Abstract

Pemberdayaan masyarakat dalam bidang perekonomian menjadi strategi utama dalam meningkatkan kesejahteraan dan mengurangi pengangguran, terutama di daerah pedesaan. Salah satu bentuk pemberdayaan yang berkembang adalah home industry songkok di Kampung Songkok, Desa Pengangsalan, Kecamatan Kalitengah, Kabupaten Lamongan, yang telah menjadi pusat produksi songkok secara turun-temurun. Penelitian ini bertujuan untuk menganalisis dinamika pemberdayaan ekonomi berbasis industri rumahan menggunakan teori actors, yang menyoroti peran berbagai aktor dalam mengelola peluang dan tantangan ekonomi. Metode deskriptif kualitatif digunakan dalam penelitian ini dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa industri ini berkembang berkat dukungan dari masyarakat lokal, pemerintah, LSM, serta sektor swasta. Enam elemen utama dalam teori actors—authority, competence & confidence, trust, opportunity, responsibility, dan support—memainkan peran penting dalam keberlanjutan usaha ini. Namun, tantangan seperti keterbatasan akses modal, kurangnya pelatihan manajerial, serta hambatan pemasaran masih menjadi kendala utama. Temuan ini menegaskan bahwa pemberdayaan ekonomi melalui home industry dapat meningkatkan kesejahteraan masyarakat jika didukung oleh kebijakan yang tepat, pelatihan berkelanjutan, serta ekosistem usaha yang kondusif. Oleh karena itu, diperlukan kolaborasi erat antara pemerintah, sektor swasta, dan masyarakat untuk mendorong pertumbuhan home industry di Kampung Songkok.

Abstract

Penelitian ini berfokus pada implementasi aplikasi e-Samsat Jatim di Surabaya, sebuah inovasi dalam pelayanan Samsat yang bertujuan untuk meningkatkan efisiensi dan kualitas pelayanan pembayaran pajak kendaraan bermotor. Penelitian ini menggunakan pendekatan kualitatif deskriptif, dengan data yang dikumpulkan melalui wawancara mendalam dengan pengguna aplikasi, petugas Samsat, dan pemangku kepentingan terkait, serta observasi langsung terhadap implementasi aplikasi. Data dianalisis untuk mengevaluasi efektivitas aplikasi e-Samsat berdasarkan indikator-indikator teori difusi inovasi, termasuk keuntungan relatif, kompatibilitas, kompleksitas, trialability, dan observability. Temuan penelitian menunjukkan bahwa aplikasi e-Samsat telah memberikan dampak positif terhadap layanan Samsat, dengan tingkat adopsi sekitar 80% di antara pengguna yang membayar pajak melalui aplikasi tersebut. Pengurangan antrian yang signifikan di kantor Samsat dan peningkatan kenyamanan publik adalah temuan utama dari penelitian ini. Kesimpulannya, aplikasi e-Samsat telah berhasil meningkatkan efisiensi layanan, namun masih diperlukan peningkatan infrastruktur telekomunikasi dan pelatihan bagi masyarakat yang kurang familiar dengan teknologi. Rekomendasi yang diberikan meliputi peningkatan sosialisasi, pelatihan, dan infrastruktur untuk mempercepat adopsi teknologi dan memastikan pemerataan akses di seluruh wilayah Surabaya.

Abstract

Backgrounds: Indonesia experiences economic and human resource inequality. This inequality is caused by several factors, one of which is development that focuses on the island of Java. Apart from that, the Indonesian government has designated 62 disadvantaged areas, all of which are outside the island of Java. Objectives: This research aims to examine and analyze the direct and indirect influence of capital expenditure and operational expenditure on human development in underdeveloped regions in Indonesia through the regional economy as an intervening variable. Therefore, this research focuses on underdeveloped areas in Indonesia from 2011 to 2021. Method: This research is quantitative using the panel regression method with path analysis. The variables used in this research are government spending as an exogenous variable, and human development as an endogenous variable. Results: The results of this research show that capital expenditure has a negative effect on human development, while operational and regional economic expenditure has a positive effect on human development in underdeveloped areas. On the other hand, operational spending has a positive effect on the regional economy, but capital spending has a negative effect on the regional economy of underdeveloped regions. Capital expenditure has a negative impact on the regional economy because government spending so far has not met the needs of regional communities, and its value is still relatively low, inefficiency, and development is still focused on urban areas on the island of Java, so there is a need for more inclusive infrastructure investment.

Abstract

Tantangan yang dihadapi oleh negara-negara baru yang lahir pasca Perang Dunia II sebagai hasil proses dekolonisasi adalah merumuskan model masyarakat yang diinginkan dan menentukan langkah-langkah strategis untuk mewujudkannya, karena negara-negara iru perlu melakukan pembangunan, yaitu a concious and institutionalized attempt at sociental development. Tantangan selanjutnya dalam perjalanan mewujudkan kondisi nasional yang dianggap lebih baik itu adalah bagaimana negara tersebut mampu mengarahkan pembangunan padaa terwujudnya ‘pertumbuhan ekonomi’ yang tinggi sekaligus terciptanya ‘pemertaan’.

Abstract

This study is motivated by the importance of public service in realizing good governance. However, public service quality often remains challenging when implementing good governance principles. Therefore, this study aims to evaluate the application of five main principles of good governance—transparency, accountability, participation, responsiveness, and efficiency—to improve the quality of public services at the Surabaya City Revenue Agency. This study uses a qualitative method with a descriptive approach to identify and evaluate the success indicators of these five principles as applied in the agency. Data were collected through observation, interviews, and document analysis related to public services at the Surabaya City Revenue Agency. Results show that transparency in public services has reached 76%, indicating openness of information, though accessibility and completeness of data still need improvement. Accountability stands at 73%, highlighting a need for enhancement in accountability procedures. Community participation is recorded at 68%, indicating the need for increased accessibility and opportunities for public involvement. Responsiveness reaches 70%, which, while adequate, still requires improvements in responsiveness to public needs. Efficiency is at 72%, requiring simplifying procedures to accelerate service delivery. This study concludes that the application of good governance principles at the Surabaya City Revenue Agency is relatively well-implemented but requires improvements in several areas. To enhance public service quality, this study recommends developing an integrated online information system to support transparency, conducting public consultation programs and periodic satisfaction surveys to boost participation, and simplifying administrative procedures alongside digitalizing services to increase efficiency. By implementing these recommendations, it is hoped that the Surabaya City Revenue Agency can become more responsive, transparent, and efficient in serving the public, ultimately enhancing public trust in public services and achieving the goals of good governance optimally.

Abstract

The rapid development of Information and Communication Technology (ICT) has driven a revolution in the government sector, triggering a shift from conventional systems to E-Government. E-Government in the East Java regional government aims to accelerate population services, licensing, and public policy information. However, fundamental obstacles include selfish sectoral initiatives, a lack of effective management systems and work processes, and a limited focus on website implementation. This study aims to produce a conceptual design for web-based E-Government development, with the objectives of mapping driving and inhibiting factors, evaluating websites, preparing blueprints, formulating development, and recommending E-Government models to realize Smart Cities. Qualitative research methods involved interviews, focus groups, and discussions with informants from various levels of government and society. The level of technological readiness in this research is at level 2 (two), which seeks to formulate a conceptual design for an E-Government Development model in realizing a Smart City in the East Java Provincial Government and to recommend an E-Government Development model in realizing a Smart City in the East Java Provincial Government. The outputs and targets of this research are reputable international journals and policy briefs.

Abstract

The development of heritage tourism areas requires an approach that focuses not only on physical preservation, but also on governance, technology utilization, and regional sustainability. This study aims to analyze the development of Surabaya Old Town Tourism in terms of the Smart City concept through six main pillars, namely Smart Governance, Smart Branding, Smart Economy, Smart Living, Smart Society, and Smart Environment. This study uses a qualitative descriptive approach with data collection techniques through field observations, interviews with related parties, as well as documentation and literature studies. Data analysis was carried out using the interactive model of Miles and Huberman which includes data reduction, data presentation, and drawing conclusions. The research results show that the development of Surabaya's Old Town Tourism has led to the implementation of the Smart City concept, although the level of implementation varies across pillars. The Smart Branding and Smart Economy pillars show relatively strong achievements through digital promotion, cultural events, and the growth of MSMEs and creative economy activities. The Smart Governance pillar has been supported by regional revitalization policies and the use of digital services, but has not been fully integrated. Meanwhile, the implementation of Smart Living, Smart Society, and Smart Environment still faces several challenges, particularly in terms of regional security, the sustainability of community participation, and the limited green space and shading elements. Overall, the six Smart City pillars are interconnected and form a heritage tourism area management system, so a more integrated, sustainable, and participatory development strategy is needed to increase the competitiveness of Surabaya's Old Town Tourism.

Abstract

The development of digital technology has driven the transformation of public services towards a more effective, efficient, and transparent system. One form of public service digitalization is the implementation of online driver's license (SIM) services through the National Precision Driver's License (SINAR) application developed by the Indonesian National Police Traffic Corps. This study aims to analyze the effectiveness of online driver's license services on public services in the digital era, particularly at the Sidoarjo Police Headquarters. The research method used is a qualitative method with a descriptive approach. Data collection techniques were carried out through observation, interviews, and documentation involving 10 informants consisting of officers from the Sidoarjo Police Headquarters and the community as service users. Data analysis was carried out using a flow analysis model which included data collection, data reduction, data presentation, and conclusion drawing. The results of the study show that the Online Driver's License service at the Sidoarjo Police Headquarters has been running well and effectively, in terms of timeliness, officer accuracy, and the manner of providing services to the community. Although there are still obstacles such as delays in printing due to running out of blank forms and technical problems, officers are able to provide solutions in the form of temporary driver's licenses so as to maintain public satisfaction. Thus, the Online Driver's License service contributes positively to improving the effectiveness of public services in the digital era.

Abstract

This research aims to understand the role of the government as a regulator, facilitator, and catalyst in empowering MSMEs in Reog Ponorogo. The qualitative descriptive research method is used with data collection using observation, interviews, and documentation methods. The results of this research show that the role of local government as a regulator, facilitator, and catalyst in empowering MSMEs in Reog Ponorogo still needs to be improved. As a regulator, the local government should be able to create policies or regulations that agencies can implement to develop Ponorogo Reog MSMEs, such as agency uniform regulations that use Reog attributes in August. The government's role as a catalyst is to provide accessible trading permits for new MSMEs and provide stimulus in the form of people's business credit or KUR in collaboration with private parties in developing MSMEs with relatively simple application requirements.

Abstract

The development of online markets in Indonesia that sell imported goods at low prices has caused many MSMEs to go collapse. To accelerate the Sustainable Development Goals, especially achieving the goal of "a country with no poverty, no hunger, creating decent jobs and economic growth as well as a healthy and prosperous country," MSMEs need to be protected from these problems. This study aims to analyze the prospects for the development of online shopping and its impact on MSMEs and propose improvements to marketplace governance. Method research includes interviews, secondary data studies, literature reviews, and meta-analyses. Research results show that online shopping is a need for future society; the marketplace is increasing in terms of numbers, consumers, and transaction value. The number of MSMEs experiencing collapse has increased due to the inability to compete with marketplace players. It is necessary to improve marketplace governance through regulations to protect MSMEs. Current laws only protect consumers, not yet protect MSMEs. Through marketplace governance, it can empower MSMEs to overcome and prevent poverty and hunger, create decent jobs and economic growth, have a healthy and prosperous life, and accelerate the achievement of the SDGs.
