Abstract

Penetapan fungsi jalan yang tepat memegang peranan penting dalam mendukung pengembangan wilayah, memperkuat konektivitas antar kawasan, serta mewujudkan sistem transportasi yang efisien dan berkelanjutan. SK Gubernur Sumatera Barat No. 620-637-2024 menetapkan beberapa ruas jalan di Kabupaten Lima Puluh Kota sebagai jalan lokal primer dan sekunder. Namun, hasil observasi dan analisis menunjukkan adanya ketidaksesuaian antara fungsi formal yang ditetapkan dengan fungsi aktual ruas jalan di lapangan. Penelitian ini bertujuan mengevaluasi kesesuaian fungsi jalan berdasarkan dokumen resmi dengan karakteristik aktualnya dalam mendukung mobilitas serta keterhubungan antar pusat kegiatan. Metode yang digunakan adalah deskriptif kuantitatif dan analisis spasial dengan dukungan perangkat lunak QGIS. Enam ruas jalan menjadi objek kajian, yaitu R208, R131, R045, R063, R034, dan R032. Hasil analisis menunjukkan bahwa R208, R131, dan R045 berperan sebagai koridor utama penghubung PLWp Payakumbuh–KP Sarilamak, sedangkan R063, R034, dan R032 berperan sebagai penghubung PLWp Payakumbuh–KP Batusangkar. Seluruh ruas lebih sesuai dikategorikan sebagai Jalan Kolektor Primer 2 (JKP 2). Temuan ini mengindikasikan perlunya peninjauan ulang terhadap klasifikasi jalan sebagaimana tercantum dalam keputusan gubernur, dengan rekomendasi dilakukannya evaluasi teknis dan pembaruan kebijakan klasifikasi jalan agar mencerminkan kondisi faktual serta mendukung pengembangan wilayah secara berkelanjutan.

Abstract

Road maintenance is important to maintain the safety and comfort of road users. Surveys are needed to determine the condition of cross-country roads. Road maintenance management along with budget costs based on the results of the correlation between the IRI method values (International Roughness Index) Software-based Roadlab Pro against the value of road surface damage by the PCI method (Pavement Condition Index) and Bina Marga can be done for the purpose of simplifying the survey process in evaluating road conditions and how to properly handle damage to the Pondok-Pulau Sangkar road section in Kerinci Regency. IRI value based on Roadlab Pro can be used to assess road conditions based on the PCI method because it has values that influence each other based on the results of correlation regression analysis with a coefficient value of 88.7%. Determination of the road maintenance budget is made based on 3 proposed scenarios which include maintenance according to needs or when damage occurs, maintenance every year, and periodic maintenance in the form of improvements in the first year, routine maintenance in the second year, and periodic maintenance from the third to the fifth year.

Abstract

Pada sebagian pelaksanaan proyek konstruksi khususnya di jalan nasional Indonesia tidak terlepas dari pembengkakan biaya (cost overrun). Kondisi ini bisa mengakibatkan keterlambatan pelaksanaan dan bahkan pemutusan kontrak kerja. Untuk itu perlu dilakukan analisis tentang faktor apa saja yang mempengaruhi pembengkakan biaya konstruksi (cost overrun), dengan tujuan akan dapat menentukan strategi pelaksanaan konstruksi yang lebih baik dan kemudahan dalam mencari solusi pemecahan permasalahan akibat pembengkakan biaya (cost overrun). Penelitian-penelitian sebelumnya telah mengidentifikasi beragam faktor sesuai dengan karakteristik jenis dan lokasi studi masing-masing. Metode Analytical Hierarchy Process (AHP) dapat membantu dalam menentukan bobot prioritas faktor-faktor yang telah ditentukan sehingga didapatkan gambaran tentang faktor yang paling mempengaruhi pembengkakan biaya (cost overrun) di jalan nasional wilayah II Provinsi Sumatera barat. Hasil pembobotan pada kriteria jika diurutkan dari pengaruh yang paling besar adalah Estimasi Biaya (21,20%), Material (19,66%), Aspek Keuangan Proyek (14,20%), Peralatan (12,63%), Tenaga Kerja (12,37%), Waktu Pelaksanaan (9,11%), Hubungan Kerja (7,13%) dan Eksternal (3,70%).

Abstract

This study is entitled “Analysis of Traffic Volume and Road Performance as Indicators of Pavement Failure Risk Based on the DEFMEFA Approach”, which aims to analyze traffic parameters as traffic loading proxies in identifying pavement failure risks using the Dynamic Engineering Failure Mode and Effect Analysis approach. The research was conducted on the Karya Wisata Road section in Medan City. The analyzed parameters include traffic volume, road capacity, volume-to-capacity ratio, level of service, and side friction.The analysis results indicate a traffic volume of 1,278 passenger car units per hour (pcu/hour) with a road capacity of 1,518 pcu/hour, resulting in a volume-to-capacity ratio of 0.84 and a level of service categorized as D (approaching saturation). The assessment results show that the highest failure risks are permanent deformation (rutting) and fatigue cracking due to the high intensity of traffic loading.This study demonstrates that traffic parameters can be used as an initial approach in pavement failure risk analysis without requiring direct structural data. Therefore, the integration of traffic analysis and the Dynamic Engineering Failure Mode and Effect Analysis approach can support more proactive, targeted, and risk-based decision-making in road preservation.

Abstract

This study aims to develop cost model for a periodic road maintenance project. The background is the lack of a simple and accurate calculation method to estimate the cost of the work. The model was developed using the Cost Significant Model (CSM) method and multiple linear regression, using historical data of periodic road maintenance work contracts at the Public Works and Spatial Planning Agency (DPUPR) of Solok Regency for the period 2018–2023. The analysis results show that the most significant work on the project cost is K-175 shoulder concrete, Class A Aggregate Foundation Layer (LPA), and Asphalt Concrete-Wearing Course (AC-WC). The resulting cost estimation model is Y = 4,531.24 + 1.19 X₁₄ + 1.35 X₁₅ + 1.43 X₁₉, with Y as the project cost per m², X₁₄ the price of K-175 shoulder concrete per m², X₁₅ the price of Class A LPA per m², and X₁₉ the price of AC-WC per m². This model has an average CMF value of 1.004 and a model deviation of 2.965%, much more accurate than the estimation method currently used by the Highways Division of the DPUPR of Solok Regency which has an average deviation of 29.951%. Thus, the developed CSM model is proven to be more accurate and suitable for estimating the costs of periodic road maintenance projects in Solok Regency.

Abstract

The road network is a crucial infrastructure that supports mobility and economic activity in a region. In Solok Regency, various issues related to the quality and equity of road network services remain a major challenge, primarily due to the lack of road performance evaluation that considers efficiency, effectiveness, and the impact of natural disasters. This study aims to develop a Road Infrastructure Index (RII) integrated with disaster parameters and predict future RII values. The research method used is a quantitative approach with primary data collection through questionnaires and interviews with stakeholders in the road infrastructure sector, as well as secondary data from relevant agencies. Reliability and validity tests were conducted to verify the consistency and accuracy of the questionnaire. Regression analysis was conducted to determine the model constants. The results of the study obtained a model that can be used to calculate and predict the value of the Road Infrastructure Index. Based on the predicted RII value results in Solok Regency, it was found that the RII value in the coming year will experience a decline.
