Abstract

This research aims to identify and describe the development strategy for the Lombongo baths as a tourism object, as well as to identify the government’s startegy for developing Lombongo tourism through the aspects of strenghts, weaknesses, opportunities, and threats. The research method is descriptive qualitative, and the data collection technique is through observation, interviews, and documentation. The data analysis uses the Huberman method. The findings show that several aspects of the development startegy for the Lombongo baths as a tourism object in Bone Bolango Regency is conducted optimally. For Example, from the strenghts aspect, it is identified that the infrastructure facilities for this tourism object are already optimized, and from the opportunities espect, it is identified that the development of this tourism object is well conducted as it can help the local community. However, several aspects are not well optimized, such as in the weaknesses aspect, it is identified that some units that are built by the local government have not functioned optimally due to the lack of custodians for each unit, and in the threat aspect is the probability of natural disasters that can cause significant losses.

Abstract

This study aims to determine (1) Implementation of Slum Handling Policy (Self-help Housing Stimulant Assistance) in Supporting the Development of the Tomini Bay Area in Dumbo Raya District by using planning, implementation and reporting indicators. (2) Factors Determining the Success of Implementation of Slum Handling Policy (Self-help Housing Stimulant Assistance) in Supporting the Development of the Tomini Bay Area in Dumbo Raya District by using organizational indicators, interpretation, and implementation. This research method uses a qualitative approach with a qualitative descriptive research type, while the data collection techniques used are observation, interviews and documentation. Based on the results of research analyzed in the field that (1) Implementation of Slum Handling Policy (Self-help Housing Stimulant Assistance) in Supporting the Development of the Tomini Bay Area in Dumbo Raya District using planning, implementation and reporting indicators has been carried out properly. However, based on findings in the field, several obstacles were encountered by Recipients of Self-Help Housing Stimulant Assistance (BSPS), namely difficulty finding building materials due to many queues of buyers, also complaining that the building materials ordered were not sufficient for the construction of their houses, so KPB overcame the shortage using his personal money. (2) Factors that determine the success of the implementation of Slum Handling Policy (Self-help Housing Stimulant Assistance) in supporting the development of the Tomini Bay area in Dumbo Raya District using organizational indicators, interpretation and implementation that have been carried out properly.

Abstract

Public services are very crucial for producing good and dignified government, in line with ensuring that the needs of a more inclusive society are achieved. Public services in the context of this research refer to services in the health sector provided by the Indonesian Red Cross (PMI). This research aims to determine the quality of public services in terms of professionalism, attitude, ease of access, reliability, guarantees in case of errors, and trust using qualitative descriptive research methods. Data was obtained through observation, interviews and documentation. The research results show that from the aspects of professionalism, attitude, ease of access, reliability, guarantees in case of errors, and trust show good results and overall these aspects have had good results, however there are still several challenges that need to be overcome, especially in responsiveness and education about blood donors.

Abstract

Tujuan dari penelitian ini adalah untuk mengidentifikasi dan menjelaskan berbagai pendekatan yang digunakan untuk mengembangkan objek wisata pemandian Lombongo. Selain itu, penelitian ini juga bertujuan untuk mengidentifikasi pendekatan yang digunakan pemerintah untuk mendorong pengembangan objek wisata Lombongo dengan mempertimbangkan kekuatan, kelemahan, peluang, dan ancaman. Metode kualitatif deskriptif digunakan, dengan pengumpulan data melalui observasi, wawancara, dan dokumentasi. Data dianalisis menggunakan Huberman. Studi ini berfokus pada strategi pengembangan objek wisata Lombongo di Kabupaten Bone Bolango dengan mempertimbangkan kekuatan, kelemahan, peluang, dan ancaman. Hasil penelitian menunjukkan bahwa rencana pengembangan objek wisata pemandian Lombongo di Kabupaten Bone Bolango telah berjalan dengan baik dalam beberapa hal. Misalnya, aspek kekuatan, yaitu fasilitas infrastruktur untuk wisata, telah dimaksimalkan, dan aspek peluang pengembangan, yaitu jumlah yang cukup besar, karena dapat membantu masyarakat di sekitar objek wisata. Namun, ada beberapa hal yang belum sempurna, seperti kelemahan: banyak fasilitas yang dibangun oleh PEMDA belum berfungsi dengan baik karena tidak ada pengelola di setiap unit, dan ancaman terbesar di tempat wisata Lombongo adalah bencana alam yang dapat mengakibatkan kerugian besar.

Abstract

Tujuan penelitian ini adalah (1) Mengetahui Alur Pelaksanaan Tata Naskah Dinas Elektronik, (2) Mengetahui Pengelolaan tata naskah dinas dan elektronik dibalai prasarana permukiman wilayah gorontalo, (3) Mengetahui Penerapan arsip elektronik dibalai prasarana permukiman wilayah gorontalo. model yang digunakan dalam penelitian ini adalah Penelitian Kualitatif. Penelitian ini menggunakan teknik pengumpulan data melalui Wawancara, Observasi dan dokumentasi. Subjek penelitian ini adalah Kepala Bagian Tata Usaha dan Staff terkait yang ada di Balai Prasarana Permukiman Wilayah Gorontalo. Hasil Menunjukkan bahwa (1) Penyusunan Tata Naskah Dinas Elektronik dilihat dari Sistem Informasi Penyusunan Tata Naskah Dinas Berbasis Elektronik ini, sistem pendataan dan pengiriman surat masuk dan surat keluar yang telah terkomputerisasi dapat mempermudah pegawai dalam melakukan pendataan, pencarian, pengiriman hingga pembuatan laporan menjadi lebih efisien serta Sistem Informasi Penyusunan Tata Naskah Dinas Berbasis Elektronik di Balai Prasarana Permukiman Wilayah provinsi Gorontalo, (2) Pengelolaan tata naskah dinas dan elektronik dibalai prasarana permukiman wilayah gorontalo adalah Pengelolaan Surat masuk dan keluar menggunakan aplikasi atau yang disebut dengan Tata Naskah Dinas Elektronik (TNDE) di Balai Prasarana Permukiman Wilayah Provinsi Gorontalo sudah dilaksanakan sesuai Peraturan Menteri Pekerjaan Umum dan Perumahan Rakyat Nomor 16/PRT/M/2019 Tentang Pedoman Tata Naskah Dinas, yang dimana surat masuk dan keluar menggunakan surat berbasis web yang dibuat secara otomatis tanpa manual sehingga memudahkan staf operator dalam membuat surat kepada pimpinan, (3) Penerapan arsip elektronik dibalai prasarana permukiman wilayah gorontalo adalah salah satu penunjang keberhasilan dalam tata usaha, seperti ruang tata usaha yang terkumpulnya semua surat pada aplikasi TNDE dalam bentuk file word maupun dalam bentuk pdf.

Abstract

This study aims to evaluate the quality of public services for BPJS (Social Security Organizing Agency) participants at the Puskesmas (Public Health Center) of Tilango, as assessed through five dimensions: (a) tangibles, (b) empathy, (c) reliability, (d) responsiveness, and (e) assurance. A qualititative apporoach was employed, specifically a descriptive qualitative reseacrh design, with data collection techniques including observation, interviews, and documentation. The findings og the study indicate tha the quality of public setvice for the BPJS (Social Security Organizing Agency) program at the Puskesmas Tilango, assessed through the five dimensions of : (a) tangibles, (b) empathy, (c) reliability, (d) responsiveness, and (e) assurance, is generally satisfactory and meets the needs of the service users the community. However, some indicators do not fully meet public expectations. For example, in terms of tangibles. There is a lack of seting in the waiting area, leading some patients to sit on the floor and a deficiency in air conditioning.

Abstract

Adaptive management Governance and Dynamic institutional systems are being promoted as recipes for improving policy performance. In our opinion, there is relevance to this basic assumption with research findings showing that the empowerment model in implementing public service policies will be effective if it is carried out with adaptive policy governance and a dynamic bureaucracy. This argument is supported by empirical facts that there is a coherent relationship between adaptive governance and dynamic bureaucratic systems in moderating increased public participation and support for policy implementation. So the purpose of this study is to identify the factors that lead to the success of public policy. Through in-depth qualitative analysis. the implications of the research results are developed as a Dynamic-Adaptive policy model with the conclusion that adaptive policy governance does not work effectively without the support of a dynamic institutional system.

Abstract

Penelitian ini bertujuan untuk menganalisis sinergi Polres Kolaka dan Dinas Pemberdayaan Perempuan dan Perlindungan Anak dalam penanggulangan kekerasan terhadap anak. Kekerasan terhadap anak merupakan permasalahan serius yang memerlukan penanganan terpadu dari berbagai pihak. Metode yang digunakan dalam penelitian ini adalah kualitatif dengan pendekatan deskriptif. Data dikumpulkan melalui wawancara mendalam, observasi, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa sinergi kedua lembaga telah terlaksana namun masih belum berjalan dengan baik, ditandai dengan koordinasi penanganan perkara, sosialisasi pencegahan kekerasan, dan pemberian pendampingan hukum dan psikologis bagi korban yang terkendala penolakan alokasi anggaran dalam menjalankan tugasnya. sosialisasi. Perlunya sinergitas antara kepolisian dan pemerintah daerah dalam penanganan kasus kekerasan terhadap anak perlu ditingkatkan dengan membuat MoU yang mencantumkan pembagian kerja masing-masing pihak. Pemerintah daerah melalui Dinas Pemberdayaan Perempuan dan Perlindungan Anak Kabupaten Kolaka hendaknya melakukan sosialisasi dengan memasang spanduk yang mencantumkan nomor kontak yang dapat dihubungi masyarakat jika mengetahui adanya kekerasan terhadap anak yang terjadi. Selain itu, diperlukan kerja sama masyarakat untuk lebih proaktif dalam melaporkan kejadian kekerasan terhadap anak di lingkungannya. Penelitian ini memberikan kontribusi penting dalam memahami dinamika kolaborasi antar lembaga dalam penanganan kekerasan terhadap anak dan diharapkan dapat menjadi referensi untuk meningkatkan efektivitas penanganan kasus kekerasan anak di daerah lain.

Abstract

This study raises the topic of the strategy to increase local revenue by the North Bolaang Mongondow Regency Government. Policy decentralization encourages the existence of local governments to be more competitive in strengthening fiscal capacity through efforts to increase Local Revenue which can be used to finance development programs that directly benefit the local commusnity, such as education, health, infrastructure, and social programs. The contribution of PAD in North Bolaang Mongondow Regency from 2016-2020 tends to increase, although in 2018 there was a slight decline but in 2019 to 2020 it increased again. The research method uses a qualitative approach. The data analysis technique used in this study is the SWOT analysis technique with a qualitative approach consisting of Strengths, Weaknesses, Opportunities, Threats. The results of the study show that: 1) The SWOT analysis shows that the strategy to increase Local Revenue (PAD) of Bolaang Mongondow Regency is in quadrant I with an emphasis on the Progressive Strategy or better known as the ST Strategy; 2) The results of the QSPM analysis show that the TAS figure for external strategic factors of 4.53 is smaller than the TAS figure for internal strategic factors of 4.56; 3) The institutional/organizational aspect of managing local revenue (PAD) has implemented an employee placement system based on expertise in carrying out their main tasks and functions in each field; 4) The Governance Aspect, electronic transactions have a significant positive impact on local revenue by increasing tax compliance, administrative efficiency, and diversification of revenue sources; 5) The Personnel Aspect, shows that education and training programs related to regional financial management are in line with those carried out by the BPKD of North Bolaang Mongondow Regency by involving its employees in functional and managerial training as well as financial training at the central and regional levels.

Abstract

The implementation of policies often encounters obstacles in its execution. One contributing factor is the lack of support, and policies are frequently met with resistance from the public. This often leads to failures in achieving policy goals and objectives. This study aims to identify forms of participation that are culturally rooted or emerge due to the local wisdom values held by the community. Through an in-depth examination of the coherence between policy values and social cultural values, empirical analysis is conducted using a qualitative approach based on the policy implementation model framework. To meet methodological standards, research data is analyzed through several stages: data presentation, data reduction, verification, and conclusion drawing. Data validity is ensured through data triangulation (sources and documents). The research findings indicate that village governments in Boalemo Regency have culturally coherent forms of participation related to the stages of Village Fund management policy. This participation involves "Mo'dulohupa Participation" in the policy planning stage, "Mo'huyula Participation" in the implementation stage, and "Mo'tahuli Participation" in the policy success evaluation stage. Despite being often overlooked, these forms of participation should be an integral part of decision-making regarding the governance of the Village Fund. Therefore, it is recommended that village governments in Boalemo Regency intensify the use of public participation forms, prioritizing the local wisdom of the Gorontalo region in the governance of the Village Fund, in all stages of policy planning, implementation, and evaluation, to achieve the expected policy success.
