Abstract

This study examines the role of village head leadership in the delivery of public services in villages within the Siwalungun Regency, North Sumatra. Utilizing a qualitative approach and a case study design, the research explores the dynamic and multifaceted responsibilities of village heads, including their influence on public administration, healthcare, education, and infrastructure development. The findings reveal that effective leadership by village heads significantly enhances the quality of public services and increases community satisfaction. Village heads who demonstrate proactive and responsive leadership, act as facilitators and mediators, and initiate programs such as “Healthy Village” can address public needs efficiently. However, village heads face numerous challenges, including limited resources, both in terms of budget and human resources, as well as inadequate infrastructure. Social and political dynamics further complicate their leadership roles, often requiring them to mediate conflicting interests and navigate political pressures. Despite these challenges, village heads who adopt adaptive and innovative strategies, and collaborate effectively with various stakeholders, are more successful in overcoming these obstacles. This study underscores the crucial role of village head leadership in improving public service delivery and fostering community development. The study recommends capacity-building initiatives for village heads through training and mentoring, and the formulation of policies that support their leadership in enhancing public services and community welfare. The insights gained from this study contribute to better governance at the village level and highlight the importance of strong leadership for sustainable and equitable development.

Abstract

This study aims to see the influence of Leadership Style and Job Stress on Employee Performance both partially and simultaneously at the Huta Bayu Raja District Office. The type of research used is quantitative. The population in this study were employees of the Huta Bayu Raja sub-district office, totaling 31 people and determining the number of samples in this study by making the population a sample, but not including the head of the sub-district, because the subject of influence in this study was the head of the sub-district. So that the sample of this study amounted to 30 respondents. The data source for this research is primary data using a research instrument in the form of a questionnaire. The data collection method used is survey research. This study uses multiple linear regression analysis for statistical analysis and the regression model has been tested first in the classical assumption test. The results of the study stated that the partial test showed that Leadership Style had a significant positive effect on Employee Performance in the Huta Bayu Raja District Office, and the partial test showed that Job Stress had a significant negative effect on Employee Performance in the Huta Bayu Raja District Office. Taken together, Leadership Style and Work Stress have a significant effect on Employee Performance at the Huta Bayu Raja District Office. In the tcount test 2.923 > 1.703 ttable, with a significant value of 0.007 <0.05 it was stated that there was a significant influence between leadership style on employee performance at the Huta Bayu Raja District Office. In the tcount test -0.773 <1.703 ttable, with a significant value of 0.446 > 0.05, it was stated that there was no effect of work stress on employee performance at the Huta Bayu Raja District Office. In the fcount test 4.461 > 3.32ftable, with a significant value of 0.021 <0.05 it was stated that simultaneously there was a significant influence between leadership style and work stress on employee performance in the Huta Bayu Raja District Office. The leadership style used in this study is a democratic leadership style, where the sub-district leader always involves employees in every decision-making deliberation as well as an unselfish and exemplary leader. 05 stated that jointly there is a significant influence between leadership style and work stress on employee performance in the Huta Bayu Raja District Office. Abstract

This study examines the influence of local government capital expenditures, internal supervision, and wealth on human development in Indonesian local governments. Using secondary data from the authorized government institutions from 2017 to 2019, a set of unbalanced panel data with total 1,437 observations was generated. Using panel data regression analysis, this study discovers that local governments in Java, Bali and Sumatra have a better human development achievement, followed by Kalimantan, Sulawesi, and Eastern Indonesia. City local governments also have a higher average of human development index achievement than regency local governments. Further, we find that local government capital expenditures and internal supervision positively affect human development, while local government wealth has insignificant effect on human development. Our findings imply that local governments are suggested to increase the amount of capital expenditures for infrastructure development, especially for local governments that are relatively underdeveloped in Indonesia.

Abstract

Communities in coastal and marine areas generally depend on fishing, especially capture fisheries (fishermen). The potential for fishery resources in coastal areas is quite large, but some people in these areas are still below the poverty line.With the difficulty in getting capital from the cooperative, SME entrepreneurs are looking for other alternatives by borrowing money from relatives and or middlemen. However, middlemen in most cases actually ensnare SME entrepreneurs, namely in the form of providing loans at high interest rates (18 – 30% per year). Thus, the objective of developing capital associated with business development cannot be achieved. Achievement of the target of mastering the material, all participants can follow the entire training process from start to finish, and the activities designed are 100% implemented. The target for delivering training material was also achieved because the material could be delivered as a whole. Thus, the objectives of technical guidance activities can be fulfilled.

Abstract

Leadership plays a crucial role in determining the effectiveness of organizations, including government institutions. State Civil Servants (ASN) within the government are pivotal in administering governmental affairs and delivering public services to citizens. Hence, it is imperative to address the performance of ASN in City Government. This study aims to examine the influence of transformational leadership styles on the performance of state civil servants in City Government X. Employing quantitative research methods, data were collected through surveys utilizing questionnaires and literature reviews. Subsequently, the gathered data underwent analysis via regression tests conducted using the SPSS software. The findings of the research indicate a significant impact of transformational leadership patterns on the performance of ASN. Therefore, leaders within City Government X should adopt dimensions such as ideal influence, intellectual stimulation, individual consideration, and inspirational motivation to enhance the performance of ASN.

Abstract

This Community Service (PkM) program aims to improve the operational efficiency of schools and training institutions through the implementation of Lean Management to reduce waste, speed up services, and standardize processes. Common issues faced by partner institutions include long administrative service lines, duplicate data entry, lengthy document approval wait times, slow procurement and infrastructure processes, and procedural variations across units. The program is implemented through process mapping (Value Stream Mapping), identification of the 8 types of lean waste, root cause analysis, design of the future state process, development of SOPs and visual management, implementation of 5S, and piloting of quick improvements (Kaizen) on priority processes. Outputs include before-and-after process maps, standardized SOPs, performance indicators (lead time, cycle time, first-time-right), and a plan for continuous improvement.

Abstract

This Community Service (PkM) activity focuses on mapping and improving village financial management through accountability and transparency initiatives. Common issues include inconsistencies in planning, implementation, and administrative documents; delayed reporting; incomplete transaction records; unclear role definitions; and limited publication of information regarding the Village Budget (APBDes) and its implementation. The program is implemented through document compliance assessments, mapping of current processes, identification of risk gaps, development of improvement plans (SOPs, checklists, role matrices), strengthening of public transparency mechanisms (village information media, APBDes summary formats), and implementation support. Outputs include a village financial management process map, a package of SOPs and document checklists, a summary report template for the public, and an accountability indicator dashboard.

Abstract

This Community Engagement (PkM) activity aims to design and implement a practical and replicable community event management model, covering the planning, execution, evaluation, and sustainability phases. Common challenges faced by partners include unclear role assignments, schedules that frequently change without proper oversight, poorly documented budget and vendor management, and non-standardized activity reporting. Interventions are carried out through community needs mapping, the development of SOPs and working documents (TOR, WBS, timeline, RACI, budget, risk management, communication plan), committee training, implementation support for pilot events, as well as indicator-based (KPI) evaluation and participant feedback. Outputs include a pocket guide on event management models, standard document templates, event evaluation reports, and plans for program sustainability and community agendas.

Abstract

This study examines the effect of User-Generated Content (UGC) on brand trust and purchase intention for local fashion products in Indonesia. The research is motivated by the rapid growth of the local fashion industry alongside the challenge faced by local brands in building trust when competing with internationally resourced brands. Widely shared UGC on platforms such as Instagram and TikTok is expected to enhance engagement and drive purchase intention through mechanisms including social proof, source credibility, and cognitive/affective value processing. Using a mixed-methods design with a sequential explanatory approach, the study combines a quantitative survey phase with a qualitative phase involving netnography and interviews. The findings indicate that UGC significantly influences both brand trust and purchase intention. Specifically, UGC authenticity increases perceived credibility, which in turn strengthens brand trust; visual quality shapes aesthetic appeal and subsequently affects purchase intention; and social proof impacts purchase intention through normative influence. The effectiveness of UGC is also moderated by product involvement, platform type, and cultural relevance. The study further develops the Fashion Local UGC Impact Model (FLUIM), integrating UGC characteristics, creator attributes, platform dynamics, processing mechanisms, and outcomes in the form of trust and purchase intention. Practical implications are provided to help local fashion brands leverage UGC strategies that balance authenticity and quality, strengthen cultural relevance, and build engaged communities.

Abstract

This study aims to analyze the effect of influencer marketing on Generation Z purchase decisions on TikTok and to develop an explanatory understanding of the underlying influence mechanisms. The research is motivated by the changing marketing landscape driven by digital technology and the growing role of social media in consumer behavior. TikTok is strategically important due to its algorithmic distribution that amplifies content reach, while Generation Z’s characteristics—digital-native, visual-oriented, and short attention span—make them a distinctive target audience. The research employs a mixed-methods sequential explanatory design, consisting of a quantitative phase using an online survey of 400 Gen Z respondents in Indonesia, followed by a qualitative phase involving in-depth interviews and netnography (30 informants and 50 TikTok accounts). The findings indicate that influencer marketing significantly affects Gen Z purchase decisions on TikTok. Influencer credibility is a critical factor influencing attitudes toward the product (β = 0.42, p < 0.001), while authenticity in content plays a stronger role in building trust in the influencer (β = 0.38, p < 0.001). Additionally, entertainment value increases engagement (β = 0.45, p < 0.001), and social proof enhances purchase intention (β = 0.32, p < 0.001). The influence operates through cognitive, affective, and social processes, further strengthened by TikTok’s algorithm that supports virality and accelerates social proof formation. The study concludes that Gen Z purchase decision-making is non-linear and multi-platform. It also proposes the TikTok Influencer Impact Model (TIIM) as an integrative framework linking input factors, processing mechanisms, and outcome stages. The results offer practical implications for brands, influencers, and TikTok in designing ethical and Gen Z-relevant marketing strategies.
