Abstract

Technology advances year by year. The Election Organizers (KPU) utilizes the ever-evolving sophistication of information technology by developing the Information System for Members of the General Election Commission and Ad Hoc Bodies (SIAKBA). Implementing the recruitment process for Sub-district Election Committees and Voting Committees as stipulated in KPU Regulation Number 8 of 2022 concerning the Establishment and Work Procedures of Ad-hoc Bodies in the implementation of the 2024 Election. This study aims to determine how SIAKBA is implemented in the recruitment of Ad-hoc bodies at the sub-district and village levels. The method used in this study is a qualitative method with a descriptive approach. Data collection techniques were obtained from the field (interviews, observation, and documentation). From the results of the study using George Edward's theory, it was concluded that the Bojonegoro Regency KPU is ready to carry out the recruitment of Ad-hoc bodies for PPK and PPS members through SIAKBA. Through excellent communication patterns, highly supportive resources, the disposition or attitude of the SIAKBA team in accepting applicants is full of commitment, responsibility, and ready to carry out all stages of recruitment based on applicable rules and norms.

Abstract

The Vocational Training Center (BLK), as a Technical Implementation Unit (UPT), also has a dual function. First, it serves as a Training Implementation Unit for job seekers and second, as a Training Pilot Unit for other training institutions. The Mojokerto Vocational Training Center (UPT) is a training facility designed to produce competent workers with a disciplined, independent, and resilient mentality. Mojokerto's Competency-Based Training (PBK) develops a productive workforce. This study is a qualitative study using data collection methods including interviews, observation, and documentation. The purpose of this study is to describe the role of the Mojokerto BLK in providing work skills. During the process of providing work skills, the Mojokerto BLK employs various methods. Based on the observed phenomenon, the researcher is interested in analyzing the conflict using organizational effectiveness theory. The results reveal that the Mojokerto BLK has carried out its role as an implementer of job training for the unemployed community effectively and has been well-received by the community. The existence of the Vocational Training Center (BLK) in Mojokerto helps the government advance and foster the civilization of the nation and state, largely determined by reducing unemployment. The government's role is to create clear regulations for companies to invest and operate in Indonesia. Clear and firm regulations will create a fresh investment climate, attracting investors and encouraging them to invest. Clear regulations help companies avoid misappropriating policies regarding workers. Furthermore, workers need to understand company regulations and ensure they comply with applicable regulations. If these three components—the government, companies, and workers—synergize on mutually agreed-upon rules and policies, this will become a foundation for the future progress of the nation and state.

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi tata kelola pemerintahan desa dalam mewujudkan inklusi sosial pada pembangunan infrastruktur di Desa Sumbergede, Kecamatan Wringinanom, Kabupaten Gresik tahun 2024. Penelitian menggunakan pendekatan kualitatif dengan metode deskriptif, melalui wawancara mendalam, observasi partisipatif, dan analisis dokumen resmi desa. Hasil penelitian menunjukkan bahwa pembangunan infrastruktur yang meliputi rabat beton, saluran air, dan tembok penahan tanah telah terlaksana sesuai perencanaan, namun penerapan prinsip good governance belum sepenuhnya optimal. Partisipasi masyarakat, terutama kelompok rentan, masih terbatas; transparansi informasi dan akuntabilitas pelaksanaan belum memadai; serta kapasitas tenaga kerja lokal masih menjadi kendala dalam kualitas dan ketepatan waktu pembangunan. Selain itu, perencanaan yang kurang inklusif mengakibatkan manfaat infrastruktur belum merata, khususnya bagi penyandang disabilitas, lansia, dan kelompok miskin. Penelitian merekomendasikan penguatan partisipasi melalui pendekatan afirmatif, peningkatan keterbukaan informasi, penerapan prinsip universal design, serta pengembangan sistem pemeliharaan berbasis komunitas. Dengan tata kelola yang lebih partisipatif, transparan, dan inklusif, pembangunan infrastruktur diharapkan mampu memberikan manfaat yang berkeadilan dan berkelanjutan bagi seluruh masyarakat desa.

Abstract

Permukiman kumuh masih menjadi salah satu tantangan strategis pembangunan di Indonesia, baik di wilayah perkotaan maupun perdesaan, karena berdampak pada kualitas hidup, kesehatan, dan kesejahteraan masyarakat. Penelitian ini bertujuan menganalisis peran Pemerintah Desa Mojopilang dalam pelaksanaan program DAK PPKT serta mengidentifikasi hambatan yang dihadapi selama proses implementasi. Penelitian menggunakan pendekatan kualitatif dengan metode deskriptif, melibatkan informan kunci, instansi teknis, dan masyarakat penerima manfaat. Pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi, sedangkan analisis data menggunakan model interaktif Miles dan Huberman. Hasil penelitian menunjukkan bahwa Pemerintah Desa Mojopilang berperan sebagai fasilitator, motivator, dan mobilisator dalam mendorong partisipasi masyarakat, meningkatkan koordinasi antarinstansi, dan memastikan pelaksanaan program berjalan sesuai prinsip good governance yang meliputi akuntabilitas, transparansi, keterbukaan, dan kepatuhan terhadap aturan hukum. Penelitian ini menegaskan bahwa keberhasilan pembangunan permukiman kumuh membutuhkan penguatan tata kelola pemerintahan desa, peningkatan kolaborasi multipihak, serta partisipasi aktif masyarakat untuk mendukung keberlanjutan program.

Abstract

Perkembangan teknologi digital pada era Revolusi Industri 4.0 mendorong transformasi signifikan dalam penyelenggaraan pelayanan publik, termasuk di tingkat pemerintah daerah. Penelitian ini bertujuan untuk menganalisis implementasi layanan pengaduan masyarakat melalui Website Damar Mojo pada Dinas Lingkungan Hidup (DLH) Kabupaten Mojokerto, mengevaluasi dampaknya terhadap efektivitas penanganan aduan, serta mengidentifikasi hambatan dan peluang pengembangannya. Penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik purposive sampling untuk menentukan informan, sementara data dikumpulkan melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa Website Damar Mojo berperan sebagai kanal komunikasi digital yang efektif antara pemerintah dan masyarakat dengan memanfaatkan sistem pelaporan berbasis daring yang responsif dan akuntabel. Implementasinya ditopang oleh struktur birokrasi yang jelas, prosedur operasional standar, integrasi sistem, serta peningkatan kapasitas sumber daya manusia. Penelitian ini diharapkan dapat memberikan kontribusi terhadap pengembangan inovasi pelayanan publik berbasis digital dan mendorong partisipasi aktif masyarakat dalam peningkatan kualitas tata kelola pemerintahan daerah

Abstract

This study aims to determine the innovation of village government governance in increasing village original income to advance the community and management of village revenue. Village government is a government organizer that is carried out by the village head assisted by village officials as an element of village government administration. The theory in this study uses the theory of Everett M. Rogers regarding innovation using qualitative descriptive research methods from the results of the research explaining that in village government governance in increasing the village's original income that is enumerated in Gria Kuliner Bunderan Pacet, it is implemented well by seeing the 5 indicators namely the relative advantages that exist in the advantages so that with the development of Gria Kuliner Pacet which brings many benefits so that there is development in Gria Kuliner Pacet, Second Compatibility is in a good presentation due to consistency in the village government in managing BUMDes, the three complexities are in the presentation in the sales process which already exists in the village government regulation, namely Gria Kuliner Bunderan Pacet, the four divisibility is on a good presentation due to an experiment in the management of the BUMDes Gria culinary roundabout to be used as a tourist spot culinary, the Fifth Communicability is in a good presentation and can be published to the community where the results of the innovations produced by the village government are in the form of pacet bunderan culinary gria which can improve the community's economy with the existence of BUMDes in the form of a vegetable market that gets suppliers from local residents.So the results of research from the data obtained by researchers can be concluded that regarding the Roundabout Culinary Griya there is a development as seen from the management system.

Abstract

Alokasi Dana Desa sangat menentukan suatu perencanan atau program- program yang ada disekitar masyarakat, keberhasilan suatu program juga tidak lepas dari adanya Alokasi Dana Desa agar bisa berjalan dengan baik, keikutsertaan masyarakat akan sangat dibutuhkan dalam perencanaan atau program, agar suatu kegiatan dapat dilaksanakan dengan baik dan tentunya berjalan dengan lancar. Penelitian ini bertujuan untuk mengetahui sejauh mana Alokasi Dana Desa dalam pembangunan pada tahapan perencanaan, pelaksanaan, dan pemantauan infrastruktur (fisik) di Desa Watesprojo Kecamatan Kemlagi Kabupaten Mojokerto. Teori yang digunakan yaitu Teori Partisipasi dari Yadav yang berisi tentang 1.) partisipasi dalam Pembuatan Keputusan, 2.) Partisipasi dalam Pelaksanaan Kegiatan, 3.) Partisipasi dalam Pemantauan dan Evaluasi, 4.) Partisipasi dalam Pemanfaatan Hasil. Penelitian ini dilakukan secara deskriptif kualitatif dengan pengumpulan data primer dan data sekunder. Pemilihan informan penelitian ini dengan cara purposive sampling,  yaitu 6  orang. Hasil penelitian ini adalah 1.) Tingkat Alokasi Dana Desa dilihat dari pembuatan keputusan tergolong Rendah, karena masyarakat hanya di ikutkan di tahap perencanaan Aspirasi Masyarakat saja yang tergabung dengan musyawarah Dusun. Selanjutnya di musyawarah Desa masyarakat tidak dilibatkan hanya usulannya saja yang memang dari masyarakat.2.) Tingkat Alokasi Dana Desa dilihat dari pelaksanaan kegiatan pembangunan tergolong baik, karena masyarakat juga ikut andil dalam pelaksanaan pembangunannya baik yang disumbangkan berupa tenaga ahli tukang maupun berupa harta benda (konsumsi makanan). 3.) Tingkat Alokasi Dana Desa dilihat dari pemantauan pembangunan infrastruktur tergolong Sedang, Karena masyarakat hanya dapat mengkritik secara lisan tidak berupa tulisan kepada LPM Desa yang ada di Desa Watersprojo.

Abstract

Call Center 112 merupakan inovasi di bidang pelayanan publik darurat yang bertujuan untuk meningkatkan responsivitas pemerintah dalam menangani keadaan darurat. Diskominfo Kabupaten Mojokerto memainkan peran strategis dalam memastikan keberhasilan layanan ini melalui pengelolaan teknologi, pelatihan sumber daya manusia, dan sosialisasi kepada masyarakat. Artikel ini bertujuan untuk menganalisis peran Diskominfo dalam pengelolaan Call Center 112 serta dampaknya terhadap pelayanan publik. Penelitian menggunakan pendekatan kualitatif deskriptif dengan wawancara, observasi, dan analisis dokumen. Hasil penelitian menunjukkan bahwa meskipun layanan ini telah meningkatkan efektivitas penanganan darurat, masih terdapat kendala dalam aspek sosialisasi dan infrastruktur telekomunikasi di wilayah terpencil. Artikel ini memberikan rekomendasi untuk meningkatkan pemanfaatan Call Center 112 melalui perluasan jaringan telekomunikasi dan peningkatan pelatihan operator.

Abstract

This paper will conduct a criminological study of the determination of the UMK based on the KHL, productivity and taking into account economic growth, which raises problems. First, there is a "push and pull" between workers and employers in calculating a decent UMK; and second, there are demands for an increase in the UMK every year followed by large-scale demonstrations from the district to the provincial level with threats and anarchic actions so that a solution is needed for the determination of the UMK in the future.

Abstract

The impact of early marriage and reproductive health for adolescents is very influential on all factors, both economic, social, health and educational factors. And early marriage seems to still be happening, including in Indonesia. Especially in Mojokerto Regency, the numbers are very fantastic, the people still do this. Usually the causes of early marriage are cultural and socio-economic factors. Some parents still have the notion that children can be a "savior" of family finances when they get married. There are also those who consider unmarried children to be an economic burden on the family. Actually, the bride who is still in her teens is the most disadvantaged party in early marriage. Because this event will sacrifice the physical and mental development of women. Getting pregnant at a young age and dropping out of school will limit women's career opportunities. In addition, early marriage can increase the risk of domestic violence. Community service activities were held at the P2KBP2 Office Hall, Mojokerto Regency, Jln RA. Basuni No. 19 Sooko Mojokerto. The purpose of this activity is to find out what are the factors behind early marriage and reproductive health for adolescents and what impact this has on the household and the social, economic, educational and health environment of couples who marry early. Partners for community service activities are IIDI Mojokerto Branch and Puspa Majapahit, Mojokerto Regency. The participants of the activity are OSIS representatives for high school students or the equivalent in Mojokerto Regency. The methods in this community service are lectures, discussions, and questions and answers. The result of this drawing is the existence of counseling ambassadors representing 1 youth mass organization or 1 student council member in each high school or equivalent to be able to conduct counseling or socialization in every secondary school in each of these schools or the equivalent in all Mojokerto district.
