Abstract

Fokus penelitian ini yaitu efektivitas Program Kampung KB di Kecamatan Kwandang Kabupaten Gorontalo Utara dikaji dari 1) kejelasan tujuan yang hendak dicapai, 2) penyusunan program yang tepat, 3) tersedianya sarana dan prasarana, 4) pelaksanaan yang efektif dan efisien, dan 5) sistem pengawasan dan pengendalian yang bersifat mendidik. Pendekatan yang digunakan pada penelitian ini adalah kualitatif. Metode penelitian adalah kualitatif deskriptif. Pengumpulan data dilakukan dengan teknik wawancara, observasi, dan studi dokumentasi. Teknik analisis data pada penelitian ini dilakukan dengan reduksi data, penyajian data dan penarikan kesimpulan/ verifikasi. Hasil penelitian bahwa 1) kejelasan tujuan yang hendak dicapai belum efektif karena kurangnya pemahaman tentang metode kontrasepsi jangka Panjang; 2) penyusunan program yang tepat belum efektif, masih terdapat kendala yang perlu diatasi, terutama terkait dengan pengembangan kapasitas Institusi Masyarakat Pedesaan (IMP); 3) tersedianya sarana dan prasarana kerja belum efektif karena jenis dan jumlahnya belum sepenuhnya memenuhi kebutuhan spesifik setiap Kampung KB; 4) pelaksanaan yang efektif dan efisien pada Program Kampung KB belum sepenuhnya mencapai tujuan yang diharapkan. Sumber daya manusia, sarana prasarana, dan anggaran yang terbatas menjadi kendala dalam pelaksanaan program; 5) sistem pengawasan dan pengendalian yang bersifat mendidik belum efektif karena ketiadaan sistem informasi yang komprehensif untuk mengelola data pengawasan menjadi kendala utama untuk pengambilan keputusan yang tepat.

Abstract

Penelitian ini bertujuan untuk menggambarkan dan menganalisis tingkat transparansi dalam proses pemberian bantuan alat tangkap ikan kepada nelayan oleh Pemerintah Desa Milangodaa, Kecamatan Tomini, Kabupaten Bolaang Mongondow Selatan. Transparansi menjadi prinsip penting dalam penyelenggaraan pemerintahan desa untuk memastikan bahwa bantuan tepat sasaran, merata, dan adil. Latar belakang penelitian ini didasarkan pada adanya ketidaksesuaian dalam penyaluran bantuan yang menyebabkan beberapa nelayan tidak mendapatkan haknya secara layak. Penelitian ini menggunakan pendekatan kualitatif dengan jenis deskriptif. Teknik pengumpulan data dilakukan melalui observasi, wawancara semi-terstruktur, dan dokumentasi. Informan terdiri dari kepala desa, perangkat desa, dan nelayan penerima bantuan. Fokus utama penelitian ini mencakup tiga aspek transparansi, yaitu keterbukaan proses pelayanan, prosedur pelayanan informasi, dan kemudahan memperoleh informasi. Hasil penelitian menunjukkan bahwa transparansi dalam pemberian bantuan alat tangkap ikan masih belum optimal. Meskipun terdapat upaya dari pemerintah desa untuk menyampaikan informasi melalui musyawarah dan papan pengumuman, namun belum seluruh proses dilaksanakan secara terbuka dan menyeluruh. Beberapa nelayan tidak memahami prosedur yang berlaku dan mengeluhkan kurangnya akses terhadap informasi bantuan. Selain itu, terdapat ketidaktepatan sasaran dalam penentuan penerima bantuan yang mengurangi kepercayaan masyarakat terhadap pemerintah desa. Penelitian ini merekomendasikan agar pemerintah desa meningkatkan mekanisme komunikasi, memperjelas prosedur bantuan, serta memperluas partisipasi masyarakat dalam proses perencanaan dan evaluasi. Dengan demikian, diharapkan transparansi pelayanan publik dapat terwujud secara maksimal dan mendukung prinsip good governance di tingkat desa. Abstract

ABSTRACT This study aims to analyze the institutional role of the Social Affairs Office in addressing the issue of homeless people and beggars in Gorontalo City, focusing on preventive, repressive, and rehabilitative efforts. The approach used is quantitative with a descriptive research type. Data were collected through interviews, observation, and documentation. Data analysis employed the Miles and Huberman model. The results of the study show that: (1) The preventive efforts of the Social Affairs and Community Empowerment Office of Gorontalo City in handling the issue of homelessness and begging are carried out through counseling for vulnerable families, job skills training for poor groups, and mapping of areas prone to homelessness and begging. Collaboration with other agencies such as the Public Order Agency (Satpol PP), Health Department, and religious institutions further strengthens these efforts. (2) The repressive approach is implemented in an integrated manner with Satpol PP and the Police through regular and coordinated operations to control homeless people and beggars. These activities include identification, data collection, legal action against exploiters, and the application of the Regional Regulation on Public Order as the operational basis. (3) Rehabilitative efforts focus on the recovery and social reintegration of homeless people and beggars through various services such as placement in shelters, spiritual guidance, job skills training, and facilitation of entrepreneurship programs. Reintegration with original families and post-rehabilitation monitoring are also key parts of the long-term strategy of the Social Affairs Office. The implementation of these activities also involves cooperation with educational institutions, cooperatives, MSMEs, and BAZNAS to support economic sustainability after rehabilitation. Keyword: Homeless; Beggars; Institutional; Social; Handling ABSTRAK Penelitian ini bertujuan untuk menganalisis peran kelembagaan dinas sosial dalam penanganan masalah gelandangan dan pengemis di Kota Gorontalo yang terdiri atas upaya preventif, upaya represif dan upaya rehabilitatif. Pendekatan yang digunakan yakni kuantitatif dengan jenis penelitian deskriptif. Pengumpulan data menggunakan wawancara, observasi dan dokumentasi. Analisis data menggunakan model Miles dan Huberman. Hasil penelitian ini menunjukan bahwa (1) upaya preventif Dinas Sosial dan Pemberdayaan Masyarakat Kota Gorontalo dalam menangani masalah gelandangan dan pengemis dilakukan melalui penyuluhan kepada keluarga rentan, pelatihan keterampilan kerja bagi kelompok miskin, serta pemetaan wilayah rawan gepeng. Kolaborasi dengan instansi lain, seperti Satpol PP, Dinas Kesehatan, dan lembaga keagamaan turut memperkuat upaya ini. (2) Pendekatan represif Dinas Sosial dan Pemberdayaan Masyarakat dijalankan secara terpadu dengan Satpol PP dan Kepolisian, melalui kegiatan operasi penertiban gepeng yang bersifat rutin dan terkoordinasi. Kegiatan ini mencakup identifikasi, pendataan, dan tindakan hukum terhadap pelaku eksploitasi, serta penerapan Perda Ketertiban Umum sebagai landasan operasional. (3) Upaya rehabilitatif difokuskan pada pemulihan dan reintegrasi sosial gepeng melalui berbagai layanan seperti penempatan di rumah singgah, pembinaan spiritual, pelatihan keterampilan kerja, serta fasilitasi program kewirausahaan. Reintegrasi dengan keluarga asal dan pemantauan pascarehabilitasi juga menjadi bagian penting dalam strategi jangka panjang Dinas Sosial. Pelaksanaan kegiatan ini turut melibatkan kerja sama dengan lembaga pendidikan, koperasi, UMKM, dan BAZNAS guna mendukung keberlanjutan ekonomi pascarehabilitasi. Abstract

This study examines the implementation of accountability in the management of village funds in Tilango District, Gorontalo Regency, Indonesia. The research adopts a qualitative descriptive approach within the constructivist paradigm to understand how local actors interpret and apply accountability principles in daily administrative practice. Data were collected through interviews, observations, and document analysis from village officials, community representatives, and government facilitators. The findings reveal that accountability mechanisms have been implemented but remain procedural and fragmented across five dimensions: transparency, responsibility, control, answerability, and responsiveness. Transparency is limited to formal disclosure, while responsibility is constrained by low administrative capacity. Control mechanisms are reactive rather than preventive, and accountability reports are often treated as bureaucratic requirements rather than reflective evaluations. Responsiveness to community aspirations is inconsistent, with limited follow-up on participatory decisions. These findings confirm that accountability in Tilango District demonstrates administrative adequacy but low substantive quality, aligning more with compliance than with participatory and performance-based governance. Theoretically, the study expands Aman et al.’s (2013) accountability framework within the context of Good Governance and New Public Management (NPM). Practically, it recommends capacity building, stronger preventive monitoring, and greater community engagement to improve financial transparency and institutional trust.

Abstract

This study examines the implementation of the Village Fund Policy (Dana Desa) in Tilongkabila District, Bone Bolango Regency, within Indonesia’s decentralization framework. Although the Village Fund aims to promote participatory and equitable rural development, its implementation has often been constrained by administrative and structural barriers. The research employs a qualitative descriptive design using a case study approach across three villages Permata, Bongopini, and Iloheluma. Data were collected through in-depth interviews, observation, and document analysis involving 10–15 key informants, including village heads, members of the Village Consultative Body (BPD), and community representatives. Data were analyzed using Miles and Huberman’s (1994) interactive model consisting of data reduction, display, and conclusion drawing, and validated through triangulation and member checking. The findings reveal that planning processes are formally participatory but dominated by village elites, implementation tends to prioritize physical projects over empowerment programs, and supervision remains weak due to limited technical capacity and irregular district monitoring. Using Edward III’s implementation model, four key factors were identified: (1) communication, unclear dissemination of central directives; (2) resources, inadequate training and technical expertise; (3) disposition, uneven commitment among implementers; and (4) bureaucratic structure, rigid and overlapping reporting mechanisms. These findings demonstrate that the success of policy implementation depends not only on institutional frameworks but also on behavioral and contextual dimensions. The study contributes theoretically by validating Edward III’s model in a village governance context and practically by recommending strategies for administrative simplification, participatory planning, capacity-building, and community-based supervision. It concludes that effective decentralization requires not only fiscal transfer but also the transformation of local administrative behavior, communication, and institutional learning.

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh tata kelola dan budaya organisasi terhadap kinerja Badan Usaha Milik Desa (BUMDes) di Kecamatan Bonepantai, Kabupaten Bone Bolango. BUMDes berperan penting dalam pengembangan ekonomi desa melalui pemanfaatan potensi lokal, namun efektivitasnya sangat ditentukan oleh kualitas tata kelola dan budaya organisasi yang diterapkan. Penelitian ini menggunakan pendekatan kuantitatif dengan metode survei terhadap 30 responden yang terdiri dari pengurus dan masyarakat dari lima BUMDes aktif. Variabel tata kelola diukur melalui indikator transparansi, akuntabilitas, partisipasi, kerja sama, serta efisiensi dan efektivitas. Sementara itu, budaya organisasi diukur berdasarkan nilai dan norma, kepemimpinan, komunikasi, komitmen, dan profesionalisme. Instrumen penelitian dinyatakan valid dan reliabel dengan nilai Cronbach’s Alpha di atas 0,80. Analisis data dilakukan menggunakan regresi linier berganda setelah pengujian asumsi klasik. Hasil penelitian menunjukkan bahwa budaya organisasi berpengaruh positif dan signifikan terhadap kinerja BUMDes (p < 0,05), sedangkan tata kelola tidak berpengaruh signifikan. Namun, secara simultan kedua variabel memberikan kontribusi signifikan terhadap kinerja BUMDes dengan koefisien determinasi (R²) sebesar 46,26%. Hal ini menunjukkan bahwa hampir setengah variasi kinerja BUMDes dapat dijelaskan oleh kedua variabel tersebut. Temuan ini menegaskan pentingnya sinergi antara budaya organisasi yang kuat dan tata kelola yang baik dalam memperkuat kelembagaan BUMDes serta mendorong pembangunan ekonomi desa yang berkelanjutan. This study aims to analyze the influence of governance and organizational culture on the performance of Village-Owned Enterprises (BUMDes) in Bonepantai District, Bone Bolango Regency. BUMDes play a vital role in rural economic development through the utilization of local potential; however, their effectiveness is largely determined by the quality of governance and organizational culture implemented. This research employs a quantitative approach using a survey method involving 30 respondents, consisting of management members and community representatives from five active BUMDes. The governance variable is measured through indicators of transparency, accountability, participation, cooperation, as well as efficiency and effectiveness. Meanwhile, the organizational culture variable is assessed based on values and norms, leadership, communication, commitment, and professionalism. The research instruments were found to be valid and reliable, with a Cronbach’s Alpha value above 0.80. Data were analyzed using multiple linear regression following classical assumption tests. The results indicate that organizational culture has a positive and significant effect on BUMDes performance (p < 0.05), whereas governance does not show a significant effect. However, both variables simultaneously contribute significantly to performance, with a coefficient of determination (R²) of 46.26%. This implies that nearly half of the variation in BUMDes performance can be explained by governance and organizational culture. The findings highlight that the synergy between strong organizational culture and good governance is essential for strengthening BUMDes institutions and promoting sustainable rural economic development.

Abstract

Tujuan penelitian ini adalah untuk mengetahui penerapan pungutan tarif retribusi parkir di Kota Gorontalo dan mengetahui apa saja faktor-faktor penghambat Pemerintah Kota Gorontalo dalam menanggulangi parkir liar. Metode yang digunakan dalam penelitian ini adalah jenis penelitian empiris. Hasil penelitian menunjukan, bahwa pemungutan tarif retribusi parkir kepada para juru parkir dilakukan dengan cara mendatangi para juru parkir di kawasan perparkiran mereka masing-masing. Ini dilakukan agar pelaksanaan retribusi parkir terkoordinir dengan baik agar para juru parkir tidak perlu mendatangi kantor untuk menyerahkan penghasilan mereka dan memastikan bahwa tidak ada juru parkir yang tidak menyerahkan penghasilanya dari retribusi tersebut. Guna memudahkan para kolektor dalam melakukan pemungutan retribusi maka Kepala Bagian Perparkiran Kota Gorontalo membagi personilnya sesuai dengan wilayah perparkiran yang telah ditentukan kepada setiap kolektor. Ini dilakukan agar kolektor mengetahui dengan jelas wilayah dan kawasan perparkiran yang dimana akan dilakukan penagihan retribusi parkir. Sehingga para kolektor mengetahui dengan jelas bahwa seluruh juru parkir di Kota Gorontalo telah memberikan retribusi parkir kepada Kolektor. Faktor penghambat dalam menanggulangi parkir liar pada Dinas Perhubungan Kota Gorontalo, dimana terdapat beberapa narasumber yang masih mengeluh tentang kenyamanan dan keterbukaan, dan kepastian biaya parkir. Dalam hal ini, sebaiknya Dinas Perhubungan Kota Gorontalo lebih transparan mengenai biaya yang harus dikeluarkan setelah menggunakan jasa parkir sehingga dapat meminimalisir hambatan dalam proses pelayanan.

Abstract

This research aims to find out (1) the implementation process of the billboard tax collection policy in Gorontalo City, and (2) the factors determining the success of the billboard tax collection policy in Gorontalo City. This research uses a descriptive qualitative method by using data sources conducted through in-depth interviews with informants. The research findings show that the Implementation Process of the Reclame Tax Collection Policy in Gorontalo City is good in planning, implementation, monitoring, and evaluation. In general, it has been implemented but is not optimal. In the implementation stage, it has not been optimal in terms of annual realization revenue. In the monitoring and evaluation stage, has been through meetings but has not shown the suitability between the implementer's achievements and what was targeted in the planning. Factors that determine the success of the Implementation of the Billboard Tax Collection Policy in Gorontalo City communication, the attitude of implementers, and the bureaucratic structure have been implemented well. As for resources, they have limited human resources.

Abstract

The research aims to analyze and describe (1) the quality of service delivery in terms of customers’ satisfaction at Mimoza Multimedia and (2) the factors affecting the quality of service delivery at Mimoza Multimedia. The research method used is qualitative method. The data are the primary data collected through interviews. The data analysis used is Miles and Huberman’s analysis model. The research findings indicate that (1) Mimoza Multimedia Gorontalo has been able to provide public services for society. However, service delivery should be improved through more progressive service polices and evaluations to elevate customers’ satisfaction level. Some aspects of public service delivery that fulfill customers’ satisfaction are adequate facilities and infrastructures, guarantee or compensation to unsatisfactory services, and empathy shown by employees. Meanwhile, responsiveness and reliability are two aspects which need improvement through capacity building in terms of the public service delivery at Mimoza Multimedia Gorontalo and (2) The service delivery at Mimoza Multimedia Gorontalo relies on the quality of human resources, communication between the employees, and communication between the employees and customers. Customers’ satisfaction depends on competent and committed human resources to delivering public services in accordance with service principles. Moreover, the supporting factor is communication. Services without good communication will not satisfy customers.

Abstract

This research gives the analysis of how employee benefits and work discipline affect employee performances in the Bone Bolango Department of Community and Village Empowerment (DPMD), either in partial or simultaneous. It used a quantitative approach and an ex post facto research method. The research design was causality. The research population was made up of 48 people. Using a saturation sampling method, we acquired 48 research samples. Data collection techniques were questionnaire, observation, and documentation. The data analysis technique used was double regression. Findings present that (1) Employee benefits (TPP) had a positive and significant impact on employee performances in the Bone Bolango Department of Community and Village Empowerment (DPMD) at a coefficient of determinatioan of 14.60%, (2) Work discipline had a positive and significant impact on employee performances in the Bone Bolango Department of Community and Village Empowerment (DPMD) at a coefficient of determination of 61.20%, (3) Employee benefits (TPP) and work discipline simultaneously had a positive and significant impact on employee performances in the Bone Bolango Department of Community and Village Empowerment (DPMD) at a coefficient of determination of 75.20%, while the rest, 24.80%, was elucidated by other variables unexplained in this research, such as communication, organizational culture, employee competency, work commitment, and information and communication supports. Optimizing both employee benefits and work discipline is thus foreseeable to elevate employee performances in the Bone Bolango Department of Community and Village Empowerment (DPMD).
