Abstract

To improve yield and cup quality, mature coffee tree as rootstock could be grafted with scion of selected genotype. This research aimed to study growth performance of mature trees resulted from intra and inter-specific grafting on Robusta coffee. The research was arranged in Randomized Complete Block Design with 3 replications. There were 12 treatments of entrees/under-stump genotype for coffee grafting including 8 treatments of intraspecific local Robusta/Robusta grafting and 4 treatments of interspecific coffee grafting of Robusta/Liberica and Arabica/Robusta. The results showed that intraspecific grafting of Robusta/Robusta, Robusta/Liberica, and Arabica/Robusta resulted in grafting mortality of 9.8%, 10.9%, and 24.8%, respectively. Until 28 weeks after grafting, branch growth variables were significantly affected by scion/rootstock of Robusta/Robusta, Robusta/Liberica, and Arabica/Robusta grafting. Grafted Arabica/Robusta coffee showed the poor growth performance. In second year of Robusta/Robusta and Robusta/Liberica growth, generative growth of cherry inflorescence per branch and number of cherries per inflorescence were not affected by scion and rootstock genotypes. Leaf and branch growth were very important variables correlating with other variables.

Abstract

Mangosteen (Garcinia mangostana L.) is a tropical plant that bears seasonal fruit and is one of Indonesia's leading export commodity.  Mangosteen production in Indonesia is still low and not continuous, because there are several factors that influence it.  One of them is the character of biennial bearing in mangosteen one year produce high fruit load followed by a next year of very low production.  Therefore it is necessary to induce off season mangosteen flowering.  This study aims to determine: (1) the effect of Paklobutrazol on the flowering of mangosteen plants, (2) the effect of adding KNO3 and Etefon on the acceleration of mangosteen flowering.  This research was conducted in Mulangmaya Village, Kota Agung Timur District, Tanggamus, Lampung.  Regency at an altitude of 250 m above sea level from September 2018 to April 2019.  This research used a Randomized Block Design (RBD) with a single factor consisting of 3 treatments, namely P1 ( manure 10 kg/plant + NPK Nitrophonska 1 kg/plant, P2 (Paclobutrazol 2 ml/l + KNO3 20 g/l + manure 10 kg/plant + NPK Nitrophonska 1 kg/plant), and P3 (Paclobutrazol 2 ml/l + Etefon 40 ml/l + manure 10 kg/plant + NPK Nitrophonska 1 kg/plant).  The data obtained were analyzed by analysis of variance and the mean separation was carried out by orthogonal contrast test at the 5% significance level.  The results showed that the treatment of P2 (Paclobutrazol 2 ml/l + KNO3 20 g/l + manure 10 kg/plant + NPK Nitrophonska 1 kg/plant) on mangosteen plants was able to spur flowering faster with a difference of 12 days (8.70% ), and increased the total number of fruits per plant by a difference of 41 fruit (38.80%).  The P3 treatment (Paclobutrazol 2 ml/l + Etefon 40 ml/l + manure 10 kg/plant + NPK Nitrophonska 1 kg/plant), unexpectedly causing significant leaf drop 3 days after Ethephon spray, and new leaves were formed a month later.  Keywords : Ethephon, KNO3, Paclobutrazol, and mangosteen flowering

Abstract

This article aims to analyze Indonesia's efforts to accommodate national interests in efforts to handle refugees in Indonesia. UNHCR noted that until December 2020 the number of refugees in Indonesia reached 13,700 people, with the most refugees coming from Afghanistan 57%, Somalia 10%, and Myanmar 7%. This number is very large considering the fact that Indonesia is only a transit country and not a country that ratified the 1951 Refugee Covenant. The existence of refugees in Indonesia is an urgent problem by taking advantage from human rights as the basis of its justification, while Indonesia is a sovereign country that has the authority to regulate the traffic of foreigners in its territory especially on the basis of national interests, such as security. The existence of Presidential Regulation No. 125/2016 on the Handling of Refugees from Abroad has not optimally become a solution for handling refugees in Indonesia. By using normative juridical research method, the authors analyzed that although the regulations regarding repatriation and resettlement of refugees were mentioned in Presidential Regulation No. 125/2016, they did not clearly regulate the procedures for handling refugees either through voluntary repatriation and there was no attempt by the government to implement the repatriation program. Abstract

Shallots (Allium ascalonicum L.) is one of the leading vegetable commodities used as food seasoning and traditional medicine. This study aims to see the effect of providing various doses of NPK fertilizer and types of biological fertilizers on the growth and production of shallot plants. This study used a randomized block design (RAK) arranged in a factorial (4 x 2). The first factor is the NPK fertilizer dosage which consists of four levels, namely: N0= 0% (without NPK fertilizer), N1= 50% (25 g/m2), N2= 100% (50 g/m2), and N3= 150% (75 g/m2). The second factor is the type of biological fertilizer which consists of two levels, namely: H1= Grikulan plus fertilizer and H2= EM4. The results showed that the NPK fertilizer dosage treatment up to a dose of 75g/m2 gave the best results on plant growth and development, including the number of leaves, plant height, fresh tuber weight per plant, wind dry tuber weight per plant, and wind dry tuber weight per m2. The growth and development of shallot plants with the application of Grikulan biological fertilizers were better than those of EM4 biological fertilizers. Treatment of NPK fertilizer dosage of 150% or equivalent to 75 g / m2 supplemented with the application of Grikulan plus fertilizer results in higher production, namely the weight of dry tubers per m2 reaching 1674.33 g or equivalent to 11.72 tonnes/ha. Keywords : EM4, Grikulan plus, shallots,NPK, yield

Abstract

ABSTRAK Pada jurnal ini, penulis mengangkat permasalahan mengenai politik hukum pengaturan penyelesaian perselisihan hasil pemilihan Kepala Desa. Konstitusi telah menyatakan Indonesia sebagai negara Hukum. Konsekuensi logis dari negara hukum adalah adanya separation of power. Teori pemisahan kekuasaan ini dikenal dengan trias politika. Kemudian konstitusi juga mengatur bahwa negara mengakui keberadaan masyarakat hukum adat (termasuk desa) beserta hak-hak tradisionalnya, termasuk hak asal usul. Pengakuan ini disebut dengan Asas Rekognisi. UU Desa manyatakan penyelesaian perselisihan hasil pemilihan Kepala Desa diselesaikan oleh Bupati dan Walikota. Menjadi pertanyaan apakah penyelesaian perselisihan hasil pemilihan Kepala Desa telah sesuai konstitusi khususnya hak asal usul dan teori trias politika ?. Penelitian ini adalah penelitian yuridis normatif dengan pendekatan perundang-undangan, sejarah dan konsep. Hasil dari penelitian ini menyatakan bahwa politik hukum pengaturan penyelesaian perselisihan hasil pemilihan Kepala Desa tidak sesuai dengan konstitusi dan teori trias politika.Kata Kunci: Politik Hukum, Pemilihan Kepala Desa, Trias Politika, Hak Asal Usul. ABSTRAK In this journal, researcher raised issue about the legal politics of the dispute resolutions over the Village Heads election results. The State of Indonesia is a state based on the rule of law. The consequence of the rule of law  is the existence of a “separation of power”. Theory of separation of powers is also known as trias politica. The constitution also regulate that the state recognizes the existence of the homogeneity of societies with customary law (including village) along with their traditional rights, including the “asal-usul right”. This recognition is called Recognition Principle. The Village Law (UU Desa) declared that dispute resolutions over the Village Heads election results to be solved by the Bupati and the Mayor. It is a question of whether the dispute resolution over the election result has been in accordance with the constitution, especially the “asal-usul right” and the theory of trias politica. This research is normative juridical research with statute aproach, historical aproach and conceptual aproach. The result of this research indicates that the legal politics of the dispute resolutions over the Village Heads election results is not in accordance with constitution and trias politica theory. Key words: Legal Politics, Village Heads Election, Trias Politica, Asal-Usul Rights.

Abstract

Sedap malam merupakan salah satu tanaman hias yang banyak disukai masyarakat. Bunga sedap malam tergolong bunga potong yang laku di pasaran setelah mawar dan krisan. Untuk meningkatkan produksi bunga sedap malam yaitu dengan memperbaiki pertumbuhan dan kualitas bunga. Perbaikan kualitas bunga sedap malam dapat dilakukan dengan pemberian unsur hara yang cukup dan seimbang. Penelitian ini bertujuan untuk mengetahui pengaruh pemberian dosis pupuk NPK danpupuk pelengkap Plant Catalyst terhadap pertumbuhan dan produksi tanaman sedap malam. Penelitian ini menggunakan Rancangan Acak Kelompok (RAK) yang disusun secara faktorial (4x4) dengan setiap satuan percobaan digandakan yaitu pupuk NPK Mutiara (16-16-16) (N) yaitu N 0 (0), N 1 (10 g/tanaman), N 2 (15 g/tanaman), N 3 (20 g/tanaman). Faktor kedua adalah konsentrasi pupuk pelengkap Plant Catalyst (P) yaitu P 0 (0), P 1 (1 g/l), P 2 (1,5 g/l), P 3 (2 g/l). Hasil penelitian menunjukkanbahwa pemberian dosis pupuk NPK dan pupuk Pelengkap Plant Catalyst tidak memberikan pengaruh yang berbeda nyata pada variabel pengamatan vegetatif tanaman sedap malam. Pemberian pupuk NPK dengan dosis 20 g/tanaman memberikan hasil yang terbaik pada variabel pengamatan panjang rangkaian bunga, panjang bunga keseluruhan, diameter tangkai bunga, diameter bunga, dan jumlah kuntum. Pemberian pupuk pelengkap Plant Catalyst 1,5g/l memberikan hasil yang terbaik pada variabel pengamatan panjang bunga keseluruhan, diameter tangkai bunga, diameter bunga, dan jumlah kuntum.

Abstract

The maritime dimension defense strategy model is a part of the Archipelago Marine Defense Strategy, referring to the dynamics or developments in the strategic environment and the capabilities of available national resources. In carrying out an assessment of the defense strategy of the archipelagic nation's sea dimension, it is determined by the influence and interaction of interrelationships between balancing aspects of Naval Forces and Integrated Fleet Weapons Systems (SSAT) with Threat aspects as a complex system, so an analysis is needed to get a value on the assessment defense strategy of the maritime dimension of the archipelagic state, which consists of aspects of developing the strength of the Navy and aspects of Potential Threats. So it needs to be compiled in a dynamic model that can represent a value in the assessment of the marine defense dimension of the archipelagic nation which is projected based on the time dimension up to the next 15 years. In this research, the researchers compiled a system dynamic model approach to obtain an assessment of the value of each variable and sub-variable. The results of the formulation and simulation model on the assessment of the sea dimension defense strategy, obtained values based on the following strategic scenarios: (1) Fleet In Being defense strategy at an index value of 5.72, (2) Blockade defense scenario 5.72, (3) Defense scenario Decesive Battle 5.73, (4) combined scenario between fleet in being and blockade 5.72, (5) combined scenario of fleet in being and decesive battle 5.78, (6) combination scenario of blocakde and decesive battle 5.73 and value sea defense based on current SSAT capabilities in the 15th year of 5.9, included in the alert category/quite safe.

Abstract

The interim president anticipates the vacancy of the office of president and vice president; Indonesia calls it ‘pelaksana tugas kepresidenan’, which is filled by the minister of home affairs, foreign affairs, and minister of defense. This article explores the two actors (bureaucrats and legitimacy) who become interim presidents in the constitutions of the world's countries. Next, the Indonesian arrangement and accompanying problems in the 1945 Constitution will be reviewed. This article is aided by a doctrinal research method with historical, legislative, and comparative constitutional approaches. Indonesia has its peculiarities compared to the constitutions of world countries because it applies a compound position as interim President adopted from the New Order legal products (Tap MPR VII/1973) without going through a decontextualisation process, so it still applies the old features (bureaucratic actors) with compound/collegial executive positions in the new constitutional structure that seeks to purify the presidential system. In addition, there are conditions that the 1945 Constitution still cannot resolve and that cause paralysis of governance. This article offers one solution—which could alleviate two specific problems simultaneously—and that is to make the Speaker of the House of Representatives (DPR) the acting President of the future.

Abstract

This study aimed to analyze the juridical implications of non-quorum decisions of the Notary Assembly in the notary examination process and legal protection for notaries for non-quorum decisions of the Notary Honorary Council. The study used normative juridical, with statutory and conceptual approaches. This study discussed law as a norm or rule that applied in society and was used as a behavioural guide for everyone. The study results showed that the juridical implications of non-quorum decisions of the Notary Assembly in the notary examination process were null and void after a court decision had permanent legal force. The decision was declared legally invalid so that it cannot be applied to the notary concerned. Legal protection for notaries for non-quorum decisions of the Notary Honorary Council was obtained by filing an administrative objection to the State Administrative Court by suing the Notary Assembly.

Abstract

Salah satu nutrisi hidroponik populer adalah nutrisi AB mix, tapi harganya semakin mahal, sehingga diperlukan alternatif nutrisi organik berupa ekstrak daun lamtoro yang murah, mudah didapat, dan kaya nutrisi untuk tanaman sawi yang ditanam secara hidroponik. Tujuan penelitian ini adalah memperoleh konsentrasi ekstrak daun lamtoro yang tepat sebagai substitusi nutrisi AB mix pada tanaman sawi yang ditanam secara hidroponik NFT. Penelitian dilakukan dari Januari sampai dengan Februari 2023 di Kebun Lapang, Kota Sepang Jaya, Bandar Lampung. Penelitian ini menggunakan Rancangan Acak Lengkap (RAL) dengan 4 faktor tunggal jenis larutan nutrisi berupa P1 = 100% AB mix (Kontrol), P2 = 75% AB mix + 25% ekstrak daun lamtoro, P3 = 50% AB Mix  + 50% ekstrak daun lamtoro, dan P4 = 100% ekstrak daun lamtoro. Data dianalisis dengan analisis varians (ANOVA), dan pemisahan perbedaan rata-rata Beda Nyata Terkecil (BNT) pada taraf 5%. Hasil penelitian menunjukkan bahwa nutrisi AB mix masih menjadi nutrisi yang terbaik dalam menunjang pertumbuhan dan produksi tanaman sawi dibandingkan ekstrak daun lamtoro terhadap bobot segar tajuk, luas daun, indeks panen, bobot kering daun, bobot segar akar dan jumlah akar.
