Travel Transportation in Province (AJDP), is one of a solution the Riau Province Government has to offer in mass land transportation. The AJDP transportation is predicted to decrease the number of illegal mass transportation vehicles that operating at Riau in general, and Pekanbaru in particular which regulated in Transportation Ministry Decree Number 35 year 2003 about concerning the execution of the transport of the streets with public transportation, article 24.The purpose of this research is to find out the implementation of the policy on AJDP transportation in Pekanbaru. This research used a qualitative method by looking for facts which later used to generate the conclusion. The analysis method of this research is using the descriptive analysis, which clearly described various factors related to the phenomenon, from obtained and complief data, then developed using relevant theories. The technique used for data collecting is interview and observation.The result of this research showed the implementation execution of Travel Transportation in Province (AJDP) on Pekanbaru City has not fully worked yet. It is caused by the increasing number of illegal mass transportation in Pekanbaru which has to do with the lack of communication between Transportation Department and the travel companies, the human resource, or incapable personnel in supervising, and the inconsistency from the officers in cracking down the illegal travel, and also a complicated bureaucracy to legalise the illegal transportation to be come an offical AJDP.Keywords: policy implementation, AJDP transportation, illegal travel

This research was carried out, aiming to see the extent to which theimplementation of the Village Consultative Body functions in the village KotobaruSingingi Hilir District of Kuantan Singingi Year 2006-2012.In this study, researchers used a theory that explains Amitai Etzioni is a unitof social organization (or grouping humans) are deliberately shaped and reshapedwith consideration in order to achieve certain goals. This research is descriptive andqualitative data collection techniques with interview, observation and documentationwhich will then be deduced.Based on the results of this study indicate that the Organization VillageConsultative Body (BPD) in the village of the District Kotobaru Singingi HilirRegency Kuantan Singingi not run optimally in carrying out its functions.Keywords: Village Consultative Body Function, Organization

Implementation of Pekanbaru City Regional Regulation No. 1 Year 2010 About Levy Building Permit. Currently construction in Pekanbaru City alone more rapidly, as seen in the many development shops, homes, shops, and others. of the many development there are deviations from the development plan on which the IMB administration did not even have a building permit. For the implementation of the Regional Regulation No. 1 Year 2010 About the Building Permits, the government has set the Pekanbaru City Planning Office Building for running various authorities in order to achieve the objectives of these regulations.Based on the above problems, as for the formulation of the issues raised is How Pekanbaru City Regional Implementation Regulation No. 1 of 2010 on Building Permits in the District Charming? The type of research in the study were included into the type of qualitative research by using descriptive survey method. Who became informants in this study is the Head of Department of Spatial Planning and Building Pekanbaru, Section of Supervision and Control Building and communities with building permit / do not have building permits in Pekanbaru, especially in the district of handsome 5 people.From interviews conducted by the author to the respondents it can be concluded as follows LGs in disseminating this policy through sosialisaidan extension directly, the clarity of the information to which there are still many people who do not understand well the clarity of the sanctions contained in the policy Retribution IMB, Resources in the implementation of policy in the field the quantity is still inadequate, employee placement implementers in the field in this field officers and field supervisors are in accordance with the field and spesealisasinya and bureaucratic structure that forms of coordination and cooperation among the parties involved in the implementation of public policies such as IMB retribution for field workers. So that the problem in this case is How the security improvement program implementation in District Sabak Auh Siak in rice plants and Is factors that affect the implementation of the security improvement program in the District of Sabak Auh Siak in rice plants. From the results of research conducted on the Implementation of the Program for Increasing Food Security in the district of Sabak Auh Siak there are some identification problems that occur in rice crops in the district of Sabak AUH include: The transformation of land in the district of Sabak Auh obviously very big influence on the target surplus in Siak. Where formerly Siak a granary and the largest producer of rice in Riau which is 40,000 tons per year, but since the land use surplus is reduced, which in the year 2013 and only a 2000 tons only, absence of irrigation facilities in the district of Sabak Auh that resulting in reduced production of rice in Siak, Help tracktor from Siak district government that is not appropriate allocation, which should each farmer group get 2-3 tractors actually only got one machine tracktor.From the description above, the researcher is interested to take the title on the effect of "Food Security Enhancement Program Implementation in District Sabak Auh Siak (Case Study of Rice)".Keywords: Implementation, Program Improvement, Food Security

Services provided by the Integrated Licensing Service Agency Riau Province to the applicant on the research must be in accordance with the general principles of public service so as to provide a quality service. Recommendations Research Services Licensing Service Agency Riau Province can be said of quality for Integrated Licensing Service Agency Riau Province has been providing services in accordance with the principle of service so as to get various public service achievements. The facilities provided by the Integrated Licensing Service Agency Riau Province adequate and have employees who have the ability to use the facilities available. Employees respond to any request for the public and can provide certainty of time in completing the application for the community. Then employees are always friendly and courteous in serving the community. The purpose of this study was to analyze the quality of services in the research recommendations Licensing Service Agency Riau Province and determine the factors that influence it. The results of this study indicate that the Integrated Licensing Service Agency Riau Province has a good quality service in serving the community and in accordance with the expectations and needs of the community. Starting from owned facilities are complete, the precision in serving the community, provide guarantees ketepan time in completing the work, expertise in using facilities owned, non-discriminatory, have a good response to the people who need help and serve the people in a friendly manner. Service Quality and Trader's Satisfaction In Paying Market Levy. This study aims to determine and analyze the effect of service quality on market merchant satisfaction at Pekanbaru City Market Service in paying market levies. The type of research used is survey research. The population of this study is the market traders and samples of 100 people who carried out accidentally. Technique of collecting data is done by observation, questionnaire and documentation. Data analysis method used is multiple linear regression. The results showed that the dimensions of service quality simultaneously and partially positive and significant effect on market traders satisfaction. The empathy variable is the dominant variable affecting market trader's satisfaction.

Organizational Climate, Performance and Organizational Effectiveness. The study intends to find out the extent of the influence of the climate of ogranization and the organization's performance on the effectiveness of deconcentration fund management of government affairs in Riau Province. The method of this research is quantitative method with total population of 53 people. Data collection was done by direct research, interview and questionnaire. Then tested the validity and reliability, classical assumption test of data and multiple regression analysis using SPSS 16. The results showed that climate organization and organizational performance influence simultaneously on the effectiveness of deconcentration fund management government affairs with a contribution of 71.6%. While the rest of 28.4% influenced by other factors not examined in this study.

Performance of Integrated Licensing Services. The study aims to find out how the performance of integrated licensing services in Pelalawan Kabupten as well as to know what constraints faced. Methods in this study using qualitative, ie data obtained in the form of interviews and questionnaires processed through qualitative data analysis. In general, this study can be concluded that the Analysis of Service Performance in Integrated Licensing Service Office and Capital Investment of Pelalawan District The success of permit service at Pelalawan District's Integrated Licensing Service and Licensing Service (BPMP2T) has been "good enough" either because it has reached the medium level.
