectiveness. A participatory mentoring approach was employed, involving workshops, collaborative material design, and expert validation led by Dr. Jiddah Hassan Muhammad from the University of Maiduguri, Nigeria. Data were collected through observation, documentation, and focus group discussions, and analyzed qualitatively using Miles and Huberman’s interactive model. The findings revealed significant improvement in teachers’ ability to integrate design elements and semiotic principles—particularly Peirce’s triadic model of icon, index, and symbol—into their instructional materials. The newly developed Qirā’ah resources showed increased visual coherence and motivational value, resulting in greater student engagement and comprehension. The mentoring process also fostered cross-cultural academic collaboration, enhancing pedagogical insight and professional competence among participating teachers. This project contributes to Arabic education by demonstrating how message design theory and semiotics can be effectively applied to religious and linguistic learning contexts, bridging the gap between traditional textual instruction and modern educational design

Abstract

his study aims to examine issues such as what factors cause the rampant illegal parking in Pamekasan Regency, what effective policy advocacy strategies are for regulating illegal parking, and who should be involved in this advocacy process. This is based on the increasing number of motorized vehicles in Pamekasan Regency and limited parking facilities, which have given rise to various problems, one of which is the prevalence of illegal parking in several strategic locations in the city. This situation demonstrates the need for more effective parking management and regulation policies, supported by policy advocacy strategies involving various stakeholders. This research used a literature review method. The goal is to build a theoretical foundation, strengthen arguments, and identify gaps in previous research. This method involves systematic reading, recording, and processing of literature to support research findings. Based on the parking policy evaluation, the first problem arises from the prevalence of illegal parking in urban areas, particularly in Pamekasan Regency. This is quite complex and has multidimensional impacts. Second, illegal parking also results in losses to Regional Original Income (PAD). Third, this phenomenon contributes to social conflict within the community. Fourth, the prevalence of illegal parking contributes to the degradation of urban spatial planning. Therefore, the Pamaekasan Regency Government needs to take strategic steps to advocate for policies. Controlling illegal parking requires a comprehensive approach involving various key aspects, including regulation, education, infrastructure, cross-sector coordination, and human resource empowerment. This strategy aims to strengthen the legal framework, raise public awareness, and create orderly and sustainable parking governance. Public policy advocacy strategies can significantly contribute to stronger and more publicly accepted law enforcement. With public support, clear regulations, and increased officer capacity, district governments can crack down on illegal parking more effectively and sustainably.
