Abstract

Tujuan artikel ini adalah untuk mengetahui pemberdayaan masyarakat yang dilakukan oleh Pemerintah Desa Cipacing pada kelompok pengrajin sekaligus mengetahui apakah pemberdayaan tersebut mampu menciptakan ketahanan ekonomi di masa pandemi Covid-19. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan teknik pengumpulan data observasi, wawancara mendalam, dan dokumentasi. Masalah penelitian difokuskan pada kelompok pengrajin Desa Cipacing yang terdampak pandemi Covid-19 sehingga banyak yang mengalami gulung tikar. Di sisi lain, terdapat dana desa yang diprioritaskan untuk membiayai pemberdayaan masyarakat atas dasar kondisi dan potensi yang dimiliki desa. Namun, apabila melihat dari kondisi kelompok pengrajin yang banyak mengalami gulung tikar, maka alokasi dana desa menjadi sebuah permasalahan. Penelitian ini menggunakan acuan teori pemberdayaan masyarakat oleh Wrihatnolo dan Dwidjowijoto dan teori ketahanan ekonomi oleh Briguglio. Hasil penelitian menyimpulkan bahwa selama pandemi Covid-19 berlangsung, Pemerintah Desa Cipacing belum dapat memberikan pemberdayaan masyarakat terutama pada kelompok pengrajin, sebab telah ada kebijakan mengenai dana desa yang dianggarkan khusus untuk pencegahan dan penanganan Covid-19, BLT, dan program ketahanan pangan. Untuk menciptakan sebuah ketahanan ekonomi, maka kelompok pengrajin berinisiatif membentuk sebuah kegiatan yakni Lembur Tohaga Lodaya dan Kelompok Usaha Bersama (KUBE) Medal Harapan Jaya. Dalam hal ini pemerintah desa mendukung penuh atas kegiatan tersebut dengan memfasilitasi kemudahan perizinan, agar secara legalitas organisasi dapat terjamin kelangsungan kegiatan usahanya.

Abstract

Pergeseran politik yang terjadi dalam sebuah partai politik, tidak dapat dipisahkan dari adanya dinamika di dalam internal partai politik. Salah satu dinamika yang terjadi di internal partai politik adalah pergeseran politik yang terjadi dalam Sarekat Islam dalam periode 1971-2004. Dinamika Politik dapat diartikan sebagai gambaran seberapa jauh proses politik yang berlangsung mampu mencerminkan nilai-nilai demokrasi dan akuntabilitas (Agustino: 2009) . Dengan adanya dinamika politik, maka kita mengetahui pergeseran yang terjadi dalam politik, serta dapat menganalisis pergerakan lembaga-lembaga politik dalam menjalankan tugas dan wewenangnya. Dengan demikian, dapat diartikan bahwa dinamika politik merupakan pergerakan politik.

Abstract

Tujuan dari penelitian ini adalah untuk menganalisis bagaimana sejarah, perkembangan, dan sistem pemerintahan pada masa Dinasti Abbasiyah. Dimulai pada tahun 132 H (750 M) hingga 656 H (1258 M), Dinasti Abbasiyah berkuasa dalam kurun waktu yang cukup lama yaitu selama lima abad. Dalam proses perkembangannya, Dinasti Abbasiyah terbagi menjadi lima periode dimana sistem pemerintahan yang diterapkan tidak selalu sama tergantung pada perubahan politik, sosial, dan budayanya. Umat Islam berhasil mencapai kesuksesan dan kejayaan pada masa Kekhalifahan Abbasiyah di bawah kepemimpinan Harun al-Rasyid baik dalam bidang ilmu pengetahuan dan kebudayaan, ekonomi, kekuasaan, dan peradaban. Namun, pada periode kelima yaitu sekitar tahun 1199 M – 1258 M Dinasti Abbasiyah mengalami kemunduran karena kemerosotan ekonomi akibat pertikaian politik, mulai muncul dinasti-dinasti kecil, terjadinya perselisihan, dan berlangsungnya perang salib yang berkepanjangan. Selain itu, semua pusat kekuasaan dan pengetahuan dijarah oleh tentara Mongol dan Tartar sehingga menyebabkan Dinasti Abbasiyah perlahan-lahan mulai runtuh.

Abstract

Politics dynamics in regional legislative election system is found the problem there are conditions that are not in harmony between the format election system and the format regional government system. This problem can lead to low political representation of local communities by their legislators. This research contributes to gaining knowledge about the dynamics of regional politics and the ideal electoral system and harmony with local government systems that can be used in the future; with a high level of political representation, and to find out what factors are related to the regional legislative election system. This research uses ethnographic methods through in-depth interviews, direct participant observation, and documentation Data of 5 informants at the home of regional representatives, 5 political parties (in 2 different districts). His findings are that the electoral system still uses a semi-district model that is already out of proportion to the regional government system. Therefore this research is very important to change the improvement of the system which is also supported by a quality, integrity, professional, honest and fair election system; so that it will give birth to regional legislators who have a high level of political representation to their constituents; and at the same time can be effective in the administration of regional government.

Abstract

This article attempts to discuss the practice of democratic governance in contemporary Indonesia. This study is essential since Indonesia is one of the countries transitioning from authoritarianism towards democracy following the fall of Suharto’s regime. This study shall answer whether democratic governance in Indonesia experiences a crisis, with a focus of analysis on the four dimensions of democratic governance, namely: (1) rule of law, (2) human rights, (3) civil society, and (4) elections and political process. This study applies a qualitative method by collecting data from document studies and literary studies. The findings in this study indicate that democratic governance in Indonesia experiences a crisis as evidenced by the remaining-weak legal supremacy in Indonesia, and the existence of violations of the implementation of human rights, eventually led to horizontal conflicts. The inability of civil society organizations to carry out their functions in democratization as an intermediary between the community and the state as well as to influence government policies for the public interest. Another recent weakness is there are still strong issues related to primordialism in the occasion of General Elections. This crisis of democratic governance shall bring Indonesia to "the decline of democracy" instead of democratic consolidation.

Abstract

Information and communication technology is increasingly developing in the current era, the government is required to issue a policy to prepare and develop it in the government. In this case, the implementation of e-government system policies in Timor-Leste through the central agency of information and communication technology aims to digitize government activities and services towards a modern government and ensure a transparent, effective, and efficient government. In this study descriptive qualitative research methods. Data collection is carried out by interviews, observation, and documentation with the determination of informants determined by purposive techniques or methods. This study shows that the implementation of the e-government system policy in Timor-Leste is still not effective or optimal because there are still factors that become obstacles to its implementation. Furthermore, the central agency of Tic Timor. I.P. still lacks human resources in the field of IT or adequate technical personnel, lacks facilities, and slow or unstable internet networks. The conclusion in the research obtained from the results of this study is that the Timor-Leste government through the central agency Tic Timor. I.P. has tried to develop an e-government policy system but there are still many shortcomings such as human resources in the field of informatics and technology, and low internet networks. The input suggestion given by the researcher is that the government needs to increase the capacity of supervisors and human resources to develop and accelerate the implementation of e-government policies in various government agencies at the central and regional levels.

Abstract

Ketergantungan pangan yang tinggi terhadap daerah lain membuat Kota Bandung sangat rentan terhadap ketahanan pangan, tidak memiliki kedaulatan pangan, rentan terhadap gejolak harga, atau tidak dapat mengontrol harga pangan yang beredar. Tata kelola digital melalui indigenous knowledge di Kota Bandung menjadi aspek penting untuk mewujudkan ketahanan pangan, salah satunya melalui pertanian perkotaan terpadu yang disebut Buruan Sae (Pekarangan Sehat Alami dan Ekonomis). Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus di Kota Bandung. Hasil penelitian menunjukkan bahwa Kota Bandung melalui DKPP belum menerapkan tata kelola pemerintahan digital pada program Buruan Sae, baru baru memulai yaitu dengan pembuatan aplikasi yang belum sempurna yang merupakan layanan menuju pemerintahan digital, belum sampai pada kategori SPBE. Padahal program buruan sae dapat membantu masyarakat memanfaatkan sumber tanaman pekarangan sebagai alternatif untuk ketahanan pangan, dengan adanya teknologi digital yang mendukung program buruan sae DKPP dapat melacak alur barang dari petani hingga ke konsumen, memonitoring kualitas produk, dan memastikan pemenuhan standar keamanan pangan yang memberikan kepercayaan konsumen terhadap produk lokal. Such high food dependence on other areas means that the city of Bandung is very vulnerable to food security, does not have food sovereignty, is vulnerable to price fluctuations, or cannot control the price of food in circulation. Digital governance through indigenous knowledge in the city of Bandung is an important aspect of realizing food security, one of which is through integrated urban farming called Buruan Sae (Natural and Economical Healthy Yard). This research uses a qualitative approach with a case study method in the city of Bandung. The results of the research show that the City of Bandung, through DKPP, has not yet implemented digital governance in the Buruan Sae program, only just starting out, namely with the creation of a rudimentary application that is a service towards digital government, not yet reaching the SPBE category. Even though the sae hunting program can help the community utilize garden plant sources as an alternative for food security, the existence of digital technology that supports the sae hunting DKPP can track the flow of goods from farmers to consumers, monitor product quality, and ensure compliance with food safety standards that provide consumer trust in local products.

Abstract

The objectives of this study (1) are to analyze the role of local governments in implementing Good Governance in educational services in Nabire Regency in 2018-2021; (2) To analyze the factors supporting and inhibiting the role of the Regional Government in the implementation of Good Governance in educational services in Nabire Regency in 2018-2021; (3) To analyze the quality of public services in the education sector in Nabire Regency in 2018-2021. The result is that the role of the Nabire Regency Government in implementing Good Governance in education services has not gone well, because it has not fulfilled the 5 principles of Alfredo Enrione, namely: Orderly Administration, Public Interest, Openness, Proportionality and Professionalism. In addition, the inhibiting factors for the role of the Nabire District Government in implementing Good Governance in educational services are the absence of a local government accounting system, the lack of qualified human resources, the emergence of corruption and the existence of a feudalistic style as well as the lack of community participation and the lack of discipline of the apparatus. While the supporting factors for the role of the Regional Government of Nabire Regency in implementing Good Governance in educational services are organizational structure, organizational culture, government and community collaboration

Abstract

The issue of the environmental crisis is increasingly getting the attention of the world community. in addition to the government, the community may also contribute to protecting the environment and saving the earth. moreover, this study used a qualitative approach. a literature study is the data collection technique that was employed. the results of research activities conducted by wwf indonesia obtained outcomes that aligned with the main activities achieved based on the planning that was implemented, regulations formed from activities, and interventions involving stakeholders. thus, the government and wwf indonesia have an impact on each other when it comes to the issue orientation aspect of implementing green politics. furthermore, initiatives from wwf indonesia have the potential to shed light on forest sustainability on the island of kalimantan. however, the environmental movement encompasses more than merely the aspect of realizing policy. every environmentally committed institution also serves the wider community by providing education pertaining to the environment. according to the program table, the program’s implementation for the working period has ended, so it is currently required to clarify the follow-up on which program will be implemented next. this condition also indicates that there was no turning point for the relevant sector government when the responsibility devolved to WWF indonesia, and ultimately, this program was discontinued.

Abstract

Bureaucratic Reform is one of the important aspects in providing quality services. The purpose of bureaucratic reform is to have an impact on reducing the practice of corruption, collusion and nepotism, positive attitudes and moral values in people so that it has a positive impact on society and the surrounding environment. One factor that plays an important role in creating effective bureaucratic reform is visionary leadership. This research uses a qualitative approach using descriptive methods to gain an in-depth understanding of the visionary leadership of the Head of the Human Resources Staffing and Development Agency. The sources of information in this research are BKPSDM employees of Bandung City and the community. Information collection was done through interviews, observation and documentation. The results of this study indicate that the visionary leadership carried out by the head of BKPSDM Bandung City is running well. The head of BKPSDM Bandung City has the characteristics of a visionary leader in managing his organization. These steps include the establishment of the vision and mission of Bandung City which is the basis for the preparation of goals, objectives, strategies, programs, activities and sub-activities of BKPSDM. The vision and mission of Bandung City are outlined in a strategic plan that is prepared and submitted to all BKPSDM officials
