Abstract

The purpose of this study was to find out the potential of independent candidates in the midst of a battle for political party support and what are the factors that influence the vote acquisition of independent candidates in the 2020 simultaneous elections in the Konawe Islands Regency. This research method uses a qualitative approach, data sources through interviews, observation and document study. Data analysis used interactive analysis according to Mile Huberman and Saldana (2014). The results of the study show that from the electability and political image of this independent candidate, this is quite good, this is of course seen from the public's response and also seen from the vote acquisition, which is 29%. independent candidates carry out campaigns directly by visiting residents' homes and also to several villages as well as indirect campaigns by using social media to campaign and create the FBW TV Channel to introduce themselves and seek support so that they become strengths and differentiators from other candidates. Factors influencing independent candidates are the existence of a measurable and rational vision and mission, support from community leaders and first-time voters, and the image and reputation of independent candidates as a differentiator from candidates promoted by political parties. A track record in the bureaucracy and a good, intelligent and honest profile are factors of influence in political contestation in the regions.

Abstract

This research aims to evaluate the city components that support Kendari City's condition as a Child-Friendly City and analyze the factors that hinder and support this status. A qualitative descriptive method with an ethnographic study approach was used to identify city components such as the residential environment, community environment, school environment, play areas, transportation and health services that support the condition of Kendari City as a Child-Friendly City. The research results show that there are several obstacle factors such as infrastructure problems that affect children's access to education and health services. This evaluation provides a holistic picture of Kendari City's efforts to create a conducive environment for children's development and offers a perspective regarding the challenges that need to be overcome to achieve optimal Child-Friendly City status.

Abstract

Kendari City faces various challenges in creating a suitable environment for children's development, including issues of infrastructure, security, as well as educational and cultural aspects. The synergy between government and society is very important to realize positive change and an environment that supports optimal child growth. This research uses a qualitative descriptive method with an ethnographic study. The research results show that the city components that support Kendari City as a child-friendly city include the living environment, community environment, school environment, play environment, transportation services and children's health services. The supporting and inhibiting factors for Kendari as a child-friendly city consist of internal factors from the policy-implementing environment and external factors from outside the policy-implementing environment.

Abstract

The purpose of this writing is to determine the effectiveness of employee work in basic education data services at the Southeast Sulawesi Province Education and Culture Service. This research uses a descriptive qualitative approach method with data collection using interviews, observations and document studies. Using interactive data analysis techniques according to Milles Huberman and Saldana. The research results show that basic education data entry in Southeast Sulawesi Province is carried out by the DAPODIK admin via the official link, with data validation in the DAPODIK room of the Ministry of Education and Culture. Data sorting is managed by the Education and Culture Bureau system and DAPODIK staff. Data services are carried out manually and online according to SOP, even though they are hampered by network problems and power outages. The DAPODIK program has helped speed up the resolution of school, teacher and student data problems, provided convenience for schools and teachers, and reduced community accumulation and paper usage, showing real changes in the education administration process.

Abstract

This study aims to determine how the Application of the Principles of Transparency of the Civil Service Agency and Human Resource Development in the Implementation of PPPK Recruitment in West Muna Regency. The method used in this research is descriptive qualitative research with data collection through observation, interviews, and documentation. Based on the research results, The implementation of the principle of transparency in the BKPSDM of West Muna Regency in the implementation of PPPK recruitment has been running but not yet optimal. Although tasks have been carried out well, the late response to information and the difficulty of the community in understanding the registration procedures and accessing information through the website show that transparency still needs to be improved. In general, the provision of clear information and easy access to information are still areas that need improvement to ensure effective transparency.

Abstract

This study aims to determine the Strategy of the Investment Service and One-Stop Integrated Service in Increasing Investment in Kendari City. The research was conducted using qualitative descriptive research. The informants in this study are as follows: Secretary of the One-Stop Integrated Investment Service Office, Head of the One-Stop Integrated Investment Service Division, Head of the One-Stop Integrated Investment Service Determination Division, Young Expert Policy Analysis/Head of Investment Climate Development Section\IMB Technical Team, Investment Data Processor. Thus, the total number of informants is 5 people. The results of the study show that the strategy implemented by the Kendari City DPMPTSP in increasing investment has included comprehensive efforts through simplifying licensing, promoting regional potential, and improving one-stop services. Good strategic planning and supporting regulations, such as the Investment Law and the Job Creation Law, have become important foundations for creating investment certainty. Partnerships with various parties and developing human resource capacity have also strengthened the quality of DPMPTSP services. Although it has not fully achieved the investment target, the realized investment contribution significantly impacts the local economy, including job creation, increasing purchasing power, developing MSMEs, and infrastructure development.

Abstract

The Population and Civil Registry Service provides various services such as making Resident Identity Cards, Family Cards, birth certificates, death certificates and other population documents. This research specifically evaluates the extent to which the services provided by the Kendari City Population and Civil Registry Service meet community expectations, using a survey that includes speed of service, accuracy of data, friendliness of officers, ease of access to information, and supporting facilities. The results of the research show that there are still several problems related to speed of service (14,5% or 29 respondents strongly disagree), data accuracy (8,5% or 17 respondents strongly disagree), and friendliness of officers (19% or 38 respondents strongly disagree). agree), easy access to information (10,5% or 21 respondents strongly disagree), and adequate supporting facilities (5,5% or 11 respondents strongly disagree). This research concludes that the Kendari City Population and Civil Registry Service must continue to improve service quality by making it more transparent and accountable.

Abstract

This study aims to analyse the strategy employed by the Kolaka Regency Government in strengthening the governance of the Corporate Social Responsibility (CSR) program. The research utilises a qualitative approach, with data collection techniques that include in-depth interviews with key informants, regional policy documentation analysis, and a literature review. The findings indicate that the Kolaka Regency Government plays a pivotal role in policy formulation, facilitating cross-sector coordination, and overseeing CSR programs. Strategies implemented include the establishment of a Corporate Social and Environmental Responsibility (CSR) forum, which serves as a platform for collaboration among government entities, businesses, communities, and academic institutions. However, challenges persist, including a limited understanding of CSR implementation, suboptimal coordination efforts, and institutional constraints. The conclusion of this study underscores the necessity of enhancing local regulations, improving institutional capacity, and fostering sustainable partnerships as strategic measures to ensure the effectiveness and sustainability of CSR governance in Kolaka Regency.

Abstract

This study aims to analyse the Kolaka District Government's policies for accelerating stunting reduction, examine the implementation of multi-stakeholder collaboration, and identify factors that support or hinder the effectiveness of this collaboration. The research employs a descriptive qualitative approach, utilising data collection techniques such as in-depth interviews, documentation studies, and participatory observation. The results indicate that the Kolaka Regency government has demonstrated commitment through regional regulations and the establishment of a cross-sectoral institutional structure via the Stunting Reduction Acceleration Team (TPPS). The team has effectively consolidated the roles of government, the private sector, civil society, and educational institutions. Key supporting factors include the commitment of local leaders, the integration of target data based on names and addresses, and the strengthening of communication forums. Inhibiting factors consist of the limited capacity of stakeholders, disproportionate budget allocations, and weak integrated monitoring and evaluation systems. This research highlights the significance of adaptive and inclusive collaborative governance in enhancing the effectiveness of stunting reduction policies in the regions.

Abstract

This study aims to analyse the implementation of administrative order in improving public service quality at the Nambo Village Office, Nambo District, Kendari City. This research uses a descriptive qualitative approach, with data collection techniques through observation, interviews, and documentation. The study's results show that, although the Nambo Village Office has made efforts to implement administrative orders through a structured system, staff training, and the use of technology in data management, several challenges still affect public service quality. These challenges include complex procedures, long processing times, limited human resources, and a lack of transparency in budget management. On the other hand, the quality of public service at the Nambo Village Office is generally good, with adequate facilities, reliable service, and a commitment from the office to provide fast, efficient, and transparent services. However, there are issues with inconsistent staff responsiveness, limited facilities, and technical challenges that affect the public's comfort. Therefore, this study recommends improvements in efficiency, transparency, and the enhancement of professionalism and responsiveness of staff to improve the quality of public service at the Nambo Village Office.
