Abstract

Penelitian ini bertujuan untuk mengetahui implementasi kebijakan pengelolaan keuangan desa di Desa Bongo Kecamatan Batudaa Pantai Kabupaten Gorontalo. Pendekatan yang digunakan yakni kuantitatif dengan jenis penelitian deskriptif. Pengumpulan data menggunakan wawancara, observasi dan dokumentasi. Analisis data menggunakan model Miles dan Huberman. Hasil penelitian ini menunjukan bahwa (1) Pengelolaan keuangan desa di Desa Bongo Kecamatan Batudaa Pantai Kabupaten Gorontalo telah diimplementasikan sesuai dengan prinsip transparansi yang terlihat dari keterbukaan dalam penganggaran keuangan desa, pelaksanaan program melibatkan masyarakat setempat serta dalam hal pertanggungjawaban diketahui masyarakat desa. Dalam hal ini aksesibilitas tata kelola keuangan desa menjadi penunjang dalam berkualitasnya tata kelola keuangan desa. (2) Pengelolaan keuangan desa di Desa Bongo Kecamatan Batudaa Pantai Kabupaten Gorontalo telah diimplementasikan sesuai dengan prinsip akuntabilitas dimana penganggaran disesuaikan dengan program pemerintah, penatausahaan hingga pelaporan pertanggungjawaban dibuat sesuai dengan prinsip akuntansi pemerintahan desa yang berkualitas menggunakan sistem keuangan desa (Siskeudes). (3) Pengelolaan keuangan desa di Desa Bongo Kecamatan Batudaa Pantai Kabupaten Gorontalo telah diimplementasikan sesuai dengan prinsip partisipatif yang terlihat dari adanya keterlibatan masyarakat dalam tahapan perencanaan hingga pengawasan atas keuangan desa serta pemerintah desa menetapkan program pembangunan dan pemberdayaan masyarakat berdasarkan urgensi ide kebutuhan masyarakat.

Abstract

This article offers an integrated model of ethical values ​​and NPS principles in overcoming corruption in the context of reform in Indonesia. The research findings identify several forms of deviation of the value system, such as abuse of authority, deviation of norms, discriminatory practices, and intervention of power in bureaucratic practices, which have become major issues for the potential for corruption that has taken root in the bureaucratic culture in Indonesia. On the other hand, the contribution of the NPS paradigm related to service values, transparency, participation and accountability is also inadequate in strengthening the governance system. Therefore, this study recommends ethical values, about the importance of honesty, integrity and ethics, prioritizing public interests as an alternative to strengthening the reform system in overcoming corruption. A systematic review and inclusive criteria showed several weaknesses of the reform system and the inadequacy of NPS in strengthening governance to overcome corruption. However, empirical facts show that post-reform corruption has occurred more widely in almost all lines of bureaucracy and public sector organizations. This study offers the I-EdMP model as an analytical tool for strengthening the NPS value system and principles as a moderating factor in overcoming various forms of corruption violations. This model was developed as an alternative that clarifies ethical obligations and violations to strengthen reform by integrating public ethical values ​​into the reform system.

Abstract

ABSTRACT The purpose of this study was to determine how public services for people with disabilities are in the Social Service Office of East Bolaang Mongondow Regency, seen from the aspects of tangible (physical evidence), empathy, reliability, responsiveness, and assurance. This research method uses a descriptive approach with qualitative data analysis. Data collection techniques used are observation, interviews, documentation. Based on the results of research in the field, the implementation of the principles of public service at the Social Service Office of East Bolaang Mongondow Regency seen from tangible, empathy, reliability, responsiveness, and assurance has been running quite well. In its implementation, there are still several problems found, namely the lack of facilities in the form of shelters for people with disabilities and not fully meeting the standards of the needs of people with disabilities. In terms of empathy, officers show concern and a friendly attitude, but have not been accompanied by special training to understand the needs of people with disabilities as a whole. In terms of responsiveness, the service is quite fast, but the response to complaints or special requests is not optimal. Meanwhile, the reliability or reliability of service shows consistency in providing services, although sometimes constrained by limited human resources and supporting facilities. From the assurance aspect, the trust of people with disabilities in the competence and professional attitude of officers is quite high, although there is still a need for improvement in terms of delivering information and inclusive service procedures. Overall, although there is a commitment from the Social Service in providing inclusive services, there is still a need for improvement in various aspects so that public services are truly friendly and appropriate for people with disabilities. Keywords: Public Services, People with Disabilities, Social Service ABSTRAK Tujuan dari penelitian ini adalah untuk mengetahui bagaimana pelayanan publik bagi penyandang disabilitas Di Dinas Sosial Kabupaten Bolaang Mongondow Timur, dilihat dari aspek tangible (bukti fisik), emphaty (empati)., reliability (kehandalan), responsiveness (daya tanggap), dan assurence (asuransi). Metode penelitian ini menggunakan pendekatan deskriptif dengan analisis data kualitatif. Teknik pengumpulan data yang digunakan adalah observasi, wawancara, dokumentasi. Berdasarkan hasil penelitian dilapangan bahwa penerapan prinsip pelayanan publik di Kantor Dinas Sosial Kabupaten Bolaang Mongondow Timur dilihat dari tangible, empathy, reliability, responsiveness, dan assurance sudah berjalan cukup baik. Dalam pelaksanaannya masih terdapat beberapa masalah yang ditemukan yaitu kurangnya fasilitas berupa rumah singgah bagi penyandang disabilitas dan belum sepenuhnya memenuhi standar kebutuhan penyandang disabilitas. Pada aspek empati, petugas menunjukkan kepedulian dan sikap ramah, namun belum diiringi dengan pelatihan khusus untuk memahami kebutuhan penyandang disabilitas secara menyeluruh. Dari sisi responsivitas, pelayanan cukup cepat, tetapi tanggapan terhadap keluhan atau permintaan khusus belum maksimal. Sementara itu, reliabilitas atau keandalan pelayanan menunjukkan konsistensi dalam pemberian layanan, meskipun terkadang terkendala oleh keterbatasan sumber daya manusia dan fasilitas pendukung. Dari aspek assurance, kepercayaan penyandang disabilitas terhadap kompetensi dan sikap profesional petugas tergolong cukup tinggi, meskipun masih perlu peningkatan dalam hal penyampaian informasi dan prosedur layanan secara inklusif. Secara keseluruhan, meskipun terdapat komitmen dari pihak Dinas Sosial dalam memberikan pelayanan inklusif, masih dibutuhkan peningkatan pada berbagai aspek agar pelayanan publik benar-benar ramah dan layak bagi penyandang disabilitas. Abstract

This study aims to analyze the role of the Kasango Village Government, Pulau Taliabu Regency, in enhancing community empowerment through four key roles: regulator, dynamizer, facilitator, and catalyst. This research employs a qualitative approach with data collection techniques including interviews, observation, and documentation. The findings indicate that the government's role as a regulator is not yet optimal due to the absence of comprehensive village regulations. As a dynamizer, the village government has encouraged community participation through financial incentives and skill training programs based on local potential; however, this participation remains temporary. As a facilitator, the village government has provided basic infrastructure and direct cash assistance, but poor maintenance of infrastructure remains a major obstacle. Meanwhile, as a catalyst, the village government has allocated funds to the fisheries and agriculture sectors, though these efforts have not been followed by adequate mentoring. Therefore, improvements in regulation development, increased community participation, and program mentoring are necessary to ensure sustainability and effectiveness. Additionally, alternative funding sources are needed to overcome budget limitations.

Abstract

This study focuses on the Effectiveness of Regional Performance Allowances on Increasing the Motivation of Civil Servants of the Regional Secretariat of South Bolaang Mongondow Regency by examining the Effectiveness with the concept of Program understanding, Target accuracy, Timeliness, Goal achievement, and Real Change. First, Program understanding, that the work program can increase the sense of belonging and work motivation, Understanding the work program is important because performance assessment is the basis for granting performance permits and a good understanding of the program can increase motivation to achieve performance targets . Second, Target accuracy is very important so that ASN can work effectively and efficiently which ultimately affects the performance assessment and allowances received, the suitability between the targets and objectives of the work program is very important to ensure that ASN efforts are in line with organizational goals that can affect motivation and performance allowances, achieving good work program goals and targets can have an impact on improving work performance and motivation. Third, on time, Program Implementation is related to Performance Allowances that punctuality is a performance indicator that can affect performance and motivation. Fourth, Achievement of goals, In the indicator of achieving goals , there must be alignment between program implementation and the goals that have been implemented. This alignment is important to ensure the effectiveness of the program can affect performance assessments and permits received. Fifth Real Change, real change as a result of the program. The success of the ASN work program will affect work motivation, performance allowances received by ASN actually bring changes in terms of ASN discipline and productivity.

Abstract

The purpose of this study is to determine how communication, resources, disposition and bureaucratic structure in the Implementation of Land Rights Transfer Registration Policy Due to Sale and Purchase. This research was conducted at the Pohuwato Regency Land Office for 3 months from October 2023 to December 2023. This research is a descriptive research with a qualitative approach. This descriptive research is used because researchers try to photograph events that occur, researchers do not provide treatment or manipulation, but describe a condition as it is. The focus of this research is based on the policy implementation model proposed by the George C. Edward III Model. 4 (four) variables that affect policy implementation, namely communication, resources, disposition, and bureaucratic structure. The results showed that the implementation of the Land Rights Transfer Registration Policy due to Sale and Purchase at the Pohuwato Regency Land Office has run optimally, this can be seen from the existence of good communication, the availability of adequate resources, the characteristics of good implementors, and the existence of bureaucratic structures that have been running according to the Standard Operating Procedures (SOP) of the Pohuwato Regency Land Office.

Abstract

Penelitian ini bertujuan untuk mengeksplorasi implementasi Community-Based Tourism (CBT) dalam mendukung pencapaian Sustainable Development Goals (SDGs) di Kabupaten Bolaang Mongondow Selatan, Sulawesi Utara. Metode yang digunakan dengan pendekatan kualitatif, pengumpulan datanya melalui studi literatur, wawancara mendalam dan observasi di lapangan khususny di dinas terkait yakni Dinas Pariwisata dan Kebudayaan dengan memfokuskan pada pengelolaan sumber daya alam, pelestarian budaya dan partisipasi masyarakat lokal, sehingga menunjang kebijakan pengembangan pariwisata daerah. Hasil penelitian menunjukkan bahwa implementasi CBT di Bolaang Mongondow Selatan sudah dilaksanakan guna mendorong pengelolaan sumber daya alam yang berkelanjutan, melestarikan budaya lokal, serta memberdayakan ekonomi Masyarakat, namun masih perlu dioptimalkan. Pelestarian lingkungan, konservasi hutan mangrove dan terumbu karang, mendukung tujuan SDG point 14 dan 15 yakni menjaga ekosistem laut dan darat. Di sisi lain, promosi seni, tradisi, dan produk budaya lokal berkontribusi pada pencapaian SDG point 11 yakni, kota dan komunitas yang berkelanjutan, sementara keterlibatan masyarakat dalam kegiatan pariwisata memberikan dampak positif pada SDG point ke 8 yakni pekerjaan layak dan pertumbuhan ekonomi) melalui pembukaan lapangan kerja dan peningkatan pendapatan. Namun, temuan ini masih pada aspek kurangnya kapasitas manajemen masyarakat lokal dan keterbatasan infrastruktur pendukung, termasuk aksesibilitas jalan dan fasilitas umum. Penelitian merekomendasikan strategi pengelolaan yang lebih terpadu dan kolaboratif antara pemerintah daerah, masyarakat, dan pemangku kepentingan lainnya. Dengan dukungan yang lebih kuat, implementasi CBT memiliki potensi besar untuk mempercepat pencapaian SDGs di wilayah Bolaang Mongondow Selatan dan menjadi model pengembangan pariwisata berkelanjutan di tingkat lokal.

Abstract

Penelitian ini bertujuan untuk menganalisis efektivitas pemungutan pajak Bumi dan Bangunan Perdesaan dan Perkotaan dalam upaya meningkatkan jumlah wajib pajak dan kepatuhan wajib pajak dalam membayar pajak di Kecamatan Telaga, Kabupaten Gorontalo. Metode yang digunakan dalam penelitian ini adalah deskriptif dengan pendekatan kualitatif. Hasil penelitian menunjukkan bahwa pelaksanaan pemungutan Pajak Bumi dan Bangunan oleh Pemerintah Kecamatan Telaga telah sesuai dengan peraturan daerah yang mengatur Pajak Bumi dan Bangunan untuk sektor perdesaan dan perkotaan, serta sejalan dengan Undang-Undang tentang Pajak Daerah dan Retribusi Daerah. Namun, efektivitasnya masih tergolong rendah hal ini tercermin dari capaian realisasi pajak yang tidak konsisten dan belum mencapai target yang ditetapkan, dengan hanya satu dari empat desa sampel yang menunjukkan tingkat kepatuhan tinggi. Faktor utama yang memengaruhi rendahnya efektivitas pemungutan PBB-P2 meliputi rendahnya kesadaran dan pemahaman masyarakat terhadap kewajiban perpajakan, kurangnya sosialisasi, serta pola penagihan yang masih pasif. fluktuasi dalam pembayaran pajak di sebagian besar desa mengindikasikan adanya masalah dalam kedisiplinan masyarakat dan pemahaman mereka terhadap kewajiban pajak, terutama terkait dengan ketepatan waktu pembayaran, objek pajak, dan perubahan Nilai Jual Objek Pajak. Selain itu, proses penagihan yang masih terkesan pasif dan kurang proaktif berdampak signifikan pada tingkat kepatuhan masyarakat dalam membayar pajak. Oleh karena itu, untuk meningkatkan efektivitas pemungutan pajak bumi dan bangunan di perdesaan dan perkotaan, diperlukan pendekatan yang lebih aktif dari pemerintah daerah, termasuk intensifikasi sosialisasi, penguatan administrasi pemungutan, dan penyempurnaan sistem pelayanan perpajakan untuk mendukung peningkatan Pendapatan Asli Daerah.

Abstract

This research aims to find out and describe Collaborative Governance in the Implementation of the Family Hope Program in Tilamuta District, Boalemo Regency. Viewed from the Collaborative Process dimension: (a) Face to face dialogue, (b) Trust Building (building trust), (c) Commitment to process (commitment in the process), (d) shared Understanding (shared understanding) , (e) Intermediate Outcomes (interim final results). This research method uses a qualitative approach, a descriptive research method with qualitative analysis. Data collection techniques used in this research are observation, interviews and documentation. The research results show that Collaborative Governance in the Implementation of the Family Hope Program (PKH) in Tilamuta District, Boalemo Regency has been implemented, although the process is not yet optimal. This can be seen from the indicators of the collaboration process. Face to face dialogue has been carried out by agencies and stakeholders related to PKH, in the form of coordination meetings, outreach and other formal meetings. but this was not optimal because the meetings were not too intense. Building trust (Trust Building) has been built by relevant agencies and stakeholders, seen from the coordination and communication carried out by each party so that a sense of mutual trust is formed. (commitment to process) commitment in the collaboration process has been carried out by each party involved in implementing PKH, this can be seen from the coordination meeting where each party sat together to discuss solutions to resolve obstacles so that PKH runs effectively. (shared understanding) A common understanding has been carried out by the agencies and stakeholders involved in implementing PKH, even though each party has a different vision, in the collaborative process each party unites the goal for better PKH implementation, this can be seen from the coordination between parties. (intermediate outcomes) interim final results in the collaboration process carried out by agencies and other stakeholders have resulted in better cross-sector coordination and more accurate data integration. This synergy makes program monitoring easier and ensures that KPMs have optimal access to supporting services such as social and education. Penelitian ini bertujuan mengetahui dan mendiskripsikan Collaborative Governance dalam Implementasi Program Keluarga Harapan di Kecamatan Tilamuta Kabupaten Boalemo. Dilihat dari dimensi Collaborative Process: (a) Face to face dialogue (dialog tatap muka), (b) Trust Building (membangun kepercayaan), (c) Commitment to process (komitmen dalam proses), (d) shared Understanding (Pemahaman bersama), (e) Intermediate Outcomes (Hasil akhir sementara). Metode Penelitian ini menggunakan Pendekatan Kualitatif ini metode penelitian deskriptif dengan analisis kualitatif. Teknik Pengumpulan data yang digunakan dalam penelitian ini adalah observasi, wawancara dan dokumentasi. Hasil penelitian menunjukan bahwa Collaborative Governance dalam Implementasi Program Keluarga Harapan (PKH) di Kecamatan Tilamuta Kabupaten Boalemo telah di Implementasikan, meskipun prosesnya belum optimal. Hal ini dilihat dari indikator proses kolaborasi. dialog tatap muka (Face to face) telah dilakukan oleh Instansi dan Stakeholder terkait PKH, dalam bentuk rapat Koordinasi, sosialisasi dan pertemuan formal lainnya. tetapi hal ini belum optimal karena pertemuan yang dilakukan tidak terlalu intens. Membangun kepercayaan (Trust Building) telah dibangun oleh instansi dan stakeholder terkait, dilihat dari koordinasi dan komunikasi yang dilakukan oleh masing-masing pihak sehingganya terbentuknya rasa saling percaya. (commitmen to procces) komitmen dalam proses kolaborasi telah dilakukan oleh masing-masing pihak yang terlibat dalam implementasi PKH, hal ini dilihat rapat koordinasi yang dimana masing-masing pihak duduk bersama membahas solusi untuk menyelesaikan kendala agar PKH berjalan efketif. (shared understanding) Pemahaman bersama telah dilakukan oleh instansi dan stakeholder yang terlibat dalam pelaksanaan PKH, meskipun setiap pihak memiliki visi yang berbeda akan tetapi dalam proses kolaborasi setiap pihak menyatukan tujuan untuk pelaksaan PKH yang lebih baik, hal ini dilihat dari koordinasi antar pihak. (intermediate outcommes) hasil akhir sementara dalam proses kolaborasi yang telah dilakukan oleh instansi dan stakeholder lainnya telah menghasilkan koordinasi lintas sektor yang lebih baik dan integrasi data yang lebih akurat. Sinergi ini membuat pengawasan program lebih mudah dan memastikan KPM memiliki akses yang optimal ke layanan pendukung seperti sosial dan pendidikan.

Abstract

Penelitian ini bertujuan untuk mengetahui: (1) Untuk mengetahui standar dan sasaran kebijakan dari penertiban anak jalanan yang ada di Kota Gorontalo. (2) Untuk mengetahui kinerja kebijakan dari penertiban anak jalanan yang ada di Kota Gorontalo. (3) Untuk mengetahui lingkungan ekonomi, sosial, dan Politik dari penertiban anak jalanan yang ada di Kota Gorontalo. (4) Untuk mengetahui sikap para pelaksanaan dari penertiban anak jalanan yang ada di Kota Gorontalo. Hasil penelitian ini menunjukan bahwa: (1) Implementasi kebijakan penertiban anak jalanan di Kota Gorontalo dilaksanakan dengan mengacu pada Peraturan Daerah No.1 Tahun 2018 tentan ketertiban umum, Dinas Sosial dan Pemberdayaan Masyarakat Kota Gorontalo memiliki strategi untuk menertibkan dan membina anak jalanan dengan membentuk tim koordinasi ketertiban sosial. Dinsos menangani masalah terkait ketertiban sosial, namun masih ada kekurangan dalam proses pelaksanaannya. Saat ini belum ada tempat rumah singgah, sehingga anak jalanan yang tertangkap hanya diberikan pembinaan langsung di kantor Dinas Sosial dan Pemberdayaan Masyarakat Kota Gorontalo. This research aims to determine: (1) To determine the standards and targets of the policy of controlling street children in Gorontalo City. (2) To determine the performance of the policy of controlling street children in Gorontalo City. (3) To determine the economic, social, and political environment of controlling street children in Gorontalo City. (4) To determine the attitudes of the implementers of controlling street children in Gorontalo City.  The results of the study indicate that: (1) The implementation of the policy of controlling street children in Gorontalo City is carried out with reference to Regional Regulation No. 1 of 2018 concerning public order, the Social and Community Empowerment Service of Gorontalo City has a strategy to control and foster street children by forming a social order coordination team. The Social Service handles problems related to social order, but there are still shortcomings in the implementation process. Currently there is no halfway house, so street children who are caught are only given direct guidance at the office of the Social and Community Empowerment Service of Gorontalo City. (2) Supporting factors for the successful implementation of policies to control street children are shelters and families.
