Abstract

Abstract

This study aims to examine the influence of Economic Growth, Population, Human Development Index (HDI), and Income Inequality on Poverty Levels in Polewali Mandar Regency during the period 2014–2023. The results of the study indicate that Economic Growth has a statistically significant negative effect on poverty, indicating that improving economic performance can significantly reduce poverty levels. The Population variable shows a positive but not statistically significant relationship, meaning that demographic growth does not have a direct impact on poverty. The HDI shows a significant positive association, reflecting the complex relationship between human development and poverty incidence. In contrast, Income Inequality shows a negative correlation with poverty, a result that contradicts conventional economic theory. These findings emphasize the need for a more integrated and comprehensive strategy in poverty alleviation efforts. Therefore, it is recommended that the Polewali Mandar Regency Government formulate a development strategy that focuses on improving the quality of human resources, promoting equitable income distribution, and developing inclusive and sustainable economic growth, to address poverty more effectively.

Abstract

The Human Development Index (HDI) is a key indicator for assessing the success of regional development through improvements in the quality of life of the population. Although the HDI in South Sulawesi has shown an increasing trend and is classified in the high category, the effectiveness of regional fiscal instruments, particularly the Special Allocation Fund (DAK) and capital expenditure, remains a critical concern in enhancing the sustainability of human development outcomes. Based on public finance theory and human capital theory, government budget allocation to productive sectors has the potential to improve the quality of human resources through the provision of basic public services. This study aims to analyze the effect of the Special Allocation Fund on capital expenditure, examine the impact of both the Special Allocation Fund and capital expenditure on the Human Development Index, and test the mediating role of capital expenditure across districts and municipalities in South Sulawesi for the period 2011–2024. This research employs a quantitative approach using panel data through two estimation models, namely the random effects model and the fixed effects model, as well as the Sobel test to examine the mediation effect. The results indicate that the Special Allocation Fund has a significant effect on capital expenditure, capital expenditure significantly influences the Human Development Index, and the Special Allocation Fund also affects the Human Development Index both directly and indirectly through capital expenditure. These findings suggest that optimizing the allocation of the Special Allocation Fund through productive capital expenditure contributes to the improvement of human development.

Abstract

This study aims to identify the relationship between budget planning and human resource competencies on budget absorption rates, as well as to analyze the effectiveness of these two aspects at the Makassar City Regional Development Planning Agency for the 2020–2024 period. The data used consisted of budget realization reports and personnel data, which were then analyzed using Spearman’s rank correlation to examine the relationships among the variables. The results of the study indicate that budget planning has a positive relationship with budget absorption rates, with a correlation coefficient of 0.583, which falls into the moderate category. Meanwhile, human resource competency exhibits a very strong positive relationship, with a correlation coefficient of 0.955. These findings indicate that while budget planning plays a role in improving budget absorption, human resource competency has a more dominant influence in supporting the effectiveness of budget implementation. Therefore, improving the quality of human resources as well as enhancing coordination and the implementation of planning are strategic steps in optimizing budget absorption.
