Abstract

A construction project is a form of activity that takes place within a certain period of time and with certain resources to achieve results in the form of buildings or infrastructure. Problems that occur in a construction project are determined by the suitability of time, cost, and quality agreed in the contract documents. The road handling project is one of the areas of construction projections that are also fighting for the project. The road maintenance program in Indonesia is implemented by the Ministry of Public Works and Public Housing in the form of a preservation project with a long segment scheme. The long segment scheme has performance indicators that can assess the performance of road preservation projects so that the success of road preservation projects can be measured. This underlies this research to analyze the Critical Success Factor (CSF) on the success of road preservation projects. The Partial Least Square – Structural Equation Modeling (PLS – SEM) analysis method was used in this study to analyze the CSF performance of a road preservation project with a long segment scheme. The results of the analysis show that the Critical Success Factor that has an impact on the success of the road preservation project with the long segment scheme is the standard quality test factor with a value of 0.371 having the greatest impact. Overall, the CSF factors of the performance of the road preservation project with the long segment scheme have quite an effect (moderate) on the success of the project in the performance indicator slogan, namely with a proportion value of 47.5%. In conclusion, overall the Critical Success Factor elements of road preservation project performance with a long segment scheme are quite influential on project success in the performance indicator slogan, namely with a proportion value of 47.5%.

Abstract

Bridges as an important part of the transportation system have a role in spurring economic growth and regional development. For this reason, the government is obliged to build bridge infrastructure in a stable condition so that connectivity between regions can be realized. Given the many infrastructure development activities that have been delayed since 2019 as a result refocusing as well as the limitations of the APBD, it is necessary to select the order of priority for the bridge implementation program. This study aims to analyze the dominant criteria and sub-criteria that need to be considered so that the order of priority for the construction of a truss bridge in Deli Serdang Regency can be compiled. The method used is AHP with a quantitative approach through a questionnaire. The criteria considered are economic (cost), technical (sub-criteria for bridge age, length, width, and implementation time), land use (sub-criteria for agriculture/plantation, tourism, fisheries, and mining), accessibility (sub-criteria for distance and time), social and regional development (the sub-criteria are population, social facilities, government facilities, and regional development), and policies (the sub-criteria are musrembang, Reses/Pokir DPRD, and stakeholders). The results of the study show that the dominant criteria to consider are social and regional development, followed by technical, land use, economic, policy, and accessibility criteria. The order of priority for the construction of a truss bridge is the Sei Belawan Bridge, Tanjung Anom Village as the first priority, the Bridge Lau Cirem Perpanden Village as the second priority, and Sei Serdang Bridge, Negara Beringin Village as the third priority.

Abstract

Pejabat Pembuat Komiten (PPK) merupakan utusan dari pemerintah dalam menjalankan kegiatan konstruksi mulai dari perencanaan, pelaksanaan, dan pengawasan. Dalam menjalankan kegiatannya diperlukan suatu manajemen komunikasi yang baik agar seluruh kegiatan proyek dapat dipertanggungjawabkan dengan baik. Penelitian ini menggunakan pendekatan kualitatif, menggunakan metode wawancara mendalam semi-terstruktur (semi-structured in-depth interview) kepada PPK tentang bagaimana sistem manajamen komunikasi di saat sebelum pandemi dan saat pandemi sedang berlangsung. Permasalahan yang ditemukan saat ini adalah sistem manajemen komunikasi proyek belum terlaksana dengan baik. Hal ini terbukti dengan adanya hal-hal yang tidak sesuai harapan PPK ketika menghadapi dan mengarahkan penyedia barang dan jasa. Untuk mendukung sistem manajemen komunikasi yang baik diperlukan suatu sistem terintegrasi mulai dari pembuatan firma/perusahaan, verifikasi lapangan dalam pemilihan penyedia jasa, evaluasi perpanjangan izin perusahaan. Ini bertujuan agar pengguna jasa mendapatkan calon penyedia jasa yang tepat dan, sesuai harapan. Untuk itu diperlukan sistem informasi teknologi yang mampu mengintegrasikan seluruh mekanisme yang dibuat. Selain itu diperlukan payung hukum terkait adanya usulan dan mekanisme baru yang dibuat.

Abstract

To carry out construction on soft soil, cases of land subsidence are often encountered. This is due to the low bearing capacity and small shear force, large compression, and very small permeability. To address this problem, one method that can be implemented is soil improvement using preloading and Prefabricated Vertical Drain (PVD). The aim of this research is to find out the magnitude of consolidation settlement by using analytical methods and by using PLAXIS 2D modeling at reclamation project locations besides CPO tanks between Belawan Islands based on Bore Log BH-02 data. It is also to compare coarse mesh, medium mesh, and fine mesh in PLAXIS 2D modeling, and to obtain the amount of land subsidence using preloading only and preloading with a combination of preloading and Prefabricated Vertical Drain (PVD) based on Bore Log BH-02 points. From the analytical results obtained a decrease of 1.254 meters. While the PLAXIS 2D modeling uses a medium mesh that has been combined with a PVD of 1.268 meters. This means that the results of the settlement by modeling using PLAXIS 2D are closer to the SP-02 settlement plate data of 1.270 meters. The settlement uses PLAXIS 2D with a coarse mesh of 1,266 meters and a fine mesh of 1,282 meters. While modeling using preloading only obtained a decrease of 0.340 meters. It can be concluded that the results of modeling using PLAXIS 2D in using medium mesh that has been combined with PVD are relatively closer to settlement data in the field with a percentage difference of 0.142% settlement plate SP-02 settlement.

Abstract

The rise in sea level has impacted the emergence of a flood disaster in the district of Belawan City Field. The flooding of these robs caused the sinking of settlements, industries and ports. The height of flooding that increases every year has an impact on the increased shortages caused and increased economic losses of communities working in vulnerable sectors. Therefore, vulnerability factors are necessary to determine effective adaptation directions. The research was carried out in the district of the Field of Belawan City of Medan where there are 6 (six) floods affected by the flood of rob: the Kelurahan Belawa I, Belawana II, Blawan Bahari, Balawan Pulau Sicanang and Bagan Deli. The study begins with the theoretical and empirical formulation related to vulnerability to flood areas followed by interviews with stakeholders aimed at finding issues more openly in which the interviewed parties are asked for opinions. The stakeholder used is the stakeholder who knows the phenomenon of the flooding of rob that occurs in the research area consists of 3 (three) groups representing the government and society. Factors affecting the level of vulnerability to flooding in the area are grouped into physical, social, economic and environmental vulnerability factors.

Abstract

Road infrastructure is an important aspect in supporting economic growth and human mobility. Good and safe road conditions will increase the effectiveness and efficiency of transportation. However, in reality, some road sections still do not meet fairly strict standards, both in terms of feasibility and safety. The roads of A.H. Nasution (Medan) and Ngumban Surbakti (Medan) have never undergone a feasibility test before. Therefore, in this study a ranking will be formed to determine the level of feasibility of the function of both. This study was conducted to evaluate the feasibility of A.H. Nasution (Medan) and Ngumban Surbakti (Medan) roads using the AHP (Analytical Hierarchy Process) method and the MAUT (Multi-Attribute Utility Theory) method. The data that has been collected will be processed and analyzed using the AHP and MAUT methods. The AHP method and the MAUT method are used to determine the relative weight of each of the factors affecting roadworthiness. Assessment of respondent data using the AHP method obtained the largest weight on road technical by 3.36 on the A.H. Nasution road section and 3.04 on the Ngumban Surbakti road section. While the smallest weight on technical road equipment is 0.592 on the A.H. Nasution road section and the utilization of the road section is 0.3 on the Ngumban Surbakti road section. The assessment of respondents' data using the MAUT method obtained the largest weight on road complementary building structures of 1,265 on the A.H. Nasution road section and 1,140 on the Ngumban Surbakti road section. While the smallest weight on the utilization of road sections is 0.04 on the A.H. Nasution road section and 0.413 on the Ngumban Surbakti road section.

Abstract

The increase in the rate of development, population growth, and socio-economic activities has triggered an increase in waste generation, which is increasingly complex with conventional waste management that relies on collection, transportation, and disposal. This study aims to find a solution through three main stages: identification of waste conditions, preparation of a decision support system using the AHP Method, and analysis of the area with GIS application. The results of the study show that Limau Mungkur Village, STIM Hilir District, is considered the most appropriate location in the study area. Based on these results, the concept of selecting the criteria of Land Use, Hydrology, Groundwater Level Depth, Flood-prone Area, Settlement Distance, Zone Slope, Geology and Airport Distance became a determinant in the selection of location alternatives.
