Abstract

Ombudsman has a very important role in makingthe good public service because as a supervisory institution of public service provider which is according to Constitution Number 37 of 2008.Therefore the Ombudsman should emphasize on the effectiveness in overseeing public service provider. Included in implement the programs such as implementing socialization activity like introduction of the Ombudsman institution, investigation activities, monitoring and supervision of public service providers based on the issues of maladministration report. As this study aims to determine how the effectiveness and barriers of Riau Province Representative Ombudsman of the Indonesia Republic in supervision of public service provider.This research is a descriptive study that using qualitative approach as a tool of analysis. This research is conducted in the city of Pekanbaru with key informant interviews as an object of information that aims to achieve the goal to have the information. in this study. Data used in this study are primary data and secondary data obtained through direct observation and interviews with key informants.Riau Province Representative Ombudsman in dealing with complaints of maladministration had not been effective,especially in the prevention and settlement report, caused its there barriers such lack of human resources, the limited budget, the lack of facilities to support the performance of the Ombudsman of Riau Province Representative. This has an impact on the number of reports of unresolved by the ombudsman as well as the persistence of maladministration undertaken by public service provider in Pekanbaru so it is very detrimental to the public and sides related. Abstract

Given the tremendous amount of waste generated per day would need to be an attempt to address the problem, the Government Sijunjung District of Sijunjung make a socialization to overcome the problem, namely the Regional Regulation No. 08 of 2013 on the management of waste that aims to improve public health and environmental quality and to utilize waste as a resource. Trash that are produced by the District Sijunjung community is for household waste or household with a percentage of 77.89% of organic waste is carried out 2-4 times a day to transport it to the landfill.The purpose of this study were (a) to identify and analyze the socialization of implementation of Regional Regulation No. 08 of 2013 concerning waste management in Sijunjung, (b) to determine and describe the factors that become an obstacle to the socialization of the implementation of the Regional Regulation No. 08 of 2013 on waste management in Sijunjung. This research was conducted at the Environment Agency Sijunjung who socialize regulation No. 08 of 2013 on waste management, accordance with the object mentioned above, the necessary data technique election informants in this research is purposive sampling, while the informants in this study is as follows: Head of the Environment Agency, Section of Environment, Head of Environmental Degradation Control, Sub Division of Administration, the District Public Sijunjung Sources of data in this study are primary data and secondary data. For the technique of data collection was done by interview, observation and literature study. Methods of data analysis used in this study is a qualitative descriptive analysis.From the results of research on the area of socialization Regulations No. 8 of 2013 on Waste Management, especially in Sub Sijunjung seen from the aspect of communication, resources, attitude or disposition as well, bureaucratic structure. The obstacles encountered in the implementation of the socialization of Bylaw No. 8 of 2013 on Waste Management in Sub Sijunjung among others: (a) lack of ability and profesonalisme human resources to carry out the implementation of waste management, (b) the lack of facilities and infrastructure that support the implementation of waste management, (c ) lack of employee attitudes for interaction, communication and coordination between authorities in conducting waste management, (d) lack of coordination, performed the Environment Agency with other relevant agenciesKeywords: Socialization, Bylaw No. 8 of 2013 On Waste Management

Abstract

Pekanbaru is one of the cities that have been honored as the Child-Friendly City (CFC) given by the Ministry of Women and Child Development. Population and Civil Registration Agency is one of the agencies that took the role in socializing child-Friendly city program, in this case Population and Civil Registration Agency is responsible in fulfillment of children’s civil right. The purpose of this research is to find out how the socialization of child-friendly city program in Pekanbaru and what factors affecting that sosialization. The information about fulfillment of a child’s civil right.This research use grand theory of Harold D. Laswell (Effendy 2005:10) which is there are five indicators on it: 1.) Who (who said), 2.) Say What (what message to say), 3.) In Which Channel ( the media), 4.) The Whom ( to whom it is addressed ), 5.) With What Effect (effect/impact).The results of research in the field said socialization that Population and Civil Registration Agency did are not optimal yet because there are still many society who do not know about child-friendly city program in civil right. If the socialization optimally done optimally then it will provide a good influence to Pekanbaru society with the child-friendly city in Civil Rights.Keywords : Socialization Program, City for Children, Civil Rights of the Child

Abstract

The purpose of this study was toanalyze the implementation of the policy in order Dumai City passenger terminal. Design used inthis study is a qualitative method. This method of choice for researchers is expected to be able touncover the reality on the field and more sensitive and adaptive to the role of various factors inthe study as well as more sensitive to information that is descriptive and try to maintain theintegrity of objects studied. The results indicate the implementation of policies penelitina orderpassenger terminal in accordance with the regulations of higher, namely Law No. 22 of 2009 onRoad Traffic and Transport as well as Minister of Transportation No. 31 of 1995 on Road TransportTerminal. However, enforcement action against passenger vehicles do find problems where thestructure of UPT. Passenger Terminal is currently not in accordance with the volume of work islarge enough.

Abstract

The research was carried out in theexisting SLTPN in District Kuantan Kuantan District Singingi Downstream, where the informantresearch is the principal, teachers, parents and prominent intellectuals. Data collected by interviewand observation techniques, after the data was collected and then analyzed using qualitativedescriptive analysis. The result showed that the services the school in improving the quality ofjunior high school students in Kuantan District Downstream been running pretty well. While thefactors found to influence school services in improving the quality of students in junior subKuantan Kuantan District Downstream Singingi is empathy factor.

Abstract

Tujuan penelitian ini adalah mengetahuidan menganalisis pelaksanaan program penyaluran beras miskin (Raskin) di Kecamatan Siak KabupatenSiak. Serta mengatahui faktor-faktor keberhasilan dan kegagalan pelaksanaan program penyaluranberas miskin (Raskin) di Kecamatan Siak Kabupaten Siak. Penelitian ini menggunakan teorinya Grindleyang menjelaskan bahwa implementasi kebijakan dilihak dari isi kebijakan dan lingkungan implementasi.Penelitian ini dilaksanakan di Kecamatan Siak Kabupaten Siak. Dimana yang menjadi informan kunciyaitu Tim Koordinasi Raskin Kabupaten, Tim Koordinasi Raskin Kecamatan dan Tim KoordinasiRaskin Desa/Kelurahan. Informan pelengkap yaitu rumah tangga miskin. Dimana tehnik penentuaninforman yang digunakan adalah purposive sampling yaitu pemilihan informan berdasarkan tujuanpenelitian yang telah ditetapkan. Dalam melakukan pengumpulan data digunakan metode observasidan wawancara kepada informan penelitian. Setelah data terkumpul kemudian dianalisa denganmenggunakan analisa deskriptif kualitatif. Setelah dilakukan penelitian ditemukan bahwa pelaksanaanprogram Raskin di Kecamatan Siak Kabupaten Siak Tahun 2013 adalah cukup baik. Kemudian faktor-faktor keberhasilan dalam pelaksanaan program Raskin di Kecamatan Siak Kabupaten Siak Tahun2013 adalah jenis manfaat yang diperoleh oleh kelompok sasaran dan sumber daya yang dimiliki olehpelaksana kebijakan. Sedangkan faktor-faktor kegagalan dalam pelaksanaan program Raskin diKecamatan Siak Kabupaten Siak Tahun 2013 adalah sosialisasi peraturan perundangan kebijakan danvalidasi penerima.Kata Kunci: kebijakan, implementasi kebijakan, program raskin

Abstract

Tujuan penelitian ini adalah untuk mengetahuidan menganalisis kualitas pelayanan perizinan terpadu dan aspek-aspek yang mempengaruhinyapada Badan Penanaman Modal dan Pelayanan Perizinan Terpadu (BPMP2T) Kabupaten Siak.Penelitian ini menggunakan metode deskriptif kualitatif dimana responden penelitian diambil darimasyarakat yang telah pernah dan sedang mengurus perizinan sebanyak 100 orang diambil secaraaccidental sampling dan pengumpulan data menggunakan angket. Hasil penelitian menunjukkankualitas pelayanan pada BPMP2T Kabupaten Siak sudah terselenggara dengan baik dan aspekakseptabilitas, aspek kontinuitas, aspek akuntabilitas, aspek teknikalitas dan aspek profitabilitas,merupakan aspek yang mempengaruhi kualitas pelayanan.Kata Kunci: kualitas pelayanan, prinsip pelayanan, aspek pelayanan

Abstract

This study aims to determinethe factors that affect the implementation of the Clean Water Program in the Dumai City. This studyused a qualitative descriptive approach where research procedures generate descriptive data in theform of words written or spoken of the people or actors can be observed. The results indicate theimplementation of the Clean Water Program in Dumai City can not be done well is influenced byseveral factors, namely clarity of purpose and the level of consensus among the executive inachieving these objectives, the type of factors that stand to benefit and unlimited clients, katakteristikexecutor and social factors economic and political.

Abstract

Thepurpose of this study is to analyze and explain the mechanism of the implementation of the PNPMMandiri in Sub Base Sub Base East Kerinci Kerinci Pelalawan. The research relies on interviewswith informants between researchers deliberately researchers determine in accordance with theneeds of the required information. Later observations for viewing and analyzing events in thefield. The results indicate the implementation of poverty reduction through PNPM Mandiri in SubBase East Kerinci less successful overall. This happens because of a lack of capability in managingand implementing activities posted coached the poor through its resources.

Abstract

This study aims to analyze the effect of job performance, dysfunctional behavior, organizationalconditions and the desire to demotion Civil Servants (PNS) in the city of Pekanbaru. Surveymethod used in this study, as the data source is a civil servant who didemosikan is numbered 59people and set the entire population were sampled using the census. Data collection techniquesusing research questionnaires and data were analyzed using quantitative techniques. Based onthe survey results revealed that the performance of the variable does not have a significantinfluence on the implementation of the demotion (Sig. 0.425), then the employee dysfunctionalbehavioral variables have a significant influence on the implementation of the demotion (sign.0.033); Variable membeirikan organizational conditions are not a significant influence on theimplementation of demotion (sign. 0.424) and desire itself is very influential variable on theimplementation of demotion (sign 0.000), and proved that together work performance, dysfunctionalbehaviors, conditions and desires of their own organizations have a significant influence on PNSdemotion in the city of Pekanbaru (sig . 0.000)
