Abstract

The developmental state concept, which entails proactive government support for economic structural transformation, remains contentious today. Some scholars vigorously argue that government intervention in the economy was indispensable to the success of East Asian countries, whereas others are critical of the practice, arguing that it tends to neglect sustainability dimensions and contending that government intervention in the market is often unwarranted. In this study, the authors analyse how Indonesia’s nickel ‘downstreaming’ strategy represents a new developmental state model that considers the aforementioned discourse on the merit of industrial policy. The new model aligns the classical developmental state concept with the need to address pressing environmental and social concerns, which are widely recognized as being of paramount importance. Through an integrative literature review and secondary data analysis, the study reveals that Indonesia’s downstreaming strategy does exemplify a new developmental state model, as the government does not aim just to stimulate economic growth but also to contribute to the energy transition with EV battery manufacturing and to invigorate social inclusion by ameliorating inequality particularly in Eastern Indonesia. Nevertheless, the application of the new developmental state model through the downstreaming strategy uncovers some areas where improvement is necessary. The policy needs to be continuously refined so that its negative environmental and social externalities can be mitigated, and it can serve as a better example of a new developmental state model.

Abstract

This study aims to investigate how Jakarta Smart City is managed from a policy, actor and funding perspective. Jakarta, which is currently not the nation's capital, is trying to transform into a business center and global city through the Jakarta Smart City strengthening initiative to realize a smart city 4.0 ecosystem that accommodates synergy between residents and the city government. Jakarta Smart City governance is the key to achieving the ideals of smart city development that contributes to improving the quality of life of its residents. This study is an inductive study using an exploratory descriptive approach. Data collection methods are carried out by literature reflection, analysis of planning and regulatory documents, and in-depth interviews with city officials, practitioners, and academics. The findings show that the development of smart cities in Indonesia cannot be separated from two levels of policy, namely the central government policy level that supports the national smart city program including digital transformation, especially in terms of providing digital infrastructure, and the city government policy level which turns out to be more complex in managing the smart city ecosystem both within the city government and also towards public services. The relationship between actors in the smart city ecosystem is important in shaping the digital space of Jakarta Smart City. In terms of findings, the findings show the need to develop innovative schemes in financing the initiation of smart city projects.

Abstract

This study explores the integration of socio-cultural dimensions into Indonesia's maritime defense strategy, focusing on strengthening maritime identity and archipelagic community resilience. It aims to examine multifaceted aspects of maritime identity, identify traditional practices and resilience mechanisms, analyze preservation challenges, explore existing integration efforts, and develop a comprehensive socio-cultural framework for maritime defense. Employing a qualitative, exploratory approach with literature study as the primary data collection method, the research analyzes academic journals, books, and policy documents through thematic analysis and synthesis. Key findings reveal the multifaceted nature of Indonesia's maritime identity, encompassing historical, economic, social, and ecological dimensions. The study highlights the rich traditional ecological knowledge and resilience mechanisms of island communities, including sustainable resource management practices, adaptation strategies, and intergenerational knowledge transfer. Challenges such as urbanization, environmental degradation, cultural erosion, and socioeconomic inequality threaten the preservation of maritime identity and community resilience. The research also identifies existing initiatives successfully integrating socio-cultural elements into maritime strategies, such as community-based monitoring and participatory decision-making processes. The study concludes that Indonesia's maritime strength is intrinsically linked to its socio-cultural heritage and the resilience of its island communities. Integrating these elements into maritime defense strategies can enhance effectiveness, sustainability, and community engagement while preserving cultural identity. The proposed framework offers a holistic approach to maritime defense that harmonizes technological advancement with cultural preservation and community empowerment. This approach recognizes the symbiotic relationship between strategic planning, cultural heritage preservation, and sustainable development, paving the way for a more robust and culturally sensitive maritime defense strategy for Indonesia.

Abstract

The oil and gas industry is facing increasing pressure from an operations and environmental compliance perspective. The adoption of Lean Sigma methodology has been shown to improve the operational performance of various industries, including the Oil and Gas industry. The objective of this research is to analyse the implementation of a sustainable improvement framework based on the Lean Sigma DMAIC (define-measure-analyse-improve-control) method, considering the environment in maintaining sustainable business in the oil and gas industry. The research action approach in a case study is used to illustrate the application of the proposed Lean Sigma - DMAIC framework to improve operational performance and the environment in the oil and gas industry. The case study illustrates the application of the Lean Sigma - DMAIC cycle to improve crude oil quality – Base sedimen & water (BS&W) product and optimize energy consumption in the processing of crude oil. After improving the quality of oil production that previously experienced deviations and making improvements and efficiencies in the processing plant, this oil processing plant can achieve operational cost savings of US$ 181,847.95 and environmental benefits in reducing CO2 emissions by 1,685.81 tons (CO2 eq) by reducing the gas consumption used to heat crude oil in the oil treating plant.

Abstract

This research aims to analyze what criteria and subcriteria are important to use in assessing prospective Construction Design Consultant in the procurement process using the ANP method. This research departs from the problem that the Toll Road Planning Division, which is responsible for technical and financial planning for the Trans Sumatra Toll Road project, is not spared from vendor performance problems, where in recent years several Construction Design Consultant have not managed to complete their work with the right quality and time. The results showed that the priority criteria for selecting the best construction design consultant are Quality of Service (23.31%), Relationship with Job Owner (22.36%), Company Certification (20.87%), Quality of Personnel (20.55%), and Company Reputation (12.91%). The subcriteria that has the highest weight is the Personality of personnel (14.90%) and the lowest is the Availability of software (0.75%). The sensitivity analysis of alternative priority weights shows that there is no change in the priority order of alternatives if the subcriteria weights are changed by amounts ranging from -50% to +40%.

Abstract

Purpose: A major impediment to the entry of domestic firms into these sectors is limited access to financing. This study seeks to analyze the constraints to financing access in Indonesia and to formulate policy recommendations to address them by employing an integrative literature review and comparative analysis of East Asian countries. Methodology/approach: This paper employs an integrative literature review and comparative analysis to explore potential policy solutions for mobilizing capital for Indonesia’s downstream industry. Findings: Findings indicate that Indonesia’s financial system, following substantial liberalization, now tends to favor projects with short-term returns over long-term downstream manufacturing projects that are critical for economic transformation. Practical implications:  Indonesia must direct its limited capital towards strategic downstream investments. The paper suggests three policy options: 1) providing direct preferential loans; 2) offering guarantees; and 3) injecting equity into targeted domestic firms. Originality/value:   The recommendations come with several caveats, including robust governance, specific conditionalities, and stringent evaluation to ensure that financial support targets the most competitive enterprises that can meet the government’s long-term development goals. This research found that while the government's proactive financing presents inherent risk, the greater peril lies in inaction, which could further consign Indonesia to the middle-income trap.

Abstract

Background: Despite the significant benefits generated by Indonesia's downstreaming strategy, including a substantial increase in exports and investments, there remains considerable potential for further refinement. The implementation of this policy is hindered by ineffective coordination among various ministries and stakeholders. Purpose: This paper seeks to address the existing governance and institutional challenges that obstruct effective policy execution through an integrative literature review and comparative analysis. Finding/Result: Drawing insights from the successful industrial policies of China, South Korea, and the United States, this research found the existing discrepancy in the institutional and governance arrangements between Indonesia’s downstreaming policy and the best practice from other countries which accentuate the necessity for vigorous reforms.Conclusion: This research offers novel insights into the discourse on downstreaming policy by examining its institutional design and governance frameworks.Originality: The paper provides practical recommendations aimed at enhancing the institutional design and governance of downstreaming, thereby aligning the policy more closely with its stated objectives. Abstract

On the occasion of the Government Bureaucracy Reform implementation, especially the 7th program, Performance Accountability Strengthening, ministries and institutions (K/L) of the government continue to work to build a better performance management system. Recently, in the democratization and globalization era, the measurement of organization performance is an urgent task for a good government. Thus, a modern performance management is needed to provide transparency on performance accountability through a government performance management system mandated in the governance reform. Performance management is the process of developing shared understanding of (1) what will be achieved, (2) how to achieve the performance, and (3) what approach to improve performance achievement. Performance Accountability of Government Institution System (SAKIP) is a reform model to realize the good governance from the issuance of the MPR Decree XI/1998 and Law No. 28/1999 concerning clean and free of corruption state through the principles of good state administration (Law No. 28/1999), one of which is accountability. The Balanced Scorecard (BSC) with four perspectives is a highly effective method of measuring and managing performance to enhance accountability (the seventh principle) through the integration of government planning and budgeting systems, at the central, provincial and municipal levels. In addition, BSC is integrated between internal levels of government organizations from the vision of the government organization's mission as well as Strategic Objectives (SS) and the Key Performance Indicators (IKU). Furthermore, BSC with the cascade and alignment methods can be used as a tool to improve the organizational structure and functions. This study focuses on the measurement of accountability and improving the performance of government organizations in achieving the social impacts of development outcomes. The statistical test results of the significance outcomes of the MMAF (Ministry of Marine Affairs and Fisheries) based on the maximum standard of the accountability value as defined by the Ministry of Administrative and Bureaucratic Reform, is an average of above 0.5 (95%), while the achievement of organizational performance with the BSC stakeholders perspective is 132.51% (2015), 118.3% (2016), and 99.05% (2017).

Abstract

This thesis examines the sentiment of online reviews for Hotel Harper to identify key areas for service improvement, predict occupancy rates using sentiment analysis and forecasting models, and provide strategic recommendations for enhancing the hotel's image and performance. The research involves literature review, data collection, sentiment analysis, and forecasting model development. Data from online reviews of Hotel Harper M.T. Haryono from 2020-2023, spanning periods before, during, and after the COVID-19 pandemic, were collected. The Naive Bayes algorithm classifies sentiments into positive, negative, and neutral categories. Data visualization and classification performance evaluation are also conducted. Sentiment data is combined with occupancy rate data to develop an ARIMA forecasting model, evaluated using MAPE and RMSE. Results indicate that room quality and cleanliness significantly influence user evaluations, necessitating improvements in these areas. Negative reviews pointing to service-related issues suggest the need for enhanced staff training. Consequently, Hotel Harper M.T. Haryono should conduct regular training sessions for staff, especially those interacting with guests, to improve service quality. The occupancy rate predictions show an upward trend from 2020 to 2023 with low error rates, enabling Hotel Harper M.T. Haryono to use this model for strategic planning and informed decision-making.
