Abstract

Factors that influence services in PT. PLN (Persero) Riau Province. The purpose of this research is to find out factors that influence services in PT. PLN (Persero) Riau Province. This research is conducted in area of Pekanbaru city with the PT. PLN (Persero) Riau Province office as analysis unit. The factors are measured in four indicators: organizational structure, the ability of officers, service system, and service infrastructure. This is a qualitative descriptive research. Data collecting technique are observation, interview, and documentation. Result shows that organizational structure of PT. PLN (Persero) meets the standard of Direction Board of PT. PLN (Persero) Riau province. The ability of the officers meet the procedural requirements, the staffs are well behave to the complaining customers. Service system can be seen from the easy access all over the area, services available, and the good order of the services, and infrastructure used so PT. PLN (Persero) can deliver the services faster, easier, and more accurate.Key word: Services factors, organizational structure, ability of officers, services system, and service infrastructure.

Abstract

Lack of information and socialitation given in Kepenghuluan Kota Paret,leads to a lack of understanding about the infortance of having a birth certificate in daily life cause in lower public interest to register the population documents especially birth certificate. Not a few of them who use the services of pander or asked employees Kepenghuluan to take care of their birth certificate with the administrative coasts are more expensive than it should.In this research the concept of the theory used is proposed by Miftah Thoha,about how a perception can be seen from the four subprocesses,are: 1.Stimulation / Present situation 2.Registration 3.Interpretation 4.Feed Back. In his theory,Miftah Thoha suggests are several factors that imfluance a person’s perception.,are: 1.Psychology 2.Family 3.Culture. The location of the research was conducted in Kepenghuluan Kota Paret Region Simpang Kanan Districts Rokan Hilir. In this research, the researchersin used qualitative research methods to study descriptive data.In the data collection,researchers used interview, observation and documentation.By using keyinforman as a source of information. And to got the informan,the researchers using Snowball Sampling method.The results of this research can concluded that the Public Perception About The Birth Certificate Of Ownership In Kepenghuluan Kota Paret Region Simpang Kanan Districts Rokan Hilir is not good. Therefore expected to governments region Simpang Kanan Districts Rokan Hilir especially Kepenghuluan Kota Paret to provide insight to the entire public,about the importance of having a birth certificate for everyone, and provide services that are cheap,fast and friendly, so that people are not lazy to take care of their birth certificate.Key Words : Perception, Public, Birth Certificate

Abstract

Local regulation implementation No. 3 Year 2002 concerning Pekanbaru City publik entertaiment towards the karaoke venues that is not following the local regulation and causing violations that occors. The venues are allowed to operate from 8 a.m. unti 10 p.m. at night. But in fact, these karaoke venies are operating until dawn. Operation requirement and permits are also have been violated. Karaoke venues that is being located nearby the house of worship and disturb the tranquility of residences is the other kind of violations that happens. Most karaoke venues serve liquors and also functionalized for drug user and a prostitution’s facilities. This conclude that the local regulation that has been approved doesn’t function as effectively, effetively and has failed to achieve the goals that has been given. The objective of this research is to evaluate and discover certain factors that are effecting the evaluation of local regulation implementation No. 3 Year 2002 concerning Pekanbaru City publik entertaiment towards the karaoke venues itself. Researcher use William N Dunn’s theory that explain the criteria of an evaluation of a policy includes effectivity, efficiency, sufficiency, responsivity and regularity. This research used qualitative descriptive methods, data collecting technic througt observation and interview where the stakeholders in this case are considered as an informant. The outcome of this research shows that the evaluation of local regulation implementation No. 3 Year 2002 concerning Pekanbaru City publik entertaiment towords the karaoke venues has not been implemented very well. This is causing this regulation is becoming very ineffective. The ineffective of the regulation is becoming the cause of this situation. The equlizzation of these public entertaiment venues operational hour has not been evaluted properly and causing the regularity of the regulation implementation No. 3 Year 2002 concerning Pekanbaru City public entertaiment has not been applied thoroughly. This situation is also causing the regulation has lack of responsivity from stakeholders towards this local regulation. The factors that is effecting the local regulation implementation No. 3 Year 2002 concerning Pekanbaru City public entertaiment towards the karaoke venues is human resources and time limitation.Keyword : Evaluations, Local Regulations and Karaoke

Abstract

Conducted research aims to identify and analyze medical waste management in District General Hospital Arifin Ahmad Riau Province and to determine the factors that influence the management of medical waste in District General Hospital Arifin Achmad Riau Province. Theoritical concept used is theory of environment system according to hospital by Wiku Sasmito. In this theory there are some important component in implementing environmental management system hospital. They are management support, planning, implementation, review and action. This research will used descriptive qualitative research method that analyze for in details based on the fact that comes out in field, then from interview and observation conclution can be support data presented.Research result shows that medical waste management system in District General Hospital Arifin ahmad Riau Province has been accomplished in accordance with the decision of the Health Minister of Republic Indonesia Number 1204. But it can not be said to be implemented to the fullest, because some factors that influence the implementation of medical waste management in District General Hospital Arifin ahmad Riau Province. It is operational costs and human resources.Key Words : Medical Waste, Management, Environmental Health Hospital.

Abstract

In the era of the current,local govermment are required moro creative and innovative in the operation of the bureaucracy therefore the professionalism of the bureaucracy should be mediating agent, the public interest as well as the interests of the government. In Law No. 23 year 2016 About Local government,the Ice-shelf the Republic Of Indonesia of the year 2016. 58. Therrefore from the perspective of local government the form,aims to further the welfare of society and enhance the competitiveness of the area,then this is a challenge and an opportunity for the government.The study aims to know two things, the first to know the competence of employess in service public and the second to know the factors that affect the competence of employees in service public. The research was carried out in the city of Pekanbaru, wiith locations in the head office of Tampan,Pekanbaru city.The methods of analysis data used in this study is qualitative descriptive, which is to reveal the facts, circumstances,the phenomenon,variables, and the situation that occurred with the situation in the community. The data used is the primary and the secondary, primary, from respondents or informants and data has come from the object of research.The results of research and discussion of the writers do there are five dimensions that affect the competence of employees in serving the people in the Head Office of Tampan,namely 1. This knowledge,are in the category of pretty good, 2. This expertise, are in the category of good, 3. This cooperation,are in the category of good, 4. The dimensions of quality,are in the category of pretty good, 5. The Head offiece of Tampan are in the category good . Keywords: Analysis, Competense.

Abstract

Less of participation and competence about awareness of law especially local regulation no. 12, 2008 chapter III paragraph 3 among society are caused by socialization process or counseling that not intensively conducted. Beside that, less of education also cause vagrants and beggars are not well aware of that local regulation. Because people give donation to the vagrants and beggars, it makes them like living in Pekanbaru, getting much money without working hard.The concept of theory used is stated by Miftah Thoha about how that perception can be seen from four sub processes, those are: 1. Stimulation/present situation, 2. Registration, 3. Interpretation, 4. Feedback. In his theory, he states several factors that affect someone perception, such as: internal factor and external factor. This research was conducted in Pekanbaru and Social and Funeral Services of Pekanbaru. This research methodology was qualitative with descriptive data analysis. In collecting the data, the researcher used interview, observation and documentation by using key informan as resources. To get that informan, the researcher used Snowball Sampling method.The result of this research can be concluded that perception of society about implementation of local regulation no. 12, 2008 chapter III paragraph 3 that discuss about social order of donation is not good enough. So, the government of Pekanbaru should socialize more about the importance of local regulation no. 12, 2008 chapter III paragraph 3 and can give strick punishment to everybody who break that regulation and controll the present of vagrants and beggars in Pekanbaru.Keywords: Perception, society, vagrants and beggars

Abstract

The increasing criminal cases commited by children led to a growing importance the role of coaching. The coaching was carried out in Child Correctional Institution (LPKA Pekanbaru). The purpose of the coaching is to make the child prisoners not to repeat a criminal act.The purpose of this research is to find out the effectiveness of the coaching of child prisoners in Pekanbaru Child Correctional Institution and the factors affecting the effectiveness of the coaching in Pekanbaru Child Correctional Institution (LPKA Pekanbaru). This research uses the concept of the theory of effectiveness by Mahmudi. This research used a qualitative approach, method to collect data through interview, observation and documentation.Based on the result of the research through interviews and observations, it is known that the coaching of child prisoners in Pekanbaru Child Correctional Institution (LPKA Pekanbaru) has been effective. Coaching is effective because the purpose has been reached. The result analysis showed in which the factors that affect the effectiveness of coaching of this program are:facilities and infrastructure, human resources, the psychological of children and child discipline.Keywords : Effectiveness, Child Prisoners, Coaching

Abstract

The structur of the bus station cannot be separated from the management of bus station conducted by relevant institute. Bus station, if explained in the section no. 22 year 2009 about traffic and land transportation is a transport infrastructure for the purpose of bring the passenger, movement intra or inter modal transportation and to arrange the arrival and departure of the public and distribution of goods.The purpose of this research was to determine arrangement of bus station in the town of Teluk Kuantan, Kuantan Singingi Regency. And the other hand , to identity the factors that influenced the evaluation of arrangement of Bus Station in Teluk Kuantan, Kuantan Singingi Regency. The concept of the theory the writer used is the concept of evaluation theory by William Dunn. This research is a qualitative in showed by using descriptive data. In this research, the writer used interview techniques, observation, and documentation, By used of Key informants as a source of information.The result showed that the evaluation of arrangement of Bus Station in Teluk Kuantan of Kuantan Singingi Regency was ineffective, inefficient , insufficient, and inresponsive. Abstract

Trans Metro is one of transportation product which has created by Trans Metro Pekanbaru due to provide transportation at Pekanbaru city. Custumer able to use this transportation service for making their activities easily. At this time, Trans Metro Pekanbaru in giving the services has not properly with customers need. These sign in complain from customer.This study is analysis the transportation services in Trans Metro Pekanbaru due to know the problems from those services.The method that will be used in this study is researcher do the analysis descriptive qualitative with the purpose is getting the comphrehensive result and detail based on interview result with people and direct observation wit analysis transportation services at Trans Metro Pekanbaru.Based on study due to public services at system transportation general of Trans Metro Pekanbaru is using 5 dimension are tangible, reability, responsiviness, assurance, and empathy. The transportation services at trans Metro Pekanbaru already gived the maximum quality, even it still has a few non optimal fot the quality . From the study result known that the problems in transportation services of Trans Metro Pekanbaru are limitation of human resources, low acomodation aand minim the budget.Keyword : Services, Public, Mass Transit Systems

Abstract

Pekanbaru city government allegedly seeks to improve the well-being of thecommunity through the provision of a wide range of business opportunities in the field ofUMKM. How ever, these efforts are constrained due to capital, production techniques andmanagement capabilities are limited, relatively difficult marketing problems and low human.In this case Dinas Koperasi UMKM Pekanbaru City need to develop the UMKM, one ofwhich is to improve the quality of human resources UMKM and build the UMKM to have anentrepreneurial spirit. The problem in this study is how the condition Dinas Koperasi UMKMPekanbaru City in realizing the goal and what factors affect the effectiveness of the DinasKoperasi UMKM Pekanbaru City. This study aims to determine how the implementation ofUMKM entrepreneurship development program by Dinas Koperasi UMKM Pekanbaru City.And to determine the factors that influence the implementation of the development program.Theory concept that researcher use is effectiveness. This study uses qualitativeresearch methods to study descriptive data. In collecting data the researcher used interviestechniques, observation and documentation. By using key informan as a source ofinformation and as a source of triangulation techniques in testing the validity of the data.The results of this study indicate that the condition of the effectiveness of UMKMentrepreneurship development program Pekanbaru city is in the category yet effective, inwhich it is seen from the away goal achievement by Dinas Koperasi UMKM Pekanbaru City.Factors that affect organizational effectiveness are factors, environmental factors, laborfactors, managementpractices and policies. In which all these factors are very influential andshould be in line for the achieve affective implementation of development programsentrepreneurship UMKM by Dinas Koperasi UMKM Pekanbaru City.Keyword : Effectiveness, program Implementatio, Entrepreneurship
