Abstract

AbstrakPenelitian ini dilakukan ini dalam rangka mendiagnosa organisasi pemerintah daerah khususnya pada daerah otonomi baru yang diarahkan pada upaya rightsizing yaitu upaya penyederhanaan dalam rangka reformasi birokrasi pemerintah. Penelitian bertujuan untuk mengembangkan kapasitas organisasi agar lebih proporsional, transparan, hierarki yang pendek dan terdesentralisasi kewenangannya.Metode penelitian yang digunakan adalah deskriptif kualitatif dengan menggunakan metode penelitian kuantitatif untuk mengetahui nilai dari kapasitas kelembagaan dan sumber daya aparatur. Responden berjumlah 200 orang yang ditetapkan menggunakan metode purpossive sampling yang berasal dari 20 instansi/kantor yang ada dalam lingkup pemerintah daerah Kab. Buton Tengah.Hasil penelitian menunjukkan bahwa kondisi kapasitas pemerintah daerah Kab. Buton Tengah masih kurang maksimal dalam upaya menciptakan tata kelola pemerintahan yang efektif dan efisien dan diperlukan upaya dan strategi dalam upaya peningkatan dan pengembangan kapasitas kelembagaan di Kab. Abstract

Penelitian ini untuk mengetahui bagaimana berlangsungnya proses Collaborative Governance dalam pengelolaan pariwisata di kabupaten Polewali Mandar. Penelitian ini menggunakan pendekatan kualitatif dengan tipe fenomenologi untuk menemukan fakta dan hasil di lapangan. Kolaborasi pemerintah terbagi menjadi 3 proses yaitu dinamika kolaborasi, tindakan-tindakan kolaborasi, dan dampak dan adaptasi pada proses kolaborasi. Pengumpulan data melalui wawancara, observasi dan dokumentasidengan tehnik penentuan informan menggunakan purposive sampling. Hasilnya menunjukkan bahwa (1)Dinamika kolaborasi ada aspek motivasi yang meliputi kepercayaan dan pemahaman bersama. Terbangun kepercayaan antara pelaksana proses kolaborasi antara DISPOP dengan pihak asosiasi usaha pariwisata, kepercayaan juga terwujud dari ada sikap dan sifat saling menghargai antara pelaksana kolaborasi. Untuk pemahaman bersama terlihat dalam bagaimana pelaksana kolaborasi memahami tugas dan fungsi utama dalam pengelolaan pariwisata. Sedangkan pada aspek prinsip bersama DISPOP dengan pihak asosiasi usaha pariwisata mengembangkan prinsip pengelolaan pariwisata berbasis masyarakat. (2)Tindakan-tindakan kolaborasi dalam pengelolaan pariwisata di Kabupaten Polewali Mandar dalam memfasilitasi kolaborasi belum maksimal karena keterbatasan anggaran yang dimiliki, tetapi itu tidak dapat menjadi alasan terhambatnya tindakan kolaborasi. Sedangkan untuk memajukan proses kolaborasi sangat terlihat dalam pola komunikasi aktif yang dibangun antara DISPOP dengan pihak asosiasi usaha pariwisata. (3)Dampak dan adaptasi pada proses kolaborasi pengelolaan pariwisata di Kabupaten Polewali Mandar sudah dapat terlihat. Hal ini dapat dibuktikan dengan adanya hasil kolaborasi bersama antara DISPOP dengan pihak asosiasi usaha pariwisata dalam wujud regulasi, program kegiatan, event dan destinasi wisata baru. Sedangkan untuk evaluasi kolaborasi DISPOP dengan pihak asosiasi usaha pariwisata telah menginisiasi perbaikan dan penguatan yang sifatnya subtantif dalam pengembangan pariwisata.

Abstract

The problem studied in this research is the service quality of bureaucratic officials seen from the aspects of convenience, clarity, and certainty, security, openness of information, fairness, speed,economy, the efficiency of Building and Land Tax Services in Polewali Mandar regency. This research is descriptive research that uses a quantitative approach with survey methods. In this research, the data collection technique used is a questionnaire, i.e. collecting data using a list of questions and observation, i.e. direct observation of objects. The research results show that services measured based on indicators of simplicity, clarity and certainty, security, efficiency, justice, information openness, and economy in PBB services from the Regional Revenue Agency of Polewali Mandar Regency are very good. This is evident from the indicator score range of 3.15 to 3.42, which shows that the UN bureaucracy is in the good – very good category. Meanwhile, the Polman Regional Revenue Agency's PBB service speed indicator is classified as low with a score of 2.98. not satisfying the community, particularly about time constraints. Long bureaucratic procedures are one of the things that slow down service, this problem still needs to be resolved by government officials at the Polman Regional Revenue Agency.

Abstract

The problem studied in this research is perception the company about Social and political dynamics in Polewali Mandar regency . This research uses a quantitative descriptive research design to explain qualitative research phenomena. For this reason, the research approach uses a combination of qualitative and quantitative methods for community perceptions of social and political dynamics in Polewali Mandar Regency . The data collection techniques used were surveys, interviews and observations. The research results show that, based on the research results, it can be concluded that perception the company about the social and political dynamics in Polewali Mandar Regency which includes social conditions, economic conditions, political conditions, security conditions, law enforcement conditions, regional government performance, general problems and special problems are good, this is marked by the greatest number of several evaluation indicators of The various conditions that occur in society are in good percentage . Meanwhile, the lowest value of the indicator is a bad rating. Community perception of social and political dynamics of residents of Polewali Mandar regency seen from the perspective of functionalism theory It is very diverse, there are some people who have positive perceptions and others who have negative perceptions accompanied by factors that influence it , but overall, in the socio-political dynamics that occur, the Polwali community Mandar has a positive response .

Abstract

This paper analyzes the implementation of the West Sulawesi provincial government policy towards the ownership status of the Bala-balakang island and also the impact of the West Sulawesi provincial policy on the ownership status of the Bala-balakang island. The Provincial Government of West Sulawesi has attempted several programs to defend the Bala-balakang Island from lawsuits from East Kalimantan. The Bala-balakang Archipelago has enormous potential for natural resources including the potential for marine tourism and fisheries. However, until now the West Sulawesi government is still having problems continuing to intervene because of the long distance to the island. Abstract

This study aims to determine competency variables based on Spencer's theory which reveals that there are five main competency characteristics that affect individuals, namely, knowledge, skills, self-concept/attitude, traits, and motives. motives). In this study, the competence seen was from the aspects of knowledge, skills, and attitudes of employees towards their work at the Office of the Social Service of Polewali Mandar Regency. This type of research is descriptive qualitative. Data collection techniques carried out are through interviews, observation, and documentation. The research data obtained were then processed using qualitative analysis, namely data reduction, data presentation and conclusion. The results showed that the competence of employees at the Social Service Office of Polewali Mandar Regency was sufficient. This can be seen based on the good results of the indicators of knowledge and skills. However, related to attitude indicators, there are differences in the level of satisfaction among employees with their work. This needs to be considered so that employees can maximize their performance as state civil servants.

Abstract

One objective of the state is to create stability and prosperity for its people. To achieve this objective requires leader who have the capacity and integrity to accomplish the state walfare. In electoral context, one of the goals of the election is to elect a qualified leader, but the goals of fair election precisely have their own contrains, particularly conflict potentials that often occur in every election in Indonesia. In South Sulawesi, in particular, the conflict potential during the election frequently occurs in communities, which leads to friction at the elite level, so that the goals of peaceful and fair election are often far from the objectives of the public election laws.

Abstract

A person's literacy level can be assessed through personal characteristics which are horizontally very closely related. A person's insight, mentality, and behavior are strongly influenced by interests and tendencies in reading books. Since 75 years of Indonesia's independence, the literacy rate in Indonesia is still in the low category. This is strongly influenced by various factors, one of which is the availability of reading materials and literacy facilities. This problem should not be allowed to drag on, it needs serious attention from the government, academics, and education leaders. The discourse on improving reading culture has become a central issue in developing the human resource capacity to produce Indonesian people with character. The development of Indonesian human character is highly dependent on reading culture. The attachment between reading culture and the development of Indonesian human character is expected to have implications for the quality of advanced and modern Indonesian people.

Abstract

Budget politics is a strategic part of regional development. Sustainable regional development is closely related to the Regional Expenditure Budget. This study seeks to reveal how actor relations are in the formulation of Local government budgetPolicy in Polewali Mandar Regency in 2025, the actors in question are the executive represented by the Regional Government Budget Team and the legislative represented by the Local Legislative Assembly Budget Agency. It is interesting because the preparation of the 2025 Local government budgetwill be carried out in 2024 which is a political year and a year of leadership transition with the simultaneous Legislative and Regional Elections. This research uses a qualitative approach that with the type of case study of the object or social reality being researched, it is holistic, complex, dynamic and full of meaning. The results of the study found that the actors involved in the preparation of the Regional Expenditure Budget are very dominated by formal executive and legislative actors, there is no room for informal actors. The transition period of executive leadership and legislative membership transition is not an obstacle to formulating the 2025 Local government budget. Compromise and Consensus are produced in their entirety by prioritizing the principle of togetherness and the welfare of citizens (constituents). The Compromise aspect in the preparation of the 2025 Local government budgetis carried out by means of formal lobbying between the executive and the Legislature. The Consensus aspect was reached several agreements on efforts to make the Local government budgethealthy (no deficit), the alignment of the Local Government Budget with the Local go government medium term (5 year) development plan and Local Government Budget as much as possible in line with the visions and missions of the elected regent.

Abstract

Kegiatan pengabdian kepada masyarakat di Desa Kalumammang, Kabupaten Polewali Mandar, bertujuan untuk meningkatkan literasi demokrasi di kalangan masyarakat pedesaan yang minim akses terhadap informasi politik dan pendidikan demokrasi. Program ini dilaksanakan dengan pendekatan edukatif dan partisipatif, yang mencakup observasi, pemaparan materi, diskusi interaktif, serta refleksi masyarakat. Hasil kegiatan menunjukkan bahwa pemahaman masyarakat terhadap demokrasi masih terbatas pada aspek formal seperti pemilu, tanpa menginternalisasi nilai-nilai substantif seperti partisipasi, akuntabilitas, dan kesetaraan. Tingginya partisipasi masyarakat dalam kegiatan ini menggambarkan antusiasme dan kebutuhan akan pemahaman demokrasi yang lebih mendalam. Namun, terdapat tantangan, seperti rendahnya keterlibatan perempuan dan pemuda dalam proses pengambilan keputusan, serta dominasi politik transaksional. Pengabdian ini memberikan kontribusi penting dalam membentuk budaya demokrasi yang kritis dan berkelanjutan di tingkat lokal, dengan potensi untuk diperluas ke desa lain dan mendukung penguatan demokrasi berbasis nilai lokal.
