Abstract

Penelitian ini menganalisis implementasi kebijakan izin usaha ketenagalistrikan di Dinas ESDMD Provinsi Sulawesi Utara dengan fokus pada struktur organisasi, koordinasi antar lembaga, penerapan SOP, serta sikap dan komitmen pemangku kepentingan. Hasil penelitian menunjukkan bahwa meskipun struktur organisasi dan SOP sudah ada, terdapat kendala dalam koordinasi dengan Dinas PMPTSPD dan inkonsistensi penerapan SOP. Penerima izin kesulitan memahami proses perizinan, dan masyarakat merasa kurang sosialisasi. Sikap pemangku kepentingan menunjukkan komitmen, tetapi terbatasnya sumber daya menghambat efektivitas. Rekomendasi penelitian ini mencakup peningkatan koordinasi antar lembaga, optimalisasi SOP, dan sosialisasi kepada masyarakat untuk meningkatkan efektivitas implementasi kebijakan.

Abstract

This research aims to analyze career development among police officers in improving performance quality at the Criminal Investigation Unit (Satreskrim) of the Tomohon Police Department. The study used a qualitative descriptive method with data collected through interviews, observations, and documentation. The results show that career development efforts remain suboptimal due to limited training quotas, lack of developmental education, and ineffective promotion processes. It is recommended that training programs be made more relevant and competency-based promotion systems be improved to support optimal performance.

Abstract

This study aims to analyze the implementation of tourism development policies in North Minahasa Regency, focusing on the Tunan Waterfall tourist site. The research is motivated by the suboptimal management of the region's natural tourism potential, particularly at Tunan Waterfall, despite the issuance of Regional Regulation No. 4 of 2023 concerning the Master Plan for Tourism Development (RIPPARKAB) for 2023–2025. This study employs a qualitative approach with a descriptive method, using observation, interviews, and documentation as data collection techniques. The findings indicate that the implementation of tourism development policies still faces various challenges in terms of safety, comfort, attractiveness, accessibility, environmental sustainability, and contribution to local revenue (PAD). Determinant factors influencing implementation include policy communication, resource availability, implementers' disposition, and bureaucratic structure (Edward III), as well as policy objectives, implementing agency characteristics, and socio-political conditions (Van Meter & Van Horn). Furthermore, a gap is identified between policy content and implementation context, as analysed using Grindle’s theory. The study recommends cross-sector synergy, institutional capacity building, and community participation to develop tourist destinations that are safe, comfortable, attractive, accessible, and sustainable.

Abstract

This study evaluates the implementation of the Funeral Assistance Social Aid policy enacted the regional government has an imperative to provide social protection for underprivileged communities experiencing the bereavement of a family member. Through North Minahasa Regent Regulation No. 27 of 2021, the North Minahasa Regency Government established a funeral assistance grant of IDR 3,000,000 to alleviate the financial burden on surviving family members. However, in its implementation, this policy has encountered several administrative, technical, and geographical challenges that affect the effectiveness of benefit distribution. The purpose of this study is to evaluate the implementation of the Funeral Assistance Social Aid policy and to identify the obstacles arising during its delivery, as well as to offer policy recommendations for improving the efficiency and effectiveness of aid distribution. This research employs a qualitative approach, collecting data through in-depth interviews, observation, and document review. Informants include officials from the Social Service Office, village administrators, community leaders, and aid recipients. Data analysis follows the Miles and Huberman model, encompassing data reduction, data display, and conclusion drawing. Findings indicate that the funeral assistance program is considered quite effective by the community in easing the economic burden during mourning. Distribution processes are relatively swift (3–7 working days) when documentation is complete, and recipients report substantial benefit from the aid. Nevertheless, challenges persist, including incomplete documentation, limited internet connectivity in remote areas, inter-agency coordination delays, and insufficient public outreach. Despite these constraints, the Social Service Office has introduced innovations such as training for village officers and using the OSS-Duka system to expedite data verification. Based on these findings, it can be concluded that the Funeral Assistance Social Aid policy has positively impacted recipients. However, its effectiveness can be further enhanced through simplification of procedures, capacity building at the village level, and improvements to the digital service system. The recommendations arising from this study are expected to strengthen a more responsive and equitable social protection framework in North Minahasa Regency.

Abstract

Efficient administration of Regional Government Assets (RGA) underpins transparent, accountable, and effective local governance. This study examines the implementation of asset administration—specifically bookkeeping, inventory, and reporting—at the Regional Finance and Asset Agency (BKAD) of North Minahasa Regency. Employing a descriptive qualitative approach, data were collected through in-depth interviews with key informants (asset managers, heads of asset divisions), supporting officers, direct observation of work processes, and document analysis (e.g., inventory lists, financial reports, legal regulations). Findings reveal that while BKAD has largely adhered to Minister of Home Affairs Regulation No. 19/2016 on RGA administration, practical challenges persist: delays in data submission by subordinate units, inadequate asset labeling, and reconciliation discrepancies between OPD (Organizational Units) records and BKAD’s central database. The inventory process, conducted annually for high‐value items and quinquennially for other assets, functions satisfactorily but demands enhanced data accuracy and broader utilization of the E-BMD electronic system. To bolster RGA administration, the study recommends strengthening human resource capacity through targeted training, optimizing inter-unit coordination mechanisms, and advancing an integrated asset information system for real-time data capture and validation.

Abstract

Penelitian ini bertujuan untuk mengkaji secara mendalam pelaksanaan tugas dan fungsi protokoler pada Bagian Protokol dan Komunikasi Pimpinan Sekretariat Daerah Kabupaten Minahasa. Menggunakan pendekatan kualitatif fenomenologis, data diperoleh melalui wawancara mendalam, observasi partisipatif, dan analisis dokumen resmi. Hasil penelitian menunjukkan bahwa efektivitas tugas protokoler ditentukan oleh kejelasan struktur kerja, kompetensi teknis dan sosial petugas, serta koordinasi lintas unit kerja. Namun demikian, pelaksanaan di lapangan masih menghadapi kendala seperti keterbatasan personel, sarana-prasarana yang belum memadai, dan perubahan agenda mendadak. Penelitian ini merekomendasikan perlunya SOP lokal yang adaptif, pelatihan keprotokolan yang berkelanjutan, serta digitalisasi sistem koordinasi dan dokumentasi. Temuan ini menegaskan pentingnya peran strategis protokoler sebagai representasi profesionalisme dan citra institusi pemerintah daerah.

Abstract

The purpose of this research is to describe and analyze managerial competency policies in supporting ASN career development in Kotamobagu City. This is to meet the competency needs of the apparatus in order to realize local government bureaucratic reform through a competency development policy strategy at the Kotamobagu City Education and Training Staffing Agency. This research method uses qualitative data and is described descriptively in the form of written or spoken words from people and observable behavior. Data collection techniques through direct observation and interviews with research subjects. The results showed that the level of education with indicators of structural training and leadership experience is dependent (has a strong relationship). This shows that the implementation of structural training (Pim 4 to Pim 1) and leadership experience (Echelon 4 - Echelon 1) has been carried out based on the classification of educational levels at the Kotamobagu City Education and Training Personnel Agency.

Abstract

 Openness of public information has an important role as a manifestation of a democratic state which gives priority to people's sovereignty in monitoring the implementation of the duties of the state and other public bodies, as regulated in Law Number 14 of 2008. Public Information Management Officers (PPID) are responsible as officers who authorized to carry out public information provision services. The aim of this research is to assess the extent of the contribution of Information and Documentation Management Officers (PPID) in providing public information services in Minahasa Regency. The research method used in this study is a qualitative method, with data collection techniques through direct interviews with informants who are Information and Documentation Management Officers (PPID). The research results show that PPID's role in realizing public information openness in Minahasa Regency is in accordance with the provisions of Law Number 14 of 2008 and Minahasa Regent Regulation number 251 of 2015 concerning Management of Information and Documentation Services within the Minahasa Regency Government. However, there are several obstacles in implementation, both technical and non-technical. As a result of this research, it is recommended that Minahasa Regency consider adding staff or human resources in the IT sector, providing a special room for activities and data storage for Assistant PPIDs, and creating a data bank that has been validated by the relevant Regional Apparatus Organization (OPD) officials. . This is expected to increase the accessibility of public information for the community and facilitate the process of accessing information.

Abstract

This article discusses community empowerment in the food security program (a case study of farming road construction in totolan village, kakas barat sub-district, minahasa district) This research aims to describe community empowerment in the construction of farming roads. To analyze the level of empowerment in the process of planning, development, and utilization of the farm road program in Totolan Village, West Kakas District, Minahasa Regency. This type of research is descriptive qualitative. Informants are village heads, village assistants (sub-district assistants), village officials, community leaders, Village Representative Council, and people who work as farmers in Totolan village. Data were obtained through interviews, observation, and documentation. Furthermore, this research was analyzed with data validity techniques using the credibility test, transferability test, dependability test, and confirmability test. The results of this study show that community empowerment in the planning process of the farming road program in Totolan village has gone well. The decision-making process is done in a button up manner. The construction of farm roads has involved local labor and the maintenance scheme is a shared responsibility. Utilization of farm road infrastructure has been going well, this can be seen in the increased flow of transportation of agricultural products. The farm road development program has been carried out and has a positive impact on farmers and road users. Another thing that the government needs to do is to build community awareness and mentality, access to capital and institutions in improving community welfare in Totolan village

Abstract

Penelitian ini bertujuan untuk menganalisis : a) implementasi program persetujuan bangunan gedung (PBG) berbasis web dengan menggunakan aplikasi sistem informasi bangunan gedung di kota manado, b) determinan implementasi-implementasi program persetujuan bangunan gedung (pbg) berbasis web dengan menggunakan aplikasi sistem informasi bangunan gedung di kota manado. Penelitian ini menggunakan jenis penelitian kualitatif fenomenologis. Hasil penelitian menunjukkan bahwa : a) program ini belum disosialisasikan kepada sasaran program yang berada di kelurahan Batukota dan Bahu, belum tercipta komunikasi antar instansi terkait tentang tujuan dan sasaran program, belum tercipta kerjasama antara pihak-pihak yang terkait dengan struktur program, sasaran yang mengajukan permohonan sertifikasi laik fungsi tidak dikenakan biaya, sumberdaya implmenter program tersedia memadai pada setiap jam kerja, kondisi sosial masyarakat kelurahan Batukota dan Bahu sebagian besar belum siap dan mampu menginput data melalui aplikasi berbasis web-SIMBG, pemerintah kota Manado belum berkomitmen sesuai tujuan program dan dalam mengimplementasikan program; dan b) lemahnya komiten pemerintah kota Manado dalam mengimplementasikan prorgram, pemerintah kota Manado belum melakukan sosialisasi secara tatap muka dengan sasaran, pemerintah kota Manado belum secara efektif mengkomunikasikan program ke kelurahan Batukota dan Bahu, kondisi sosial masyarakat belum siap menginput data melalui aplikasi berbasis web di aplikasi SIMBG.
