Abstract

Study prpose. This thesis aims to analyse the performance of the West Sumatra Provincial Liaison Agency in providing services to regional leaders. Materials and methods. This research uses a qualitative method with a descriptive design, a constructive interpretivism paradigm, and a literature review analysis. The theory used is Agus Dwiyanto's performance theory, which states that performance indicators consist of productivity, service quality, responsiveness, responsibility, and accountability. Results. The performance of the West Sumatra Provincial Liaison Office in serving regional leaders is generally quite good. However, there are several areas that need improvement, such as the service quality indicator, where the Public Relations, Protocol, and Service Section does not yet have Standard Operating Procedures for serving regional leaders, the quantity and quality of human resources in the public relations section are still insufficient, there are limitations in the authority to publish news about regional leaders' activities on the West Sumatra Provincial Government website, and the facilities and infrastructure supporting the performance of duties are still limited, and the budget planning is not yet mature. Meanwhile, the indicators of productivity, responsiveness, responsibility, and accountability are already functioning well. Therefore, the researcher's recommendations are to establish Standard Operating Procedures for serving regional leaders, increase human resources in the public relations department, propose to the leadership that news coverage outside West Sumatra Province be delegated to the Liaison Office, propose the procurement of facilities and infrastructure to support leadership service activities, and develop a mature budget plan for leadership activities so that service to regional leaders can be maximised.Conclusion. The performance of the West Sumatra Provincial Liaison Office in providing services to regional leaders is generally satisfactory, particularly in terms of productivity, responsiveness, responsibility, and accountability. However, there are still challenges in the quality of services, such as the absence of SOPs, limited human resources and supporting facilities, and suboptimal budget planning. Improvement efforts have been made through the addition of personnel, the provision of facilities, and inter-agency coordination. To enhance performance in the future, it is necessary to establish SOPs, improve human resource quality, procure supporting equipment, and expand authority in the publication of regional leadership activities.

Abstract

Study purpose.. The objective of this study is to analyse the implementation of the national television digitalisation acceleration policy at the Ministry of Communication and Information Technology. Materials and Methods. The method used is a descriptive qualitative method with data collection techniques in the form of observation, literature study, in-depth interviews, and documentation. This study utilised Edward Gerston's policy implementation theory, which includes translation ability, resources, limited number of players, and accountability. To enrich the analysis, Van Metter and Van Horn's policy implementation theory was also used, which covers the size and objectives of the policy, resources, characteristics of implementing agents, tendencies of implementers, inter-organisational communication, and the social, economic, and political environment. Results. The results of the study indicate that in the digitalisation process, the need for trained workers is very important in order to cope with technological changes. Television digitalisation was developed for the public interest, where television as a medium of information helps shape public behaviour through the content it broadcasts. Educational programmes are a strategic instrument in educating the nation. The implementation of Analog Switch-Off (ASO) provides the public with access to more efficient and optimal broadcasting quality. Digitalisation also drives innovation, job creation, increased productivity, and provides beneficial economic impacts through digital dividends. Conclusion. However, the implementation of this policy faces challenges, including infrastructure readiness, the provision of equipment such as set-top boxes, and disparities in public adaptation to digital technology. In this context, the Ministry of Communication and Information Technology plays a central role in regulating and accelerating digitalisation through strategic and adaptive policies. This study provides an in-depth description of the urgency and dynamics of implementing digital broadcasting policies in Indonesia.

Abstract

Study purpose. This study aims to analyse the effectiveness of assessments in the career development of civil servants at the Ministry of Home Affairs. Assessments are used as instruments to measure the competence, potential, and performance of civil servants in order to support objective and merit-based career planning, including mapping employees for the purposes of transfers and promotions. Material and Methods. The research method used was a combination of qualitative and quantitative approaches through interviews, surveys, and documentation studies, with the Personnel Bureau as the assessment implementing unit and the locus of research. The theoretical basis used Gibson's effectiveness theory, which covers seven aspects, namely productivity, quality, efficiency, flexibility, satisfaction, excellence, and development. Results. The study shows that structured and competency-based assessments can improve the accuracy of civil servant placement and promotion. However, obstacles are still found in implementation, including a limited number of assessors, resistance from civil servants, a lack of system support, and budget constraints. To overcome this, the Ministry of Home Affairs has taken a number of improvement measures, such as utilising digital technology and artificial intelligence (AI), increasing the number of certified assessors, ensuring transparency of results with clearer feedback, and integrating assessment data into an integrated HR management system. These efforts are expected to strengthen the effectiveness of assessments so that ASN career development becomes more objective, measurable, and sustainable. Conclusion. The implementation of assessments at the Ministry of Home Affairs has proven to be quite effective in supporting the career development of ASNs through the objective mapping of employee competencies and potential. Assessments improve the accuracy of job placements and promotions, although they are still constrained by limitations in assessors, budgets, ASN resistance, and system support. Improvement efforts through the use of digital technology and AI, an increase in certified assessors, transparency of results, and integration of assessment data are expected to strengthen the effectiveness of ASN career development to be more objective, measurable, and sustainable.

Abstract

Study purpose. The Payakumbuh City Government conducts numerous official travel trips for employees to carry out their duties. Previously, official travel administration was handled manually, but since August 2018, the Payakumbuh City Government has been using the e-SPPD application. This application facilitates online permit applications and evaluations for official travel for ASN. With e-SPPD, the approval and document filing processes are faster and more secure. This study aims to analyze the evaluation results of the implementation of e-SPPD in the Payakumbuh City Government. Materials and Methods. This study uses the DeLone and McLean (2016) effectiveness assessment model, which consists of six dimensions: information quality, system quality, service quality, intended use, user satisfaction, and net benefits. This research was conducted by interviewing relevant informants: the Acting Mayor of Payakumbuh, the Head of the Leadership Administration Sub-Division, the Secretary of the Communication and Information Agency, the Financial Sub-Coordinator, the Payakumbuh City Regional Secretary, and the Payakumbuh City Inspector. Results. The results of this study demonstrate the effectiveness of the e-SPPD information system in administering official travel for civil servants in Payakumbuh City, assessed across six dimensions. The system's quality is considered good, with a simple interface and easy access, although it does not support iOS devices. The system reduces errors and allows tracking of the status of Assignment Letter applications. Security is also good, with two-factor authentication and regular monitoring. Conclusion. The evaluation results demonstrate efficiency and transparency, although there are shortcomings in automatic notifications and the need for additional, regularly updated recapitulation data regarding the official travel budget for each Regional Apparatus Organization. Users are satisfied, but older employees may need assistance and adjustments. Barriers include technology adaptation and concerns about data security. The local government is working to provide training and protect data to support the system.

Abstract

Tujuan penelitian. Penelitian ini bertujuan mengevaluasi pelaksanaan kebijakan publik Pemerintah Kabupaten Solok Selatan dalam mengentaskan status daerah tertinggal pada periode 2015–2019 sebagaimana ditetapkan dalam berbagai regulasi nasional, termasuk RPJMN dan Kepmendesa. Evaluasi dilakukan dengan menggunakan enam kriteria analisis kebijakan menurut William N. Dunn, yaitu efektivitas, efisiensi, kecukupan, pemerataan, responsivitas, dan ketepatan. Bahan dan metode. Pendekatan penelitian menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data melalui dokumentasi, wawancara mendalam dengan pemangku kebijakan daerah, serta kajian pustaka terhadap dokumen perencanaan dan regulasi terkait. Hasil. Hasil penelitian menunjukkan bahwa kebijakan publik yang diambil Pemerintah Kabupaten Solok Selatan secara umum berhasil mendorong peningkatan indikator-indikator utama daerah tertinggal, mulai dari infrastruktur, sumber daya manusia, perekonomian masyarakat, karakteristik wilayah, hingga kemampuan keuangan daerah. Efektivitas dan efisiensi tercermin dari peningkatan capaian pembangunan serta ketepatan penyerapan anggaran, sementara pemerataan dan responsivitas tampak melalui konsistensi pemerintah melibatkan masyarakat dalam proses perencanaan melalui mekanisme musrenbang. Di sisi lain, faktor penghambat utama berasal dari kondisi geografis yang rawan bencana, sedangkan faktor pendukung muncul dari sinergi antarlembaga dan koordinasi lintas-OPD. Kesimpulan. Secara keseluruhan, kebijakan publik yang diterapkan dinilai tepat dalam mendorong Kabupaten Solok Selatan keluar dari kategori daerah tertinggal dan dapat menjadi rujukan bagi daerah lain yang menghadapi permasalahan serupa.
