Abstract

Government civil servant discipline are the acceptance of the government civil servant to stick on the rules and avoiding the prohibition that is regulated in the laws, rules from ministry of law, and human rights. Researcher found there is lot of interesting cases that in reality there is still found employees breaking the rules like not staying at workplace at the working time, coming late, and others. That thing are really interesting to be research about. This research is purposely to know how the disciplinary of the employee at regional secretariat.This research Mahmudi (2005:92) theory effectiveness related with the relationship between the expected result with the actual results achieved. Effetiveness is the outcome versus output.The result show that there are factors that affect disciplinary effectivity of the employee at the regional secretariat are the value of compensation given, the leadership of the company leader and are there any real rules that can be used as a guide by the employee.Keywords: effectiveness, working discipline, employee performance

Abstract

Mangroves in Kabupaten Kepulauan Meranti have important functions as a buffer of the island from Malacca Strait waves that threatens the existence of the land coast in this regency. Therefore, the environmental sustainability must be controlled so Meranti’s land can be saved in the future. But in the fact, control of mangroves destruction has not done well. No implementation of prevention, treatment and recovery based on the contents of Regional Regulation Number 11 of 2012 . Theoretical concept used is the effectiveness by Mahmudi, who said the effectiveness have interrelationship between the output and the aim. The effectiveness focuses on outcome (result), program, or activity that are considered effective if the resulting output can meet the expected goals. The purpose of this research is to analyze the causes of non-optimal implementation of control mangroves destruction, and what can be done for implementation of Regional Regulation Number 11 of 2012 effectively. This research uses qualitative methods with descriptive data. For collecting data, researcher used interview, observation and documentation by using snowball method as the source of information data analysis trianggulasi techniques. Result of the research show that the implementation of regional regulation about control mangroves destruction had not been effective. This is caused by limited human resources, facilities and infrastructure, coordination, limited funds, and habit of society in encroachment of mangrove woods in Kabupaten Kepulauan Meranti.Keyword : Mangrove Forest, Effectiveness, Kabupaten Kepulauan Meranti

Abstract

Counting down payment fee in the registration of civil cases takes longer and convoluted makes Class IA Pekanbaru District Court innovate public service program which is called Elektronik Surat Kuasa Umum untuk Membayar (E-SKUM). The purpose of this program is to make it easier for people who is seeking justice in a civil case registration.This research aims to determine the socialization program Elektronik Surat Kuasa Umum untuk Membayar (E-SKUM) for the registration of civil lawsuits in the District Court of Class IA Pekanbaru and knowing which factors will affect the socialization program Elektronik Surat Kuasa Umum untuk Membayar (E-SKUM) for the registration of civil lawsuits in the District Court of Class IA Pekanbaru. This research uses the concept of socialization theory presented by Laswell. This research uses a qualitative approach with observational data collection techniques, interviews and documentation.Based on the research results through observation and interview, it can be known that the implementation of the socialization program Elektronik Surat Kuasa Umum untuk Membayar (E-SKUM) for the registration of civil lawsuits conducted by the district court of Class IA Pekanbaru has been effective. It is assessed by the achievement of the objectives of the sosialization program E-SKUM. Abstract

Subdistrict government is a set of working unit bellow regency government that leaded by a subdistrict head as coordinator of common government activities implementation and to do authority that gived to subdistrict and other orders. Subdistrict activities must always monitored by regency government. Pekanbaru government does subdistrict performance evaluation that the result is fungtioned to recommendation the decision making in reparation services and development of subdistrict for success of developing program of Pekanbaru City. Some contents that evaluate in subdistrict performance evaluation program, but generally Subdistrict of Bukitraya gets first rank subdistrict performance evaluation in 2014. This research is intended to understand how Subdistrict of Bukitraya as the best Subdistrict in Pekanbaru City, indirectly knowing factors that influence activity of Bukitraya Subdistrict that focused on carry out service to public. Concept of theory that researcher uses is performance and services. This research is using qualitative research method and evaluating data with descriptive method. Collectiong data with interview technique, observation, documentation and library research. The Result of this research showing that Subdistrict of Bukitraya performance in carry out service to public has done well enough, because of services quality, productivity, responsivity, responsibility and accountability of service activity in Subdistrict of Bukitraya has contributed to public of Bukitraya. Factors that influence Pekanbaru City, Subdistrict of Bukitraya performance in doing services to public influenced by work motivation of officer, human resource, and also infrastructure. Indragiri Hulu Regent Regulation No. 74 in 2011 About the breeding Permit the bird nestSwiftlet is one of the policies made by the Government of Indragiri Hulu Regency to govern andregulate the swiftlet bird nest penangkar's relic in Indragiri Hulu Regency. This rule was madeto follow where this regulation aims to Swiftlet breeding entrepreneurs doing business inaccordance with the provisions and rules that have been created, and by the presence of thepenangkar of these regulations are required to have permission of the swiftlet breeding ventureowned.This research aims to analyze and evaluate the Indragiri Hulu Regent Regulation No. 74in 2011 About bird's nest Swiftlet Breeding Permissions and knowing the impact that any ofthese regulations. This research was conducted in Indragiri Hulu Regency, using qualitative,descriptive methods with techniques of collecting data through observation and interviews withparties – parties involved in Regulation of Indragiri Hulu Regent No. 74 in 2011 About thebreeding Permit this Swiftlet bird nest. This research was conducted by using the theory ofPolicy Evaluation according to William N. Dunn.The results of this research show that has not yet been effectively demonstrated by thisregulation has not been accomplished the purpose of these regulations such as creating publicorder of society and an increase in Income to the Original Area. This policy has been in force forthree years but has yet to get the desired results. No successful regulation to achieve the goaldue to the effectiveness of regulation which has not been able to achieve the expected goal, lesseficient this rule that is caused due to the lack of coordination between the technical teamImplementing the policy, specifically due to lack of Government Regulation, as well as inrunning the responsiveness of policy objectives targets very low or do not care about the rulesapply.Keywords: Public Policy, Policy Formulation, and Evaluatio

Abstract

Hospital is a regional government agency that provides public health services in each of their respective regions. One type of medical service given field in Natuna to public hospitals district is Outpatient Services which is one form of medical care that is simply the medical services provided to patients not in the form of hospitalization. The importance of quality of service sector in government and private agencies are lots impact good service to promote such an agency. The principal tasks Natuna District Hospital is carrying out measures to health by emphasizing healing, restoration carried out in harmony and integrated, with improved prevention and carrying out the references and experience high quality, affordable and appropriate professional standard hospital services. This study analyzed the quality of outpatient services in hospitals Natuna. Tjiptono theoretical concept in Hardiyansyah (2011: 40) There are six indicators to determine the quality of public services, namely: 1. Decision time service 2. Accuracy 3. Courtesy and hospitality services 4. Ease of getting care 5. Convenience in obtaining support services 6. Attribute servicing , This research is descriptive qualitative methods make use of more appropriate to examine the issues that require in-depth study. The purpose of this study is to identify and analyze the quality of outpatient services and to identify and analyze the factors that affect the quality of outpatient services in hospitals district Natuna. From the results of research and discussion is done about the quality of outpatient services in hospitals Natuna, it can be concluded outpatient services has set the standard operating procedures (SOP) of the hospital in Natuna regency, but not fully be undone optimally. It can be seen from several theories Tjiptono in Hardiyansyah (2011: 40) There are six indicators to determine the quality of service quality has not been done according to the needs of people who use services in hospitals Natuna. Quality of service is less than the maximum that could be used as a learning organization is an organization with all powers, jointly and continuously transforms itself to be able to collect, manage funds using knowledge for success in an organization. To the knowledge of those who want to learn to know the state of an organization both internally and externally to seek information through surveys and pay attention to deficiencies complained of by the community, employment is needed to create the organization's progress with the achievement of quality services.Keywords : Quality of Outpatient Services, Health Services, Hospital

Abstract

The problems of poverty are quite complex requires the intervention of all parties together and coordinated. But this tends handling during partial and not sustainable. Therefore to achieve common prosperity and reduce poverty, the central government made a policy such as poverty reduction programs. Of it that the government centered nor the region can be allocated for social assistance to people who are poor to help her life as one of the programs that can help people at least reduce the burden of life and can make people powerless so that people can live your life for the better again.Particularly in the city of Pekanbaru. in 2014 there were 324,000 inhabitants who are poor and continued to increase in 2015 to 327,000 people, out of the total population of Pekanbaru city as much as 975 304 inhabitants ie 33.5% of the total population of the city of Pekanbaru with high rate. Social Service and Funeral Pekanbaru City as the institution that emlakukan task in terms of providing food assistance to the poor in cities Pekanbaru because msih there is the phenomenon of the implementation of the provision of food assistance related to Risk Management, and therefore the author doing research Management Analysis Relief Sembako by the Department of Social Funeral Pekanbaru City in order to know and analyze the management and provision of social assistance hambatanya by the Department of social and Pekanbaru City Cemetery.further research methods used Methods used in this study is a qualitative study that depicts or describes the existing problems by providing answers to the problems dikemukan later in collecting data using interviews and observations writer as research data collection tools.After collecting the data derived from the research informants is Head of Social and Funeral Pekanbaru, Head of Social Assistance and Community that receive food assistance. Can diketahu that is actually in the implementation of the provision of basic food done by the Department of Social and Funeral Pekanbaru city has implemented management functions that are not in melanism which explain the background, but the implementation is very visible, and can be classified in kategroi pretty good. But after doing some research still looks weak management conducted by the Department of Social and funeral Pekanbaru City as data collection is not yet complete so additional planning is not maximized, the division of tasks and teams are not in accordance with the condition of the area.Keyword: management

Abstract

The purpose of this study was to determine the performance of the Department of Social and Pekanbaru City Cemetery under Development of Street Children in the city of Pekanbaru and to know what are the factors that hinder the performance of Department of Social Welfare and Development In Pekanbaru City Cemetery Street Children in the city of Pekanbaru in Pekanbaru . Theory (approach) is used as an analytical tool in this study is the theory of performance indicators efficiency , effectiveness , fairness , and responsiveness . While the methods used in this research is descriptive qualitative research that is intended to provide a systematic overview of the observed phenomena .Based on these results , Performance and Social Service Funeral Pekanbaru City , particularly the field of POM in dealing with street children is still not good . Efforts undertaken in the field of POM handle street children include coaching , mental guidance , and the provision of venture capital . However , the recruitment of street children conducted by the Department of Social Welfare and Funeral Pekanbaru City has not reached the desired target . Obstacles encountered in handling the business of street children is the attitude or mindset of street children who do not want to set a target , causing stunted POM field program . Another problem is the limited human resources in both the Department of Social and Pekanbaru City Cemetery is the source of the lack of budget funds . The process of mentoring street children street children should be done to the self . Supervision of the assistance also needs to be done. Abstract

Best Practices are defined as initiatives that have resulted in contributions prominent (outstanding contribution) in improving the quality better of life. The research objective to see the implementation of best practices program independent household of food and energy in kampar regency and to determine the factors that affect the implementation of best practices program independent household of food and energy in Kampar regency.Theoretical concept that researchers use are eko prasojo (2004:4) thereare three partnerships and sustainable impact. This research uses qualitative methods with an assessment of descriptive data. In the data collection reseachers use interviewing techniques, observation and documentation. By using purposive sampling method in which sample is designed by researchers and triangulation techniques as a source af data authenticity.The results showed that the implementers, implementation of best practices in independent households of food and energy in Kampar Regency not ranning optimally because there are still many obstacles in the implementatin, because there are many people who are not interested in implementing the program independent household of food and energy although mainstay programs Kampar Regency with the goal of three zero, zero proverty, zero unemployment and zero slum housing.Factors that hinder the implementation of best practices program independent household of food and energy in Kampar Regency (1) public’s understanding of the program (2) participation in the implementation of the program (3) the role of regent in the innovation program (4) a bureaucratic culture.Key Words : Implementasi , Best Practices, Program.

Abstract

Implementation of the Integrated Administration Service Subdistrict Administrative Services in District Siak of which has been running since launched in 2012 has been successful. It is marked by the elected of a Subdistrict of Siak as Sub district of Operator's Best PATEN Riau Province in 2012 and was also elected as the Sub district of Pilot Implementation PATEN in Riau Province in 2013. This study was conducted to determine how the implementation of PATEN in Sub district Siak and factor- factors that affect of successful implementation in the district PATEN Siak.Research conducted using qualitative method with descriptive research. This study uses the theory of dimensions of quality service by Agus Dwiyanto consisting of attitude of officers, procedures, time, facilities, and costs of service. In this research have some technique conducted by using observation, interviews and documentation with literature study by using descriptive analysis techniques.These results indicate that the implementation of the PATEN in Subdistrict Siak has qualified. It is characterized by an attitude PATEN officers who have good and friendly, service procedures are simple and clear, time services corresponding with the standards of service, facilities suffice to community and officers, and the cost of services in accordance with the information and existing standards service. In addition, the commitment of the government and good support from the community has made implementation in the Subdistrict PATEN Siak successfully.Keywords: Implementation, Service, PATEN Subdistrict of Siak
