Abstract

This study examines the effects of information technology utilization, human resource (HR) competence, and the work environment on employee performance at the Secretariat of the Regional House of Representatives (DPRD) of Buleleng Regency. The study was prompted by fluctuations in employee attendance during 2025 despite the adoption of digital initiatives, including biometric attendance systems. A quantitative causal design was applied, involving 110 respondents selected from a population of 151 employees using disproportional random sampling. Data were collected through a structured questionnaire and analyzed using multiple linear regression with SPSS 25 after the required validity, reliability, and classical assumption tests were satisfied. The results show that information technology utilization (t = 2.094; p = 0.025), HR competence (t = 3.292; p = 0.001), and the work environment (t = 8.926; p < 0.001) each have a positive and significant effect on employee performance. The three predictors also have a significant simultaneous effect (F = 96.610; p < 0.001), with an Adjusted R² of 0.725, indicating that they jointly explain 72.5% of the variation in employee performance. The findings highlight the importance of integrating effective technology utilization with continuous competency development and a supportive work environment to strengthen employee performance and organizational effectiveness in public institutions.

Abstract

This study examines the effects of Tri Hita Karana culture and Corporate Social Responsibility (CSR) on organizational performance through organizational commitment at Perumda Air Minum Tirta Hita Buleleng. A quantitative approach was employed, with data collected through questionnaires from 178 employees. Data were analyzed using Structural Equation Modeling-Partial Least Square (SEM-PLS) with SmartPLS 4. The findings reveal that Tri Hita Karana culture significantly affects organizational commitment and organizational performance. Similarly, CSR significantly affects organizational commitment and organizational performance. However, organizational commitment does not significantly affect organizational performance. Furthermore, organizational commitment does not significantly mediate the effects of Tri Hita Karana culture or CSR on organizational performance. These findings indicate that Tri Hita Karana culture and CSR contribute directly to organizational performance, while organizational commitment alone may not be sufficient to translate these values and practices into improved performance. The study highlights the importance of strengthening systems for sustainable organizational performance.

Abstract

In Buleleng District, Village-Owned Enterprises (BUMDes) use a leadership style based on Asta Brata to inspire their workers to give their best. The purpose of this study is to identify the mediating roles of work motivation and organizational culture in the relationship between Asta Brata-based leadership style and employee performance. The study was motivated by the crucial role of leadership in enhancing human resource quality through leadership values rooted in local wisdom. A quantitative causal design was applied to 70 BUMDES employees in Buleleng District, selected through saturation sampling. Data were collected using a structured questionnaire and analyzed with SEM-PLS in SmartPLS 4. The results show that the Asta Brata-based leadership style positively and significantly affects employee performance, work motivation, and organizational culture. Work motivation significantly influences performance, whereas organizational culture does not. Mediation analysis confirms that work motivation mediates the relationship between Asta Brata-based leadership style and employee performance, while organizational culture does not. These findings indicate that leadership practices grounded in local wisdom and capable of strengthening employee motivation are important for improving performance in BUMDes.
