Abstract

Penelitian ini bertujuan untuk mengetahui pengaruh budaya organisasi terhadap kualitas pelayanan publik di Kantor Desa Molas Kecamatan Bongomeme Kabupaten Gorontalo. Pendekatan penelitian yang digunakan adalah pendekatan kuatitatif. Jenis data dalam penelitian ini ialah primer. Sampel dalam penelitian ini berjumlah 73 orang. Teknik pengumpulan data dilakukan dengan cara melakukan penyebaran angket kuesioner kepada responden. Teknik analisis data yang digunakan pada penelitian ini adalah regresi sederhana. Hasil uji analisis menunjukkan bahwa pengaruh budaya organisasi yang baik akan meningkatkan kualitas pelayanan publik di Kantor Desa Molas Kecamatan Bongomeme Kabupaten Gorontalo. Hasil uji t hitung menunjukkan bahwa budaya organisasi berpengaruh positif dan signifikan terhadap kualitas pelayanan publik di Kantor Desa Molas Kecamatan Bongomeme Kabupaten Gorontalo. Dengan demikian hipotesis pertama (Ha) dapat dibuktikan dan diterima. Hasil uji koefisien determinasi diperoleh dari nilai r square sebesar 0,310 atau 31,0% dari variabel bebas X (Budaya Organisasi) memberikan kontribusi untuk variabel Y (Kualitas Pelayanan Publik), adapun sisanya sebesar 0,69 atau 69% berupa kompensasi, motivasi, komunikasi dan kepemimpinan.

Abstract

This study aims to discover (1) the implementation of the policy in managing operational assistance for islamic boarding schools at the Regional Office of the Ministry Of Religios Affairs of Gorontalo Province, (2) the determinants of the policy implementation in managing operational assistance for islamic boarding school at the Regional Office of the Ministry of Religios Affairs of Gorontalo Province in terms of its communication, resources, disposition and bureaucratic structure, Furthermore, this study uses a qualitative approach with a descriptive method, wheres the data collection is conducted using observation, interviews and documentation. Based on the study results, (1) the process of managing operational assistance for Islamic boarding schools at the Regional Office of the Ministry of Religious Affairs of Gorontalo Province, encompassing aspects of planning, implementation, evaluation and monitoring have been carried out properly. However, several Islamic boarding schools do not meet the requirements, such as not having an IZOP (operational license), the will to access SIMBA (Assistance Management Information System) aplication, and the requirements, in proposing a proposal or a budget plan. Moreover, (2) the determinants of the policy implementation in managing operational assistance for Islamic boarding schools, in the aspect of communication, resources, disposition and bureaucratic structure, have been carried out as well as possible, However, according, to the available resources, Islamic boarding schools remain inadequate. For instance, the operators of Islamic boarding schools have not been able to control and apply SIMBA application and it primarily causes by network contraints and server maintenance.

Abstract

This research aims to find out (1) the implementation process of the billboard tax collection policy in Gorontalo City, and (2) the factors determining the success of the billboard tax collection policy in Gorontalo City. This research uses a descriptive qualitative method by using data sources conducted through in-depth interviews with informants. The research findings show that the Implementation Process of the Reclame Tax Collection Policy in Gorontalo City is good in planning, implementation, monitoring, and evaluation. In general, it has been implemented but is not optimal. In the implementation stage, it has not been optimal in terms of annual realization revenue. In the monitoring and evaluation stage, has been through meetings but has not shown the suitability between the implementer's achievements and what was targeted in the planning. Factors that determine the success of the Implementation of the Billboard Tax Collection Policy in Gorontalo City communication, the attitude of implementers, and the bureaucratic structure have been implemented well. As for resources, they have limited human resources.

Abstract

The purpose of this study is to describe the implementation of Regional Regulation No. 9of 2019 in the P2TP2A Institution on the Protection of Women and Children in Bone BolangoRegency seen from the indicators of (a) Organization, (b) Interpretation/understanding, (c)Implementation. This research method uses descriptive qualitative, while the data collectiontechniques used are interviews, observation, and documentation. The findings of the researchshow that the Implementation of P2TP2A Institution Policies in the Protection of Women andChildren from Violence in Bone Bolango Regency is good in terms of organization,interpretation/understanding, and implementation. In general, it has been implemented but is notoptimal. Judging from the organization, it is in accordance with the procedure, and theinterpretation/understanding has been carried out but it can be said that it is not good because ithas not yet been achieved that many people understand the socialization carried out, humanresources are still lacking, and lack of public awareness. In the application, it has been runningwell in accordance with applicable regulations. In an effort to protect women and children, thecommunity must first know how to protect women and children. Therefore, supervision of theprotection of women and children is needed, as well as an increase in socialization andinterpretation/understanding with the entire community. Socialization can be done either throughadvertisements or social media.

Abstract

Tujuan penelitian untuk mengetahui kualitas pelayanan publik pada sistem tracer study di Universitas Negeri Gorontalo. Penelitian menggunakan pendekatan kualitatif, karena pendekatan kualitatif memanfaatkan sumber data langsung dalam konteks alami (natural setting) untuk mengungkapkan beragam aspek fenomena yang diamati. Jenis penelitian yang diterapkan adalah penilitian deskriptif yang bertujuan untuk melakukan analisis mendalam terhadap situasi kondisi suatu fenomena tertentu. Hasil penelitian menunjukkan bahwa kualitas pelayanan sistem tracer study di Universitas Negeri Gorontalo, dilihat dari lima dimensi kualitas pelayanan terdapat dua dimensi yang belum optimal yaitu dimensi Responsiveness (daya tanggap) dan Realibility (keandalan).

Abstract

The stages of implementing government goods and services procurement services are unclear and the factors determining success are not yet known in government agencies. This can lead to low public trust in the government procurement service process for goods and services. The aim of the research is to obtain an overview of the stages of implementation of government goods and services procurement services as well as the factors determining their success. This research was carried out at the Gorontalo Cultural Heritage Conservation Center. The research method used is descriptive qualitative with an inductive approach and analyzed in stages through data reduction, data presentation and drawing conclusions. The data sources for this research consist of primary and secondary data. Primary data is selected informants related to goods/services procurement activities and providers who have carried out work at the agency. Secondary data is supporting data in the form of printed documents and related files. Data collection was carried out by means of observation and in-depth interviews. The results of this research show that there are two stages in the procurement of goods and services that are not optimal. The two stages in question are the procurement preparation stage and provider selection. Apart from that, human resource competency and standard operational procedures as determining factors for service are still not optimal. It is hoped that with future improvements, outputs from the provision of goods and services procurement services can be achieved that are transparent, effective, efficient and fair, right on target and with minimal abuse of authority.

ABSTRAK Nurlin, 2023 “Implementasi Kebijakan Penertiban Hewan Hepas Studi Kasus Di Desa Popodu Kecamatan Bulango Timur Kabupaten Bone Bolango”. Program Studi S-1 Ilmu Administrasi Publik Fakultas Ilmu Sosial, Universitas Negeri Gorontalo dengan Pembimbing I Dr. Sri Yulianty Mozin, ST, MPA dan Pembimbing II Dr. Fenti Prihatini Dance Tui, S.Pd., M.Si. Penelitian ini bertujuan untuk mengetahui (1)Implementasi Kebijakan Penertiban hewan Lepas Di Desa Popodu Kecamatan Bulango Timur Kabupaten Bone Bolangoyang dilihat dari segi perencanaan,pelaksanaan, dan evaluasi. (2) Faktor-faktor determinan Implementasi Kebijakan Penertiban Hewan Lepas di Desa Popodu Kecamatan Bulango Timur Kabupaten Bone Bolango yang dilihat dari segi komunikasi, sumber daya, disposisi, struktur birokrasi. Penelitian ini menggunakan metode pendekatan kualitatif dengan jenis penelitian deskriptif kualitatif, dan menggunakan teknik pengumpulan data yang dilakukan dengan observasi,wawancara dan dokumentasi. Berdasarkan hasil penelitian yang dilakukan bahwa (1) implementasi kebijakan dalam hal ini Peraturan Daerah Nomor 39 Tahun 2006 tentang Penertiban hewan lepas meliputi aspek Perencanaan,Pelaksanaan,dan Evaluasi sudah dilakukan dengan baik oleh Pemerintah Desa Popodu. Namun belum berjalan sepenuhnya, masih banyak hewan lepas yang berkeliaran dijalanan dan masuk ke pekarangan rumah warga.( 2) Faktor-faktor determinan Implementasi Kebijakan Penertiban Hewan Lepas di Desa Popodu Kecamatan Bulango Timur Kabupaten Bone Bolango yang dilihat dari aspek Komunikasi sudah dilakukan dengan sebaik mungkin, namun masih ada masyarakat yang kurang memahami tujuan dari kebijakan tersebut. Kemudian dari aspek Sumber daya juga masih kurang untuk menjalankan kebijakan penertiban hewan lepas. Selanjutnya dilihat dari aspek Disposisi yaitu kurangnya kesadaran dari pelaksana (masyarakat) dalam menjalan kebijakan tersebut. Terakhir, dilihat dari aspek Struktur Birokrasi sampai saat ini Pemerintah Desa belum mengeluarkan Peraturan Desa mengenai penertiban hewan lepas, maka dalam hal ini struktur birokrasi belum bisa dibentuk oleh Pemerintah Desa.

Abstract

Tujuan penelitian ini adalah untuk mengetahui penerapan pungutan tarif retribusi parkir di Kota Gorontalo dan mengetahui apa saja faktor-faktor penghambat Pemerintah Kota Gorontalo dalam menanggulangi parkir liar. Metode yang digunakan dalam penelitian ini adalah jenis penelitian empiris. Hasil penelitian menunjukan, bahwa pemungutan tarif retribusi parkir kepada para juru parkir dilakukan dengan cara mendatangi para juru parkir di kawasan perparkiran mereka masing-masing. Ini dilakukan agar pelaksanaan retribusi parkir terkoordinir dengan baik agar para juru parkir tidak perlu mendatangi kantor untuk menyerahkan penghasilan mereka dan memastikan bahwa tidak ada juru parkir yang tidak menyerahkan penghasilanya dari retribusi tersebut. Guna memudahkan para kolektor dalam melakukan pemungutan retribusi maka Kepala Bagian Perparkiran Kota Gorontalo membagi personilnya sesuai dengan wilayah perparkiran yang telah ditentukan kepada setiap kolektor. Ini dilakukan agar kolektor mengetahui dengan jelas wilayah dan kawasan perparkiran yang dimana akan dilakukan penagihan retribusi parkir. Sehingga para kolektor mengetahui dengan jelas bahwa seluruh juru parkir di Kota Gorontalo telah memberikan retribusi parkir kepada Kolektor. Faktor penghambat dalam menanggulangi parkir liar pada Dinas Perhubungan Kota Gorontalo, dimana terdapat beberapa narasumber yang masih mengeluh tentang kenyamanan dan keterbukaan, dan kepastian biaya parkir. Dalam hal ini, sebaiknya Dinas Perhubungan Kota Gorontalo lebih transparan mengenai biaya yang harus dikeluarkan setelah menggunakan jasa parkir sehingga dapat meminimalisir hambatan dalam proses pelayanan.

Abstract

This research aims to determine (1) Development of BUMDes in Modelidu Village, Telaga Biru District which is related to organizational behavior, organizational structure and organizational process systems. (2) Supporting and inhibiting factors for the development of Bumdes in Modelidu Village, Telaga Biru District. The research method used is qualitative with a descriptive approach and data collection through observation, interviews and documentation. The research results show (1) The development of BUMDes in Modelidu Village, Telaga Biru District is related to organizational behavior, in terms of ethics, responsibility and leader motivation needs to be improved and developed. Regarding the organizational structure, in terms of overlapping duties and responsibilities and lack of focus on tasks in accordance with TUPOKSI. Regarding the organizational process system in terms of decision making, communication through socialization is also still lacking. (2) Inhibiting factors from a budget perspective, such as increasing additional capital and increasing public awareness regarding loan repayment, are still lacking. In terms of human resources, such as understanding computerization and work procedures is still lacking, and the amount of private support is limited. Supporting factors are the government's commitment to developing BUMDes further in the future, as well as the potential for natural resources such as agricultural management because the population of Modelidu Village is mostly farmers.

Abstract

This research aims to identify and describe the factors determining the implementations of retribution policy of business service at Lombongo tourist attractions in Bone Bolango Regency. The research employs a qualitative approach with a descriptive research design. Techniques of data collection include observation, interview, and documentation, while data analysis utilizes the Huberman model. Furthermore, the research focused on the factors influencing the implementation of retribution policy of business service at Lombongo tourist attractions, examined through communication, resource availability, implementer disposition/attitude, and bureaucratic structure. The results indicate that the factors determining the implementation of retribution policy of business service at Lombongo tourist attractions are not functioning optimally. Communication between implementers and target groups has been established well on a vertical level; however, there exist a gap between the information received and observations made in the field, necessitating further optimization. Resources factors- including human resources, facilities, and budget-require enhancement to improve the development of Lombongo tourist attractions. The disposition/attitude of implementers has not been optimal, as proved by visitors’ lack of awareness regarding retribution payments and the insufficient assertiveness of retribution collectors in carrying out their duties. In terms of bureaucratic structure, the system is functioning adequately, as indicated by clearly defined roles and responsibilities and the presence of standard operating procedures related to the collection of retribution in Bone Bolango Regency.
