Abstract

This paper critically examines the intersection of state sovereignty and the provision of humanitarian assistance in the context of international armed conflicts, addressing a pressing and increasingly relevant issue in global legal discourse. While state sovereignty remains a cornerstone of international law, its application during armed conflict, especially regarding external humanitarian aid, raises complex questions of responsibility and intervention. Using a blend of primary and secondary legal sources, the study explores how sovereignty intersects with the state's obligations to protect and meet the needs of its citizens during conflict, in line with the theory of "responsible sovereignty." The research highlights the nuanced tension between a state's right to control its territory and its duty to ensure the welfare of its population, even in the midst of war. Despite the fundamental principle of sovereignty, states are bound by international norms to allow humanitarian assistance when their capacity to respond to crisis situations is overwhelmed, thereby preventing further human suffering. The study challenges the traditional view that external aid constitutes an infringement on sovereignty, instead arguing that the refusal of humanitarian assistance in times of need may violate international legal and moral obligations. This paper offers a novel perspective on sovereignty, proposing that in an era of global interconnectedness and humanitarian crises, responsible sovereignty should prioritize the protection of human life over rigid territorial control. The findings contribute to ongoing debates in international law, urging a rethinking of the state's role in conflict zones and the responsibility to allow external humanitarian aid in the face of dire need.

Abstract

Taman Wisata Wongsotirto Agro Park adalah destinasi wisata yang dikembangkan dengan konsep pertanian organik.  Secara umum, pertanian organik menggunakan prinsip-prinsip kesehatan, ekologi, dan perlindungan terhadap sumber daya alam yang telah disediakan untuk kebutuhan hidup manusia.  Konsep pertanian organik pada Taman Wisata Wongsotirto Agro Park terimplementasi pada sistem yang berlangsung didalamnya meliputi pemilihan vegetasi, pengelolaan air, tanah, dan limbah yang segala kegiatannya bebas dari proses kimiawi sehingga dapat melestarikan dan meningkatkan kesehatan ekosistem dan organisme. Konsep pertanian organik pada Taman Wisata Wongsotirto Agro Park terekspresi di dalam desain lanskap sebagai wahana-wahana edukasi, sirkulasi dan ruang yang menggunakan prinsip-prinsip agrowisata, dimana hal tersebut menekankan pada kegiatan industri wisata agar menarik konsumen untuk datang secara langsung ke tempat wisata, serta pelestarian flora dan fauna di lingkungan sekitarnya.

Abstract

Budidaya hidroponik umumnya menggunakan nutrisi AB Mix yang mengandung unsur hara yang lengkap.  Penggunaan pupuk organik cair (POC) dapat dijadikan sebagai alternatif untuk mengurangi kebutuhan nutrisi AB Mix. Penelitian ini bertujuan untuk (1) Mengetahui pengaruh pemberian POC rumput laut sebagai substitusi nutrisi AB Mix (2) Mengetahui komposisi terbaik POC rumput laut yang disubstitusikan dengan nutrisi AB Mix. Perlakuan disusun menggunakan Rancangan Acak Lengkap (RAL) yang terdiri dari 4 perlakuan tunggal dan 6 ulangan. Perlakuan terdiri atas empat taraf, yaitu R0 (100% AB Mix), R1 (AB Mix 75% + POC rumput laut 25%), R2 (AB Mix 50% + POC rumput laut 50%), dan R3 (AB Mix 25% + POC rumput laut 75%). Hasil penelitian menunjukkan bahwa pemberian POC rumput laut sebanyak 25% sebagai substitusi nutrisi AB Mix setara dengan kualitas nutrisi AB Mix 100% yang ditunjukkan oleh variabel pengamatan dengan rata-rata panjang daun 17,26 cm, lebar daun 12,42 cm, jumlah daun 12,50, tingkat kehijauan daun 37,08, jumlah stomata daun 30,33, bobot segar batang dan daun 159,50 g, bobot kering batang dan daun 12,00 g, bobot segar akar 5,17 g, bobot kering akar0,78 g, dan diameter batang 12,00 mm. Komposisi terbaik POC rumput laut yang disubstitusikan dengan nutrisi AB Mix yaitu AB Mix 75% + POC rumput laut 25%, yang dibuktikan dengan bobo segar daun dan batang sebesar159,50 g atau mampu bersaing sebesar 99,27 % dari perlakuan 100 % AB Mix.

Abstract

The maritime dimension defense strategy model is a part of the Archipelago Marine Defense Strategy, referring to the dynamics or developments in the strategic environment and the capabilities of available national resources. In carrying out an assessment of the defense strategy of the archipelagic nation's sea dimension, it is determined by the influence and interaction of interrelationships between balancing aspects of Naval Forces and Integrated Fleet Weapons Systems (SSAT) with Threat aspects as a complex system, so an analysis is needed to get a value on the assessment defense strategy of the maritime dimension of the archipelagic state, which consists of aspects of developing the strength of the Navy and aspects of Potential Threats. So it needs to be compiled in a dynamic model that can represent a value in the assessment of the marine defense dimension of the archipelagic nation which is projected based on the time dimension up to the next 15 years. In this research, the researchers compiled a system dynamic model approach to obtain an assessment of the value of each variable and sub-variable. The results of the formulation and simulation model on the assessment of the sea dimension defense strategy, obtained values based on the following strategic scenarios: (1) Fleet In Being defense strategy at an index value of 5.72, (2) Blockade defense scenario 5.72, (3) Defense scenario Decesive Battle 5.73, (4) combined scenario between fleet in being and blockade 5.72, (5) combined scenario of fleet in being and decesive battle 5.78, (6) combination scenario of blocakde and decesive battle 5.73 and value sea defense based on current SSAT capabilities in the 15th year of 5.9, included in the alert category/quite safe.

Abstract

The interim president anticipates the vacancy of the office of president and vice president; Indonesia calls it ‘pelaksana tugas kepresidenan’, which is filled by the minister of home affairs, foreign affairs, and minister of defense. This article explores the two actors (bureaucrats and legitimacy) who become interim presidents in the constitutions of the world's countries. Next, the Indonesian arrangement and accompanying problems in the 1945 Constitution will be reviewed. This article is aided by a doctrinal research method with historical, legislative, and comparative constitutional approaches. Indonesia has its peculiarities compared to the constitutions of world countries because it applies a compound position as interim President adopted from the New Order legal products (Tap MPR VII/1973) without going through a decontextualisation process, so it still applies the old features (bureaucratic actors) with compound/collegial executive positions in the new constitutional structure that seeks to purify the presidential system. In addition, there are conditions that the 1945 Constitution still cannot resolve and that cause paralysis of governance. This article offers one solution—which could alleviate two specific problems simultaneously—and that is to make the Speaker of the House of Representatives (DPR) the acting President of the future.

Abstract

This study aims to develop a circular economy model to promote the sustainability of Integrated Pest Management (IPM)-based rice farming in Kediri Regency, Indonesia. Agricultural systems in the region face persistent challenges, including environmental degradation and chemical overuse. By adopting key principles of the circular economy—such as reduce and recycle—this research offers a practical solution to optimize resources and minimize ecological impact in rice farming systems. A mixed-methods approach was employed, combining sustainability assessment tools and structural equation modeling to evaluate and validate the model. Data were collected from 100 purposively selected IPM-oriented farmer groups. The results indicate that the "reduce" (β = 0.642) and "recycle" (β = 0.510) principles have the strongest influence, supported by high adoption rates (83% and 76%, respectively), while the "reuse" principle shows the lowest impact (β = 0.206), hindered by institutional and infrastructural limitations. The model demonstrates adequate reliability and convergent validity, confirming its applicability for sustainable farming evaluation. Overall, this study concludes that integrating circular economy strategies within IPM-based rice farming provides a viable pathway for ecological sustainability and offers an educational framework to foster environmental literacy. Strategic policy support and educational interventions are essential to scale up these practices across agricultural systems.

Abstract

This study discusses the Navy's underwater defense development strategy, especially that of Koarmada II, to overcome challenges in maintaining national security in the ALKI II region, especially the submarine threat in connection with the formation of the AUKUS alliance. This research uses a qualitative method approach based on case studies. Quantitative methods will be used to assign weights to the internal and external factors affecting the development of the Navy's strength, using these weights, this research will identify the best strategy that can be used by Indonesia in facing these challenges. Data for this research will be collected through interviews, document analysis, and literature review. There are seven main informants, namely, the Operations Assistant of Koarmada II; Commander of Koarmada II Escort Ship Unit; Commander of Koarmada I Escort Ship Unit; Commander of Koarmada II Submarine Unit; Commander of KRI Raden Eddy Martadinata-331 Koarmada II Escort Ship Unit; Commander of Banyuwangi Navy Base; and Commander of KRI Ardadedali-404 Koarmada II Submarine Unit. SWOT analysis is used to identify and formulate several strategies for developing the strength of the Navy. SWOT analysis is used in the development strategy integrated with the threat corridor around the ALKI II region. The data validation process used is the Content Validation Index (CVI), to provide an analysis of the results in the SWOT questionnaire.

Abstract

As one of the regions with the potential to become a national food production center, Kediri District in East Java has initiated the implementation of an organic farming system. To ensure the long-term viability of this agricultural system, it is essential to assess its level of sustainability. The objective of this study is to conduct a sustainability analysis to ascertain the status of sustainability and optimization strategies for IPM rice farming in the district. The research was conducted in Kediri District, with samples of Sugihwaras Village and Pandantoyo Village, involving a total of 100 respondents. These respondents were then interviewed to measure the six dimensions and 51 attributes used in the study. The data was analyzed using Multidimensional Scaling (MDS) RAP-IPM, and a prospective analysis was subsequently conducted. The results indicate that the sustainability scores for each dimension are as follows: ecology (83.29), technology (78.21), policy (81.31), and institutional (79.31), which suggest a very sustainable status. In contrast, the social dimension (60.19) is moderately sustainable, while the economic dimension (38.92) is classified as less sustainable. The average value of all these dimensions is 70.2, which can be considered quite sustainable. Within each dimension, there are sensitive attributes that are related to its sustainable status. These attributes are a key factor in the formulation of implementation strategies to encourage food security in Kediri District. The prospective analysis of the key factors indicates that most of these factors are situated in Quadrant II, signifying a high level of influence and dependence. To promote resilience effectively and efficiently in Kediri District, it is essential to prioritize strategies that consider the pivotal factors within Quadrant II.

Abstract

Pondok Pesantren Islam Ulul Albab, yang berlokasi di desa Banjaragung, kec. Jatiagung, kab. Lampung Selatan menjadi target mitra di dalam kegiatan ini, sehingga akan muncul sumber-sumber pendanaan (fund-rising) baru yang berkesinambungan. Bagian dari Kegiatan Pengabdian Kepada Masyarakat Unggulan ini bertujuan untuk: (1) menumbuhkan jiwa kewirausahaan para santri, tenaga pendidikan/kependidikan, dan (2) memberi bimbingan teknis langsung tentang usahatani budidaya secara hidroponik, khusus sayuran kepada para santri, tenaga pendidikan/kependidikan Pondok Pesantren Islam Ulul Albab. Metode pelaksanaan kegiatan utamanya selama berlangsungnya PPKM Level 4 di Bandar Lampung adalah praktik dan bimbingan melalui daring tentang budidaya sayuran secara hidroponik, serta monitoring secara langsung ke lapangan. Hasil kegiatan ini menunjukkan perkembangan yang sangat menggembirakan dengan berjalannya usaha hidroponik sayuran, yang dimulai dengan budidaya sayuran organik kangkung, selada, dan pakcoy. Usaha budidaya ini akan berlangsung berkesinambungan.

Abstract

Plastic is a significant portion of marine debris, ranging from 60% to 80%. Historically, ships have been a major contributor to plastic pollution in the ocean, followed by Indonesia, which is acknowledged as the second-largest originator. Global efforts to combat marine pollution, including plastic waste, have been undertaken through international agreements like MARPOL Annex V. This agreement has mandated countries to establish suitable port facilities for ship-generated wastes. However, an assessment of Indonesian ports indicated insufficient compliance with environmental management standards, particularly in waste handling. The current direct fee policy for waste disposal may disincentivize proper waste disposal by ship operators. This research examined and analyzed standards for adequate port waste reception facilities and explored the potential of implementing an indirect fee policy to promote responsible waste disposal. The research also provided recommendations for enhancing plastic waste management in accordance with international treaties ratified by the Indonesian government. The result showed that although existing national legal instruments indirectly address plastic waste concerns, specific regulations and updates are needed. Furthermore, the introduction of indirect fee policies for waste disposal at ports, coupled with stronger law enforcement, can incentivize proper waste management practices. These policies offered a promising strategy to address the challenges posed by plastic waste and contribute to sustainable environmental practices. By adopting these policies, countries were able to take a proactive approach to mitigating plastic pollution and protecting marine ecosystems.
