Abstract

This research is entitled “Evaluation of the Implementation of the Stunting Management Program in Pusong Baru Village, Banda Sakti District, Lhokseumawe City”. The background of this study is the high prevalence of stunting in the area. The objective is to evaluate the implementation of the program and identify inhibiting factors in stunting prevention. The study applied a descriptive qualitative method with data collected through observation, interviews, and documentation. The analysis was carried out using Theodoulou and Kofinis’ policy evaluation theory, which includes process, outcome, and impact evaluation. The findings indicate that, in terms of process, the program has been implemented through interventions targeting adolescent girls, pregnant women, and toddlers. Activities include iron and folic acid supplementation, nutrition education, growth monitoring at community health posts, and provision of supplementary food. In terms of outcomes, there has been an improvement in nutritional awareness, though uneven due to limited access to health posts and low participation of mothers and children. Meanwhile, the long-term impact remains less significant, as stunting rates are still relatively high. Barriers to implementation include limited resources, ineffective management, and inadequate infrastructure. Therefore, more optimal, integrated, and sustainable strategies are required to ensure the program reaches all target groups and successfully reduces stunting in New Pusong Village.

Abstract

Penelitian ini dilatarbelakangi oleh meningkatnya jumlah santri di Dayah Misbahudh Dhulam Al-Aziziah Muara Satu Kota Lhokseumawe yang sebagian besar berstatus sebagai mahasiswa aktif, sehingga menyebabkan masih terjadinya pelanggaran aturan pada bidang pengajian, jamaah, dan kegiatan umum. Penelitian ini bertujuan untuk mengetahui pelaksanaan penegakan kedisiplinan di Dayah Misbahudh Dhulam Al-Aziziah serta faktor-faktor yang menghambat proses penegakan disiplin tersebut. Penelitian ini menggunakan pendekatan kualitatif deskriptif. Teknik pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi dengan informan yang dipilih secara purposive sampling, yaitu pimpinan dayah, pengurus bidang terkait, pengawas, dan santri. Hasil penelitian menunjukkan bahwa penegakan disiplin di dayah telah dilaksanakan melalui aturan bertahap dan sanksi edukatif, seperti teguran lisan, denda kebersihan, dan sanksi material. Namun, pelaksanaannya belum berjalan optimal karena masih terdapat lemahnya kesadaran santri, pengaruh teman sebaya, kurang efektifnya pengawasan, serta belum tertibnya sistem pencatatan pelanggaran secara administratif. Dengan demikian, penegakan kedisiplinan di Dayah Misbahudh Dhulam Al-Aziziah belum sepenuhnya efektif dan masih memerlukan perbaikan dalam sistem pengawasan dan administrasi.

Abstract

Program Kampung Iklim (ProKlim) merupakan kebijakan pemerintah yang mendorong partisipasi masyarakat dalam upaya adaptasi dan mitigasi perubahan iklim di tingkat lokal. Penelitian ini bertujuan menganalisis implementasi ProKlim di Gampong Uteunkot, Kota Lhokseumawe, serta mengidentifikasi faktor-faktor yang menghambat pelaksanaannya. Penelitian menggunakan pendekatan kualitatif deskriptif dengan teori implementasi kebijakan Van Meter dan Van Horn sebagai kerangka analisis. Data diperoleh melalui observasi, wawancara mendalam, dan dokumentasi yang melibatkan Dinas Lingkungan Hidup Kota Lhokseumawe, pemerintah Gampong, Kelompok Tani Dara Manis, dan masyarakat. Hasil penelitian menunjukkan bahwa implementasi ProKlim dilaksanakan melalui kegiatan adaptasi berupa ketahanan pangan melalui pemanfaatan pekarangan rumah dan kebun desa, pembuatan plang jalur evakuasi bencana, pengendalian banjir, dan pengendalian penyakit. Kegiatan mitigasi dilakukan melalui pengelolaan sampah organik menjadi pupuk kompos. Keberlanjutan program didukung oleh Kelompok Tani Dara Manis serta kolaborasi pemerintah Gampong, Dinas Lingkungan Hidup, akademisi, dan LSM. Implementasi ProKlim belum optimal karena terkendala keterbatasan anggaran dan sumber daya manusia, transisi pemerintahan Gampong, koordinasi dan monitoring yang belum berkelanjutan, serta kondisi sosial, ekonomi, dan lingkungan yang rawan banjir. Penelitian menyimpulkan bahwa keberlanjutan ProKlim memerlukan penguatan kelembagaan, sumber daya, koordinasi, dan pendampingan masyarakat diperlukan untuk mendukung keberlanjutan program.

Abstract

Tourism development strategy is an effort to improve the quality and competitiveness of tourist destinations through the enhancement of promotion, accessibility, and supporting facilities and infrastructure. This study aims to analyze the tourism development strategy of Danau Tao in Batang Onang District, North Padang Lawas Regency, and identify the factors that hinder its implementation. This research employed a qualitative descriptive approach. Data were collected through observations, interviews, and documentation involving seven informants selected using purposive and accidental sampling techniques. Data were analyzed through data reduction, data display, and conclusion drawing. The findings indicate that the promotion strategy has been implemented effectively through social media and community outreach, increasing public awareness of the destination. However, accessibility and tourism facilities remain inadequate due to poor road conditions, limited transportation, and insufficient supporting amenities. The main obstacles identified include budget constraints, weak government supervision, and low community participation. Therefore, the sustainable development of Danau Tao requires the integration of promotional activities, infrastructure improvement, stronger government oversight, and greater community involvement.

Abstract

ABSTRACT This study aims to analyze the implementation of inclusive education policy for children with special needs (CSN) at SD Swasta Srikandi, Lhokseumawe City, the school with the highest number of CSN in the city, while identifying the barriers affecting its implementation. A descriptive qualitative approach was employed, with informants selected through purposive and accidental sampling, comprising the school principal, teachers, an Education Office official, and parents. Data were collected through observation, in-depth interviews, and documentation, then analyzed using the Miles and Huberman interactive model, with validity established through source and method triangulation. Findings, analyzed through Van Meter and Van Horn's policy implementation theory, reveal an uneven pattern across indicators: policy standards and objectives are clearly defined, yet human, financial, and infrastructural resources remain severely limited marked by the absence of Special Assistant Teachers and inadequate accessibility facilities while implementers' disposition remains consistently positive, functioning as a temporary buffer against these resource deficits. These findings confirm that successful policy implementation depends on the simultaneous interaction among indicators rather than clarity of objectives alone, with practical implications underscoring the urgency of providing Special Assistant Teachers, sustained training, and needs-based resource allocation. Further research is recommended to broaden the scope of locations and adopt mixed-methods approaches.
