Abstract

Pekanbaru is one city in Indonesia that have evolved so rapidly, especially in the economic field.Developments led the city witnessed a social change and urban development that is high enough. The impactof social changes that took place between the other is the high level of poverty. To overcome the problem ofpoverty is one of them with the development of social entrepreneurship is developing social entrepreneurs byway of changing behavior and understanding or awareness of those around him. Where has the transformativepower of social entrepreneurs with new ideas to exploit and create opportunities in the face of big problems,who was tireless vision to successfully deploy an idea he had. This study aims to determine and analyze thepicture of the factors that affect the application of social entrepreneurship in empowering the poor throughprograms UEK - SP in the city of Pekanbaru.

Abstract

Development of Villages Active Standby is an advanced program and the acceleration of the development of alert village which began in 2006. And the development of Villages Active Standby implemented through community empowerment, which seeks to facilitate the learning process of rural communities and villages in solving health problems. The main objective of the implementation of this program is the establishment of rural communities and urban neighborhoods caring, responsive, and able to recognize, prevent and address the health problems faced independently, so the degree of health improved. The theory used in this research is the theory of Policy Implementation by Riant Nugroho (2003: 158), which explains the meaning of the implementation of the policy in principle is a way for a policy can achieve its objectives. And to implement public policy, then there are two options available measures, which directly implemented in the form of programs or through policy formulation derivatives or derivatives of such public policy. And also use the Theory of Van Meter Van Horn in Winarno (2014: 158-174), which describes factors that affect to assess the implementation of a policy can be measured or assessed on six indicators, namely the presence of basic measures and goals policy, policy resources, communication between the organization and implementation activities, the characteristics of the implementing agencies, economic conditions, social and political tendency implementers (implementors).Based on research conducted by the researchers, it can be concluded Active Standby Program Implementation Village in Desa Karya Tani District of Kempas not run as expected, and has not reached the output end or purpose of these programs. It can be seen from the indicators that researchers use in assessing or measuring the implementation of this program, not entirely as it should be. It can be seen from the liveliness of village forums are still only run two times a year, a cadre of empowerment that is not yet fully understand the duties and responsibilities, the ease of access to services is affected by midwives who do not apply the village, UKBM that have not been fully implemented, the financial support is not maximized from the village authorities and the private sector, there are still 25-30% of rural communities are less understood and less concerned with the program, the village level regulations have not been fully implemented and not specifically explain the content of the regulation, and also coaching PHBs are not maximized.Keywords: Implementation, Program, Active Alert Village.

Abstract

Jalan HR. Subrantas is one of main streets in Pekanbaru that connects Riau Province, West Sumatera Province, and North Sumatera Province. The existence of this street is important for visitors to know more about icons in Pekanbaru, especially Islamic State University Sulthan Syarif Qosim, University of Riau, Tampan Nuthouse, Panam’s Awal Bross Hospital, etc. Consequently, this street has to confer impression of control and ecofriendly in order to make every single visitors who come to Pekanbaru get good experience. However, the condition of this street is unlikely what it is expected. There are some street vandours (Pedagang Kaki Lima) on the side of the street. It implies that the regulation of Pekanbaru City is not yetproperlyfollowed. Hence, the researcher is interested in doing a reseach about how the street vandours should be controlled on Jalan HR. Subrantas, Pekanbaru City.The concept that is used in this research is implementation that is told by Van Metter and Van Horn. According to them, there are a few factors that affects the policy to be followed properly, such as: standard and policy’s targets, resources, the communication between organization and implementator agency, the condition of sosial economy politics, and implementor’s disposisions. The objectives of this research is to analyze the cause of street vandours operate in the side of the street, and the way to implement regional policy (Perda) No. 5 year 2002 effectively. The method that was used in this reseach is descriptive method. The data collection technique is interviewing, observation, and documentation with purposive sampling method as the information and the data analysis with triangular technique.The result of this research shows that the control of street vandours at Jalan HR. Subrantas is not yet done maximally because of the restrictiveness of human resources and facilities and infrastructures. The reason why the street vandours in Jalan HR. Subrantas do not want to move to other location that is prepared by governmentis that the location is unlike what they expected.Keywords: Street vandours, Implementation, Jalan HR. Subrantas

Abstract

Programs grand strategy is the development of four regional programs, one of which is a regional development program for the District of transit and petropolitan Saber and baseboards. Of the set target program's grand strategy has a span of five years, ie between years 2010-1015 but is expected this program will not selsesai up in any given year can be said that this program is still in the preparation stage is the preparation of the planning and preparation of the complete document infrastructure facilities to support the realization of Saber and Uptown District of the City of Transit and Petropolitan. In theory model of implementation by Van Meter and Van Horn there are six variables into factors that affect the implementation, namely: basic measures and policy objectives, policy resources, communication between the organization and activities of the implementing body characteristics implementers, economic conditions, social and political as well as the tendency executor. The method used in this study is a qualitative research technique is purposive sampling conducted on key informants and analyzed using the data tringulasi. In this study, the informant is the Head of programming and monitoring of the Regional Development Planning Agency Bengkalis, Secretary of the Department of Public Works Bengkalis, Secretary of the Department of City Planning, Spatial and Settlements Bengkalis, Secretary and Secretary of the District Head Saber Edge sub-district. Based on research conducted by perpedoman on the concept of the Grand Strategy Implementation Programme Preparation Saber and Uptown District of the City of Transit and Petropolitan. Until now entering the final period of predetermined targets, the preparation of the program is assessed not maximized and only reached the stage of preparation of the documents alone while planning for infrastructure facilities and infrastructure that supports only up to the workmanship roundabout when seen today has not shown progress significant making preparations other facilities not yet done. Abstract

This study was motivated by the phenomenon that the publishing service of Trading BusinessLicense (SIUP) is not maximized. Proved by the license issuance is not completed on time.Though ownership License is required to be owned businesses to a business carried on havinga strong legal basis in accordance with the provisions of the Indonesian state in order for theeffort that has been initiated can be maintained in existence and continuance arecharacterized by the presence of the tangible elements of the legality of the ownership of thebusiness license. Then the lack of the number of employees in the management of licenseissuance also resulted in a lack of quality of service of the employees in this license issuance.The formulation of the problem is How employee performance in service of publishing TradingBusiness License (SIUP) in the Integrated Service Agency and Investment of Pekanbaru City?And what factors could obstruct employee performance in service publishing Trading BusinessLicense (SIUP) in the Integrated Service Agency and Investment of Pekanbaru City?. This studyaims to investigate the performance of employees in a publishing service of Trading BusinessLicense (SIUP) and to determine the factors that obstruct employee performance in servicepublishing Trading Business License (SIUP). The benefits of this research is to develop andapply the theory of public policy obtained by the author during the lectures and during theconduct of the study as well as an input for the Integrated Service Agency and Investment ofPekanbaru City and as reference material for other researchers to discuss the same issue.This study used a qualitative approach and type of research is descriptive. Abstract

Analysis Of Community Satisfaction Index In Receipt Of Administrative Services At The District Tampan Office Pekanbaru. This study aims to determine how the Community Satisfaction Index in receipt of services and what are the factors that influence people's satisfaction Tampan District Office in the city of Pekanbaru. The method used in this study is a quantitative and qualitative research method. Researchers using accidental sampling technique (by chance) To meet the accuracy of indexing, set at a minimum of 150 respondents was selected out of a population of service recipients. Data collection was conducted by means of questionnaires, interviews, and observations. In this study indicators of community satisfaction refers to the Decree of the Minister of State for Administrative Reform Number : Kep/25/M.PAN/2/2004 on Guidelines for Preparation General Public Satisfaction Index Services Unit Government Agencies, and the factors that influence people's satisfaction of the writer grab theory of management service by Ratminto. The results showed that the Customer Satisfaction Index in receipt of services in the city of Pekanbaru categorized District Office has been good with the value 77.6 (Good). While the factors that affect people's satisfaction at Tampan Head Office is the organization's culture, systems services, human resources and service users.Key words: Public service, quality of service, community satisfaction

Abstract

Implementation of the strategy of land and building tax collection Rural and Urban Areas according to Regulation No. 14 of 2013 is a policy that aims to pursue and manage potential sector and Building Tax Rural and Urban in the region Payakumbuh. The phenomenon that occurs is that people are not informed about changes in the system for collection of the United Nations after the P2 is managed by the local government and the amount of the taxpayer who does not pay taxes in accordance with the specified time.The concept of the theories used by researchers is the theory Salusu strategy by explaining that the strategy is an art of using the skills and resources of an organization that is used to reach the final destination. The method used in the study includes observations and interviews on the implementing legislation and the owners of land and buildings / Taxpayers as well as documentation and literature study related to the research objectives.The results of the analysis that the implementation of the strategy of land and building tax collection Rural and Urban in Payakumbuh not been implemented because of the persistence of the determination of the structure and size of the tax rate, the procedure of voting and polling area, inspection and administrative sanctions that are not yet optimal. Abstract

An imbalance position of consumers and businesses both in terms of economic and technical, so need to be bridged through a variety of efforts, including through consumer protection movement. Createda variety of institutional and legal devices and other effortsaimedat making consumer consumes the goods/services they want in a safe and protected, One Consumer Dispute Settlement Board (BPSK) Pekanbaru City. Consumer Dispute Settlement Board of Pekanbaru the independent agency, created by –Undang Law No. 8 of 1999 on Consumer Protection, RI Presidential Decree No.23 of 2006, and KEPMEN of Industry and Trade Decree No.350/MPP/Kep/12/2001. But the Consumer Dispute Settlement Board Pekanbaru Cityis not maximized their duties. It isevident from the many people who do not know where the Agency hasestablished 6 years ago.Yet the number of tasks completed because of blocked funds operational problems, unstable management practices, as well as the lack of attention to Human Resources who runs the Consumer Dispute Settlement Body of Pekanbaru. The problem in this study is how the effectiveness of the Consumer Dispute Settlement Board (BPSK) Pekanbaru City and the factors that affect the effectiveness of the Consumer Dispute Settlement Board (BPSK) the Pekanbaru City. The purpose of this study was to determine the condition of the effectiveness of the Consumer Dispute Settlement Board (BPSK) Pekanbaru City and to determine the factors that affect the effectiveness of the Consumer Dispute Settlement Board (BPSK) Pekanbaru City.The concept ofthe theoryisthat researchers use effectiveness,organizational and institutional development. This study uses qualitative research methods to study descriptive data. In collecting the data, the researcher used interview, observation and documentation. By using key informantsas a sourceof information.The results of this study indicate that the effectiveness of the Agency for Consumer Disputes ettlement has not been effective Pekanbaru City, seen from the stage of effectiveness are not met, in which only the input stage and the absence of immediate results (outputs). Abstract

The purpose of this research is to know how the satisfaction of employee’s work in Sri Indrayani and how to improve the satisfaction of employee’s work in Sri Indrayani Hotel.This research is used descriptive quantitative methods. There were 30 sample all employee. The data collection techniques in this research used observation, interview, and quesionnaires. The likert scale was used to measure the intervals in quantitative data.This research theory used Harold E. Burt in the book of Pandji Anoraga (2005:82) theory. This theory divides job satisfaction into 3 categories: factor relationship between employees, individual factors, external factors.The analysis result of the employee’s work satisfaction is quite good in Sri Indrayani Hotel Pekanbaru. It is proved that the managemen of Sri Indrayani Hotel Pekanbaru have improved their employee’s work satisfaction maximally. As know in improving the employee’s work of satisfaction in Sri Indrayani Hotel Pekanbaru with challenged work mentally, good appreciation, good condition of work and supportive relationship.Keywords: promotion and promotion mix.

Abstract

Advertisement tax is a big contributor to revenue . Advertisement tax revenue Pekanbaru often there is a discrepancy between the initial target with the realization . Realization is always lower than the initial target . This can be due to several things . Several related agencies responsible for this as the Regional Revenue Office Pekanbaru and Department of Spatial Planning and Building Pekanbaru. Regional Revenue Office Pekanbaru City billboard contribute to income funds , while the Department of Spatial Planning and Building Pekanbaru City is responsible for the licensing and operation of buildings billboards have building permit . The purpose of this study was to determine how the coordination between the relevant agencies in handling the advertisement tax and to determine the factors that influence the coordination between the relevant agencies . This research was conducted in the city of Pekanbaru precisely in Pekanbaru City Regional Revenue Office and the Department of Spatial Planning and Building Pekanbaru using qualitative descriptive method , with the technique of collecting data through observation and interviews . This research was conducted by using the theory according to Fayol , Koontz and O'Donnell are communication , cooperation , sharing of tasks and meetings meetings Results from this study indeed there is coordination of relevant agencies , namely the Regional Revenue Office Pekanbaru and Department of Spatial Planning and Building Pekanbaru City but has not done well . This is evidenced by their coordination after a foul on billboards building , should be coordination among related agencies can be done at this stage of the implementation and supervision of the building so that the advertisement has not been a violation of the impact on the building billboard advertising tax revenue .Key word: Coordination , advertisement tax , Licensing
