Abstract

Employee performance in public sector organisations is influenced by several human resource factors, particularly competence, workload, and work culture. This study aims to examine the direct and indirect effects of competence and workload on employee performance, with work culture acting as a mediating variable, at the Environmental Service Office of Tanah Bumbu Regency. A quantitative approach with a correlational research design was employed. The population consisted of 102 employees, and 50 respondents were selected through random sampling. Data were collected using structured questionnaires and analysed using Structural Equation Modelling–Partial Least Squares (SEM-PLS) with SmartPLS software. The results indicate that competence has a significant positive effect on employee performance (β = 0.390, t = 4.776, p < 0.05). Workload also significantly influences employee performance (β = 0.373, t = 3.680, p < 0.05), while work culture has a significant positive effect on performance (β = 0.386, t = 5.270, p < 0.05). Furthermore, competence does not significantly affect work culture (β = 0.187, t = 1.386, p > 0.05), whereas workload significantly affects work culture (β = 0.623, t = 5.555, p < 0.05). The mediation analysis reveals that work culture does not mediate the relationship between competence and employee performance. However, work culture significantly mediates the relationship between workload and employee performance. The model explains 93.5% of the variance in employee performance and 53.7% of the variance in work culture

Abstract

Gender-based violence against women remains a complex public policy issue that requires integrated governance involving multiple stakeholders across government institutions, law enforcement agencies, healthcare providers, legal aid organizations, and civil society. This study aims to analyze the application of collaborative governance in women's protection policy, with Banjarmasin City serving as the contextual focus, through a Systematic Literature Review (SLR). The review was conducted by systematically identifying, selecting, and synthesizing relevant literature retrieved from Google Scholar, Scopus, and ScienceDirect, as well as academic books, research reports, and policy documents, following the principles of the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA). The findings indicate that the effectiveness of women's protection policies is influenced by five key dimensions of collaborative governance: starting conditions, institutional design, collaborative processes, capacity for joint action, and network governance. The reviewed literature further highlights persistent challenges in local policy implementation, including weak inter-agency coordination, fragmented referral systems, limited institutional resources, and insufficient stakeholder participation. Within the context of Banjarmasin, the establishment of integrated service institutions such as the Regional Office for Women's Empowerment and Child Protection (DP3A) and the Integrated Service Unit for Women and Children Protection (UPTD PPA) reflects ongoing efforts to strengthen collaborative governance in women's protection. The study concludes that enhancing collaborative leadership, institutional coordination, integrated information systems, and organizational capacity is essential to improving the effectiveness and sustainability of women's protection policies. These findings provide a conceptual synthesis that contributes to the development of collaborative governance studies and offers practical implications for strengthening women's protection systems at the local government level.

Abstract

Digital transformation has become a key driver of change in human resource management (HRM) practices, particularly within modern organizations. This study aims to analyze the impact of digital transformation on HRM in Indonesia using a systematic literature review (SLR) approach. The research method follows the PRISMA 2020 guidelines by analyzing 30 relevant academic articles sourced from reputable databases such as Scopus, ScienceDirect, and Google Scholar, covering the period from 2015 to 2025. The findings reveal that digital transformation significantly influences HR functions, including increased efficiency in recruitment processes, employee development through digital learning, and the use of HR analytics in performance management. However, major challenges include the digital skills gap, limited technological infrastructure, and low organizational readiness in adopting digital systems. The study also highlights the importance of upskilling and reskilling strategies, as well as fostering an adaptive organizational culture to support successful digital transformation. From a theoretical perspective, this study integrates digital transformation, human capital, and dynamic capabilities frameworks to better understand changes in HRM practices. The findings are expected to contribute to the development of Digital HRM literature and provide insights for organizations and policymakers in designing adaptive and sustainable HR strategies in the digital era.

Abstract

Rivers constitute ecological infrastructure that supports the environmental, social, and economic functions of urban areas. However, their sustainability is increasingly threatened by urbanization, land-use change, pollution, and weak policy integration. This study aims to analyze the concept of river governance in supporting sustainable urban development through a review of river management policies in Banjarmasin City. The study employs a literature review method with a qualitative descriptive approach. The data population comprises scientific literature and policy documents related to river governance, urban water management, and sustainable development. Samples were selected purposively based on topic relevance, publication type, publication period from 2015 to 2024, and relevance to urban policies. Searches conducted through Google Scholar, ScienceDirect, and Scopus identified approximately 30 sources, including journal articles, academic books, research reports, and government documents. Data were collected through documentation studies and analyzed using thematic analysis involving identification, selection, thematic classification, pattern examination, and synthesis of findings. The results show that sustainable river management depends on institutional capacity to coordinate stakeholders and integrate spatial planning, waste management, sanitation, and flood-control policies. This study strengthens public administration scholarship and provides a practical basis for local governments to develop adaptive, collaborative, participatory, and sustainable river governance integrated into regional development planning
