Abstract

Pemupukan tanaman hortikultura sangat besar pengaruhnya bagi pertumbuhan dan perkembangan pada tanaman, seperti pada tanaman selada romaine. Pupuk organik cair merupakan salah satu bahan yang dapat digunakan untuk  memnuhi kebutuhan unsur hara makro dan mikro pada tanaman.  Penelitian ini bertujuan untuk mengetahui pengaruh pemberian pupuk cair berbahan baku daun afrika dan rumput laut terhadap pertumbuhan tanaman selada romaine dan mengetahui efektivitas pupuk organik cair untuk menggantikan pupuk NPK anorganik.  Penelitian ini dilaksanakan di Desa Sumber Agung 2, Kecamatan Sumberejo, Kabupaten Tanggamus, Provinsi Lampung dari bulan Januari - April 2020. Penelitian ini dilakukan menggunakan empat perlakuan tunggal dalam rancangan acak kelompok (RAK) dengan enam ulangan dan lima sampel tanaman setiap perlakuan. Pembuatan pupuk cair menggunakan komposisi 5 kg daun afrika atau rumput laut yang telah diblender + 15 L air + 100 g gula pasir + EM4 10 ml difermentasikan dalam ember plastik yang tersambung dengan selang infus dan ditutup rapat selama 20 hari.  Penggunaan ekstrak hasil fermentasi tersebut diencerkan dengan perbandingan 1:5, 1:4, 1:3, 1:3, dan 1:3, diaplikasikan sebanyak 5 kali dengan volume siram 50 ml/tanaman, 60 ml/tanaman, 75 ml/tanaman, 100 ml/tanaman, dan 100 ml/tanaman.. Hasil penelitian yang telah dilakukan menunjukkan bahwa pemberian pupuk cair berbahan baku daun afrika atau rumput laut dapat menghasilkan bobot segar selada romaine rata-rata sebesar 109,32 g, lebih berat 30,97% daripada kontrol yang menghasilkan 83,47 g, dan lebih berat 10,08% daripada NPK yang menghasilkan 99,30 g.  Dengan demikian, pada kondisi lingkungan dan musim yang sama pupuk organik cair berbahan baku rumput laut dan daun afrika dapat menggantikan pupuk NPK anorganik.

Abstract

This article aims to analyze Indonesia's efforts to accommodate national interests in efforts to handle refugees in Indonesia. UNHCR noted that until December 2020 the number of refugees in Indonesia reached 13,700 people, with the most refugees coming from Afghanistan 57%, Somalia 10%, and Myanmar 7%. This number is very large considering the fact that Indonesia is only a transit country and not a country that ratified the 1951 Refugee Covenant. The existence of refugees in Indonesia is an urgent problem by taking advantage from human rights as the basis of its justification, while Indonesia is a sovereign country that has the authority to regulate the traffic of foreigners in its territory especially on the basis of national interests, such as security. The existence of Presidential Regulation No. 125/2016 on the Handling of Refugees from Abroad has not optimally become a solution for handling refugees in Indonesia. By using normative juridical research method, the authors analyzed that although the regulations regarding repatriation and resettlement of refugees were mentioned in Presidential Regulation No. 125/2016, they did not clearly regulate the procedures for handling refugees either through voluntary repatriation and there was no attempt by the government to implement the repatriation program. Abstract

United Nations (UN) Security Council (UNSC) resolutions (UNSCRs) are adopted by a vote of the five permanent members and ten non-permanent members of the UNSC. Each UNSCR is understood to be part of the “primary responsibility for the maintenance of international peace and security” of the UN. The Indonesian government has been encouraged by various parties to make a legal instrument that would enforce the UNSCRs. Such an instrument would serve to bridge and reduce gaps in the rule of law regarding the enforcement of UNSCRs for nations. However, the government of Indonesia faces several challenges in implementing legal instruments for the UNSCRs. This article maintains that it is crucial to study accommodative policies regarding the national enforcement of UNSCRs by considering the example of Singapore. Singapore has special laws that respond to UNSCRs (The UN Act Chapter 339-UN Act). UN Act 339 is the legal umbrella in Singapore for the government’s implementation of UNSCRs. The UN Act is also an attempt by the Singaporean government to carry out its international obligations to the United Nations.

Abstract

This paper critically examines the intersection of state sovereignty and the provision of humanitarian assistance in the context of international armed conflicts, addressing a pressing and increasingly relevant issue in global legal discourse. While state sovereignty remains a cornerstone of international law, its application during armed conflict, especially regarding external humanitarian aid, raises complex questions of responsibility and intervention. Using a blend of primary and secondary legal sources, the study explores how sovereignty intersects with the state's obligations to protect and meet the needs of its citizens during conflict, in line with the theory of "responsible sovereignty." The research highlights the nuanced tension between a state's right to control its territory and its duty to ensure the welfare of its population, even in the midst of war. Despite the fundamental principle of sovereignty, states are bound by international norms to allow humanitarian assistance when their capacity to respond to crisis situations is overwhelmed, thereby preventing further human suffering. The study challenges the traditional view that external aid constitutes an infringement on sovereignty, instead arguing that the refusal of humanitarian assistance in times of need may violate international legal and moral obligations. This paper offers a novel perspective on sovereignty, proposing that in an era of global interconnectedness and humanitarian crises, responsible sovereignty should prioritize the protection of human life over rigid territorial control. The findings contribute to ongoing debates in international law, urging a rethinking of the state's role in conflict zones and the responsibility to allow external humanitarian aid in the face of dire need.

Abstract

The Government's commitment to fulfilling and mainstreaming Children's Rights (PUHA) is carried out to realize the goals of national development, namely advancing general welfare and educating the nation's life as mandated by the fourth paragraph of the Preamble of the 1945 Constitution of the Republic of Indonesia which explicitly states that the State exists in order to protect all of Indonesia's bloodshed, promoting public welfare and educating the life of the nation. Furthermore, the commitment referred to is also based on the constitutional basis as set forth in the provisions of Article 28B paragraph (2), "Every child has the right to survival, growth and development and is entitled to protection from violence and discrimination. **)” and the provisions of Article 34 paragraph (1) which reads, “The state takes care of the poor and neglected children”. Therefore, a research was compiled with the theme of Legal Reconstruction of the Hexsa Helix Synergy and Collaborative Model of Mainstreaming of Children's Rights (PUHA) in the Implementation of Child-friendly District/City Programs. The formulation of the problems raised are (1) Why is a legal reconstruction of the Hexsa helix model of synergy and collaboration the Mainstreaming of Children's Rights (PUHA) needed in the implementation of the Child-Friendly District/City program? (2) What is the legal reconstruction model of the Hexsa helix synergy and collaboration model for Mainstreaming Children's Rights (PUHA) in the implementation of the Child-friendly District/City program as an alternative form of building a social inclusion strategy to achieve a more equitable development for fulfilling children's rights? The research method used is Normative Juridical with statutory approach and conceptual approach. While the literature used includes literature on children, the hexa helix concept, and child-friendly districts/cities. Further identification of legal materials is carried out on Primary Legal Materials which consist of a set of legal norms in the form of laws and regulations in the field of children's rights. Meanwhile, Secondary Legal Materials consist of libraries, journals, research findings, and KLA program performance reports stipulated by the Central Government and Regional Governments. Abstract

The COVID-19 pandemic has posed a significant challenge for Indonesia and nearly all countries worldwide. Each country has implemented its own policies to address the pandemic, but these policies are not always appropriate for the public, particularly regarding reopening national borders. A similar issue has also arisen in Indonesia, where the decision to reopen borders is deemed inconsistent with the country’s societal conditions. Government policies have also impacted the state’s fulfilment of fundamental human rights. This study analyses government policies in the field of immigration during the COVID-19 pandemic, examining their social implications and proposing a policy-making model that takes human rights into account during crises. While previous research has explored the legal and economic dimensions of pandemic-era immigration policies in various countries, this study provides a distinctive focus on Indonesia’s unique regulatory inconsistencies. Using a normative research method with statutory and conceptual approaches, this study addresses the existing issues. It finds that the government’s policies have yet to fully align with the protection of human rights and that the formulation of immigration regulations during a pandemic requires a more comprehensive and well-structured approach. It underscores the importance of integrating human rights-based approaches into emergency regulations, providing valuable insights for policymakers in other jurisdictions facing similar dilemmas. By examining Indonesia’s legal framework, this research offers comparative lessons on how emerging economies can reconcile economic imperatives with legal obligations under international human rights law.

Abstract

Ornamental plants have now developed as souvenirs given at a wedding. Requirements for souvenirs, the plants should be tiny, lush, and have much of flowers. So its growth needs to be modified using a growth regulator paclobutrazol. This study aimed to determine the response of angelonia plants to the application of paclobutrazol at several levels of concentration and determine the concentration of paclobutrazol which has the best appearance of angelonia plants. This research method used a randomized block design (RBD) with treatment of 6 levels of paclobutrazol concentration, namely 0 ppm, 30 ppm, 60 ppm, 90 ppm, 120 ppm and 150 ppm with 3 replications. The F test and further tests were carried out an Orthogonal Polynomials. All tests were carried out at the 5% level. The results showed that the application of paclobutrazol at a concentration level of 30-150 ppm, was effective in suppressing the growth rate of angelonia plants in the vegetative phase. This value was proved by the results of the questionnaire that, the highest visual value was obtained at a concentration of 150 ppm. But with the increasing concentration of paclobutrazol, the freshness of  flowers became shorter. Keywords: Angelonia, Concentration, Paclobutrazol

Abstract

Lada merupakan tanaman tradisonal Lampung yang di Lampung Timur dibudidayakan dengan intensif monokultur. Agroekosistem perlu dikelola secara benar agar budidaya tidak bersifat degeneratif yaitu produktivitas yang terus menurun akibat daya dukung agroekosistem yang menurun. Hal ini dilakukan dengan intensifikasi terutama aplikasi bahan organik, biochar, dan pupuk anorganik. Kegiatan penyuluhan pengabdian ini bertujuan meningkatkan pengetahuan dan keterampilan anggota kelompok tani dalam pembuatan dan aplikasi bahan organik dan biochar untuk intensifikasi budidaya lada. Metode yang digunakan adalah Ceramah dan tatap muka, Focus Group Discussion (FGD), Pendampingan penguatan kelompok. Anjangsana dan anjangkarya. Kegiatan dilaksanakan di Kelompok Tani Sri Rejeki, Desa Sukadana Baru Kecamatan Marga Tiga, Lampung Timur. Hasil pengabdian ini menyimpulkan bahwa pengabdian masyarakat aplikasi biochar dan bahan organik di Desa Sukadana Baru sudah dilaksanakan dengan peserta dari Kelompok Tani Sri Rejeki dan KUB Berkah Abadi melalui kegiatan penyuluhan, pembuatan demplot, FGD, anjangsana dan anjangkarya dan pendampingan penguatan kelompok dengan tingkat partisipasi yang baik. Hasil FGD menunjukkan bahwa petani umumnya (85%) tidak memupuk lada dengan pupuk buatan, melainkan petani (54%) memberikan bahan organik. Pengabdian ini dapat meningkatkan pengetahuan dan keterampilan petani dalam mempertahankan dan meningkatkankan produktivitas kebun lada dalam memproduksi bahan organik dan memanfaatkan biochar untuk diaplikasikan pada kebun lada dengan skore 42 berkategori sangat baik

Abstract

Salah satu masalah Pondok Pesantren Islam Ulul Albab Lampung adalah keinginan untuk memperbaiki pengelolaan sampah di lingkungannya. Kegiatan bertujuan untuk meningkatkan pengetahuan dan mendampingi pengelola dan warga pondok pesantren untuk melaksanakan pengelolaan sampah secara terpadu dan mengubahnya menjadi kompos. Metode pelaksanaan terdiri dua kegiatan utama, yaitu: (1) penyuluhan dan (2) pendampingan. Hasil evaluasi awal memperlihatkan bahwa jenis sampah yang banyak dibuang adalah plastik dan sampah dapur. Jumlah sampah yang dihasilkan per orang warga adalah 1-2 kg/hari. Evaluasi proses memperlihatkan bahwa pengelola pondok sudah mulai melakukan perbaikan pengelolaan sampah. Hal tersebut antara lain diperlihatkan dengan: (1) penetapan unit dengan dilengkapi SOP dan personalnya, yang khusus ditugasi untuk mengelola sampah, (2) penggantian dan penambahan fasilitas kotak sampah, menjadi model kotak sampah terpisah antara organik dan anorganik.  Evaluasi dalam aspek pengetahuan memperlihatkan bahwa pengetahuan warga pondok pesantren tentang pengelolaan sampah meningkat. Pengetahuan responden meningkat dalam hal: (1) sampah bisa diolah menjadi bernilai tambah, (2) pemilahan perlu dilakukan sejak awal, (3) sampah organik bisa dibuat menjadi kompos, dan (4) proses perlu dikontrol dan bisa dipercepat, agar dihasilkan kompos yang berkualitas dan siap pakai.

Abstract

Gisting merupakan representasi wilayah pertanian frontier, antara pedesaan padat penduduk dan gunung berupa hutan lindung, yang merupakan sentra produksi sayur, ternak, kopi, dan pariwisata. Kegiatan pengabdian kepada masyarakat ini yang dilaksanakan di Desa Sidokaton, Kecamatan Gisting, Kabupaten Tanggamus bertujuan untuk meningkatkan pengetahuan dan keterampilan anggota kelompok tani Tanggamus Handayani dalam memahami pengembangan pertanian frontier dan agroforestry untuk peningkatkan produktivitas lahan dan pengembangan agrowisata menuju desa wisata. Kegiatan ini dilaksanakan dengan metode ceramah dan tatap muka, Focus Group Discussion (FGD), pendampingan penguatan kelompok, serta anjangsana dan anjangkarya. Kegiatan ini melibatkan mahasiswa anggota PERMA AGT Fakultas Pertanian Universitas Lampung. Pengabdian ini dapat berjalan lancer dengan skore partisipasi 10 (skor 0-15) dan dapat meningkatkan pengetahuan dan keterampilan petani dalam pengembangan sistem usahatani pertanian dan agroforestry di wilayah frontier desa dan hutan lindung pegunungan serta pengembangan agrowisata dengan skore 38 (dari 0-50) yang berkategori baik.
