Abstract

For human life, land is very important. In its development, land use always develops and triggers land conversion, as happened in Widodaren District, Ngawi Regency. This land conversion occurs due to the sale of crops in cheap markets so that people's economic income decreases and the high population growth causes the need for settlements to increase. Thus the researcher wishes to conduct research related to this matter. This study aims to determine the effect of converting paddy agricultural land into settlements which has an impact on the socio-economic community in Widodaren District, Ngawi Regency. This research uses descriptive research method. In collecting data, this study uses literature, such as previous research reports, news from the internet and other literature. Land conversion is a process of land use that is different from its proper use. In Widodaren District, the use of land for settlements increased from 13.7% to 17.4%, while the use of paddy fields tended to decrease from 49.2% to 43.8%. This is due to the cheap selling price of farmers' crops on the market, high population growth and lack of assistance from the government so that a lot of abandoned agricultural land has an impact on economic growth, namely declining levels of livelihood, the number of human resources and productive activities.

Abstract

The objectives of the National Agrarian Law are in line with the objectives of the 1945 Constitution of the Republic of Indonesia as the legal foundation for the formation of the UUPA, namely "to protect the entire Indonesian nation, promote public welfare, educate the nation's life, and participate in carrying out world order based on freedom, eternal peace." and social justice”. Before there were clear rules governing land issues, many land conflicts occurred. One type of conflict that often occurs is between the state and the community regarding Nation Land Tenure Rights representing the public interest, and then private property ownership, which then results in social inequality that arises in society. social. In the compensation paradigm itself, it tends to mean that the holder of land rights has experienced a loss prior to the release of his land for public use. Presidential Decree No. 55 of 1993, Presidential Decree No. 36 of 2005 and Presidential Decree No. 65 of 2006 contain many weaknesses and are repressive in nature which harm land rights owners. Various cases of community welfare land acquisition development show various problems that arise in the implementation process. With the promulgation of Law Number 2 of 2012, the government is trying to correct deficiencies in the previous laws and regulations regarding land acquisition for public purposes. Compensation for Land Acquisition Since the promulgation of Law Number 2 of 2012, the government has assessed the value of compensation for each plot of land, including land, space above ground and basement, buildings, plants and land, for public purposes; and/or other things that can be assessed as Loss. The amount of compensation determined by the appraiser based on the results of the assessment becomes the basis for negotiating and determining losses.

Abstract

This study examines the transformation of Indonesia’s economic policies during the Reform Era and the influence of neoliberal doctrines on national development following the collapse of the New Order in 1998. Using a library research method, this study analyzes academic literature, institutional reports, and policy documents to identify patterns of policy change, forms of neoliberal penetration in strategic sectors, and their socio-economic consequences. The findings indicate that macroeconomic stabilization, banking restructuring, trade liberalization, privatization of state-owned enterprises, and fiscal decentralization successfully restored economic stability and increased foreign investment. However, these reforms also resulted in rising income inequality, uneven regional development, and commercialization of public services. The study concludes that the Reform Era generated macroeconomic recovery while simultaneously reinforcing socio-economic disparities, requiring corrective state policies to achieve inclusive development.
