Abstract

The objective of this research is to formulate a specific model of Citarum’s watershed and its coastal management policy.  The method applied in the research is the descriptive method or retrospective through a study case with an approach system.  The multidimensional systematic approach is applied to formulate policies, to develop scenario strategies involving several stakeholders and experts on coastal areas and regional and inter sectors.  The results of the research determine that the economical value relating with the aspects of pollution which in general involves replacement costs indicate impacts of pollution from public activities in the coastal stream in de facto costs Rp 31 billion/year.  The Index Value of a Sustainable Watershed and Coastal Management System (IkB-SIPPDAS) applied in the study area according to a multidimensional Rap-SIPPDAS method for upland, center and downstream area of the Citarum’s Watershed are 38.23; 38.27; and 33.59 respectively in a sustainability scale of     0-100, showing a non-sustainable status.  The analysis result for every dimension of development management indicates that the economical dimension for the upland, middle and coastal part of the Citarum Watershed contains the highest index rate, which amounts up to 88.29.  The index value is categorized ”good” or sustainable with the lowest value in ecology.  The results of the statistics indicates that the Rap-SIPPDAS method is effective enough for application as a method to evaluate the Watershed and Coastal Management System in a specific river stream or a rapid appraisal area.  The selected ideal design of the three scenarios for the watershed management policy and West Java’s Citarum coastal area is the progressive-optimistic scenario stressing the possible future condition to receive maximum support or in other words the scenario is based on the scientific way of thinking and being optimistic about the future.   Key words: watershed, coastal, scenario, system, management, pollutant, policy

Abstract

    Penelitian ini dilakukan untuk mengetahui karakteristik sebaran suhu perairan laut, salinitas, klorofil-a dan mengestimasi keberadaan ikan karang (Paracanthurus hepatus, Amphiprion polymnus, Lutjanus argentimaculatus dan Epinephelus fuscoguttatus) di perairan Pulau Simeulue Provinsi Aceh berdasarkan suhu permukaan laut. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dan kuantitatif. Data suhu, salinitas dan klorofil diolah menggunakan software Ocean Data View versi 4.4 (ODV), Pembuatan peta menggunakan Software ArcGis versi 10.2. Suhu perairan laut Pulau Simeulue pada Tahun 2017 relatif tinggi dengan nilai suhu 27.5-34°C dan rendah dengan nilai suhu 26-3°C. Salinitas permukaan laut Pulau Simeulue pada tahun 2017 relatif tinggi terjadi pada bulan Desember dengan nilai 31-36 psu, terendah terjadi pada bulan Januari dengan nilai 30–35.50 psu. Sebaran klorofil-a pada tahun 2017 Pulau Simeulue adalah 0–2.25mg/m³. Nilai sebaran klorofil-a terendah terjadi pada bulan November yaitu 0–0.4mg/m³, tertinggi terjadi pada bulan Januari yaitu 0–2.25 mg/m³. Sebaran Paracanthurus hepatusdi Pulau Simeulue diduga terdapat pada suhu minimum 28.50°C dan suhu maksimum 34.5°C. Sebaran  Amphirion polymnus di Pulau Simeulue diduga terdapat pada  suhu minimun 27°C dan maksimum 34.61°C. Sebaran Lutjanus argentimaculatu di Pulau Simeulue diduga terdapat pada suhu minimunm 21.42°C dan suhu maksimun 35.61°C. Sebaran  Epinephelus fuscoguttatus di Pulau Simeulue diduga terdapat pada suhu minimum 28°C dan suhu maksimun 34.61°C.

Abstract

We focused on socio-economic aspect to West of Aceh’s Fishermen. The research aims to analyze the socio-economical domain of Tuna (Thunnus sp) in fisheries management based ecosystem approach to fisheries management (Case study at PPI Ujong Baroh). The study was conducted from January – March 2016 that is located at PPI Ujong Baroh West of Aceh. The sampling method is purposive sampling through depth interview and questionnaire. Data analysis method is flag modeling techniques with the approach Multi-Criteria Analysis (MCA). The result shown that the assessment to indicate the fisheries conflict and the utilization of indigenous knowledge were categorized good condition because there is local institution (lembaga laot) that managed and arranged regulations of fisheries management in West of Aceh. This local institution was lead by Panglima Laot. Moreover, the assesment of stakeholder participation was categorized moderate condition. The participation of stakeholder has not ran yet effectively in Tuna fisheries management at West of Aceh. For economical domain shown that income of fisheries household and saving ratio were categorized bad conditions. Most fishermen possess debt to require life necessity before fishing. In other side, Tuna fisheries depend on season and mostly wives also don’t have sufficient knowledge to increase their income through fish processing. Moreover, the asset ownership has shown “medium” condition. According to fishermen, their productive asset stil likely to constant if we compared in the previous year.

Abstract

Fisheries production in West of Aceh was still insufficient to provide the local community consumption. However, fisheries resources in  West of Aceh water  are abundant. But utilization of fisheries particularly skipjack tuna (cakalang) hasn’t been yet optimalized. This aiming to analyse the status of sustainablity of skipjack (Katsuwonus pelamis) fisheries in West of Aceh water.  The study was conducted in November to Desember 2012 at the Fish Landing  Port of  Kuala Bubon  and Fish Landing Bases (PPI) Ujong Baroh. The result shown that sustainability index value by using multidimensional scaling is 88,42 with stress value is  0.12 and coefisien of determination (R2) is 0,95 or 95%. Such index value show that sustainablity of skipjack resources were good status. It means that multidimensional of skipjack stock were still paid attention in fisheries management sustainable. Beside that, it shown from water condition and fishing gears were still support viability of such comodity.

Abstract

Almost mangrove forest in West of Aceh have already been destroyed by Tsunami in 2004. Urgently, we strive to recover the mangrove forest gradually. Prevously, we must study about sustainablity of mangrove forest in West of Aceh. This study aims to analyse the sustainability index and status of mangrove forest in multidimensional scaling. This research was conducted in December to February 2013 in West of Aceh of mangrove coastal. Mangrove Forest Sustainability Index Value of ecological dimensionworth 63.50. The results shown that good enough to used as one tool to evaluate policy Mangrove Forest sector in the region or regions rapidly (rapid appraisal). According to analysis of levelage shown that the high sensitivity of attributes is level of concord of  RTRW/RZWP3-K.

Abstract

Management of lobster fisheries aims to analyze lobster fisheries management system and lobster resource management pattern through Ecosystem Approach to Fisheries Management (EAFM) at the Simeulue Regency Aceh Province. The study was conducted in a lobster breeding area, at the sub-district of South Teupah and sub-district of Teluk Dalam Simeulue regency in June to July 2016, location determination using purposive sampling method. Data collection with questionnaires and direct field-taking. Analysis of data processing using analysis of fisheries management indicators through ecosystem approach (EAFM). The results showed that assessment indicator EAFM for fish resource domains in good condition (220), habitat and ecosystem domains in good condition (205), and institutional domains are also in good condition (227).Keywords: EAFM, Ecosystems, Lobsters, Simeulue

Abstract

The lobster fishery is one of the leading fisheries commodity on Simeulue Regency so that local government must manage wisely in order to maintain the sustainability of the lobster fishery. Aceh Government Regulation namely Qanun Aceh No. 7 of 2010 concerning fisheries already in effect. However, the institutional system has not functioned optimally in the management of lobster fisheries. The purpose this study is to examine the domain of fishing techniques, socio-economic and institutional management of lobster fisheries with ecosystem approaches in Simeulue waters. Research method using qualitative research. The method of data collection is survey method which is done by purposive sampling approach that is by doing depth responder interview which is considered informative and wide knowledge about the institute. Data analysis using EAFM analysis done with Flag Modeling technique. Based on the results of the study that the assessment of the fishing domain techniques and economic domains in aggregate showed bad category. Meanwhile, social domains and institutional domains show moderate categories so aggregate composites overall show fewer categories. It is therefore necessary to make a tactical decision from the bad to be better in accordance with the category of each EAFM domain. Keywords:  fisheries management with ecosystem approach (EAFM), WPP 572, Simeulue

Abstract

 The damage in Kuala Tripa Estuary needs sustainable management. This study is aim to determine the sustainability status of the ecological, social, economic, technological and institutional dimension as well as alternative directions for development policies in sustainable management of the Kuala Tripa estuary. This study uses a descriptive approach with the maintenance of survey methods and case studies. The study was conducted from May to July 2021. A total of 11 respondents were selected using purposive sampling and proportional sampling methods. Water quality measurements were also conducted (Salinity, dissolved oxygen, pH, temperature, BOD and COD) at three station points. To test the water quality, BOD (Bisolved Oxygent Demand) and COD (Chemical Oxygent Demand) were analyzed at the Aceh Health Laboratory. The data were analyzed using RAPFISH (Rapid Apprasial for Fisheries) software. The measured attributes are the ecological, social, economic, technological and institutional dimensions. The status of the Multi-Dimensional Scaling estuarine sustainability index status of Kuala Tripa is quite sustainable with a score of 55.41. The most sensitive attributes from the leverage analysis are used to identify efforts (policy recommendations) through the AHP (Analytical Hierarchy Process) method. The first alternative is water extension policy with a priority value of 0.29.

Abstract

Penelitian ini bertujuan untuk menganalisis kuantitas kandungan logam berat jenis timbal (Pb), kadmium (Cd), besi (Fe), merkuri (Hg), dan minyak solar di estuaria Krueng Cangkoi. Pengambilan sampel dilakukan di Krueng Cangkoi, Desa Padang Seurahet, Kecamatan Meureubo, Meulaboh, Aceh Barat. Analisa data dan proses penelitian dilaksanakan di Laboratorium Badan Riset dan Standardisasi Industri Daerah (BARISTAND) Kota Banda Aceh pada bulan Desember 2014 sampai dengan Januari 2015. Penelitian menggunakan metode purposive sampling dan data diperoleh berdasarkan uji Spektrofotometri Serapan Atom terhadap kandungan logam berat jenis Pb, Cd, Fe, Hg, dan minyak solar di 5 (lima) titik sampel. Di dapatkan hasil tingkat kandungan logam berat Cd (0,14 mg/L) dan Fe (0,56 mg/L) di Krueng Cangkoi telah melampaui ambang batas baku mutu berdasarkan Peraturan Pemerintah No: 82/2001 yaitu 0,01 mg/L pada Cd dan 0,3 mg/L pada Fe. Hasil indeks pencemaran di Krueng Cangkoi didapatkan nilai indeks pencemaran Fe yaitu 1,76 mg/L tergolong cemar ringan dan nilai indeks pencemaran Cd yaitu 3,91 mg/L tergolong cemar sedang berdasarkan baku mutu KeMenLH No: 115/2003.The objective of research to analyzed quantity of heavy metals types of: lead (Pb), cadmium (Cd), iron (Fe), mercury (Hg) and diesel fuel in estuaries of Krueng Cangkoi. Sampling was conducted on December 2014 until January 2015 in estuaries Krueng Cangkoi, Meulaboh, West Aceh. The data analyzed and research process at the Laboratory Research and Standardization Industry (BARISTAND) Banda Aceh. The research used purposive sampling method and the data was obtained by Atomic Absorption Spectrophotometry method test for heavy metal content types of: Pb, Cd, Fe, Hg and diesel fuel at 5 (five) sites sampling. The results of level of heavy metals Cd (0,14 mg/L) and Fe (0,56 mg/L) in Krueng Cangkoi has exceeded the quality standard threshold base on Government Regulation No: 82/2001 was 0,01 mg/L in Cd and 0,3 mg/L in Fe. The results of pollution index in Krueng Cangkoi obtained pollution index values of Fe was 1,76 mg/L classified of lightly-polluted and pollution index values of Cd was 3,91 mg/L classified of moderately-polluted based on quality standard of KemenLH No: 115/2003.

Abstract

Ujong Baroh Fish Landing Port (FLP) is a type D fishing port which is an important infrastructure in small-scale capture fisheries activities. But there are some obstacles in the management of the FLP. Improper management can have an impact on the optimal utilization of facilities and activities that are not active. This is a challenge for the Regional Government of West Aceh. Therefore, Meulaboh FLP needs to be supported by a suitable management by involving the relevant agencies. Thus this research is very important to be carried out regarding the sustainability status of the optimal management of Fish Landing Port facilities. The results of the study showed that there are four dimensions that have sustainability covering the ecological dimension 57.43, economic dimensions 62.93, socio-cultural dimensions 76.08, technological dimensions 57.54, with 24 attributes while there is one institutional dimension 32.76 by having 6 attributes that do not have less sustainability in managing Ujong Baroh Fish Landing Port facilities
