Abstract

Abstrak Kurikulum Merdeka atau sering disebut juga dengan Kurikulum Merdeka Belajar adalah kurikulum dengan pembelajaran intrakurikuler yang beragam, di mana konten yang disajikan kepada siswa akan lebih optimal dengan tujuan agar peserta didik dapat memiliki cukup waktu untuk mendalami konsep serta menguatkan kompetensi. Kebijakan Kurikulum Merdeka dibuat sebagai respons terhadap hasil PISA (Programme for International Student Assessment) yang menunjukkan bahwa 70% siswa usia 15 tahun berada di bawah tingkat kompetensi minimum dalam memahami bacaan sederhana atau menerapkan konsep matematika dasar. Di dalam penelitian ini bertujuan untuk mengetahui bagaimana implementasi kebijakan Kurikulum Merdeka di SDN Serangsari dalam mencapai tujuan pendidikan sesuai dengan visi dan misi yang telah ditetapkan. Untuk menganalisis implementasi kebijakan Kurikulum Merdeka di SDN Serangsari, peneliti memilih teori Mazmanian dan Sabatier. Metode penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam terhadap kepala sekolah, guru, siswa, dan orang tua, observasi lapangan, serta analisis dokumen kebijakan. Data dianalisis melalui reduksi, penyajian, dan penarikan kesimpulan. Berdasarkan hasil penelitian, masalah utama yang diidentifikasi adalah implementasi kebijakan Kurikulum Merdeka di SDN Serangsari yang belum optimal. Temuan lapangan menunjukkan adanya sejumlah permasalahan yang menghambat implementasi, yang dapat dikategorikan ke dalam tiga faktor utama: (1) karakteristik masalah, seperti heterogenitas siswa dan keterbatasan infrastruktur teknologi; (2) karakteristik kebijakan, yang ditandai dengan kurang jelasnya panduan operasional; serta (3) variabel lingkungan, seperti kondisi sosial-ekonomi masyarakat yang kurang mendukung dan minimnya partisipasi tokoh lokal. Kata Kunci: Implementasi Kebijakan, Kurikulum Merdeka, SDN Serangsari.   Abstract The Merdeka Curriculum, also known as the Merdeka Belajar Curriculum, is a curriculum with diverse intra-curricular learning, where the content provided to students is optimized to ensure they have sufficient time to deepen their understanding of concepts and strengthen their competencies. The Merdeka Curriculum policy was formulated in response to the results of the Programme for International Student Assessment (PISA), which indicated that 70% of 15-year-old students were below the minimum competency level in comprehending simple reading materials or applying basic mathematical concepts. This study aims to examine the implementation of the Merdeka Curriculum policy at SDN Serangsari in achieving educational goals in accordance with its established vision and mission. To analyze the implementation of the Merdeka Curriculum policy at SDN Serangsari, this study employs the theory of Mazmanian and Sabatier. The research adopts a qualitative descriptive approach, with data collection techniques including in-depth interviews with the principal, teachers, students, and parents, field observations, and policy document analysis. The data is analyzed through the processes of reduction, presentation, and conclusion drawing. Based on the findings, the primary issue identified is the suboptimal implementation of the Merdeka Curriculum policy at SDN Serangsari. Field observations reveal several challenges hindering its implementation, which can be categorized into three main factors: (1) problem characteristics, such as student heterogeneity and limited technological infrastructure; (2) policy characteristics, marked by unclear operational guidelines; and (3) environmental variables, including socio-economic conditions that do not sufficiently support implementation and the lack of participation from local figures. Abstract

Abstrak Penelitian ini bertujuan untuk menganalisis implementasi Program Youth Entrepreneurship and Employment Support Services (YESS) di Kabupaten Subang. Program YESS merupakan program strategis pemerintah yang dirancang untuk mendorong regenerasi petani muda dan pengembangan kewirausahaan di sektor pertanian. Namun, dalam pelaksanaannya program ini belum menunjukkan hasil yang optimal. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Analisis implementasi program menggunakan model implementasi kebijakan Jones (1996) yang meliputi tiga dimensi utama, yaitu organisasi, pemahaman, dan penerapan. Hasil penelitian menunjukkan bahwa implementasi Program YESS di Kabupaten Subang belum optimal. Pada dimensi organisasi, ditemukan permasalahan pada struktur organisasi dan keterbatasan sumber daya manusia, khususnya tingginya tingkat pengunduran diri fasilitator. Pada dimensi pemahaman, program telah disosialisasikan dengan cukup baik kepada pelaksana dan peserta. Namun, pada dimensi penerapan, tingkat partisipasi peserta masih rendah dan capaian target penerima manfaat belum sesuai dengan perencanaan. Oleh karena itu, diperlukan penguatan organisasi, peningkatan komitmen fasilitator, serta strategi penerapan program yang lebih adaptif agar tujuan regenerasi petani muda dapat tercapai secara optimal. Katakunci:  implementasi kebijakan, program YESS, petani muda, kewirausahaan pertanian, Kabupaten Subang.   Abstract This study aims to analyze the implementation of the Youth Entrepreneurship and Employment Support Services (YESS) Program in Subang Regency. The YESS Program is a strategic government initiative designed to encourage the regeneration of young farmers and promote entrepreneurship in the agricultural sector. However, its implementation has not yet achieved optimal results. This study employs a qualitative descriptive approach, with data collected through observation, interviews, and documentation. The analysis is based on Jones’ (1996) policy implementation model, which consists of three dimensions: organization, interpretation, and application. The findings indicate that the implementation of the YESS Program in Subang Regency remains suboptimal. Organizational challenges include inadequate organizational structure and limited human resources, particularly the high resignation rate among facilitators. In terms of interpretation, the program has been sufficiently communicated to both implementers and participants. However, in the application dimension, participant involvement remains low and the achievement of beneficiary targets falls short of expectations. Therefore, strengthening organizational capacity, improving facilitator commitment, and enhancing program application strategies are essential to achieve effective young farmer regeneration.
